It is our understanding the building official will allow the use of the current approved 2016 CBC Proto-II Standard Plan at the
City of La Quinta provided a preliminary analysis has been done to compare the designs to the newly adopted 2019 CBC.
Please refer to the attached Basis for Design which demonstrates the Wind Loads and Seismic Loads of the 2019 CBC are
less than or equal to the 2016 CBC values.
One item that has changed significantly is the R value to be used in seismic design of cantilevered fence walls. Traditionally
a value of 3 has been used but the ASCE 7-16 requires an R value of 1.25. This results in a 240% increase of the seismic
forces applied to cantilevered fence walls. Because Proto-II walls are less heavy than conventional masonry, wind speeds
still control the design.
Please refer to the attached revised sheet index for which details may be used from the 2016 CBC Proto-II Standard Plan
during the grace period while the standard plan is updated to the 2019 CBC.
