order by Chair Biondi at 4:00 p.m.

MOTION — A motion was made and seconded by Commissioners Blakeley/Chiaperrini to
appoint Commissioner Biondi to serve as Chair for fiscal year 2023/24. Motion Passed
unanimously.
MOTION — A motion was made and seconded by Commissioners Biondi/Gordon to
appoint Commissioner Blakeley to serve as Vice Chair for fiscal year 2023/24. Motion
Passed unanimously.
2. SELECT SCULPTURE FOR SILVERROCK PARK SCULPTURE LOAN
PROGRAM
Management Analyst Calderon presented the staff report, which is on file in the
Community Services Department.
The Commission discussed the two alternative sculptures by artist CJ Rench, to be
displayed at SilverRock Park, and expressed the most interest in a red, abstract sculpture
titled "Lively."
MOTION — A motion was made and seconded by Commissioners Biondi/Blakeley to
include the sculpture "Lively" as part of the SilverRock Park Sculpture Loan Program.
Motion Passed unanimously.
3. SELECT ART PADS AND SCULPTURE LOCATIONS FOR SILVERROCK
PARK SCULPTURE LOAN PROGRAM
Management Analyst Calderon presented the staff report, which is on file in the Clerk's
Office.
The Commission discussed the locations of the three art pads available at SilverRock
Park and their preferences on what sculpture would look best at each one; expressed a
consensus that "Graceful" and "Lively" would look best near the water, and "Us Three"
would fit nicely near the SilverRock event building; additionally, the Commission agreed
that arranging the sculptures in this order of silver, red, silver (colors of the sculptures)
would be aesthetically appealing.
The Commissioner discussed placing plaques at the base of each art pieces to provide
information about the sculptures and/or the artist; Staff said plaques are usually installed
with art pieces; and noted that the use of QR codes in the future is being considered to
provide additional information for art pierces throughout the City. The Commission
discussed the length of the art loan and details of the loan agreement.
MOTION — A motion was made and seconded by Commissioners Biondi/Gordon to place
"Graceful" at art pad 1, "Lively" at art pad 2, and "Us Three" at art pad 3. Motion Passed
unanimously.

The Commission requested clarification on who served on the Art Selection Committees
previously.
MOTION — A motion was made and seconded by Commissioners Biondi/Gordon to
appoint Commissioners Blakeley and Gordon to serve on the November 2023 Civic
Center Art Selection Committee. Motion Passed unanimously.
MOTION — A motion was made and seconded by Commissioners Biondi/Blakeley to
appoint Commissioners Chiaperrini and Biondi to serve on the March 2024 Civic Center
Art Selection Committee. Motion Passed unanimously.
STUDY SESSION — None
DEPARTMENTAL REPORTS
Staff provided verbal updates on the following items:
2. PILLARS OF THE COMMUNITY, DISTINGUISHED ARTISTS, AND
DISTINGUISHED ATHLETES AWARDS PROGRAM SUBCOMMITTEE
The Subcommittee discussed potential changes to the Pillars of the Community and
Distinguished Artists and Athletes Awards programs, presented as a Study Session item
at the August 1, 2023, City Council meeting. Council provided input regarding the
recommended changes. The Subcommittee will meet again to develop an official list of
changes, then bring the recommendations to the Commission before going back to
Council for consideration and approval.
2. POTENTIAL TRANSITION TO BECOME COMMUNITY SERVICES AND ARTS
COMMISSION
Staff were asked to research the feasibility of creating an Arts Commission. Instead of
creating a separate commission dedicated to art, staff are considering changing the
Commission to become the Community Services and Arts Commission, by
recommending to expand the Commission's membership from 5 to 7 members with the
2 additional members having experience and background in the arts. Staff will continue
to research the concept and present the findings to Council for discussion and direction
in October of 2023.

3. ART CATALOGUE
There are over 150 art pieces in the City's public art inventory. Staff are having
conversations with art appraisers and conservators to assess the feasibility of having the
entire public art collection appraised. In the meantime, staff will continue to update the
community art maps, Art@fifth website, and internal art catalogue.
4. LA QUINTA PARK SPLASH PAD
The splash pad at La Quinta Park opened in late August 2023. The amenity is free to the
public and available during park hours until October 2023.
5. X -PARK SHADE STRUCTURES
Four permanent shade structures were erected at the X -Park. The structures were
installed in areas where park users congregate most frequently.
6. CIVIC CENTER ACTIVITIES PROMENADE
Table tennis and two cornhole sets were installed in Civic Center Campus in August 2023.
The amenities are located near the Wellness Center and are free for the public to use
during park hours. Bean bags, ping pong balls, and paddles can be checked -out from the
Wellness Center. The Commission asked about the equipment check-out process and if
signage is displayed informing patrons of the process.
7. CACTUS FLOWER ACTIVITIES PROMENADE
The Cactus Flower Activities Promenade is located in a neighborhood near Monticello
Park. The project will include two pickleball courts and potentially expand to include
additional amenities such as cornhole, table tennis, or foosball. Residents near the area
were surveyed and the majority are in favor of the project. Public Works Management
Analyst Mignogna commented on the possibility of installing motion -activated lighting at
the promenade in the future.
8. CULTURAL CAMPUS MASTER PLAN
Staff are moving forward with the Cultural Campus project. HGA, the City's architecture
and design consultant, is preparing schematic drawings of the La Quinta Museum,
entryway, courtyard, oasis, archive space, and arts promenade. Staff commented on the
funding allocated for the project including CIP funds and Measure G funding. The
Commission asked about available parking and the layout of the enhanced entryway.

9. CITY EVENTS LINEUP FOR FISCAL YEAR 2023/24
Staff listed the upcoming events and invited the Commission to attend if they so choose.
Upcoming events include the Veterans Recognition Ceremony, La Quinta Art Celebration,
and Tree Lighting Ceremony.
COMMISSIONER'S ITEMS
Commissioner Chiaperrini broached the subject of the Commission meeting on a monthly
basis. The Commission discussed meeting every other month when staff and resources
are available. Chair Biondi encouraged the Commissioners to bring priorities forward they
feel are important and/or participate in subcommittees to address items within the
Commission's purview. Vice Chair Blakeley acknowledged and thanked staff for their
efforts to accomplish goals within the department. Commissioner Gordon thanked staff
for being responsive to the Commission's recommendations.

There being no further business, a motion was made and seconded by Commissioners
Biondi/Blakeley to adjourn the meeting at 5:11 p.m. Motion passed unanimously.

RECOMMENDATION
Recommend a playground equipment design for the La Quinta Park Project No. 2023-24
from Playcraft Systems Inc. to City Council.
EXECUTIVE SUMMARY
• The playground at La Quinta Park has reached its useful life and is in need of
replacement.
• Pacific Play Systems Inc. (Pacific) submitted two playground equipment design
options for consideration.
FISCAL IMPACT
Funds are available in the Park Equipment replacement fund 501-0000-71060 for fiscal
year 2023/24. The estimated cost to replace the playground equipment depending on the
option selected is either $390,000 or $410,000.
BACKGROUND/ANALYSIS
The playground at La Quinta Park has reached its useful life and is in need of
replacement. The City utilizes purchasing agencies for procurement of goods and
services which complies with the City's purchasing policy to streamline the process.
Pacific submitted two playground equipment design options for consideration: Option 1
(included as Attachment 1) has a whimsical butterfly design and is priced at $390,000;
and Option 2 (included as Attachment 2) provides a nature -inspired design and is priced
at $410,000. The two options are being presented for Commission consideration and
recommendation to City Council.

AWARD TO CITY COUNCIL
RECOMMENDATION
Recommend a recipient of the 2023 Senior Inspiration Award to City Council.
EXECUTIVE SUMMARY
• Riverside County's Senior Inspiration Award (SIA) Program recognizes and honors
outstanding senior citizens for volunteer service.
• Each Coachella Valley city nominates a resident and/or volunteer for this program.
• City staff requested nominations and received two nominees.
FISCAL IMPACT — None.
BACKGROUND/ANALYSIS
Each year, the County of Riverside and Coachella Valley cities select a senior citizen, 65 or
older, to be recognized for their volunteerism and active engagement in their community.
Staff solicited nominations (Attachment 1) from Greater Coachella Valley Chamber of
Commerce, La Quinta Historical Society, La Quinta Rotary Club, Friends of the La Quinta
Library, La Quinta Cove Neighborhood Association, Friends of the Desert Mountains,
Coachella Valley Rescue Mission, FIND Food Bank, Desert Classic Charities, Riverside
County Sheriff (La Quinta Police), Riverside County Fire, La Quinta Library and La Quinta
Museum. A call out for nominees was also done through social media. The following
nominations were received:
Patty Andersen — Friends of the Desert Mountains
Marge Dodge — La Quinta Art Celebration
All nominees meet the criteria for the award and a brief synopsis of their community
engagement is provided in Attachment 1. The award will be presented at the SIA luncheon
held on March 28, 2024, at Agua Caliente Resort Casino in Rancho Mirage.

Ms. Patty Anderson is the nomination of Tammy Martin from Friends of the Desert Mountains. Upon
further inquiry Patty is instrumental in assisting with many facets. Not only updating the website
calendar, but she is the person who resolves issues with the inventory system in their gift shop.
When Ms. Anderson is not indoors solving computer problems, she is outdoors repairing the trails in the
San Jacinto Mountains (30+ miles have been repaired). Trails in the lower desert have been maintained
and repaired (Palm Springs, Rancho Mirage, Palm Desert and our very own City of La Quinta Trails). Ms.
Anderson assisted with creating the trail in the Indio Badlands, and the new Kim Nicol trail loop in
Desert Hot Springs. Of the ten years volunteering with FODM, over S00 miles were worked and
repaired by Ms. Anderson and the FODM team.
Ms. Anderson volunteers in the Annual Public Lands Day FODM property clean-up, she helps man the
watch tower located in San Jacinto Mountain Range, she is the lead person for one of the many
different zones at the Annual Coachella Valley Wildflower Festival which is a huge success. Foremost,
Ms. Anderson promotes FODM by taking many photos to promote all the wonderful activities FODM is
involved in.

BACKGROUND/ANALYSIS
In the past, La Quinta recognized community members who made significant contributions
to the City by honoring them as Pillars of the Community, Distinguished Artists, and
Distinguished Athletes. Due to the recent decrease in nominations submitted by the
community and an overall lack of interest in these awards, the Commission formed a
Subcommittee to assess how the awards process can be improved. After discussing ways
to enhance the awards, the Subcommittee is recommending modifications to the current
awards structure and is proposing additional honors to be incorporated as part of the City's
Community Awards Program. With the implementation of the recommended changes, the
Subcommittee hopes to revitalize the community's interest in recognizing the individuals
who make positive impacts in La Quinta.
The Subcommittee's recommended changes are outlined in the Community Awards
Program Criteria (Attachment 1) and include refining the eligibility requirements for the
Pillars of the Community Award and the development of the Distinguished Citizen, Junior
Inspiration/Youth Achievement, and Community Service Awards.
ALTERNATIVES — The Commission may decide not to recommend these changes to
Council and keep the current awards structure as is.

Community Awards Programs
The City of La Quinta's community awards programs were developed to recognize the
individuals who have made significant impacts in La Quinta through their acts of service,
kindness, leadership, and dedication to serving the community. Citizens are encouraged to
nominate individuals they feel are deserving of these awards based on the criteria listed
below. Nominees are assessed and reviewed on a case-by-case basis and awarded at the
discretion of City staff, Community Services Commission (CSC), and/or City Council. The
City of La Quinta reserves the right to approve or deny any and all awards nominees.
Pillars of the Community
Qualifications:
1. Candidates must be or have been a resident of La Quinta for a minimum of one (1) year.
2. Candidates must have dedicated a minimum of three (3) years of service to the community
of La Quinta in one or more of the following areas:
Volunteer Efforts & Philanthropy — Donation of time or services to local
organizations including nonprofits, charities, schools, animal shelters, senior
centers, sports leagues, churches, and/or youth organizations.
Community Engagement & Leadership — Taking part and/or leading efforts to
improve the local community and address community issues.
Public service — Employment or involvement in public service fields including
education, law enforcement, emergency services, healthcare, and/or local
government.
Recognition Process:
• Nominations are accepted year-round.
• SIA recipients are not automatically inducted as Pillars of the Community.
• Candidates may have received prior recognition from the City in one or more of the
following areas:
o Distinguished Citizen Award
o Community Services Award
o Junior Inspiration/Youth Achievement Award
• Nominees are vetted by City staff, recommended by CSC, and approved by City
Council.
• Recipients are presented with an award and/or plaque during a special Pillars of
the Community Ceremony in the Council Chambers.
• Recipient names are permanently added to the perpetual plaque located in the City
Hall lobby.
• Recipients are acknowledged at the City Picnic, and/or additional City Events.

• Recipients are presented with an award/plaque during a City Council meeting.

Qualifications:
1. Candidates must be five (5) to eighteen (18) years of age.
2. Candidates must be or have been a La Quinta resident or attended a La Quinta school
(public, private, or homeschool) for a minimum of one (1) year.
3. Candidate must have contributed significantly to the community of La Quinta. Examples may
include:
• Volunteer Efforts — Donation of time or services to local organizations including
nonprofits, charities, schools, animal shelters, senior centers, sports leagues,
churches, and/or youth organizations.
• Community Engagement & Leadership — Taking part and/or leading efforts to
improve the local community and address community issues. Help to build self-
esteem and be a good role model for their peers.
• Academic Achievement — Accomplishments attained in an academic setting
include outstanding test scores, research outcomes, scholarships, academic
honors, and/or continued education.
• Athletic Achievement — Accomplishments in the field of sports including
outstanding athletic performance (team or individual), scholarships, and/or
tournament/championship game performances.
• Artistic Achievement — Accomplishments in the field of visual, literary, or
performing arts including awards, scholarships, productions, and overall
achievements in the arts.
• Acts of Kindness or Service — Helping others, organizing fundraisers, planting
trees, leading a community clean-up event, and/or any other acts of selfless
service that positively impact the community.
Recognition Process:
• Nominations are accepted year-round.
• Nominees are vetted by City staff and chosen by CSC.
• Recipients are presented with an award/certificate during a City Council meeting.
To allow for instantaneous recognition, recipients will be honored at a Council
meeting immediately following the CSC meeting during which they were approved
for the award.

AGENDA TITLE: RECOMMEND NAME CHANGE AND EXPANSION OF THE
COMMUNITY SERVICES COMMISSION TO CITY COUNCIL
RECOMMENDATION
Recommend name change and expansion of the Community Services Commission to City
Council.
EXECUTIVE SUMMARY
• The Community Services Commission (CSC) is comprised of five members
appointed by City Council and is responsible for providing recommendations
concerning the City's community service programs, recreational facilities, and
public art acquisitions.
• While public art currently falls within the purview of the CSC, community members
have expressed interest in forming an Arts Commission.
Instead of forming a separate Arts Commission, staff are recommending expanding
the Commission and changing the name to Community Services and Arts
Commission.
FISCAL IMPACT — None.
BACKGROUND/ANALYSIS
The CSC meets quarterly and is comprised of five members appointed by City Council. The
primary focus of the CSC includes assessing community service program
effectiveness/needs, proposing recreational/social programs, and providing input regarding
public art acquisitions. While public art falls under the CSC's purview, recently community
members have expressed interest in forming an Arts Commission to solely focus on public
art. Instead of forming a separate Arts Commission, staff recommend that the Commission
change its name to Community Services and Arts Commission (CSAC) and expand to a
seven -member body. The CSAC would continue the primary functions of advising staff on
social, recreational, and community programming with an increased emphasis on public art.
On November 21, staff provided Council with information on this topic during a study
session. Council recommended the following:
Change the name of the Commission to Community Services and Arts Commission.
Expand the Commission to a seven -member body.
Require that two Commissioners have experience in art education,
knowledge/appreciation of the arts, and/or be involved with a local art -focused non-
profit.
Additionally, Council asked staff to explore the feasibility of including a La Quinta High
School student as a commissioner to represent the local youth perspective. If the appointed
Student Commissioner is unable to attend a meeting, staff may consider having an
alternate Student Commissioner on standby to fill in as needed.
ALTERNATIVES — The Commission may choose not to recommend/modify these changes
to City Council and prefer to keep and name and structure of the Commission the same.
