called to order by Chair Biondi at 4:00 p.m.

MOTION — A motion was made and seconded by Commissioners Blakeley/Gordon to
approve the Consent Calendar as recommended. Motion passed unanimously.
BUSINESS SESSION
1. RECOMMEND PLAYGROUND EQUIPMENT DESIGN FOR LA QUINTA PARK
PROJECT NO. 2023-24 FROM PLAYCRAFT SYSTEMS, INC. TO CITY
COUNCIL
Maintenance and Operations Superintendent Hansen presented the staff report, which is
on file in the Community Services Department.
The Commission expressed support for Option 1 presented because they found the
whimsical butterfly/insect themed playground equipment design to be more suited for the
desert area and it was less expensive than Option 2 presented, which featured a nature -
inspired design with trees.

MOTION — A motion was made and seconded by Commissioners Gordon/Blakeley to
recommend playground design Option 1 to City Council. Motion Passed unanimously.
Staff noted that upgrades will also be made to the fitness equipment located along the
walking path of La Quinta Park and a large shade structure will also be installed over the
new playground.
2. RECOMMEND A RECIPIENT OF THE 2024 SENIOR INSPIRATION AWARD
(SIA) TO CITY COUNCIL
Management Analyst Calderon presented the staff report, which is on file in the
Community Services Department.
The Commission discussed the qualifications and merits of the two SIA nominees and
reached a consensus to nominate Marge Dodge.
MOTION — A motion was made and seconded by Commissioners Blakeley/Chiaperrini to
recommend Marge Dodge as the 2024 SIA recipient. Motion Passed unanimously.
3. RECOMMEND MODIFICATIONS TO COMMUNITY AWARDS PROGRAMS TO
CITY COUNCIL
Management Analyst Calderon presented the staff report, which is on file in the Clerk's
Office.
The Commission discussed the proposed changes to the Pillars of the Community
Awards program, including their disagreement with the residency qualification
requirement to be a minimum of one year, but expressed a consensus to increase it to a
minimum of three years; expressed support for the establishment of the three new award
programs as proposed: (1) Distinguished Citizen Award, (2) Junior Inspiration/Youth
Achievement Award, and (3) Community Service Award.
MOTION — A motion was made and seconded by Commissioners Biondi/Blakely to
recommend Council approval to:
A. Modify the Pillars of the Community Award program as presented by the
Subcommittee, except to increase the residency qualification requirement from
a minimum of one year to a minimum of three years:
B. Establish the following three new community awards programs as presented by
the Subcomittee: (1) Distinguished Citizen Award, (2) Junior Inspiration / Youth
Achievement Award, and (3) Community Service Award.
Motion Passed unanimously.
4. RECOMMEND NAME CHANGE AND EXPANSION OF THE COMMUNITY

Community Services Deputy Director Calderon presented the staff report, which is on file
in the Clerk's Office.
The Commission expressed interest in being more involved in community initiatives;
discussed its powers and duties as outlined in the Commissioner's Handbook; noted its
interest to establish goals and develop plans to accomplish special projects and
assignments within the Commission's purview; said they feel underutilized and that as a
group, the Commission has a particular set of skills that can contribute and assist staff in
developing community programs; supported a possible name change to "Arts and
Community Services Commission;" noted "arts" includes a myriad of categories, not just
fine arts; opposed increasing its membership from five to seven without assessing their
current involvement and evaluating how they can do more to serve the community; and
opposed opening a Commissioner seat to a La Quinta High School student and noted it
would be more appropriate to explore establishing a Youth Task Force or internship
program in which high school students can participate.
The Commission reached a consensus in support of changing the Commission name to
"Arts and Community Services Commission" and opposing its membership from five to
seven.
MOTION — A motion was made and seconded by Chair Biondi/Commissioner Chiaperrini
to recommend Council approval to rename the Commission to "Arts and Community
Services Commission" and to expand the Commission's membership from five to seven
members. Motion failed unanimously.

DEPARTMENTAL REPORTS
Staff provided verbal updates on the following items:
CIVIC CENTER ART COMMITTEE PURCHASES
The Civic Center Art Committee, consisting of Vice Chair Blakeley, Commissioner
Gordon, Council Member Fitzpatrick, and Mayor Evans attended the La Quinta Art
Celebration on November 16, 2023. The Committee selected three art pieces to be
included in the City's Art in Public Places program. The artwork will be displayed at City
Hall, Fritz Burns Park, and the Silverrock Park Event Building.

2. PUBLIC ART TOUR AND CATALOGUE UPDATE
Staff are documenting the City's signature public art pieces using GIS to create a virtual
art tour. The project is anticipated to be completed in Spring 2024. Staff are also working
with an art conservator and an art appraiser to develop a thorough condition report and
obtain an accurate appraisal of the City's public art collection.
3. CULTURAL CAMPUS UPDATE
Architectural firm HGA continues to develop the preliminary plans for the Cultural
Campus. Staff meets with HGA on a regular basis to discuss progress and provide
feedback on the design of the courtyard, "oasis", archive, and museum improvements.
4. FRITZ BURNS PARK IMPROVEMENTS UPDATE
Staff continue working with architectural firm Insight to design enhancements to the Fritz
Burns Park parking lot, playground equipment, and pool areas.
5. CITY EVENTS RECAP
Staff provided a recap of the recent City events including the 9/11 Vigil, Concerts in the
Park, Tree Lighting Ceremony, and Indian Wells — La Quinta Ironman 70.3 Triathlon. The
Commission commended the holiday decorations displayed at City Hall, the La Quinta
Museum, and Casita.
COMMISSIONER'S ITEMS
Chair Biondi and Commissioner Shelton commented on the Civic Center Art Committee
process. Instead of purchasing six small art pieces from the Art Celebration every year,
they expressed that it may be more impactful to save the funding and apply it to a larger
art piece. Commissioner Gordon added that it would be helpful to have a finite location
and specific criteria when selecting art. A consensus was reached to evaluate the
frequency of Art Committee purchases and postpone the purchase of artwork from the La
Quinta Art Celebration after March 2024.
Chair Biondi is interested in learning more about the CV Link, Art and Music Line, and
Highway 111 Corridor projects, and how they all interconnect. The Commission would
like to be involved in the planning process as these projects move forward to offer input
on any public art opportunities. Staff discussed the process for how developers
incorporate public art in their plans and will get more information on how to include or
update the Commission. Commissioner Chiaperrini suggested that the Commission
should also offer input concerning the City's entry monuments including locations and
design. A consensus was reached to discuss this during an upcoming Commission
meeting.

Vice Chair Blakely summarized the Commission's discussion during Business Item No. 4
on this Agenda; the Commission reached a consensus and expressed support to rename
the Commission to "Arts and Community Services Commission" and to form a
subcommittee to discuss the Commission's goals and objectives. These items will be
added to the agenda for an upcoming Commission meeting.
Commissioner Biondi discussed Commissioner Shelton's efforts to assist an Ironman
Triathlon athlete whose bicycle was damaged during transit. Coordinated efforts by City
staff and Ironman staff resulted in locating a bicycle and the athlete was able to continue
his participation in the race.

There being no further business, a motion was made and seconded by Commissioners
Blakeley/Gordon to adjourn the meeting at 6:11 p.m. Motion passed unanimously.

AGENDA TITLE: APPOINT MEMBERS OF THE COMMISSION TO SERVE ON THE
COMMISSION GOALS AND OBJECTIVES REVIEW SUBCOMMITTEE
RECOMMENDATION
Appoint members of the Commission to serve on the Commission Goals and Objectives
Review Subcommittee.
EXECUTIVE SUMMARY
• The Community Services Commission (Commission) provides recommendations
on community services, recreation programs, park amenities, and public art.
• The Commission's roles and responsibilities are outlined in Chapter 2.95 of the
La Quinta Municipal Code (Code), which was recently updated and includes
changes to the Commission's purpose and objectives (Attachment 1).
• The Commission is forming a subcommittee to establish new goals and objectives
to reflect the Code updates.
FISCAL IMPACT — None
BACKGROUND/ANALYSIS
The Commission meets quarterly and provides recommendations to City Council on
community services, recreation programs, park amenities, and public art. The
Commission's roles and responsibilities are outlined in the Code and list the general rules
pertaining to the Commission including qualifications of members, purpose and
objectives, and powers and duties. The Code was recently updated to include more
concise and well-defined powers and duties, reference to the Commission Road Map
(Attachment 2) and changing the name to Arts and Community Services Commission.
The Code changes go into effect March 22, 2024. During the December 11, 2023,
Commission meeting, Commissioners expressed interest in forming a Subcommittee to
review the Commission's goals and objectives to establish goals that more accurately
reflect the Code changes. Additionally, the Subcommittee will be tasked with producing a
mission statement to describe the Commission's function. The Subcommittee will discuss
potential new goals and objectives and a mission statement, then present their ideas to
the Commission for further discussion.
ALTERNATIVES
The Commission may decide not to appoint two Commissioners to serve on the
Subcommittee.

Chapter 2.95 ARTS AND COMMUNITY SERVICES COMMISSION
2.95.010 General rules regarding the arts and community services commission.
Except as set out below, see Chapter 2.06 for general provisions.

2.95.020 Number of members.
The arts and community services commission ("ACSC") shall consist of five (5) members appointed by, and serving
at the will of the city council. The city council may increase the number of members from time to time but in no
event shall the membership exceed seven (7) members or be less than five (5) members. If the code refers to the
former "community services commission" or "CSC' as an abbreviation thereof, such reference shall mean the ACSC
established and governed by this chapter.

2.95.030 Qualifications of members.
In addition to the qualification requirements set forth in Section 2.06.040, applicants for the ACSC shall exhibit
expertise, experience, knowledge, or similar assets that may be useful in serving on the ACSC.
Every effort will be made to ensure that a wide cross-section of community residents, interests and viewpoints,
including providers, recipients and professionally -related occupations are represented, including artists and/or
individuals with knowledge or appreciation of the literary, performing, and/or visual arts. Community service
organizations, public and private, such as law enforcement, recreation, public health, gang prevention, childcare,
and senior services, for example, may be represented.

2.95.040 Purpose and objectives.
The general purposes of the ACSC are to encourage the development of a planned and orderly approach to the
delivery of leisure and community services in the city, to advise the city council with respect to the city's
development of cultural arts, including cultural events and activities, and to promote the literary, performing and
visual arts.
Cultural arts as used in this section may involve cultural and arts -related disciplines and activities, including, but
not limited to, the following:
A. Performing art, such as drama, music and dance.
B. Visual arts, such as painting, sculpture, photography, graphics, video art, applied art, and public art.
C. Literary arts, such as literature, poetry, and journalism.
D. Communications arts, such as film, television, radio, and technology.

The ACSC shall also maintain and implement the La Quinta art in public places program subject to approval of the
city council.
The objectives of the ACSC are to serve in an advisory capacity to the city council to identify community needs for
all matters pertaining to social services, community programs, public art, and public recreation as listed in detail in
the ACSC Road Map, maintained by the Community Services Department, as may be amended from time to time.
The Commission Road Map focuses on the following three (3) main categories:
A. Art
1. Recommend services and programs pertaining to cultural arts, including but not limited to,
literary, performing and visual arts, thereby promoting cultural enrichment and art appreciation
within the community.
2. Recommend funding opportunities for cultural programs and activities.
3. Work with city staff to develop a list of potential sites for public art.
4. Work cooperatively with city boards, commissions, committees, and other organizations to
promote art and cultural activities within the city.
5. Maintain a list of pre -qualified artists for the city.
B. Events
1. Recommend public events, including lifestyle, contracted and signature city events.
2. Review and assess city recognition and acknowledgment programs.
3. Identify opportunities to establish a youth commission or board.
C. Recreation
1. Recommend recreation services and programs, including programs for outdoor amenities and
public spaces, such as city owned parks, and biking and hiking trails.
2. Facilitate coordination with local recreation and service organizations, including non-profit
agencies and outdoor groups.

2.95.050 Powers and duties.
The powers and duties of the ACSC shall be advisory to the city council and the ACSC shall provide recommendations
to the city council in the following areas:
1. Research and solicitation of grants, donations, loan programs, and other available funding mechanisms
for cultural arts.
2. Assess and review parks and recreation facility operations.
3. Recommend recreation and social activities and programs.
4. Promote community services programs and events.
5. Serve as stewards of the public interest and community.
6. Assess and review park and community service masterplan updates, if assigned by the city council.
7. Foster mutual understanding and respect among racial, religious, cultural and nationality groups.

2.95.060 Committees.
The ACSC may, from time to time, establish committees composed of ACSC members, citizens and/or interested
people, charged with the responsibility of implementing certain designated projects subject to ACSC and city

AGEND,A TITLE: RECOMMEND POSTPONEMENT OF CIVIC CENTER ART
PURCHASES FOR FISCAL YEARS 2024-2025 AND 2025-2026
RECOMMENDATION
Recommend postponement of Civic Center Art purchases for fiscal years 2024-2025 and
2025-2026.
EXECUTIVE SUMMARY
• The La Quinta Art Celebration (Celebration) is a four-day event featuring fine art
from artists from around the world. The Celebration is hosted at Civic Center
Campus twice a year and as a component to the City's Art in Public Places (APP)
program, a Civic Center Art Purchase Committee (Committee) is formed to
purchase artwork from the event.
• The artwork purchased by the Committee is included in the APP catalogue and is
displayed in various public locations for the community to view and enjoy.
• The Commission is interested in postponing the Committee's purchases so that the
funding can be applied to other APP purchases.
FISCAL IMPA�
$10,000 is budgeted for the Committee to purchase art from each Celebration (two
Celebrations per year). With the postponement, staff will reduce the spending in the APP
budget for this purpose.
4ACKGROUND/ANALYSIS
The Celebration is a four-day event featuring fine art from artists from around the world.
The event is organized by Scope Events LLC. (Scope) and hosted at Civic Center
Campus. As a component to the City's APP program a committee is formed consisting of
two Commissioners and two Council Members to select and purchase artwork featured
in the Celebration. The artwork purchased by the Committee is included in the APP
catalogue and is displayed in various public locations for the community to view and enjoy.
$10,000 is budgeted for the Committee to purchase art from each Celebration. Initially
the Celebration occurred once a year, however in 2021, Scope was approved to
coordinate the event twice a year (November and March).
While the Commissioners value public art and enjoy selecting artwork from the
Celebration, they are interested in postponing the Committee's purchases for fiscal years
2024-2025 and 2025-2026 (four Celebrations) and applying the $40,000 towards a
commissioned art piece or a large-scale sculpture. The Commission feels that it would be
more beneficial and impactful to focus on large art installations instead of purchasing
small art pieces from the Celebration.
ALTERNATIVES
The Commission may decide to not recommend the postponement to Council and
continue with the Celebration purchases.

RECOMMENDATION
Discuss and review the City's awards program applications.
EXECUTIVE SUMMARY
• Staff and the Community Services Commission (Commission) have collaborated to
enhance and restructure the City's community awards program.
The program applications have been updated to reflect the new awards criteria and
staff are seeking the Commission's feedback on the application design and the
questions being asked about the award candidates.
FISCAL IMPACT — None.
BACKGROUND/ANALYSIS
In 2001, City Council approved the criteria for the Pillars of the Community, Distinguished
Artists, and Distinguished Athletes award programs. After several years of implementing
the awards, Commissioners noticed a decline in award nominations and what seemed to
be an overall lack of interest in the awards. In June 2022, the Commission formed a
subcommittee to assess the awards programs and identify potential improvements. The
Subcommittee's recommendations were discussed during a September 2022
Commission meeting and again during an August 2023 City Council meeting. Staff have
compiled the input discussed at these meetings and with the help of the Commission,
have created an enhanced community awards program which includes modifications to
the Pillars of the Community Award and the establishment of the Distinguished Citizen,
Junior Inspiration/Youth Achievement, and Community Service awards.
Because the program criteria have changed, staff have updated the award applications.
Staff are asking the Commission to review and discuss the new applications and offer
their input on application design and the questions being asked about the potential award
nominees.

The storyroom is a FOOD SAFETY ZONE We will wash
and rewash our hands throughout our session. We will also
' always use food safety gloves when handling anything

farmers must be in good health with no signs of sickness.

The Community Services Commission [CSC], established in 1998. is coordinated by tile Community
Resources Department and is comprised of five members appointed by the City Council.
Meetings
The Commission's regularly scheduled meetings are held quarterly on the 2nd Monday of March, June,
September and December at 4:00 p.m.
Functions
The Commission's primary functions are as follows.
• To make recommendations to the City Council by analyzing COMM W ify services' program effectiveness and needs
• Researching and soliciting of grants and donations; preparing and maintaining community services master plans
• Recommending fees and operations policies regarding parks and recreation faclllties
• Proposing recreation and social programs
■ PubUrIzing and promoting the City's recreation programs
• Reviewing parks' maintenance standards and quality
• Making recommendations on community issues
• Evaluation and planning of the community service delivery system
• Encouraging and promoting understanding and cooperation between the City and public safety agencies
