Thank you for allowing West Coast Arborists, Inc. (WCA) the opportunity to submit a proposal For tree
inventory services for the City of La Quinta. WCA is a family owned and operated company employing over
1,200 full-time employees providing various tasks to achieve one goal. serving communities who care about
trees. We have reviewed, understand, and agree to the terms and conditions described in this RFP. We also
hereby acknowledge that we meet the minimum requirements and responded to each of these
requirements to the best of our ability. Our proposal is valid for a period of 90 calendar days. Any individual
who will perform work for the City is free of any conflict of interest_
WCA's corporate values include listening to customers and employees to help improve services offered. By
establishing clear goals and expectations for the organization, supporting its diverse teams, and exchanging
frequent feedback from customers and employees, we are able to provide `gold standard' tree care services.
WCA's top management team has created a culture where employees become accountable for actions and
results. Our Tree Care Industry Association (TCIA) company -wide accreditation is evidence of the
commitment WCA has to our safety and training programs, customer satisfaction and our capacity to
maintain industry standards.
WCA has a 51 -year track record of working for more than 350 California and Arizona municipalities as well as
othervarious agencies. Our company has been in business since 1972 and is licensed by the California State
Contractors License Board under license #366764. We have held this license in good standing since 1978. The
license specializes in Class C61 (Tree Service), Class C27 (Landscaping) and Class C31 (Traffic Control). We
currently employ over 95 Certified Arborists and over 155 Certified Tree workers, as recognized by the
International Society of Arboriculture. WCA is also registered with the Department of Industrial Relations
(DIR) for Public Works projects, our registration number is 1000000956, All work will be performed in-house;
no subcontractors will be used.

West Coast Arborists is pleased to present our proposal response for the City of La Quinfa for tree
inventory needs. At West Coast Arborists. we are committed to creating and maintaining robust
urban forests [or our future. One way we actualize this commitment is through providing tree risk
assessments. Our team crafts visually aesthetic reports and other assets that are useful and
relevant for agencies needing to make educated decisions on the management of their urban
forest.
Project Management
Our approach to collecting free inventory data is based on utilizing our in-house software,
ArborAccess. to maintain records. ArborAccess is a versatile tree inventory and management
software that works seamlessly on any device and browser. guaranteeing efficient operations.
With ArborAccess, our team meticulously records attr butes for each inspected tree, enabling us
to collect comprehensive data. This wealth of information empowers us to provide valuable and
cost-effective resources to effectively manage urban canopies.
Approach
Our approach is tai'ored to your Agency's specific needs and the current needs and wishes of the
Agency for the management of the urban forest 'n the future. The goal is to complete the
inventory collection by end of April 2024.

municipalities must continually search for ways to
maximize their budget dollars. Agency staffs are being
asked to find "real" long-term solutions and are
searching for areas where operations can be
performed more effectively and efficiently, or both.
One such area is tree maintenance: however. an
efficient tree maintenance plan stems from a dear
and concise tree inventory.
ArborAccess is a versatile free inventory software that is
device agnostic, meaning it can be accessed from
any device, including iPads. iPhones, Androids, and
windows devices. It works on any browser, including
Chrome, Edge, and Safari. ArbarAccess is des+geed
and maintained in- house, ensuring that the software is
always up-to-date and functioning optimally. As a product for the customers.
by the customers, ArbarAccess continuously adds new features and welcomes
feedback from users. The collaborative program allows both WCA and
customer users to work together to create lists, work orders, and identify trees.
Users can also add frees, insert work history, and much more, making
Arbor -Access a comprehensive solution for tree inventory management.
Understanding of the Project
West Coast Arborists, Inc. will provide consulting services to complete a GIS -Based
Urban Tree Inventory on roil trees identified by the City of La Quinta including City -
owned properties as directed by the Cify. The purpose of completing a GIS -Based
Urban Tree Inventory is to provide the City wish an up-to-date inventory and condition
of all trees within the City. The inventory will help guide the City's urban forest
management efforts and the development of an Urban f=orest Management Plan in
the future.
West Coast Arborist!s, Inc. (WCA) will provide the following:
• A digitized inventory and assessment database of all trees located within the
City locations as directed by City staff
+ An Arc-viewlArclnfo compatible file in a Windows-based formal
+ Develop tools that will assist the City in meeting their tree goals
+ Provide Iraining for these tools to City staff
+ Provide all data developed or created for this project to the City in an
electronic ediloble format
• Produce a tinal project report ("Inventory Deliverable.")
No subcontractors will be utilized for this project.

Physical Tree Inventory Update and Level One Assessment
WCA proposes the foliowing:
• Conduct a "Scope Refinement" meeting exclusive to the tree inventory process. Discuss
the basis for evaluating the City's urban forest and assist staff in determining the total
number of trees to be inventoried.
• Have our Inventory Specialists/Certified Arborist conduct a complete inventory based on
the City's approved criteria including all trees.
• Provide the City with Global Positioning Satellite (GPS) coordinates for each tree
inventoried including creating an E_SRI ArcView/ArcGIS compatible shp.file. Using a
handhe:d computer and GPS receiver, the inventory collector will identify the frees by their
global coordinates of longitude and latitude.
Equipment:
Trees are inventoried using iPods and Android devices uti:izing WCA's proprietary inventory mobile
application, ArborAccess.
Standard attributes to be collected:
• Mapping coordinate: K and Y coordinate locations located by GPS
• Addressing: The facility, school or building address (street number and street name) will
be inventoried. For Side (corner) trees the name of the street where the tree is physically
located will also be collected.
• Ares/City: Tree locutions will be identified by any of these areas.
• Location: The tree's physical location in relation to public Right of Way and/or public
space will be recorded, WC: A's categories are Front, Side, Median, Slope, Park, Sub -Street
Median, Rear, Lot
• Species: Trees will be identified by genus, species and common name
• Diameter [DDH]: Diameter is measured to the nearest inch in one -inch size classes at 4- /2
feet above the ground, Tree trunk diameter will also be captured in 6 -inch increments (i.e.,
0-6". 7-12", etc.) wit be recorded at 4.5 Ft, above the ground.
• Height (Feet): Tree height in 15 -foot increments (i.e., 0-15', 16-30', etc,) will be recorded.
• Stems: the number of principle stems a free has will be recorded.
Condition: Excellent, very Good, Good, Fair, Poor, Critical, or bead.

o Routine Pruning frees regardless of size, suitable for a normal pruning cycle
o Pruning for Diseased/Deciining - trees with declining health which may not need to
be removed. but should be pruned and monitored

Software Training & Capabilities
Our IT department is based out of our corporate office in Anaheim, CA with regional offices
located throughout California and Arizona. Each office has the ability to provide software
training to our customers. We are also available to provide training sessions on-site at the
customer's discretion. On-site training is proven to be effective as it provides a guided hands-on
experience. We offer periodic tree maintenance and management workshops each year. These
free workshops are provided to our customers regionally and educate over 250 people annually.
Presentations are provided by WCA management staff and complimented with guest speakers in
the industry. Certified Arborists and Tree Workers who attend are eligible to receive continuing
education credits (CEU's) from the International Society of Arboriculture.

Mr. Trotter has been with WCA since August of 1982. As a Field Operations Manager he supervises all
of the field operations as well as oversees our safety, training, nursery and wood recycling facility.
He has been on industry leader and has participated in many key projects including 'United Voices
for Healthier Communities Great Clean Air Planting Project, Toolkit for Developing Urban Forest
Management Ptans and the Western Chapter ISA's annual 'Workday' fundraiser. Mr. Trotter was also

Plant Health Care Manager
Mr, Crothers has over 20 years of exper•'ence working in the horticulture industry, He started working
at WCA in 2012 as a superv'sor. He was quickly promoted to Area Manager, a role that required him
to produce reports as a Certified Arborist as well as train staff and clients in proper free care,
inventory management, landscape design and plant identification, In his role as Plant Health Care
Manager, Mr. Crofhers supervises arborist services staff and plant health care operations throughout
California and Arizona. He oversees the creation of Urban Forestry Master Plans (UFMPs) and is a
Registered Consulting Arbor;st by the American Society of Consulting Arbodsts.
Mr. Crofhers has overseen the creation of multiple Urban Forest Management Plans, the purpose of
which is to function as a guide for municipal agencies to help manage their urban forest, for the
present and the future. He has worked with cities to create a sound framework for the selection, use
and maintenance of trees. providing them with better tools for planning and budgeting. His
experience includes the creation or Urban Forest Management Plans for the City of Howaiian
Gardens, City of Carlsbad. and the C;ty of Santee Most recently he completed a CFMP for the City
of Fu lerton.

Mr. Pineda has been with WCA since 2018 and is an ISA Certified Arborist. As WCA 's GIS Manager,
he works on a wide range of projects including free inventories scope and collection, iTree analysis,
free canopy assessments, tree planting prioritization, ArborAccess training, grant funded tree
planting projects, and much more. He was worked with tree inventories of all sizes from small
campus inventor -es with less than $.000 trees to large California cities with over 140,000 frees. He has

Ma'ntenance and Park Development- She is a Pest Control Advisor and holds a OAL. Her education
includes an M.S. in Agricultural Sciences from Cal Poly Pomono where she was also a lecturer and
research station campus manager from 2008 to 201 S teaching Turfgrass Management and Soil
Science. She has been a Golf Course Superintendent of Aliso Viejo Golf Club and a Horticultural
Superintendent at Shady Canyon Golf Club in Irvine. Her position as ?HC Coordinator includes

Ms. Rios is WCA's Urban Biologist who joined our team in 2021. She began by assisting
municipal and non profit partners in managing urban forestry grants and her role has
evolved since, Her passion for the sciences has led her to over 10 years of experience, from
marine microbiology research to corporate sustainability with a focus on sustainable and
resilient community development.
In her role at WCA, she conducts wildjife inspections to mitigate the impacts on wildlife

LEVEL I LIMITED VISUAL ASSESSMENT
A Level 1 Limited Visual Assessmenr is performed from one perspective by foot for a specified
population of frees near specified targets to identify conditions or obvious defects of concern that
are an immediate hazard requiring action on the part of the tree owner. One summary report with
risk mitigation options is typically prcv1ded as part of this assessment.
LEVEL 2 BASIC TREE RISK ASSESSMENT
A Level 2 Basic tree Risk Assessment report is directly based on IRAQ assessment methodology
form. The controlling authority defines the assignment and how many parts/situations they would
like the risk assessment to be performed upon. WCA staff will walk 360 degrees around each tree,
use simple tools as necessary, and will run each scenario through the risk assessment matrix form
and determine targets, occupancy ratings, weather conditions, and potential for failure within a
time frame. One summary report with risk mitigation options is typically provided as part of this
assessment.

Conduct an Inventory of trees located within the City. The tree
inventory data shall be geo-coded into a Geographic Information
System (GIS) database and integrated into the City's existing or other
GIS platform. Cost includes inventory delivery, site visits, and travel
expenses.

Provide access to our on-line tree management software program
called ArborAccess to an unlimited number of City personnel. Cast
