*P3a. Description: The one-story single-family residence at 78395 Sand Flower Place was built in the Tract Ranch style. It has an L-shaped
plan and a moderate-pitched cross-gable roof with moderate overhanging eaves. The exterior walls are wood frame clad with stucco and
horizontal wood siding at the gables. The Tract Ranch home was constructed with Custom elements. The building faces northeast from the
southwest corner of the Sand Flower Place cul-de-sac, with an asymmetrical façade. Stone veneer elements are located at the corners of the
building. The roof has open eaves with a fascia board and exposed rafters, and is clad in tan tiles and shingles. The fenetration at the front
elevation consists of single-lite sliding vinyl framed windows and a double wood-paneled front door with vertical sidelites. The offset front
entry is set under an extended eave porch. The building has an attached garage on the side under the main roof. Character defining features
of Ranch style homes that can be seen on the subject property include: asymmetrical façades, wood frame construction, cross-gabled roof,
attached garage, and a minimal front porch.

The 78395 Sand Flower Place property was researched at the City of La Quinta, the La Quinta Historical Society, the La Quinta Public Library,
and via online archives including Coachella Valley Telephone Directories (1946-1957), City of La Quinta building permits, regional newspapers
within the UC Riverside California Digital Newspaper Collection, aerial imagery from ca. 1930s forward, and the Riverside County Assessor's
Office online property search. Results are limited. The property is not listed in available Coachella Valley Telephone Directories. See

*B6. Construction History: The subject property was constructed in 1965 by Hadley-Cherry Inc. and designed by L.C. Major and
Associates. Between 1963 and 1965, Hadley-Cherry Inc. constructed 78 homes in what is now the Highland Palms neighborhood. This
development was also known as La Quinta Palms and Shadow Palms.
In 1994, the property owner, the St. Francis of Assisi Church, obtained a permit to install a new FAU; the work was completed by Dave's Air
Conditioning (Permit No. 13964). In 1995, the St. Francis of Assisi Church obtained a permit to reroof the residence; the work was completed
by Bunde Roofind (Permit No. 15630). In 2002, the St. Francis of Assisi Church obtained a permit to build a 235 LF, 6ft high block wall (Permit
No. 0202-105). In 2008, the property owner, the Roman Catholic Church of San Bernardino, obtained a permit to abandon the septic tank and
install a hook up to the sewer system; the work was completed by So Cal & Associates (Permit No. 07-2519). In 2015, the Roman Catholic
Church of San Bernardino Bishop obtained a permit to construct a spa and pool, install new plaster to the pool, run gas and electrical for a
BBQ area, and install new concrete; the work was completed by A&R Pools Inc (Permit No. 2015-0103). Aerial photographs indicate that no
substantial alterations have been made to the property since its initial construction. The windows and doors, and the roof tile are modern
replacements. The pool and spa were added post-construction, however, no additions have been added to the dwelling since initial
construction.

Since the 1990s, the property has served as the rectory for local priests at St. Francis of Assisi, located south of Highland Palms along Washington
Street.
The home was built in the Tract Ranch style within Highland Palms (La Quinta Palms / Shadow Palms) subdivision, recorded in 1960, and is within the
Highland Palms neighborhood. The subject property was constructed in 1965 by Hadley-Cherry Inc., who built 78 Tract Ranch style homes with
Custom elements between 1963 and 1965 in Highland Palms, also known as La Quinta Palms and Shadow Palms at the time of its opening.
The dwelling is associated with the theme of Residential Development (1934-1970s), being located in one of La Quinta's first subdivisions after the
development of the Cove, but it does not possess individual documented significance in relation to this theme. The property is assigned a 6Z status
code: Found ineligible for NRHP, CRHR or Local Register through survey evaluation.
The dwelling is not individually eligible under NRHP/CRHR/Local Criterion A/1/B, as it has not been associated with significant events or patterns of

improvements to the property, negatively impacting the historic integrity of the building. The dwelling has been substantially altered and does not
maintain integrity from the historic period.
