*P3a. Description: The 46805 Washington Street property is a one-story wood framed residence. It is a Pueblo Revival style
residential property. The building faces east from the west side of Washington Street. It features an rectangular shaped
floorplan with asymmetrical façades. The dwelling has a flat roof clad in synthetic membrane. A flat-roof attached garage is
located on the northeast side of the dwelling. A flat boxed eave clad in stucco with a slight overhang extends out below the
parapet. The exterior is clad in stucco. The fenestration at the front elevation consists of a rectangular tripartite, vinyl-framed,
sliding glass window and a wood paneled front door. The building is flanked by a stucco clad privacy wall to the north and the
south. Character defining features of Pueblo Revival style homes that can be seen on the subject property include: a flat roof,
stucco wall surfaces, and an irregular massed floor plan and form.

The 46805 Washington Street was researched at the City of La Quinta, the La Quinta Historical Society, the La Quinta Public
Library, and via online archives including Coachella Valley Telephone Directories (1946-1957), City of La Quinta building permits,
regional newspapers within the UC Riverside California Digital Newspaper Collection, aerial imagery from ca. 1930s forward, and
the Riverside County Assessor's Office online property search. Results are limited. The property is not listed in available
Coachella Valley Telephone Directories. See Continuation Sheet for significance and integrity conclusions.
*B6. Construction History: The subject property was constructed in 1972. In 1972, property owner Hill Top obtained a
permit to construct dwelling & attached garage (Permit No. 201903). In 1979, property owner Thomas Winsemius obtained a
permit to construct a 70 LF 6ft Garden Wall (Permit No. 129260). In 1982, property owner David Herrera obtained a permit to
build a swimming pool and the work was completed by Sun Saver Fiberglass Pools, Inc (Permit No. 26800). In 1987, property
owner David Herrera obtained a permit to build addition seepage pit for septic tank and the work was completed by
Hennrickkson Construction (Permit No. 003512). In 1993, property owner David Herrera obtained a permit to connect residence
to sewer system and the work was completed by A-1 Cesspool Service, in (Permit No. 13138). In 2009, property owner Adrian
Higuera Rodriquez obtained a permit to build 472 sq.ft. addition (Permit No. 09-0536). In 2014, property owner Adrian Higuera
Rodriquez obtained a permit to build a 71 LF 6ft Block Wall and the work was completed by M Castillo's Concrete Co (Permit
No. 2014-1125). Aerial photography did not offer any additional information regarding changes to the property over time. The
2009 addition was fully completed by 2012 and it involved a complete remodel of the east (front) elevation facing the public
right-of-way. The original side-gabled roof was replaced with a flat roof with a short parapet wall and the original entrance was
in-filled. The addition was a significant alteration that altered the Ranch style of the home to a Pueblo Revival style dwelling.

Past owner and occupants include: Hill Top (1972; Permits), Thomas Winsemiua (1979; Permits), David Herrera (1982-1993; Permits),
and Adrian Higuera Rodriguez (2009-2014; Permits).
The home was built in the Tract Ranch style within the TR 02117 tract, recorded in 1960, and is within the Highland Palms
neighborhood. The Highland Palms neighborhood was the first substantial residential tract subdivision in La Quinta. Located south
of Highway 111 and west of Marshall Street, the neighborhood began construction of single family Tract Ranch homes in 1960, built
by Macco Corporation. The subject property was not one of the original homes built by the Macco Corporation, and was constructed
later, in 1972. The subject property was originally constructed in the Tract Ranch style, but has since been remodeled to a Pueblo
Revival style.
The 46805 Washington Street property is associated with the theme of Residential Development (1934-1970s), but it does not
possess individual documented significance in relation to this theme. The property is assigned a 6Z status code: Found ineligible for
NRHP, CRHR or Local Register through survey evaluation. The dwelling is considered NRHP / CRHR / Local Register ineligible due to
significant exterior alterations to elevations facing the public right-of-way.

Additionally, the property was not found to be individually eligible under Local Register Criterion A, as it was not found to exemplify
a special element of the City of La Quinta. As the dwelling has been substantially altered, it no longer maintains integrity from the
historic period.
