*P3a. Description: The 52022 Avenida Navarro property is a one-story single-family residence. The home is largely obscured by a privacy
wall. The property appears to be constructed in the Spanish Colonial Revival style. It is constructed of several masses with various roof heights
and styles. The roof has hipped and flat sections, and is clad in red barrel tiles with a small overhang. The residence has a prominent
rectangular chimney. There is a large attached garage with two arched garage door openings. The privacy wall connects to the residence and
extends around the property, with several decorative gates. Both the residence and the wall are clad in white stucco. Character defining
features of Spanish Colonial Revival style homes that can be seen on the subject property include the tiled roof with limited roof overhang,
the stucco exterior walls, the arched garage door openings, and the asymmetrical facade.

The 52022 Avenida Navarro property was researched at the City of La Quinta, the La Quinta Historical Society, the La Quinta Public Library, and
via online archives including Coachella Valley Telephone Directories (1946-1957), City of La Quinta building permits, regional newspapers within
the UC Riverside California Digital Newspaper Collection, aerial imagery from ca. 1930s forward, and the Riverside County Assessor's Office
online property search. Results are limited. The property is not listed in available Coachella Valley Telephone Directories. See Continuation

*B6. Construction History: The subject property was constructed in 1940. The home was one of the earliest homes constructed in the
La Quinta Cove neighborhood. The residence was originally constructed as one of the original "I" shaped casitas. The subject property is first
seen on historic aerial images from 1953; at this time, the surrounding area was largely undeveloped. Between 1954 and 1972, the subject
property was one of three properties on the block (Historic Aerials). In 1969, property owner, Vera Schmidt, obtained a permit to add a
carport to the subject dwelling (Permit No. 171287). This work was completed by J.W. Carder. The carport can be seen at the north side of the
property as an attached garage. Schmidt obtained another permit in 1969 for the construction of a block wall (Permit No. 171067). In 1970,
Vera Schmidt obtained a permit for the construction of a swimming pool, though the builder was not identified (Permit No. 181106). This pool
is seen at the northeast corner of the subject property. Property owner, Joe Smith, obtained a permit in 1976 to remodel the guest house
(Permit No. 286098). The contractor for this work was not identified. The guest house can not be seen from the public right-of-way. Smith
obtained a permit in 1981 to replace the septic system (Permit No. 417927). In 1991, property owner Rodger Downing obtained a permit for a
bay window replacement. The work was completed by the property owner (Permit No. 08794). Downing obtained a permit to construct a
stucco fence in 1991. The work was constructed by the property owner (Permit No. 08795). In 2007, property owner Brian and Laura Pessaro
obtained a general remodel permit. Work was completed by the property owners (Permit No. 06-3377). The residence was constructed as one
of the original "I" shaped "casitas" in the La Quinta Cove; during the current survey, the residence was not well observed due to the high
privacy wall. Based on Google Earth steet imagery, it appears that portions of the original residence are extant including the cross-gable roof
with red barrel tiles and the small front patio between the buildings masses. However, the large rear additon and the attached garage have
significantly altered the appearance of the residence.

1968, The Desert Sun 28 Sep 1972), Joe Smith (1973-1981; Permits, The Desert Sun 25 Sep 1973), Rodger & Jody Downing (1991-1996; Permits, The
Desert Sun 13 Feb 1996), Brian & Laura Pessaro (2007; Permits). Keith and Vera Schmidt occupied the subject property 1968. In 1965, Keith owned a
contracting business in La Quinta and Vera was employed at the Faye-Renee Shop in Palm Springs (The Desert Sun, 15 Jan 1965). Keith passed away
in 1968, and Vera continued to occupy the property until 1981. Vera was an active member of the Desert Beautiful society and a chairman of the
California Division of Women's National Farm and Garden Association (The Desert Sun, 24 Sep 1971). In 1973, Vera Schmidt married Joesph Smith;
the couple would live together at the subject property until 1981. Rodger and Jody Downing occupied the residence between 1991 and 1996. Brian
and Laura Pessaro occupied the residence in 2007.
The home was built in the Spanish Colonial Revival style within the Santa Carmelita Unit 11 tract, recorded in 1935, and is within the La Quinta Cove
neighborhood. The residence is one of the original La Quinta Cove casitas. In 1932, E.S. Kiener purchased thousands of acres of land in what would
become the La Quinta Cove neighborhood. The area was subdivided into a grid of small vacation home lots. Sixty-three casitas were built between
1935 and 1941, the first residences in the Cove. These casitas were built in the Spanish Colonial Revival style to imitate traditional Spanish style homes.
Based on the date of construction in 1940, and the shape of the front elevation, the residence appears to be one of these original casitas. However,
since construction, the residence has been heavily altered and no longer retains many of the original features seen in other casitas built around the
same time.
The 52022 Avenida Navarro property is associated with the theme of Residential Development (1934-1970s), but it does not possess individual
documented significance in relation to this theme. While the dwelling is located within the proposed La Quinta Cove Historic District, it is a non-
contributor due to significant exterior alterations to elevations facing the public right-of-way. The property is assigned a 6Z status code: Found
ineligible for NRHP, CRHR or Local Register through survey evaluation. The dwelling is considered not eligible for NRHP / CRHR / Local Register due
to significant exterior alterations to elevations facing the public right-of-way.
The dwelling is not individually eligible under NRHP/CRHR/Local Criterion A/1/B, as it has not been associated with significant events or patterns of
events in local, regional, state, or national history; not individually eligible under Criterion B/2/B, as it has not been identified as having an association
with an important person; not individually eligible under Criterion C/3/C, as it does not embody the distinctive characteristics of a type, period, or
method of construction; and not individually eligible under Criterion D/4/D, as further study of the dwelling would not appear to yield information
which could be considered important in local, regional, state, or national history. Additionally, the property is not individually eligible under Local
Register Criterion A, as it was not found to exemplify a special element of the City of La Quinta. As the dwelling has been substantially altered, it no
longer maintains integrity from the historic period.
