*P3a. Description: The one-story single-family residence is largely surrounded by a high stucco privacy wall making it difficult to observe
architectural details. Based on what is visible, the subject property was constructed in the Spanish Colonial Revival style. The residence has a
slight "V" footprint. The residence is clad in stucco and has a flat roof. At the front, north end of the property, there is a narrow staircase
leading from Calle Ensenada to a gate in the wall, and further to the front entrance. There is a small, square roof extention above the front
entrance. The front entrance feautres a front door, inlaid with decorative glass, and sidelights on either side. The rear, south elevation
features a wide exterior chimney, and attached pergolas on either side, extending along the rear of the building. The residence has an
attached garage at the east elevation. The garage wall features protruding decorative support posts and a narrow window with stained glass.

The Fred and Kay Wolff Home was researched at the City of La Quinta, the La Quinta Historical Society, the La Quinta Public Library, and via
online archives including Coachella Valley Telephone Directories (1946-1957), City of La Quinta building permits, regional newspapers within
the UC Riverside California Digital Newspaper Collection, aerial imagery from ca. 1930s forward, and the Riverside County Assessor's Office
online property search. Results are limited. The property is not listed in available Coachella Valley Telephone Directories. See Continuation

*B6. Construction History: The 77227 Calle Ensenada property was constructed in 1980. Fred Wolff obtained a permit for the
construction of the dwelling and attached garage in August 1979. The contractor for the project was Dale C. Hagerty (Permit No. 375073). In
1980, Fred Wolff added a 15 x 30 ft. swimming pool to the property with Stonecreek Pools as contractor (Permit No. 387947). The building is
first seen on historic aerials from 1984. In 1989, Fred and Kay Wolff obtained a permit to construct a 299 sq. ft. bedroom addition (Permit No.
05818). This addition is located at the west elevation, visible in historic aerial images from 1996. Subsequent aerials do not show any
additional changes to the building's plan. In 1999, Wolff obtained a permit for a sewer connection (Permit No. 9904-051). The same year,
Wolff obtained a permit for the construction of a 5' garden wall surrounding the property (Permit No. 9912-220). In 2002, Kay Wolff obtained
a permit to re-roof the residence (Permit No. 0201-110). In 2009, Kay Wolff obtained a permit to install solar panals with the work completed
by Renova Energy Corp (Permit No. 09-1255).

B10. Statement of Significance Continued:
It was owned by Fred Wolff (1921-2004) and his wife Marion Kay Wolff, who constructed the property in 1980. Fred Wolff and his wife Kay led the
campaign to get La Quinta incorporated as a city. Although not an official civic building, the Wolff home became a de facto campaign office for
incorporation. Fred and Kay also hosted other local political meetings in their home, including the Central Valley Democrats and various political
canditates. In 1980, Fred Wolff relocated to the Coachella Valley where his family had long held property. With his wife Marion Kay Wolff, the couple
constructed a home in the La Quinta Cove. Fred Wolff became an active member of his community serving as the President of the La Quinta Property
Owners Association, as a member of the La Quinta Chamber of Commerce, and as a chairman of the La Quinta Task Force for Incorporation. Upon
incorporation in 1982, Fred became the first Mayor of the city. In 1997, Fred and Kay Wolff applied to use the existing detached guest room as a one
bed and breakfast unit. This bed and breakfast was known as Casa La Quinta. Fred Wolff continued to live in the home until his death in 2004. Marion
Kay Wolff continues to be listed as the current owner.
The home was built in the Contemporary style with Spanish Revival elements within the Santa Camelita Unit No 3 tract, recorded in 1934, and is
within the La Quinta Cove neighborhood. In 1932, E.S. Kiener purchased thousands of acres of land in what would become the La Quinta Cove
neighborhood. The area was subdivided into a grid of small vacation home lots. Sixty-three casitas were built between 1935 and 1941, the first
residences in the Cove. These casitas were built in the Spanish Colonial Revival style to imitate traditional Spanish style homes. In the following years,
the La Quinta Cove neighborhood would continue to infill with single family residence, constructed in a wide variety of architectural styles. The subject
property was constructed in 1980.
While the 77227 Calle Ensenada property is located within the proposed La Quinta Cove Historic District, it is a non-contributor due to its date of
construction. The dwelling is assocated with the themes of Residential Development (1934-1970s) and Commercial Development (1934-1970s) as the
heart of the movement to formally incorporate the City of La Quinta. While the building is residential in nature, it relates directly to the subtheme of
civic development within the city as the campaign headquarts for Fred Wolff, an important civic figure. Due to the age of the dwelling, the property
does not meet the threshold for current consideration for listing in the National Register of Historic Places. However, the dwelling is assigned status
code 3CS: Appears eligible for CR as an individual property through survey evaluation. The residence is also assigned a status code 5S2: Individually
eligible for local listing or designation.
The dwelling is eligible under CRHR/Local Criterion 1/B(events), as it is associated with the incorporation of the City of La Quinta and the development
of the city post-1982. It is individually eligible under CRHR/Local Criterion 2/B(persons), as it was the primary residence of La Quinta's first mayor,
Fred Wolff. It is not individually eligible under CRHR/Local Criterion 3/C, as it does not embody the distinctive characteristics of a type, period, or
method of construction; and not individually eligible under Criterion CRHR/Local 4/D, as further study of the dwelling would not appear to yield
information which could be considered important in local, regional, state, or national history. Additionally, the property was not found to be
individually eligible under Local Register Criterion A, as it was not found to exemplify a special element of the City of La Quinta. Alterations over time
have not negatively impacted the overall historic integrity of the building and the dwelling retains its essential form.
