The City originally hired Hermann Design Group (HDG) to prepare a five-year plan for turf removal and landscape improvements for this district. Our familiarity with the projects coupled with the past six years of implementation of the master plan, illustrates that we are highly qualified to continue to complete the vision to save water and improve the City of La Quinta’s image for streetscape landscapes that create a cohesive connection and identity. Consistent project management and coordination with the City will continue with Project Manager Opus Garza. Opus has worked on every phase of the North La Quinta Landscape and Lighting District work performed by HDG. His familiarity and experience are invaluable. The project will require research of all existing utility providers, applications for turf removal rebates from the water district, and surveying existing conditions in the field to establish demolition and removal plans. In addition to design and working drawings, the City will need HDG to prepare all City bid documents, bid schedules, and provide field observation services. We can begin work immediately upon award of the contract and appreciate the opportunity to provide our services to the City of La Quinta. PROJECT APPROACH Survey Data The Altum Group will provide aerial and topo data so that accurate grading assessments can be made and retaining walls accurately depicted on our plans. Landscape Design The new landscape improvements along Fred Waring Drive and Dune Palms Road should reflect similar character to the design HDG prepared for other neighborhoods. The parkway areas for these projects have overgrown shrubs, limited ground cover, erosion issues and trees that need to be trimmed or removed. Our analysis of the slope conditions will include checking in the field using a smart level. Where slopes are greater than 3:1, the City has been installing gravity block walls to reduce slopes and erosion on to the sidewalks. Turf areas in retention basins are important to residents and will be something to carefully address in the conceptual phase of the project. We suggest only removing turf where it is on slopes and to provide access into the basins over turf where logical pedestrian crossing takes place. Tree preservation is always a key component of good stewardship of the City’s assets. We will recommend irrigation methods to help the existing trees that can be protected in place to thrive, and we will provide guidance on which trees should be removed and replaced. Landscape Maintenance and Sustainability We will meet with City maintenance leadership and determine what adjustments to the previously installed plan palette need to be made. Lighting The electrical engineering firm, RTM Engineering, helped us to prepare the line items for lighting in the areas noted in the RFP and they will continue as our consultant for the project. Perimeter Walls Where new painting is required on stucco and slump stone, we will provide color samples for matching the look that has been established. Wall cleaning specifications will be used to clean up split face and precision block. Irrigation Control Rainbird IQ systems have been utilized in the area through the careful coordination with HDG the City and Rainbird. We have established radio and Wi-Fi locations for the area that are illustrated on a Citywide masterplan. Budget Control The budgets we prepared for the overall project are attached and indicate the scope of work discussed in the RFP. We will update these estimates using data from the other projects that have been completed to date and review findings with the City as part of the conceptual planning work. SCOPE OF SERVICES September 2, 2022 The project area is the Cactus Flower neighborhood and includes the following: • Dune Palms Road Parkway and Entry to Cactus Flower Neighborhood • Fred Waring Drive Parkway • Four Retention Basins o Goldenrod Circle o Foxtail Circle o Iris Court o Star Flower • Additional Keystone Block Retaining Walls • New Lighting o Blazing Star/Dune Palms Entry o Dune Palms and Fred Waring Parkways o Dune Palms and Fred Waring Corner o Star Flower/Dune Palms  To be designated as solar if new power is not available. I. PRELIMINARY DESIGN SERVICES Site Visit and Review – Hermann Design Group will review the existing site conditions for grading issues, utilities and other existing site improvements. Topography (Aerial) - Altum will contract with a licensed photogrammetrist to provide 1"=20' scale aerial mapping for the project site. Said mapping will have 1’ contours and 0.1’ spot elevations. The digital aerial topography will be accurate so that 90% of all contours will be within half the contour interval and the spot elevations will be within one- quarter the contour interval. The horizontal accuracy of 90% of planimetric features shall be better than 1/30th of an inch at the mapping scale. The task includes providing the required office support, setting control and the aerial premarks as required by the photogrammetrist subconsultant. Imagery is included in the deliverable. Up to (1) one additional field day and (1/2) one-half office day is provided to supplement the aerial and provide more detailed “tie-in” and ground elevation information under tree canopies for preliminary and final design. Additional information may include, but is not limited to, retention basin tops and bottoms, edge of pavement/curb and sidewalk elevations, location of above ground utilities, and other features which are directly adjacent to the project site. Consultant will prepare a digital topography file (AutoCAD format) which includes the site with overlap, including adjacent street frontage. Drone Flight – We will provide a drone flight to locate existing irrigation heads in the retention basins. Base Sheets – We will develop base sheets from City archives, topography, the drone images, and field measurements. The City will provide existing as-built street improvement plans, if available in the archives. CITY OF LA QUINTA – ON-CALL SERVICES Cactus Flower September 2, 2022 Page 3 HERMANN DESIGN GROUP, INC. Utility Information – We will contact all utility companies serving the area and request information for the location of their underground lines. Planting Plan – We will prepare a conceptual landscape plan for review by staff. Upon review and refinement of the concept, we will prepare a planting plan for the project site with a legend that calls out plant material by Latin and common names. Photos of proposed plant material will be included as part of the presentation. After meeting and review of comments by the City, we will prepare a final color rendered preliminary plan for presentation. Rendering – We will provide a photoshop rendering that illustrates the proposed parkway landscape and retention basin landscape design concepts. We will provide a concept review, a 100% check and final approval of each rendering. Electrical Engineering – RTM will prepare conceptual lighting design, equipment locations and cut sheets of major components. Opinion of Probable Construction Cost - We will prepare an opinion of probable construction cost of the preliminary plan for use by the City. II. FINAL DESIGN SERVICES We will prepare the following working drawings: Demolition Plan – We will prepare a plan that illustrates all turf area to be removed, shrubs to be removed and trees/plant material to remain. Quantities will be called out with specific notes and directions for the contractor’s understanding of the work. Existing soil to be removed will be noted as well as relocation and compaction required for covering existing footings, if necessary. Construction Plan and Details – This plan will illustrate all gravity block walls, rock, decomposed granite, and cobble in plan view with dimensions, details and selections of materials. Painting or cleaning of existing walls will be included in the contract documents. Gravity block wall design and detailing will be provided. Planting Plan and Details - This plan will illustrate the location of all new plant material. A plant legend will describe the Latin and common names, sizes and remarks for each plant shown on the plan. Details will be provided as required. Irrigation Plan and Details – This plan will illustrate the location of all new irrigation components to be installed. Details will be provided as required. Irrigation water budget calculations are included. CVWD submittal and approval are included as are plan check comments relative to gaining approval. Electrical Engineering – RTM will prepare energy compliance documentation for exterior lighting. Electrical drawings including service sizing, space planning, power distribution scheme with load calculations, panel board, feeder sizing, schedules, site lighting design and circuiting. Utility Coordination – RTM will provide initial submittals for any new electrical pedestal required. Construction Specifications and Bid Documents – Detailed project description, preparation of bid schedules, bid item descriptions, payment methods, special provisions, and technical specifications will be provided. Landscape Lighting – We will provide a set of lighting removal and replacement documents that include plans, details, diagrams, notes, specifications and calculations needed for building department submittal, bidding and construction. Opinion of Probable Construction Cost - We will review and update the existing opinion of probable construction cost and discuss final budgeting with Staff. Turf Removal Application – We will draft the application and assist in submitting and gaining approval from CVWD application(s) for turf removal rebate(s). III. AGENCY APPROVAL We will submit to the City all plans, specifications, estimates, and/or other necessary documents required to obtain approval. The following plan check submittals are included: 1st Review – Preliminary plan review 2nd Review – 85% Check Plans and Specifications 3rd Review – 100% Check Plans, Specifications 4th Review – Final (screen check) We will make revisions as required by the City and resubmit plans for approval. Final plans will be submitted to CVWD and Riverside County Agricultural Commission for approval. Deliverables: All approved plans will be provided to the City as PDFs and in the requested AutoCAD version. Specification documents, including technical specifications, will be provided in Microsoft Word for Windows format. The opinion of probable construction cost will be provided in Excel for Windows format. IV. BIDDING PHASE Pre- Bid Meeting – We will attend the pre-bid conference and answer questions. Bid Solicitation – We will provide bid assistance to include answering questions from prospective bidders. V. CONSTRUCTION SERVICES Construction Observation Services – We will provide construction observation services upon request by the City. The following Construction Services are recommended: 1. Review rock, wall, and boulder layout 2. Review of plant material locations prior to installation 3. Electrical / lighting coordination 4. Review of irrigation mainline test 5. Review of emitter placement 6. Review final installation and irrigation coverage 7. Final punch list We will respond to requests for information and provide clarification on plans as required. Final As-Built drawings will be prepared by the contractor and reviewed by HDG for acceptance as a project record.
