Pre-Bid Conference Agenda

1. Introductions
2. The project consists of removing designated turf and plant material and
sidewalk reconstruction along the parkway and street entrances at the
Cactus Flower Development along the southside of Fred Waring Drive
generally from Dune Palms Road to Monticello Avenue and on the east side
of Dune Palms from Star Flower Trail to Fred Waring Drive. Work will also
take place at the three retention basins within the Development.
Additionally, on the east side of Jefferson Street south of Avenue 50 to 665
feet south of Avenue 50. Turf will be replaced with drought-tolerant
landscaping and irrigation. The plant palette shall include Cresta rubble,
multi-colored crushed rock, and ‘Baja Cresta’ boulders of varying sizes
with minimal use of drought-tolerant plants and re-use of designated
existing plant material. In addition, the existing perimeter wall shall be
cleaned, and construction of keystone block wall at various locations.
Existing lighting and electrical shall be modified and new lighting shall be
furnished and installed. An additive alternate includes the construction of
pickleball courts with site amenities.
3. Bid Opening Procedure
A. 11:00a.m. on Monday, December 4, 2023
B. Plans and Specs available through PlanIt website.
C. Submitted in Sealed Envelope per Section 7 of the Instructions to
Bidders.
D. 10% Bid Bond or Cashier’s Check payable to the City
4. 60 Working Days and $2,000.00/Calendar Day Liquidated Damages
5. Prime Contractor must perform at least 50% of the work with its own forces
6. Prevailing Wage Requirements are in effect
7. City shall provide survey and Material Testing unless specifications state
otherwise
8. Licensing Requirements – Class A (General Contractor) and/or C27
(Landscaping Contractor)
9. Contractor is obligated to review contract documents and site conditions
10. Utilities – Contractor shall contact Dig Alert
11. Contractor shall be registered with the DIR in order to bid/receive
projects
12. Federal Requirements

13. Contractor must initial bid package if addenda are issued.
14. Questions shall be submitted in writing by 11:00am on Wednesday,
November 29, 2023
15. The City will require a separate rider to the contractor’s insurance listing
the City as additionally insured.
16. City is required to award or reject within 60 days of the bid opening.
17. Contractor is required to submit a signed contract with bonds and
insurance within ten (10) days after receiving the Notice of Award.
