Landmark Golf PGM, LLC ("Landmark") is appreciative and excited about the opportunity to
submit its response ("Proposal") to the City of La Quinta's Request for Qualifications dated April
24, 2024. Landmark Golf PGM, LLC is a privately owned entity formed in 2020 and is a
subsidiary of Oak Tree Golf & Development Company, LLC. The ownership of Landmark is
held by Andy Vossler, Johnny Pott and the Walser Family Trust. Landmark is nationally
recognized for first class, highly visible and well -maintained golf facilities and resort properties.
Additionally, Landmark is known throughout Southern California for its over 50 years of
successful leadership in the golf world and in particular within the City of La Quinta.
Landmark Golf PGM, LLC is a newly established division of Landmark Golf, focusing solely on
maintenance and construction projects, which complement our core business of golf/club
management. Since launching this new division, Landmark has taken over the golf course
maintenance responsibilities at The Lights at Indio Golf Course and The Golf Center at Palm
Desert. Based on our management relationship with the City of La Quinta at SilverRock Resort,
we feel that maintaining the SilverRock Park and perimeter is a natural fit for the maintenance
division of Landmark. In addition, Landmark's familiarity with the SilverRock property, as the
golf course manager for twenty (20) years, Landmark brings a knowledge and expertise to this
project that is far more expansive than any company out there. Landmark has proven itself
capable of providing the highest level of service and golf course conditions at SilverRock and we
plan to incorporate the same level of detail and maintenance practices to the park and perimeter
landscape features.
Although Landmark Golf has maintained the perimeter landscape at SilverRock through our golf
course maintenance staff, we believe this level of service and quality of maintenance will be
greatly improved with a focused and dedicated staff focusing on the needs of these areas. In the
past, the golf course maintenance staff would prioritize the golf course first, which occasionally
would let the perimeter appearance fall a little behind. With a dedicated staff and oversight, the
perimeter of SilverRock will be a high priority and service levels will increase. Additionally, the
pruning of plants and shrubs would fall in line with the City's required pruning practices. It will
take time to get in line with these requirements as we will need to reduce the plants down to lower
levels and let them naturally grow back to where we can prune them according to the City's
desired standard. There will be a challenge with the existing mature bougainvillea plants, but we
will work with the City to develop the best plan to address bringing these plants back in line with
the desired look. We are confident we can get the plants and shrubs along the perimeter in line
with the City's pruning standards.

Landmark employs a certified arborist, Mr. Cal Hardin. Cal brings over forty (40) years of
maintenance and arboricultural experience to Landmark's team. With the guidance of Mr.
Hardin, along with our Director of Agronomy, Richard Gigoux, they provide the guidance to the
subcontractors who are contracted to perform tree maintenance services under Landmark Golf.

performance if any agreement results from this RFQ.
Landmark's Project Manager on this Project will be Joe Gill, who is Landmark Golf s Vice
President. In addition, the Foreman/Supervisor on this project will be Richard Gigoux. Richard
is Landmark Golf PGM's Director of Agronomy and brings over ten (10) years of golf course
maintenance superintendent experience. Both Joe Gill and Richard Gigoux resumes have
been included in this proposal as a separate attachment.

b. Work Schedules: Proposed weekly schedule of work, address weed control, plant
replacement, tree maintenance, and weekly/monthly strategies to improve overall
appearance of City parks, adjacent retention basins, and facilities. Include the time
frame to complete a full rotation of all service areas.
The proposed weekly schedule of work is Monday through Friday with weekends as necessary
to address issues or prepare the park/site for an event.
Weeds throughout the park and perimeter will be sprayed one (1) time per month with a broad-
spectrum herbicide.
Plant replacement will be performed as needed when it has been determined that the plant is
no longer in a healthy state.
All Palm Trees will be trimmed one (1) time annually. All other trees will be trimmed one (1)
time annually on an as needed basis. Some of the trees in the park are young and will be
maintained with pruning as needed until they mature. Once matured these trees will be
trimmed annually.
Landmark Golf PGM's plan is to staff the park & perimeter maintenance with one (1) full-time
dedicated employee. This highly qualified employee will begin their day at the park to address
clean-up and any irrigation issues to attend to. This employee will be on a routine rotation
throughout the park and perimeter with the goal of a one -month full rotation of all service areas,
In addition, we will provide support labor to assist with the pruning and clean-up of the
perimeter and retention basin.
Landmark Golf PGM will have a mowing crew one (1) time per week to mow turf areas in the
park and perimeter. In addition, we will schedule fertilization and overseed with the golf course
to ensure a high -quality product and scheduling of irrigation. The benefit of Landmark Golf
providing landscape maintenance services at the SilverRock Park and perimeter is the
management of water, as this is currently being managed by our golf course superintendent,
Chris Hoyer. Chris and Rich will manage the irrigation for all turf areas together, providing the
necessary coordination to be extremely efficient and not stress the pump station.

One (1) FULL-TIME Dedicated Staff Member —40 Hours per week. This individual will also
supervise staff brought on site to assist with work and perform all necessary irrigation repairs
and adjustments.
Landmark Golf PGM's team of management staff provides years of experience in the Coachella
Valley through golf course maintenance operations. Having a highly qualified team overseeing
this project will give the City of La Quinta the confidence to know the job will be done correctly.
In addition, our team has worked with the City of La Quinta for over 20 years at SilverRock
Resort, providing high quality maintenance conditions, which we will continue with at the park
and enhance the perimeter landscape maintenance. Lastly, our team will be hands-on daily
with management of the park & perimeter, providing the management team necessary to lead
the staff. This is one example of management oversight that Landmark provides that is more
than other potential bidders.

Landmark Golf PGM, LLC proposes to utilize the subcontracting services of Grandmark

Landmark Golf has a Certified Arborist, Cal Hardin, on staff who will provide additional
oversight to the tree maintenance along with our Director of Agronomy, Richard Gigoux. At this
time, Landmark Golf PGM is not capable of performing tree trimming services in house and this
would need to be subcontracted work.
With the exception of Tree Trimming services, there are no other subcontractors projected to be
used on this Project.

In compliance with the Advertisement for Proposals, the undersigned Contractor
Has examined the contract documents, site of work, and being familiar with the conditions to be
met, hereby submits the following Proposal for furnishing the material, equipment, labor, and
everything necessary for the completion of the work listed and agrees to execute the contract
documents and furnish the required bonds and certificates of insurance for the completion of said
work, at the locations and for the prices set forth on the inside pages of this form.
Understands that services of this project shall be in accordance with all applicable specifications in

SilverRock Landscape Maintenance services but am not able commit to all of the conditions
required. Below are the portions I contest. Changing the described items would enable me to

CERTIFICATION OF PROPOSER'S
EXPERIENCE AND QUALIFICATIONS
The undersigned Proposer certifies that he is, at the time of proposing, and shall be, throughout the
period of the Contract, licensed under the provisions of Chapter 9, Division 3, of the Business and
Professions Code of the State of California, to do the type of work contemplated in the Contract
Documents. Proposer shall further certify that it is skilled and regularly engaged in the general class
and type of work called for in the Contract Documents.
The Proposer represents that it is competent, knowledgeable, and has special skills on the nature,
extent, and inherent conditions of the work to be performed. Proposer further acknowledges that
there are certain peculiar and inherent conditions existent in the maintenance of the particular
facilities, which may create, during the landscape contract, unusual or peculiar unsafe conditions
hazardous to persons and property. Proposer expressly acknowledges that it is aware of such
peculiar risks and that it has the skill and experience to foresee and to adopt protective measures to
adequately, and safely, perform the work with respect to such hazards.
The Proposer shall list below three (3) contracts completed in the last seven (7) years of similar size
and complexity that indicate the Proposer's experience as a Landscape Maintenance Contractor.
The projects must be similar in scope of work (i.e. commercial and/or municipal). Please indicate on
additional paper if a quality control program was implemented, and managed, as part of the work
efforts, and if written proof of the quality control program can be provided to the City of La Quinta
prior to the award of proposal for this previous assignment.
