The City of La Quinta’s growth necessitates a supporting maintenance infrastructure that accommodates the evolving
needs of the City. The proposed Maintenance and Operations Yard Project will fulfill this need in addition to providing
a vital connection to Fritz Burns Park - a important City amenity. We are enthusiastic about the potential of this project

thresholds and welcoming embraces into the heart of the city. HGA’s initial design explorations offer a sculptural
concept that serves as a source of inspiration and uplifts the entry to La Quinta.

landscaping planting and hardscape palettes. The Master Plan was approved by La Quinta City Council in July 2023.

SUBCONTRACTING SERVICES
Given our continuing positive experience with the City of La Quinta regarding the
ongoing Cultural Campus project, we sought to replicate the team structure that
contributed to that success. While providing integrated services has proven to be a
strength of the HGA team, our Civil Engineering and Landscape Architecture disciplines
are currently Midwest-focused. For these disciplines exclusively, we feel the need
to engage Southern California based consultants familiar with the best practices
pertaining to site engineering as well as landscape design that supports aesthetic and
engineering goals – two disciplines that work closely together. Our success with this
approach at the Cultural Campus demonstrates that this is a sound approach for the
Maintenance and Operations Yard project.

CIVIL ENGINEERING OVERVIEW
Psomas has a 40 year history of performing
engineering services in California and the
Southwestern United States. Our experience provides
us with an excellent track record in delivering quality
services, completing projects on time and within
budget, and maintaining ideal client and contractor
relationships. Psomas has completed a wide array of
projects that are similar to this contract. Many of these
efforts have taken studies from the conceptual and
planning stage through final design and construction.
We believe that the selected firm needs to understand
how this analysis fits the City’s needs and planning and
how the recommended improvements may ultimately
be designed and constructed.
A key differentiator from other civil engineering firms
is Psomas’ ability to prime and lead infrastructure and
site improvement projects. Psomas can provide quality
control over the entire project, assist with city-wide
planning, process permits and approvals (including
closeouts), provide multi-discipline management
during construction and project closeout, and manage
subconsultants, including all engineering disciplines
and architects. Our proven strategy for successful
delivery of city projects requires a balance of resources
and expertise.

DISCLOSURES
HGA has a large, multidisciplinary practice. As a part of that practice, HGA is involved
various lawsuits. In the past five years, HGA has been involved in the following lawsuits:
In March 2022, a private homeowner brought suit against HGA alleging negligent design
of their home renovation project. (Graham v. HGA, Case No. CGC-22-598327, Superior
Court of California, County of San Francisco). The parties are currently awaiting trial. In
November 2022, Mandel Group named HGA as a co-defendant in a multi-party litigation
alleging defects in design and construction of a mixed-use development in Milwaukee,
Wisconsin. (DoMUS Apartments, LLC v. C.D. Smith Construction, Inc., et al, Case Code:
30303, Circuit Court of State of Wisconsin, Milwaukee County). The parties are currently
in mediation.
