proposal. The DCCM team is prepared to work under the direction of the City’s Public Works Staff to support any of the
projects for which the City requires Project Management and Professional Engineering services.

Depth of Experience | For nearly 18 years, Southstar | DCCM has provided top-notch project management and construction
support services for a variety of municipalities throughout Southern California including La Quinta, Palm Springs, Palm
Desert, Indio, Caltrans, the Counties of San Bernardino, Riverside, and Los Angeles and the cities of Rialto, Bellflower,
Huntington Park, Corona, Riverside, Murrieta, Temecula, Santa Fe Springs, South Gate, Downey, Norwalk, La Mirada, San
Dimas, Ontario and Palmdale. The DCCM team has extensive experience working with these agencies to deliver federally
funded and/or state/locally funded public works projects.
Benefits to the City of La Quinta | DCCM has provided project management services to many municipalities across
Southern California so there will be no learning curve required for our staff. Our proposed team brings over 30 years of Civil
Engineering and Project Management experience to this role. We have successfully delivered several projects to completion
for various municipalities in the Coachella Valley, including providing Construction Management and Inspection services for
the $13.5M La Quinta Complete Streets Project. This experience has given us an understanding of the unique challenges
and requirements for completing Public Works construction projects in and surrounding La Quinta. Challenges that may
include working amidst a population that fluctuates seasonally and constructing roadway projects in the extreme heat
which may impact materials like asphalt and concrete from setting properly. Our combined expertise and familiarity with the
region’s unique challenges make us well-equipped to handle the demands of any significant project in La Quinta.
Miscellaneous | DCCM acknowledges that Addendum No. 1 released via City’s website. DCCM has no exceptions and
will adhere to the provisions described in the RFP without modification. DCCM understands that the proposal and pricing
shall remain valid for a period of no less than Ninety (90) days from the date of submittal. DCCM attests that all information

LA QUINTA COMPLETE STREETS IMPROVEMENT PROJECT

Mr. Bennecke was responsible for providing project management services for
this construction management, inspection, survey, and materials testing project.
The project was partially funded with State Only Active Transportation Funds,
and therefore we documented the Project construction and progress payments
in sufficient detail to comply with Caltrans Construction Manual and the Local
Assistance Procedures Manual (LAPM) requirements and as directed by the City
Engineer. Careful consideration was taken to develop a construction schedule
based on the approved Stage Construction plans. The construction staging and
schedule was developed to minimize impacts to the businesses and school
during the season (November to April) and to minimize detours and closures to
keep traffic flowing at all times. As such, the Project was broken down into three
phases.
RIVERSIDE AVENUE SOUTH STREET RECONSTRUCTION PROJECT
CITY OF RIALTO | RIALTO, CA | PROJECT MANAGER
Mr. Bennecke was responsible for overseeing all construction activities along
with performing all schedule preparation, review, and task analysis. Major tasks
performed included Scoping, Cost Estimating, Scheduling, Budget Management,
Preparation and tracking of monthly invoicing to the City and vendors involved.
This project was Phase 2 of the 3 phase vision for Riverside Avenue and
continued to overlay and reconstruct Riverside Avenue (South) between
Interstate 10 (I-10) to Santa Ana River. Project included upgrades of existing and
construction of new ADA-compliant curb ramps, and reconstruction of sidewalks,
sidewalks, driveways, curbs, and gutters. At the request of the City of Rialto,
Southstar designed and added two right turn lanes at Santa Ana Avenue and
Resource Drive. Underground utilities were also adjusted to new roadway surface
grades. The majority of work was performed at night because Riverside Avenue
is a heavy truck traffic roadway.
I-15 / CAJALCO INTERCHANGE CORONA
CITY OF CORONA | CORONA, CA | PROJECT MANAGER
Jason Bennecke served as Project Manager for Southstar and as a consultant
for the City of Corona, responsible for guiding this project which reconstructed
the interchange located on Interstate 15 (I-15) at Cajalco Road from Temescal
Canyon Road to Bedford Canyon Road. The $50 million dollar investment included
the widening of Cajalco Road from a two-lane bridge to a six-lane overcrossing
bridge on a new alignment north of the existing bridge. In addition, the bridge
included a striped median, outside shoulders and a sidewalk on the southern side.
Mr. Bennecke was able to successfully deliver this project despite its external
challenges such as local mountain fires. Nonetheless, the project was still
delivered ahead of schedule saving the City of Corona unnecessary costs. Note:
Mr. Bennecke also acted as the Caltrans Project Manager during PA/ED and
PS&E from 2008 – 2014.

IMPROVEMENT PROJECTS
CITY OF FONTANA | FONTANA,CA | PROJECT MANAGER
Mr. Abuelhassan provided the City of Fontana with project management and
value engineering services for various City projects on a time and materials
basis as augmented staff. He reviewed plans, specifications, shop drawings
and all other contract and construction related documents. He conducted pre-
construction and projects meetings and addressed special concerns, reviewed
traffic control plans and enforced the same in the field. Records were maintained
in the form of daily inspection reports, photographs, videos, daily reports. Mr.
Abuelhassan also evaluated the contractor’s operation and production with
respect to quality and progress, coordinated and monitored activities between
contractor, subcontractors, utility companies, survey and geotechnical consultants
on the project, closely monitored testing results and required contractor to take
corrective actions if results are unsatisfactory. He ensured contractor and sub-
contractors complied with the requirements of contract documents and perform
all the work in accordance to plans and specifications and reviewed progress
payments for quantity verification according to field progress.
I-5 WIDENING CONSTRUCTION TRAFFIC MITIGATION PROJECTS
CITIES OF LA MIRADA, NORWALK AND SANTA FE SPRINGS, CA | PROJECT
MANAGER
Mr. Abuelhassan provided project and construction management services on
the I-5 Widening Construction Traffic Mitigation Projects. He delivered Project
Management and Construction Management and Inspection services on a group
of traffic mitigation projects within the Cities of La Mirada, Norwalk and Santa
Fe Springs on time and under budget. Tasks included the delivery of a group
of rehabilitation and signal projects from the scoping phase to construction
completion and JPA reimbursement by the Los Angeles County Metropolitan
Transportation Authority. Major tasks performed by Mr. Abuelhassan included
Scoping, Cost Estimating, Scheduling, Budget Management, Preparation and
tracking of monthly invoicing to MTA from all Cities, Consultants and vendors
involved, Coordination activities among cities of La Mirada, Norwalk, and Santa Fe

Ms. Kirrin has over 30 years of

addition to Yvette’s business role with
Southstar, she is a working partner
and has several Project and Program
Manager roles in southern California.
These roles utilize her technical

RANDOLPH CORRIDOR ACTIVE TRANSPORTATION PROJECT

Ms. Kirrin is responsible for managing the completion of the Project that extends
along the Randolph Corridor beginning at the eastern terminus in the City of
Commerce and extending west along the corridor through the Stakeholder’s
westerly corridor terminus; a distance of 6.83 miles. She is overseeing the
overall scope, schedule and budget, but also the Metro Funding Agreement
requirements, reimbursement, and the balance of equity between the Cities
of Commerce, Bell, Huntington Park and the County of LA via the executed
Memorandum of Understanding. Ms. Kirrin is managing Phase 1 planning/concept
engineering work to be done and based on the elements that the jurisdictions
wish to move forward with, these will be basis of Phase 2 environmental work.
Phase 3 will develop the PS&E and bid specifications needed to construct
elements that were cleared as part of Phase 2, and that conceptually fit within the
budget, as quantified in Phase 1.

Ms. Kirrin served as Project Manager for the City of Santa Fe Springs, responsible
for tracking activity associated with the First Last Mile field reviews, the review
and appropriate routing for approval via planning, public works, city manager and
legal departments, along with the necessary briefings and the preparation of City
Council report for approval of the Cooperative Agreement.

THE CITY OF COMMERCE

Ms. Kirrin served as Project Manager responsible for reviewing and providing
comments for the CHSRA alignment along with high level impacts that traversed
the City of Commerce. Prepared comments to the plans, prepared proposed
high-level mitigations, including the pedestrian overcrossing noted in this proposal
from the neighborhood across the I-5 and Telegraph Road to the Citadel. Provided
technical assistance in understanding the impacts. Prepared City Council report
and PowerPoint presentation that outlined alignment impacts and proposed
mitigation considerations.
GATEWAY CITIES COUNCIL OF GOVERNMENTS (GCCOG)
GCCOG | LOS ANGELES COUNTY, CA | TRANSPORTATION ENGINEER
Ms. Kirrin serves as a Transportation Engineer and is responsible for the
subregional technical review, oversight and program management tasks needed to
facilitate Metro Measure R and Measure M funds. Additionally, she is responsible
for various portions of the subregional transportation initiatives including the arterial
complete streets projects and the active transportation strategic projects for the
27+ Cities/Jurisdictions. This includes the facilitation of over$1 Billion in funds.
Ms. Kirrin is responsible for protecting the interests of the Cities regarding how
the funds are allocated and spent, as well as responsible for communicating to the
Public Works offices, City Mangers and Elected officials the status on the projects.
More than 50 projects in the subregion have been coordinated and delivered,
utilizing Ms. Kirrin’s expertise in the areas of funding, planning, design, right of way,
construction and/or construction management and inspection.

LA QUINTA COMPLETE STREETS PROJECT

The Project consisted of road diet improvements along the following streets:
Calle Tampico from Washington Street to Eisenhower Drive, Eisenhower Drive
from just north of Calle Tampico to Calle Sinaloa, Calle Sinaloa/Avenue 52 from
Eisenhower Drive to Desert Club Drive. These streets had four lanes of traffic
with signalized intersections. To promote a more pedestrian and bicycle friendly
atmosphere, the Project reduced the number of through travel lanes from four to
two and provided bicycle/golf cart lanes, by way of installing roundabouts at five
intersections. Along Calle Tampico, the Project reduced the roadway width by
placing new curb and gutter, landscaping and/or bioretention facilities between
the back of new curb and the old back of curb. Along Eisenhower Drive and Calle
Sinaloa, the existing curb and gutter at the time remained and the width reduction
were done by striping only. Mr. Hannawi’s responsibilities included tracking daily
diaries, weekly status reports, labor compliance interviews, certified payrolls, logs
for submittals, RFls, CCOs, contingency balances, survey requests, materials
testing results correspondence and agreements, progress schedule, Weekly
Statement of Working Days (WSWDs), weekly meeting minutes, progress
pay estimates and quantities, Lane Closures, Monthly Reports, Public Notices,
Permits and environmental agreements, Quality control records, Testing Results.
SR-91 EASTBOUND AUXILIARY LANE
CALTRANS DISTRICT 8 | PROJECT MANAGER
The project included over 100,000 cubic meters of roadway and structure
excavation, one million kilograms of reinforcing steel, 10,000 cubic meters
of structural concrete and 20,000 cubic meters of Portland cement concrete
pavement placed on the project. Mr. Hannawi was responsible for managing the
consultant contract for the design of the State Route 91 Eastbound Auxiliary Lane
between La Sierra Avenue and Tyler Street project. Worked closely with Caltrans
to coordinate the design and deliver the project.
UNIVERSITY AVENUE IMPROVEMENTS
CITY OF RIVERSIDE | PROJECT MANAGER
Mr. Hannawi designed phase 1 and supervised the design of phases 2 and 3 of
this $8 million University Avenue Improvements project. The project included
street widening, median construction, decorative sidewalks and crosswalks
and extensive landscaping. He coordinated the design and construction of the
University Avenue / State Route 215 eastbound on-ramp with Caltrans.

FEE SCHEDULE
DCCM understands that the term will be three (3) years with an optional two (2) year extension and the Fiscal
Year budget will be up to $600,000 per year. It is understood that the City reserves the right to negotiate final
pricing with the most qualified proposer and pricing shall remain firm for the entire initial term of the agreement.
After the initial term, any proposed pricing adjustment for additional periods, if any, shall be subject to the terms
of the agreement.
The table below includes our fee schedule with hourly rates for typical services provided by the firm. This

PROJECT UNDERSTANDING
Southstar | DCCM understands that the City of La Quinta is
seeking proposals from qualified firms to provide On-Call CIP
Project Management and Professional Engineering Services
to the City. As part of these services, the City is looking for a
qualified engineering and project management firm to provide
project management support to City Staff for various capital
improvement projects (CIP), including State and Federally
funded projects, projects of varying complexity, budget, and
size, and all phases of design and project management.
It is understood that the City expects that the selected firm’s
Project Manager will be the point of contact between the City
and project consultants, including but not limited to design
engineer and construction management firms. The project
manager(s) will have authority and responsibility to act on the
City’s behalf in terms of interactions with the public and other
project stakeholders.
In addition to the Project Management role, it is understood
that the duties of the selected firm may include the
preparation of plans and specifications for capital
improvement projects of varying complexity that require
Design Engineering. These Design Engineering services may
comprise of civil engineering and structural design work,
preparation of preliminary plans and cost estimates, necessary
fieldwork, identification of alternatives, drafting, design, and
other civil engineering related work as needed. Additionally,
the Design Engineering portion of the services may require
preparation of engineering reports and studies on a variety of
subjects and use of AutoCAD software to prepare project plans.
DCCM understands that the selected firm may be asked to perform all, or only a portion(s) of these services,
as-needed, and the selected firm may be asked to execute the design of the project only or may be asked
to work with City staff to perform certain portions of the work. All services shall be provided under Caltrans
Standard Specifications, Caltrans Standard Plans, and the Standard Specifications for Public Works Construction
(“Greenbook”) State of California Construction Safety Orders (CalOSHA), SPPWC Standard Plans and traffic
control practices as specified in the Work Area Traffic Control Handbook (WATCH).
ASSISTANCE FROM THE CITY
DCCM’s management style requires little oversight. Our team has managed projects for agencies across
Southern California and are extremely mindful of the City’s valuable time, as well as being balanced about the
proactive need to bring items to the City that require determination, so that there are no surprises.
Our PM will prepare all the necessary documentation to minimize City staff time spent on the project, including
briefings, summaries and any needed Planning and Council reports. Based on this style that the City knows
and trusts, the DCCM Team feels that there will be few needs from the City. Southstar does not require any
resources, information, or assistance from the City to perform the expected services other than the necessary
project documents such as plans and specifications once a task order has been assigned.
Our team does not require a learning curve in City, Caltrans and federal policies, procedures and processes.
Southstar | DCCM team members have demonstrated the ability to work on any task assigned and with the
ability to adjust and assist other members of the team when workloads change and in our Organization Chart we
have noted several staff members who can fill multiple positions.

POTENTIAL CIP PROJECTS
DCCM has taken the initiative to review the Fiscal Year 2023/2024 through 2027/2028 CIP available on the City’s website
and is prepared to provide both short-term and long-term experienced staff for the City’s CIP projects.
The various locations highlighted on the FY 2021/22 - FY 2025/26 Pavement Management Plan Map (on the previous
page) provide a snapshot of how ambitious the City’s CIP goals are. Projects listed on the CIP list include the construction
and repair of roads, but we understand the CIP may include bridges, installation and upgrade of traffic signals, rehabilitation
of water and sewer lines, construction and renovation of parks and City facilities, and installation of streetlights and
sidewalks. An advantage of using DCCM is that we have experience delivering many of the projects listed. Our team is
flexible to the needs of the City and are eager to work on any project that is a priority to the City.
The following potential CIP projects would be a perfect fit with the experience and qualifications of the roster that we have
provided in our Organizational Chart. We’ve noted several CIP projects that are in alignment with the types of projects we
have successfully delivered for municipalities across Southern California and Coachella Valley.
DESIGN ENGINEERING SERVICES
Our proposed Supervising Design Engineer, Mr. Jason Bennecke, has over 30 years of project management and design
engineering experience. His practical experience with AutoCAD includes design of roadways, streets, street lighting,
drainage channels, drainage structures, storm drains, sanitary sewers, and structural work. Additionally, this year, Southstar
was acquired by DCCM and will be able to provide additional depth of resources while still providing the familiar faces to the
City of La Quinta that you know and trust.

PROJECT MANAGEMENT SERVICES
Southstar | DCCM has extensive experience managing a
wide range of small, medium, and large-scale infrastructure
projects, including a variety of CIP and subregional projects
ranging from roads, highways, and corridors, to parks,
parking lots and aquatic centers, to fire stations roofing and
city hall renovation projects.
Southstar | DCCM utilizes effective project management
practices related to managing scope, schedule, and
budget, while closely collaborating with the City
staff, management, and Council, as well as all related
stakeholders.
Our Project Managers will also review, respond to,
and make recommendations based on established City
standards and relevant expertise on reports, plans and
specifications prepared by outside consultants in connection
with planning and design of capital improvement projects.
The services provided will include project management
and oversight of projects through the discretionary review
entitlement process, CEQA and/or NEPA guidelines and
requirements; public assistance and information regarding
water, wastewater, and recycled water issues affecting the
community. They will also communicate and incorporate
field operational needs; administer all contracts associated
with assigned projects including managing budgets and
schedules; assist with the development of future project
budgets, prepare Requests for Proposals, prepare reports
for committees, commissions, and the City Council; make
oral presentations, and manage emergency situations.
IN-HOUSE PROJECT MANAGEMENT
PHILOSOPHY
In general, a good Project Management Philosophy should
reduce or eliminate any confusion about how people are
expected to contribute to project tasks. It should also help
the job get done faster.
Our Project Manager (PM) will be responsible for day-to-day
management of the project and is competent in managing
these aspects of a project:

Quality control.
The Project Manager’s key to getting things done is
staying organized. Every project has its own unique set
of challenges. That’s why creating an effective Project
Management Philosophy can be extremely helpful in
managing all the different tasks of the project.
These tasks include, but are not limited to:
–Defining the project objectives
–Establishing a plan for execution
–Managing resources and maintaining budget control
–Managing risks
–Motivating and consistently communicating with the
project team
–Coordinating work done by different people
–Making sure the work is done to the right standard
–Dealing with changes to the project as necessary
–Maintaining positive attitude
–Monitoring progress, changes, and issues
–Reaching project milestones
The PM will make sure that they are always available for
their team members for questions, advice, support, etc.
Having project status meetings is also very important. These
are necessary to discuss project progress, project problems,
etc. The PM will always be available for his team members
during these meetings as well.
Making sure that everyone understands the project goals
and how they plan to achieve them is a key component of
developing DCCM’s project management philosophy. This
communication not only helps him get all necessary tasks
done on time but also allows him to collect feedback from
his team members.
Even with a project plan that is both detailed and thorough,
there can still be unexpected changes or problems. Once an
issue arises, the PM will re-evaluate his original project plan
to successfully overcome the problem.

IN-HOUSE PROJECT MANAGEMENT
APPROACH
Southstar | DCCM follows a comprehensive methodology
consisting of dozens of time-tested and proven strategies for
ensuring contractors working on public works capital projects
for municipal agencies stay on schedule and under budget.
The following tasks will be performed as part of the overall
approach to providing oversight of the prime contractor to
anticipate issues that may lead to unintended CCO’s and/or
project delays.
Once selected, and if requested by the City, our staff will
join the City’s Project team ready to review plans and
specifications and to perform detailed constructability
reviews of all assigned projects and to provide constructive
suggestions to improve the Projects plans and protect the
City’s interests in the process. Once project bid packages
are approved for advertising, we will support the City in
bids solicitations, conducting pre-bid meetings, opening and
evaluating bids and providing recommendation of award.
We will assign the staff with the needed expertise on each
of the projects subject to delegation of authority from the
City. Once assigned, no key staff member will be moved or
changed from any project without the prior authorization or
request from the City. Prior to the start of construction of
any of the projects, we will review submittals, SWPPP and
projects schedules and will coordinate with contractor the
proper inspection of all field activities. Written, photo and
video documentation of work progress will take place on a
daily basis to ensure quality products are delivered to the
City, its residents and the motoring public.
COST ESTIMATING
We understand the importance of accurate cost estimating
for the planning and budgeting purposes of any agency.
All our proposed construction managers have decades
of experience in the management and delivery of Capital
improvement and municipal projects. They have performed
countless quantity take offs and cost estimating of project
plans and have collectively negotiated hundreds of contract
change orders for the benefit of many agencies. Due to
their current involvement in active construction projects, our
proposed project managers have up to date and extensive
information of construction costs and simply “how much
things cost in the real world”. Our staff are ready and
available to support the City in any type of project and
estimating project costs in any field of construction.
CONSTRUCTION PROJECT SCHEDULING AND
MANAGEMENT
The DCCM team will review and approve the Contractor’s
CPM schedule. DCCM utilizes Primavera P6 and Microsoft
Project software to review, monitor, and analyze the
Contractor’s schedule. Monthly schedule updates will
be reviewed against the project’s baseline schedule and
progress will be verified and any potential issues causing
delay to the project will be identified and mitigated.
Along with safety and quality, helping the City to complete
the project on time and within budget is DCCM’s highest
priority. On any assigned project, the DCCM team will
prepare a Master Project Schedule for review with the City
and provide recommendations with our constructability
review report. The schedule and recommendations will
address the following:
–Examine the critical path and schedule float;
–Planned working days;
–Utility coordination issues and impacts are addressed;
–Sufficient time for review by other agencies; and
–Identify possible schedule adjustments and
contingencies.
CONSTRUCTABILITY REVIEW
DCCM’s engineers will apply an experienced
and knowledgeable eye to the everything
the City can provide in the form of project
plans, special provisions, bid items, unit
costs, site DTM, survey data, cross sections,
environmental permits from any and all regulatory agencies,
DGN files of the existing and proposed layout sheets,
and more. Once these items are provided, DCCM will
do a comprehensive site analysis, making sure, among
others, that all of the existing utilities are properly shown
on the plans, and do a “gut check” high-level review to
make sure nothing major is out of line. A rigorous and
detailed constructability review can reduce conflicts in
the field, provide a more accurate schedule, improve
construction sequencing, enhance quality, develop workable
specifications, help provide a more biddable project for the
contractor, and potentially decrease costs and claims. Extra
emphasis will be focused on items that can slow a project
down and/or lead to costly change orders. DCCM will spend
extra time evaluating anything underground, specifically
existing drainage and existing utilities.

Once the evaluations are concluded, DCCM will compile
the data and prepare a report detailing the findings with
recommendations. These are expected to be evaluated by
the City and if chosen to be incorporated into the PS&E, the
City will have time to revise the contract documents prior to
advertising the project for bid. The constructability review
will closely evaluate the following:
–Errors, omissions, inconsistencies, and deficiencies;
–Special Provisions are prepared to industry standards and
are complete;
–Check plans for conflicts with other underground facilities
and utilities;
–Provide an on-site review looking for access restrictions
or other impediments;
–Review all permits and verify that the contract clearly
reflects the permit obligations;
–Explore options to mitigate impacts to traffic and area
residents and businesses;
–Construction Staging; and
–Propose additional Special Provisions to supplement the
Contract Documents to help avoid claims.
VALUE ENGINEERING
Our experienced team of project managers and engineers
have collectively built hundreds of projects and they
simply know what works and what does not from real life
experience. As projects are assigned to our team by the City,
we will review each project independently with the objective
to identify whether the project is designed with the most
practical and cost-effective methods and whether the final
product will meet the expected need and purpose. They will
apply their individual decades of experience to the suitability
and useful life of any proposed project and will endeavor to
improve upon the design and applicability of the final product.
QUALITY ASSURANCE / QUALITY CONTROL
DCCM has a proven track record for the successful delivery
and managing of a wide variety of projects throughout
Southern California. As professional project managers,
we understand the challenges associated with project
delivery, and will ensure that all project deliverables have
been reviewed to ensure that quality products are being
produced. We will make certain that projects are meeting
the schedule requirements, based on earned value and
expenditure rates projected during the project scoping, and
recommend corrective action, when appropriate. We will
closely monitor expenditures to minimize risk to the budget.
DCCM will utilize Project Management Institute (PMI)
methods, including the techniques found in the Project
Management Professional (PMP) toolbox.
Our Project Managers are fully trained, prepared and
committed to delivering superior staff and deliverables.
Quality can be demonstrated via our high number of repeat
clients in the region, including Caltrans and various Southern
California municipalities.
DCCM has a formalized Quality Assurance/Quality Control
plan which can be provided to the City per request. We have
several QA/QC plans in place, and each is a living document
and is project and/or function specific (i.e. PM, CM, Design
or other services specific).

IMPLEMENTATION
DCCM is committed to exceeding the City’s expectations
regarding project delivery via effective control mechanisms,
including tracking of scope, schedule and strict budget
control. The PM will utilize the project control methodology
taught in the Project Management Body of Knowledge
(PMBOK) for effective project management and control,
which is an industry standard and widely used in the
transportation industry particularly in the public works sector.
PM is also able to quickly adapt to any internal program/
project management system that the City may have.
TOOLS AND PROCESSES
Our Team is well versed in construction and project
management tools and processes, as well as experts in
the Greenbook, Caltrans LAPM, HDM, and the Right of
Way Manual. We are able to understand and recommend
solutions for any of the issues that may affect a City’s
project’s scope, budget, and/or schedule and efficiently
implement the approved solution.

IDENTIFYING KEY AND/OR CRITICAL
ISSUES BASED ON EXPERIENCE
In response to the City of La Quinta’s request for identifying
key or critical issues based on our firm’s prior experiences,
we have outlined five crucial areas that we believe may
be encountered during the project management process.
Drawing from our 18 years of experience in managing
transportation infrastructure projects large and small,
we have learned valuable lessons that the City can take
advantage of by hiring DCCM. To ensure the successful
delivery of services, we propose the following steps to
address and mitigate the risk posed by these potential
issues:
Stakeholder Communication: Effective communication
with all stakeholders is critical to ensure everyone is
aligned and informed. We have learned that regular,
transparent, and structured communication channels help
in preempting misunderstandings and conflicts. To ensure
this, we will implement a comprehensive communication
plan, including regular meetings, updates, and a clear
escalation process for issues.
Scope Management: Scope creep can significantly impact
project timelines and budgets. Our experience has shown
that maintaining a clear and detailed project scope from the
outset, coupled with a robust change management process,
is essential. We will employ strict scope management
practices, including regular scope reviews and approval
protocols for any changes.
Risk Management: Identifying and mitigating risks early is
key to avoiding project delays and cost overruns. We have
developed a proactive risk management approach, which
includes a thorough risk assessment at the project’s onset
and regular monitoring and mitigation strategies throughout
the project lifecycle.
Resource Allocation: Ensuring that the right resources
are available at the right time is crucial for project
success. We have learned that effective resource
planning and management, including contingency
planning for critical resources, can prevent bottlenecks
and delays. We will implement a dynamic resource
allocation plan that can adapt to the project’s evolving
needs.
Quality Control: Maintaining high-quality standards is
essential for the successful delivery of any project. We have
established rigorous quality control procedures, including
regular inspections, audits, and corrective action plans,
to ensure that all project deliverables meet the required
standards. We will continue to enforce these practices to
ensure the project’s success.
PROJECT MANAGEMENT TOOLS
These are the resources available to our employees: All
of our engineers are equipped with laptops, cell phones,
vehicles, and general inspection tools.
Software: AutoCAD, Microsoft Word, Microsoft Excel,
Microsoft PowerPoint, Microsoft Project, Access,
Adobe Acrobat/Bluebeam, Bentley Microstation and
ContextCapture 3D Modeling.
FAA GPS Enabled Site Photography: Using a start-of-
the art drone with a 20MP camera, Southstar’s FAA
Section 107-certified pilot will fly portions of the project
corridor monthly and create an interactive 3D model
of the workspace. From this model, they will generate
a 2D orthophoto to scale, which can be printed or used
as a scaled background image inside MicroStation. This
technology improves communication and reduces risks for
potential schedule delays and cost overruns. These images
are also helpful for public outreach to communicate with
the local community, where labels are added to the various
construction tasks underway and post the images to the
project website. Principal-in-Charge Jason Bennecke has
the experience using Bentley Context Capture software,
which requires a massively powerful server, along with
dozens of years of design experience, thousands of hours of
Photoshop experience, and his FAA Section 107 certification
needed to fly the project. He brings all of this experience
together to create these models and maps for their clients.
