Z&K Consultants Inc. (Z&K) proudly presents our proposal to
the City of La Quinta for On-Call CIP Project Management and
Professional Engineering Services. Z&K is a certified
Disadvantaged Business Enterprise (DBE), Women’s

of Project Management, Professional Engineering Services,
Design, Program Management, Construction Management,

numerous similar contracts for local agencies.
EXPERIENCE AND QUALIFICATIONS | Z&K is proposing the same experienced team members that successfully
managed bridges, streets, ADA improvements, traffic signals, drainage facilities, landscaping, lighting, parks, and
other facilities. This Team works efficiently and with great comradery with City staff to achieve the community's goals. Z&K
works proactively and diligently with City staff to successfully deliver projects under budget while mitigating numerous
unforeseen delays. We understand the vital importance of community outreach in keeping councilmembers and the
community informed with accurate project schedules and detailed outreach efforts.
STAFFING AND SCOPE OF WORK | We have created unique staffing plan to meet the City’s needs and expectations
for these Projects and have teamed up with EXP to provide professional design services. Z&K has carefully selected
this “A-Team” and has committed our most qualified staff for the duration of the contract to deliver successful the City’s
Projects. Our team members’ unmatched experience in services of similar projects makes the Z&K team uniquely qualified
to provide the requested services. Our scope of work is well justified, and all key elements are included.
UNDERSTANDING AND APPROACH | The Z&K Team has been working diligently to understand every aspect of
the City’s upcoming capital improvement projects including reviewing the City’s Fiscal Year 2023/2024 through
2027/2028 Capital Improvement Program along with the City’s Study Sessions to discuss projects to be included
in Fiscal Years 2024/25 through 2028/29 Capital Improvement Program. This involvement provides us with a deeper
understanding of the challenges that the City’s projects may be facing, as well as familiarity with the site and nearby
stakeholders. This knowledge and preliminary legwork will help us to hit the ground running and help the contractor
understand the project better, preventing possible issues that may arise.
COST | Our proposed personnel have the ability to perform the services at a fair and reasonable/competitive fee
schedule. The Z&K Team has significant local experience to the City and community, unmatched experience to perform
Project Management and Professional Engineering Services, and have highly skilled, multi-disciplined, and technical staff
with extensive similar project experience.
UNIQUE QUALITIES | The Z&K Team offers many unique strengths and advantages for this contract, including:

PRESENTATION/FORMAT | Z&K Consultants has followed all RFP requirements and proposal format. The scope of
work is well organized into logical tasks and subtasks to complete the City’s projects.
I will serve as the management contact for the full duration of the contract, and I am authorized to bind the firm to the terms
of the proposal and execute legal documents on behalf of the firm. This proposal, all information, and pricing provided in
the proposal is valid for at least ninety (90) days. All individuals who will perform work for the City are free of any conflict of
interest. We acknowledge Addendum No. 1 that was issued on May 13, 2024. We are excited about this opportunity to

Our firm has successfully worked on numerous projects within and surrounding the City of La Quinta. Our Team
has a strong past performance on projects through our control of costs, quality of work, ability to meet schedules,
cooperation, responsiveness, and other managerial and attitudinal considerations. Z&K commits to providing our best
project management services for timely project completion. We will dedicate the necessary resources to complete the
Project on time and within budget. The City’s Projects include the following categories: Transportation Projects, Drainage
Improvements, Parks and Facilities Projects, Recurring Maintenance Funds, and Other Adjustments. Transportation
projects are generally funded through the Pavement Management Plan (General Fund), Transportation Development
Impact Fees (DIF), Gas Tax, Measure A, SB1, and ATP funds. Our team has delivered over 300 similar projects in the last
5 years. We understand that the City’s 2023-2028 CIP has various projects with a combined proposed budget of $58.3M
and identifies $79.8M of unfunded additional improvements over the five-year period.

CITY OF EL SEGUNDO | EL SEGUNDO BOULEVARD IMPROVEMENT PROJECT, PW 23-02
The Z&K Team is providing Project Management, and Contract Administration Services for
this project, which involves the following: rehabilitate existing pavement along El Segundo
Boulevard between Illinois Street and Isis Avenue; and rehabilitation along Nash Street,
between El Segundo Boulevard and Imperial Highway. Several options of pavement
rehabilitation were considered, and the recommended option would include cement
stabilized base with an asphalt overlay. This includes detours and consequently will cause
delays along El Segundo Boulevard during the construction. Install curb ramps on El
Segundo Boulevard at Illinois Street, Continental Boulevard, Nash Street, Douglas Street,
and Aviation Boulevard intersections.

traffic control, raised crosswalks, speed humps, cold milling and AC overlay of existing asphalt concrete, construction of
new curb and gutter, PCC sidewalk, installation and configuration of multiple traffic loop detectors, installation of city project
signs, preservation of existing city survey monuments, adjusting manhole and utility covers to grade, installation of pavement
markings and striping. Related work includes mobilization, traffic control, assisting in preparation of NPDES, local utility
coordination, construction management, daily inspection, labor compliance, geotechnical and materials testing coordination.
CITY OF TORRANCE | ANZA/VISTA MONTANA/PACIFIC COAST HIGHWAY INTERSECTION IMPROVEMENTS

TRANSPORATION AND STREET IMPROVEMENT PROJECTS (EXP EXPERIENCE)
SAN BERNARDINO COUNTY | SR-210, WATERMAN AVENUE INTERCHANGE PROJECT (EXP)
EXP is providing professional services for San Bernardino County Transportation Authority (SBCTA) for the Design
Engineering Evaluation Report (DEER)/Environmental Document (ED), Plans, Specifications and Estimate (PS&E), Right-
of-Way (ROW) and Construction Support for the State Route 210 (SR-210) Waterman Avenue Interchange Project. The
EXP Team is providing roadway and structural engineering, traffic analysis, drainage, environmental, geotechnical,
surveying, and utility coordination. The purpose of the project is to improve traffic operations and local circulation at the
SR210 / Waterman Avenue interchange. The eastbound on-ramp will be widened from one lane to two lanes. Additionally,
the median along Waterman Avenue will be removed, and the intersection of Waterman Avenue and East 30th Street will
be restriped to allow for two left-turn lanes in the northbound and southbound direction. This project requires approval from
Caltrans District 8 Oversight.
CITY OF SEAL BEACH | MAIN STREET PAVEMENT IMPROVEMENTS (EXP)
The City of Seal Beach proposed to Mill and Overlay four residential streets as well Main Street which intersects the Major
State Highway Pacific Coast Highway. The existing asphalt was sub-standard with multiple areas with alligator crack
failures. EXP developed plans, technical specifications and estimates for these streets as part of the City’s Annual Paving
Program and was instrumental in providing the IFB package on schedule for the City’s procurement of a contractor. Services
include roadway geometric design, Traffic Control Plan, and plan production.
CITY OF SEAL BEACH | MARINA DRIVE RESURFACING PROJECT
The project proposed to rehabilitate the existing asphalt paving on Marina Drive between 1st Street and State Route (SR)
1. EXP provided design engineering services, prepared plans, specifications, and an estimate that included milling and
overlay, full depth structural section replacement, ADA improvements, cross gutter and driveway replacements, and signing
and striping. EXP also obtained an encroachment permit from Caltrans District 12 for traffic control on SR-1.
CITY OF SEAL BEACH | SEAL BEACH BLVD./I-405 INTERSECTION REHABILITATION PROJECT
The City of Seal Beach is proposing to mill and overlay the intersection of Seal Beach Boulevard and the I-405 southbound
ramps as well as the southbound lanes on Seal Beach Boulevard approximately 450-feet south of the intersection. EXP
provided design engineering services and developed the plans, specifications, and estimate for the project which includes
asphalt pavement mill and overlay, full pavement structural section replacement, striping, loop replacement, and traffic
control. In addition, EXP coordinated with Key Stakeholders including Caltrans District 11, Orange County Transportation
Authority, and the US Navy to obtain the appropriate agreements and permits.
CITY OF SEAL BEACH | SEAL BEACH BLVD. TO WESTMINSTER AVENUE REHABILITATION PROJECT
The City of Seal Beach is proposing to mill and overlay Seal Beach Boulevard between the intersections of Westminster
Avenue and I-405 southbound ramps. EXP provided design engineering services to develop the plans, specifications,
and estimate for the project which includes asphalt pavement mill and overlay, full pavement structural section replacement,
minor concrete repairs, striping, loop replacement, and traffic control. In addition, EXP will coordinate with Key Stakeholders
including Caltrans District 12, Orange County Transportation Authority, and the US Navy to obtain the appropriate
agreements and permits.
ORANGE COUNTY PUBLIC WORKS | ADA UPGRADES, NORTHEAST TUSTIN
EXP provided design engineering services for this Proejct. The purpose of these ADA upgrades project is to bring the curb
ramps to compliance with the 2010 ADA Federal Standards, and to the California Title 24 Disabled Access Requirements.
These upgrades will enhance mobility by removing obstacles within the path of travel. In addition, compliant curb ramps
benefit wheelchair users by allowing a smooth transition from sidewalk to street and informing the visually impaired of an
approaching vehicular travel lane.
The proposed project will provide accessibility for pedestrians and wheelchair users with mobility issues and/or other
physical impairments. Also, the project will prevent potential injuries and improve comfort for pedestrians. Scope of Work
includes: Remove and reconstruct 39 curb ramps per 2010 ADA / Public Right-of-Way Accessibility Guidelines (PROWAG)
Standards. In addition, install Detectable Warning Surfaces to 16 existing curb ramps in order to meet 2010 ADA standards;
Remove and reconstruct 31 deteriorated spandrels attached to the curb ramps; Remove and reconstruct 20 deteriorated
cross-gutters attached to the spandrels; Construct approximately 200 square feet (SF) of sidewalk and a retaining curb at
Newport Blvd and Hideaway Dr.; Utility Coordination; Technical Provisions; and Engineer’s Estimate.
CITY OF CHINO | EUCLID AVENUE PAVEMENT DELINEATION PROJECT
EXP, as a sub-consultant to Z&K Consultants, Inc. for the City of Chino On-Call provided design services for Euclid Avenue
(SR-83) Restriping Project between Pine and Bickmore Avenue. EXP’s tasks included preparing a Traffic Report and
preparing the PS&E package for the project. The scope of work for the project consisted of shifting lanes to the west by
restriping to create room to add a second northbound through lane. A 14-foot continuous two-way left-turn lane was
proposed between north and southbound lanes. The addition of a second northbound through lane is expected to
significantly increase the capacity for this movement as there is currently only one northbound lane. The improvements will
help reduce delay and improve overall level of service on the corridor.

CITY OF LAGUNA BEACH | JASMINE STREET STORM DRAIN IMPROVEMENTS CIP NO. 154
Z&K Consultants, Inc is providing Project Management Services for this project for the City
of Laguna Beach. The project includes the installation of approximately 2,400 linear feet of
storm drainpipe; including the jacking of one 28-inch steel casing and the installation of a
24-inch PVC pipe within the casing beneath North Coast Highway. The work also includes
the installation of a Low-flow diversion with a 12-inch PVC pipe, the installation and/or
replacement of catch basins, and connecting storm drain laterals at various locations along
the project alignment, trenching, the removal and replacement of A.C. pavement and P.C.C.
street improvements as required to install storm drain facilities, jacking of 28-inch steel
casing, striping, pavement markings, pavement markers, and traffic control.
CITY OF VERNON | 50th STREET WATER MAIN REPLACEMENT PROJECT
The Z&K Team is providing Project Management and Inspection Services this Project. The project’s scope of work includes
demolition and reconstruction of the 12” iron ductile pipeline and all associated renovations to the City’s existing water
services, such as installation of all appurtenances, fittings, valves, blow-offs, siphons, concrete pipe supports, thrust blocks,
trenching, bedding and backfill, replacement of traffic markings, shoring, over excavation, fill re-grade, temporary and
permanent pavement, steel plating, and roadway improvements and repair.
CITY OF NORWALK | ALONDRA BLVD, PIONEER BOULEVARD, AND 160TH ST WATER MAIN PROJECT
Z&K provided Project Management services for this project. The pipeline is 12-inch ductile iron pipe class 350 including
fittings, bends, wyes, tees, reducers, adaptors, warning tape, tracer wire, and appurtenances. Project includes abandoning
in-place and removal of the existing water mains, filling, flushing and connecting to existing water mains, excavation,
trenching, backfill, compacting and restoration of the surface, asphalt paving, 12-inch gate valves, tapping sleeve and valve,
meters, installing domestic services, and replacing sidewalk, driveways, curb and gutter, and traffic striping and markers.
CITY OF FULLERTON | LONGVIEW DRIVE WATER/SEWER MAIN REPLACEMENT & STREET IMPROVEMENTS
The Z&K Team is providing Project Management Services. This water, sewer, and street rehabilitation project for the City
of Fullerton included replacing 2,500 LF of an 8-inch ductile iron pipe water main, as well as 2,500 LF of 8-inch vitrified clay
pipe (VCP), PVC SDR 26 sewer main, installation of new manholes, removal and replacement of existing sewer and video
inspection and abandoning existing water mains and valves. Inspectors provided oversight during operations including pipe
welding, trench excavation, shoring, backfill, traffic control operations, and replacement of traffic signals, signing, and
striping. The project also included street and drainage improvement work, which included asphalt paving, concrete paving,
curb and gutter, access ramps, cross gutter, driveway approach and sidewalk replacement.
LBWD | LADWP HAYNES GENERATING STATION RECYCLED WATER PIPELINE & SEWER PIPELINE PROJECT
Z&K is providing Project Management services for the 24-inch diameter water pipeline. Approximately 7,940 LF and
construction estimate of $14M. Pipeline begins at Haynes Generating Station and connect to LBWD 21-inch recycled water
pipeline at Atherton Street and Studebaker Road. Project requires extensive coordination with City of Long Beach upcoming
public works projects. Project required CEQA, Caltrans permitting, California Coastal Commission, and coordination with
LADWP. It is approximately 12,930 LF. The pipeline has many crossings, is within Caltrans, SCE, LADWP, and LACFCD
right-of-way, and has a perpendicular crossing through SCE right-of-way that will require CPUC.
CITY OF CHINO | YORBA AVENUE & EUCALYPTUS AVENUE SEWER MAIN REPLACEMENT PROJECT
Z&K is providing Project Management, Construction Inspection, and Construction Management services for this Project.
This Project includes the replacement of an existing 10-inch vitrified clay sewer pipe along Yorba Avenue between Murrieta
Street and Cheyenne Way. There are two industrial businesses discharging wastewater with combined volumes of
approximately 400,000 GPM, when compliant. This number can reach up to 500,000 GPM when non-compliant and causes
existing pipes to reach nearly 75% capacity. The project includes an independent sewer flow study to assist the City in a
decision to remove and replace or add additional sewer line(s) at these locations.
CITY OF CHINO | CENTRAL AVENUE AND DUPONT AVENUE WATERLINE REPLACEMENT PROJECT
Z&K is providing Project Management and Construction Management services for this Project. The Central Avenue
project includes the replacement of a 16” steel to an 18” PVC water main on Central Avenue from Chino Avenue to C Street.
The Project will also include the replacement of an 8” steel line on D Street pipe from Central Ave to the alley west of 6th
Street.
CITY OF CHINO | STATE STREET WATER TREATMENT PROJECT
Z&K is providing Project Management and Construction Inspection services for this Project. This project includes the
construction of a centralized water treatment plant (WTP) at the City’s Reservoir 5 and Well 14 sites. The proposed project
is anticipated to include cartridge filters, GAC, IX, and chlorination equipment for a total treatment capacity of 4,000 gpm.
In addition, the project includes a 3,800 LF brine disposal pipeline connecting to the Non-recoverable Waste System
operated by IEUA and LA County Sanitation, a connection to the City of Montclair sewer system, and a 7,000 LF raw water
transmission main from Well 12 to the State Street site. Both Well Pump 12 and Well Pump 14 will be replaced as part of
the treatment improvements.

CITY OF OCEANSIDE | SAN LUIS REY (SLR) WASTEWATER TREATMENT PLANT PROJECT
The Z&K Team is providing Project Management and Construction Management Services as a subconsultant for the
SLR Wastewater Treatment Plant and Aeration Basin Effluent Piping Replacement project located at the San Luis Rey
Wastewater Reclamation Facility. The project scope of work includes the removal and replacement of six (6) 24-inch
aeration basin effluent piping, including the installation of new plug valves, fittings, pipe, wall penetrations and installations
of gate valves and flow meters or other operations required for the fulfillment of the Contract.
VICTORIA AVENUE RECHARGE WATER FACILITY | WESTERN MUNICIPAL WATER DISTRICT
The Z&K team provided Project Management Services for this major capital improvement project for WMWD. This project
includes the installation of new groundwater extraction wells to help increase the groundwater basin quantity and improve
its quality. Major improvements on this project include mass grading operations, installation storm water basins, a divergent
structure, two concrete trapezoidal rerouting channels into the water basin, storm water collection structure, the installation
of 4000 linear feet of 20” reclaimed water pipeline three local city streets connecting the gage canal reservoir into the three
proposed storm water basins.
CITY OF BEAUMONT | WASTEWATER TREATMENT PLANT EXPANSION & BRINE PIPELINE PROJECT
The Z&K Team provided Project Management, Construction Management and Inspection Services for this project. Per the
City’s NPDES Permit, once flows at the WWTP reached 75% of the permitted capacity, the City is required to begin the

growing customer base, the City is mandated by the Regional Water Quality Control Board (Regional Board) to upgrade its
WWTP to meet groundwater basin objectives. The City of Beaumont’s Wastewater Treatment Plant (WWTP)
Expansion/Renovation Project includes increased the permitted capacity from 4 MGD to 6 MGD.
CITY OF CHINO | KIMBALL AVENUE STORM DRAIN IMPROVEMENTS AT CHINO AIRPORT
The Z&K Team is provided Project Management, Construction Management, and Inspection services for the City of Chino
for this project. This project included removing and disposing of existing landscaping, PCC and AC pavement, constructing
AC pavement over compacted base, PCC sidewalk, curb and gutter, installing box culvert storm drain structure with
wingwalls, catch basin, stormwater infiltration system, steel encased water lines and various types water lines and facilities,
coordination with various utilities for their installations. Additional improvements were relocating new traffic signal boxes,
paving AC dikes, water services, clearing and grubbing, installation of rip rap and grouted rip rap, installation of box culvert
wingwall pairs of reinforced concrete, installation of precast segment box culvert, 30” and 24” steel pipe, ductile iron pipe,
water main installation and testing, curb, gutter, ADA ramps, and fencing. This project was completed ahead of schedule
before extensive rain events that would have caused Kimball Ave to be shut down. Due to this project completion, Kimball
Ave was operational during major storm events.

involves the renovation of Hollydale Community Park which is located at 12119
Industrial Avenue, in the City of South Gate. The Project improvements include a new

stormwater chambers, new irrigation system and landscaping, site furniture, new
playground and exercise equipment, basketball court, block wall fence, construction
of a new 1,675 SF community building.
CITY OF IRWINDALE | IRWINDALE PARK IMPROVEMENTS PROJECT PHASE IV & V
The Z&K Team is providing Project Management, Construction Management, Inspection services, Labor Compliance
Oversight, and Construction Surveying Services for the City of Irwindale’s Irwindale Park Improvements Project. The Project
improvements include demolition of existing concrete walks, concrete footings, planters, and existing roofing and framing.
The work includes drainage structures, drainage line installation, site grading, fine grading, installing concrete walks. The
electrical work consists of removal of the designated existing lights, including their bases, and removing and disconnecting
the existing lights in the structures that will be worked on. The architectural and structural work consists of the building of
new roofed BBQ/picnic shelter 1 (approx. 1,635 sf), the building of new roofed picnic shelter 2 (approx. 1,164 sf), remodel

CITY OF TUSTIN | VETERANS SPORTS PARK AT TUSTIN LEGACY
Z&K Consultants provided Project Management, Construction Management, Construction Inspection Services as a
subconsultant for the City of Tustin’s Veterans Sports Park at Tustin Legacy. This park is the City of Tustin’s largest park
carved from 31.5-acres. It is bounded by Lansdowne Road, Valencia Avenue, and Severyns Road. This project is 100%
locally funded, utilizing several funding sources. Phase 1 of the construction for the Veterans Sports Park is complete and
consists of demolition, grading, storm drain, water, reclaimed water, and sanitary sewer installation. The sports park contains
a wide variety of recreational facilities such as softball, soccer, tennis, basketball, racquetball, sand volleyball and pickleball.
The park includes a passive recreation area, fitness stations, concession/restroom/storage buildings, a veteran’s memorial
feature, skate plaza, a parking lot, and a children’s play environment. Additional relevant park features include lighting
installation, retaining walls, synthetic turf, outlet structures, outdoor seating areas, ADA compliant ramps and concrete
walkways, ADA compliant parking lot spaces, landscaping, and water features.

Z&K Consultants provided Project Management, Construction Management and Inspection Services for this new 8,645
SF community center and park. The project includes building improvements, such as a kitchen, multipurpose rooms,
administration offices, restrooms, game room, concession room, as well as improvements to the park, such as landscaping,
irrigation, retaining walls, block wall fencing, site lighting, concrete walkways, water features, outdoor exercise stations, a
natural grass baseball field, outdoor basketball court, covered picnic and barbecue areas, playground equipment, public
restrooms, a ¾ mile ADA accessible walkway, outlet structures, and paving improvements. The building is utilizing a dual
plumbed system and the site is using reclaimed water for irrigation. The project has required close coordination with SCE,
Region Water Quality Control Board, and Los Angeles County Department of Public Health.
CITY OF LA QUINTA | SILVERROCK PARK VENUE SITE
Z&K provided Project Management, Construction Management and Inspection Services for this Project, which sits on
approximately 14 acres with approximately eight (8) acres of walking paths, turf, and landscaping. Construction work
included precise grading, hardscape, landscaping and irrigation, stream and lake construction, furnishing and installation of
lighting, decomposed granite parking lot construction, concrete ADA parking space construction, concrete and decomposed
walkways, construction of a stage, installation of playground equipment, picnic and BBQ areas, park lighting, construction
of an outdoor theater with seating area. Project included traffic control, dust control, SWPPP, 6” PCC paving, 6” concrete
vertical curb, 4” concrete rolled curb, over 70,000 SF of decomposed stabilized granite, concrete cross gutter, parking lot
signage and striping, ADA curb ramps, ADA parking stalls, fire line, water line, headwalls, and rip rap, drinking fountains,
parking lot lighting, and landscaping.

The Z&K Team provided Project Management, Construction Management and Inspection services for this project, which
involved improvements to Seccombe Lake Park and Perris Hills Park. Z&K personnel performed constructability reviews of
the project plans and specifications prior to the bid release. The project includes grading, fencing, new CMU restroom
buildings, and ADA parking space construction. The project also includes landscaping and irrigation improvements, ADA
sidewalk improvements, installation of playground and exercise equipment, installation of horseshoe pits, improvements to
a baseball diamond, playground areas, picnic and barbecue areas, and installation of several benches.
BRIDGE PROJECTS
CITY OF SAN BERNARIDNO | SECOND STREET BRIDGE OVER WARM CREEK
Z&K Consultants provided Project Management Services as a prime consultant for the Second
Street Bridge Over Warm Creek. This project is located in downtown San Bernardino; this project
involves construction on the 2nd Street bridge between Arrowhead and Mountain View Avenues.
Overall, the project involves demolishing the existing bridge, widening sidewalk by one foot on each
side, installing bridge barrier railings in conformance with AASHTO standards, street improvements,
retaining walls, steel piles, pavement grinding, new asphalt concrete pavement, reinforced concrete
pipe, utility relocations, and winterization of the creek. This project must comply with the Santa Ana
Regional Water Quality Control Board (401 Permit), U.S. Army Corps of Engineers (404 Permit), and
Department of Fish and Wildlife (1602 permit). This project intends to improve the sufficiency rating
of the bridge, reducing the need for constant significant maintenance, extending its lifetime and
longevity by improving its seismic performance and ensuring the bridge design is in compliance with
the Association State Highway and Transportation Officials standards.
CITY OF CORONA | BEDFORD WASH BRIDGE AND STREET IMPROVEMENTS
Z&K Consultants provided Project Management Services as a prime consultant for the Bedford Wash Bridge. The overall
site consists of approximately 508 acres located south of Eagle Glen Parkway and Cajalco Road, west of the I-15 Freeway
in the City of Corona, Riverside County, California. The single span bridge structure is located roughly in the northeasterly
portion of the site. The bridge spans over a newly constructed flood control channel. The project includes abutments, street
improvements, a roundabout, CIDH piles, retaining walls, utility relocations, concrete barrier type 842, AC paving, cast-in-
place post-tensioned girder, structure approach, drainage, signage, concrete barrier type 60m, and landscaping. This
project included permitting from the Department of Fish and Wildlife, US Army Corps of Engineers, RWQCB 401, and ADL
Agreement.
RIVERSIDE COUNTY | HAMNER AVENUE BRIDGE OVER THE SANTA ANA RIVER (NORCO, CA)
The Z&K Team was heavily involved in Project Management of the Hamner Ave Bridge Project. Z&K provided Construction
Management services as a major subconsultant. The project replaces the existing two-lane Hamner Avenue Bridge with a
six-lane bridge, designed to the latest version of the seismic code and scour design criteria. The Z&K Team was heavily
involved in both the design and construction of the River Road Bridge Replacement. The profile of the new bridge and
approach roadways places the bridge structure entirely above the 100-year water surface elevation (WSE). The new bridge
would include three 12-foot lanes and a 4-foot shoulder in each direction (northbound and southbound) separated by a 4-
foot curbed median, and a 12-foot wide, barrier-separated multipurpose trail on the east side of the bridge. To the north of
the bridge, Hamner Avenue will include three 12-foot lanes and a 4-foot shoulder in each direction along with a 5-foot
sidewalk on the east side of the roadway. The project constructs two trail ramps, one at each end of the bridge, as added
bid items funded separately, to connect the multi-purpose trail on the bridge to the existing and/or planned trail facilities on
the south and north sides of the bridge.

Mr. Jakher has over 36 years in public service and 15 years as a department head for agencies throughout

cycle (planning, design, jurisdictional approvals, construction, and project close-out). Mr. Jakher has
expertise in all aspects of the CEQA process. Over his career, Mr. Jakher has managed over $900M in
CIP projects as a department head and Senior Program/Project Manager. Mr. Jakher also excels in grand
funding, extraterritorial agreements, California Code of Regulations Title 15, California Building Code,

Ms. Duhn managed the discretionary review process of CEQA guidelines and requirements, managed budgets and

Safe Routes to Schools projects. Christine brings a thorough understanding of construction means,
methods, and materials from years of construction engineering support, and she applies that knowledge
during the design of each of her projects.
This allows Christine to evaluate the constructability of design elements and solutions throughout the development of
alternatives as well as the plans, specifications, and estimates (PS&E). While Christine applies a significant amount of effort
to manage her projects with extensive planning and organization, she is truly a hands-on project manager that balances her
time so she can engage in the technical components of a project including project report development, roadway design,
drainage, and construction staging.

PROJECT UNDERSTANDING
The Z&K Team has been working diligently to understand every aspect of the City’s upcoming capital improvement
projects including reviewing the City’s Fiscal Year 2023/2024 through 2027/2028 Capital Improvement Program
along with the City’s Study Sessions to discuss projects to be included in Fiscal Years 2024/25 through 2028/29
Capital Improvement Program. This involvement provides us with a deeper understanding of the challenges that the City’s
projects may be facing, as well as familiarity with the site and nearby stakeholders. This knowledge and preliminary legwork
will help us to hit the ground running and help the contractor understand the project better, preventing possible issues that
may arise.
Our firm has successfully worked on numerous projects within and surrounding the City of La Quinta. Our Team
has a strong past performance on projects through our control of costs, quality of work, ability to meet schedules,
cooperation, responsiveness, and other managerial and attitudinal considerations. Z&K commits to providing our best
project management services for timely project completion. We will dedicate the necessary resources to complete the
Project on time and within budget. The City’s Projects include the following categories: Transportation Projects, Drainage
Improvements, Parks and Facilities Projects, Recurring Maintenance Funds, and Other Adjustments. Transportation
projects are generally funded through the Pavement Management Plan (General Fund), Transportation Development
Impact Fees (DIF), Gas Tax, Measure A, SB1, and ATP funds. Our team has delivered over 300 similar projects in the last
5 years. We understand that the City’s 2023-2028 CIP has various projects with a combined proposed budget of $58.3M
and identifies $79.8M of unfunded additional improvements over the five-year period.
PROJECT MANAGEMENT APPROACH
Z&K’s project management approach is derived from many years of experience and proven success and
includes very specific strategies: coordination, communication, and documentation.
Coordination | All task orders will require coordination. That can come
in the form of coordination with other City departments, local agencies,
and stakeholders. The Z&K team has years of experience with major
on-call contracts with other Southern California agencies. These on-call
contracts require similar coordination efforts in which Z&K has
established and maintained outside-agency contacts, coordinated
designs with their staff, and obtained necessary approvals to move the
project forward. This knowledge and understanding of working with
other agencies will provide great benefit to you on each project.
Communication | Z&K has a formal, proactive communication plan to share critical project information as soon
as possible and to make sure there are no surprises. We continuously report progress, identify problems, assign
priorities, receive feedback, and document progress. From project start-up through project closeout, we will
prioritize our communication to make sure all required actions are documented and addressed in a timely
manner. The City can be assured that both the City and all team members will always be aware of the status.
This level of coordination, coupled with the project progress meetings, helps avoid project issues and delays,
and monitors the project schedule and budget.
Documentation | Proper documentation is critical for all projects. We have a thorough understanding of the
document control procedures required for public works projects for a variety of funding sources. Z&K’s document
control management policies are prepared to comply with the City’s requirements. Our typical monthly project
progress reports include the status of deliverables, utility and outside-agency efforts, cost and schedule snapshot
and analysis, issues discussion and recommended resolution actions. Monthly progress reports will be tailored
to the needs of the City for each project. In combination, Z&K’s tools and efficiency in coordination,
communications, and documentation will provide the City with a transparent process for the the contract.
Quality Assurance and Quality Control | QA/QC will be an ongoing task throughout the duration of the project.
Z&K’s project and construction management QA/QC process starts with standardization of successful
procedures. All projects utilize Z&K’s standardized project electronic filing system, which is mirrored with a
binder-based hard copy indexed system. Z&K’s electronic filing system is a cloud-based system accessible in
real-time to all Z&K project team members as well as its client as requested. Daily, weekly, and periodic
correspondence, logs and reports are regularly reviewed for accuracy, up-to-date maintenance, aging, and
escalation of issues, appropriateness, potential changes and/or claims and contract compliance.
Schedule | Our project manager will prepare and maintain a Microsoft Project schedule. The schedule, task
lists, deliverables, agency review time, and progress reports will be used to list each task in the project to enable
our project manager to hold members accountable for delivery. We will provide a summary report regularly that
shows tasks completed, items that may have changed, and schedule updates if needed.

MANAGEMENT APPROACH
Z&K Consultants, Inc. provides proven professional management techniques to ensure the safe construction of a quality
project completed on time and within budget. Z&K accomplished this by establishing the systems, policies, and procedures
necessary to ensure adequate project controls are in place. The Construction Manager must ensure all parties understand
the basic responsibilities and interrelationships of all team member such as the Owner, the Design Engineer, the Contractor,
the construction management team, and the subconsultants. Additionally, a good CM must have the knowledge and
experience to effectively understand the interrelationships between the key management components of time, information,
cost, and quality. Decision making, including obtaining sufficient information to make reasoned decisions, is the key element
leading to a successful project. One of the key planning tools used in contract administration is the Project Procedures
Manual, which details the specific processes to implement the various management components to meet the objectives of
the project plan. Z&K will prepare a project-specific Project Procedures Manual to detail the specific processes to
successfully manage the project. The Z&K approach is founded on a thorough understanding of each of the management
components critical to the project.
TIME MANAGEMENT | Time management uses scheduling to accurately manage and track the restrictive elements of time
and resources throughout the project. The key to a successfully implemented and managed schedule is the development
of an accurate, detailed, and realistic baseline schedule. Z&K will review the Contractor’s baseline schedule to ensure it is
accurate and reasonable. Activity durations and logic ties will be examined for accuracy and constructability. The schedule
logic and activity durations will also be analyzed to ensure the Contractor does not use float suppression techniques.
Schedule float is a valuable resource for the Owner and the Contractor. Schedule implementation and administration is the
next step in proper time management. The Contractor’s actual progress will be documented daily. The Z&K Team will review
the progress with the Contractor at the weekly meetings. The Contractor’s three-week-look-ahead schedule will be
compared with the work plan on the record schedule to ensure the Contractor continues to use the record schedule as a
management tool. We will check the record schedule for activities with start dates that did not begin during the review period.
This proactive approach flags potential delay issues for further discussion. The Z&K Team has extensive experience in
dealing with changes from unforeseen conditions, owner-initiated changes, and other types of delates. The Contractor will
be required to submit a time impact analysis for any issue with the potential to delay the overall progress of the work. Z&K
will seek ways to mitigate the delay as the first course of action. This enables creative solutions for potential delay issues.
COST MANAGEMENT | Z&K will take the lead to ensure a cost management system is properly implemented and
maintained. Z&K’s cost management role will be in two parts. The first is to track the value of the completed work to ensure
accurate and detailed monthly progress billing by the contractor. Secondly, Z&K will proactively manage the change order
process. The monthly progress billing will be tied to the construction schedule. A cost loaded critical path method (CPM)
schedule is a valuable management tool. Each month, the Construction Inspector will review and approve the updated cost
loaded CPM. Work activities and material deliveries will be assigned the correct completion percentage by the Contractor.
This will be reviewed by the Construction Inspector and discrepancies will be addressed. If necessary, the Contractor will
revise and resubmit the schedule of values. This process ensures the Owner is accurately billed for the completed work on
a monthly basis. Changes in work and unforeseen conditions will be closely monitored. Any costs for changes will be
managed by the Z&K construction management team. An ongoing log of potential change issues will be maintained. These
issues will be discussed and updated at each weekly meeting.
FUNDING MANAGEMENT | For state/federally funded projects, the City must comply with federal reporting requirements.
Our team is experienced in complying with state and federal grant reporting and filing requirements. We pay close attention
to these requirements and deadlines so that project funding remains unaffected and so that file audits are conducted quickly
and efficiently. Our team is also experienced in ensuring that project documents show compliance with DBE reporting
requirements, DBE goals, and/or good faith effort documented.
INFORMATION MANAGEMENT | Proper information flow is crucial to the success of a project. A construction project
generates a large amount of information, which must be disseminated to all parties on a timely basis. The source of this
information will cover the full spectrum including contracts, meeting minutes, drawings and specifications, submittals,
requests for information (RFIs), pay requests, invoices, inspection reports, and so forth. Z&K, as CM, will act as the hub for
the management of all information flow. Z&K has extensive experience providing web-based document management
solutions for its clients. Z&K’s approach to information management also includes building a communication framework to
continually foster partnering and teamwork relationships for all of the project stakeholders. Z&K builds this framework from
the start of the project with an all-inclusive kick-off meeting where the lines of communication and project responsibilities
will be clearly explained to all of the project stakeholders.
The emphasis on project communication continues throughout the project with the weekly construction meetings. At each
weekly meeting, all ongoing issues will be reviewed and discussed. All project stakeholders will be invited to the weekly
meeting. An agenda of meeting topics will be distributed in advance and include items such as safety, old business, updated
progress of the work, RFIs, submittals, testing and inspection reports, non-conformance notices, environmental monitoring,
change orders, three-week-look-ahead schedule, pay requests, and so forth. Unresolved issues will be carried over to the
next week’s meeting until a final resolution is obtained.

QUALITY MANAGEMENT | Quality management is an inherent CM responsibility. Z&K is knowledgeable and capable in
all aspects of quality management. Quality assurance is the application of systematic methods to verify the effective
implementation of quality control procedures. Z&K will manage the quality of the project by taking the quality assurance
lead role and implementing the Z&K quality assurance program, which allocates quality control responsibilities to the various
project participants to ensure the constructed product conforms to the contract plans and specifications. This includes a
detailed inspection plan, inspection procedures, and documentation procedures for all inspection and test reports. Z&K will
review the Contractor’s quality control procedures to ensure adequacy. Quality control issues will be discussed at each
weekly meeting. A deficiencies/corrective items list will be maintained, reviewed, and updated weekly. Quality assurance
includes quality of the constructed work as well as the quality of the Contractor’s document processes (such as the
Contractor’s submittals and RFIs). In Z&K’s experience, lack of quality in the paperwork with items such as poor submittals
and unanswered RFIs may lead to lack of quality in the constructed product. Deficiencies in submittal quality control by the
Contractor often leads to incorrect or inferior equipment and materials being installed. Z&K will be proactive with the
Contractor to ensure the quality of their submittals. Likewise, lax procedures for the processing of RFIs may lead to
misunderstandings and delays. The Z&K CM will take a proactive approach with the Contractor and the Design Engineer to
ensure the quality of the RFI process is maintained. Finally, Z&K regularly performs internal audits of its field operations to
ensure the proper implementation of procedures for Z&K’s quality assurance program.
TASK ORDER PROCEDURE
Z&K’s keys to success on this on-call contract includes our responsiveness, understanding of the City’s needs, capability
and availability of qualified staff, and our historically successful comprehensive project management approach for on-call,
multiple-task, multiple-year contracts. Through our current on-call contracts, we have developed a task order process that
has proven successful. It is an organized and streamlined approach for requesting, developing, and completing task order
assignments. The purpose of this process is to be able to provide the City with teams available for multiple tasks off the on-
call contract and a formal approach to respond to each task. Below is a summary of our proposed approach for completing
the task orders.
Step 1 – Initial Meeting with City Project Manager and Task Managers. A meeting between the City’s project manager and
the Z&K manager to be assigned to the work will be set up. Our project manager will discuss the request with the City’s
project manager and discuss your goals and expectations, key project issues, appropriate personnel from our team to be
assigned, services needed, schedule, approximate budget available, and assumptions for completing the work order.
Step 2 – Develop Scope of Work and Team. Our project manager will then coordinate with the appropriate key persons
from our team, which may include a multi-discipline team, to prepare and submit a proposal for completing the work. Each
team member will submit their scope to our project manager, who will then combine the individual scope into an overall
scope and proposal for review by the City. This procedure has worked successfully on our current and past on-call contracts.
Step 3 – Notice to Proceed. Once the task order is reviewed, negotiated, and executed, a notice to proceed will be given to
Z&K to begin work.
Step 4 – Monthly Coordination/Progress Meetings. We will hold meetings at the appropriate frequency to keep City staff
apprised of the progress of the work. We will develop and maintain schedules to identify allowable work windows for
completing project tasks and to keep the City’s project manager aware of the project progress.

Z&K will commit sufficient resources to adequately handle varying workloads that may result from multiple task orders
progressing simultaneously, but technical strengths and resources are only of value if those resources can be well managed.
The Z&K approach to effective project management starts with scope, schedule, and budget development, signed contracts,
and kickoff meetings. The project management concepts for the duration of each task and the overall contract are then
organized around a core framework of communication, coordination, thorough documentation, and quality control for each
submittal on each task. The Z&K team understands the importance of meeting deadlines in a timely manner. We commit to
providing adequate staffing (both as to number of personnel and their qualifications) for every task. Our approach is flexible
and adaptive to each task, and we can also commit to making use of personnel from other offices throughout the company
and bringing on additional staff. Z&K is capable to scale up or down as needed with a focus on our unmatched
responsiveness.
Our Team’s relevant experience allows them to provide overall administration of the construction process based on their
unique ability to fully understand the construction process, work proactively to identify problems early, and to mitigate each

Developing a clear understanding of design criteria, guidelines, and standards up-front that will be used for the project is

As-Built Research, Investigation and Review | The Z&K Team will meet with City staff to identify background information
and existing plans to ensure incorporation of city staff suggestions, recommendations, directions and other requirements.
Utility Research and Notification | The Z&K Team will research available utility records and identify all utilities within the
project limits. The information obtained will be summarized and dedicated on the project base map. Concurrent with
preliminary design, utility information requests will be sent to each utility companies requesting verification of location, size
and depth of facilities within the project limits. The Z&K Team will maintain a record of utility notifications including contact
numbers, dates of transmittals, etc. Determine if water services or meters need to be replaced. The Z&K Team will confer
with City Staff to determine if water services or meters need to be replaced. Z&K will ensure that all permitting (SCE,
Caltrans, DDW, RWQCB, etc.) requirements are met.

Field Survey/ROW investigation | The Z&K Team or its subconsultant will perform topographic survey to obtain design topography to determine and establish Right of Way, driveway, fences, walls and elevations for drainage, drive approaches,
sidewalks, curb and gutters and ADA compliant ramps, etc. All surface features for all utilities within the survey area will be
located which include valve covers, water meters, gas meters, sewer and storm drain manholes, drainage facilities, and all
utility vaults and facilities.
Geotechnical Investigations and Report | The Z&K Team will perform geotechnical exploration which will include
collection and evaluation of subsurface data and subsequent development of pavement section and pavement and asphalt
removal recommendations. The findings will be provided in a geotechnical report which should address all required items
pertaining to pavement design and existing pavement/subgrade removals.
Preliminary Engineering Design | The Z&K Team will coordinate with City staff to establish design criteria which will be
required to be designed according to the City of Chino’s adopted ADA policy, etc.. The Z&K Team will conduct field walk to
determine potential design and construction conflicts and verify field topography data. The Z&K Team will review design
criteria, key issues and recommend alignments/profiles/cross-sections for the project and provide conceptual plans to obtain
the City approval of the proposed design prior to continuing design.
Engineer will identify any appurtenances on private or public R-O-W that might affect design and propose alternatives for
design issues. The Z&K Team will incorporate on the plans that any removal or reconstruction of structures such as masonry
or any other type of wall needs to be submitted by the contractor to the City of Chino Building Department for approval.
Engineer’s Quantity and Cost Estimate | The Z&K Team will prepare an Engineer’s Quantity and Cost Estimate to be
submitted as part of each of the 30%, 60%, 90% and 100% Submittals and prepare a Bidding Schedule with quantities and
bid items to be included with the City Specifications. (City staff will prepare project Specifications.)
Plan Interpretation and Bidding Assistance | The Z&K Team will provide construction plan interpretation and consultation
during the bidding phase of the project as well as the preparation of record drawings based on as-built plans. The Z&K
Team will assist the City in preparing bid addenda as required to provide clarification to drawings and response to Request
for Information (RFI).
PROJECT MANAGEMENT
We understand that the City is looking for a qualified engineering and project management firm to provide project
management support to City Staff for various capital improvement projects (CIP), including State and Federally funded
projects, projects of varying complexity, budget, and size, and all phases of design and project management. Z&K will be
responsible for maintaining compliance with Caltrans Local Assistance Procedures Manual (“LAPM”), or other required
agencies, for all State or Federally funded projects. We understand that it is expected that the identified project manager(s)
will be the point of contact between the City and project consultants, including but not limited to design engineer and
construction management firms. Our project manager(s) will have authority and responsibility to act on the City’s behalf in
terms of interactions with the public and other project stakeholders.
Z&K will perform the following duties:
• Project scoping during the planning or preliminary design phase.
• Securing necessary right-of-way, easements, and/or grading permits required for projects.
• Preparation and acquisition of any required permits.
• Preparation of project plans and specifications for bidding; conducting prebid meetings, as needed; preparation of
addendums to bid documents; and attending bid openings.

Project Manager/Office Engineer: This project included the realignment of the Van Buren Boulevard overcrossing bridge
over 1-215 freeway, westbound left turn lane and an eastbound dedicated right turn lane over the freeway, replacing existing
railroad overcrossing with pre-cast structure. Roadway improvements included a right-turn lane for eastbound to northbound
entrance ramp, and two westbound receiving lanes to accommodate the southbound exit ramp, auxiliary lanes added to the
mainline and the southbound main lane on I-215 were widened to the west to accommodate the ultimate configuration of
the freeway. Five retaining walls up to 30 feet high were constructed along railroad tracks/southbound on-ramp, southbound

City of South Gate: Hollydale Community Park Improvements Project | Project Manager/Office Engineer: The Project
was funded with grant funds from Prop 68, State of California, Natural Resources Agency. The Project improvements
include a new community center, new lighting and electrical systems, a new parking lot, concrete improvements, stormwater
chambers, ADA compliant ramps, sidewalk, curb and gutter, drainage improvements, new irrigation system and
landscaping, site furniture, new playground and exercise equipment, basketball court, CMU block wall, seat walls planters,
with brick and stone cap, stacked rock retaining walls, fence, 20’x40’ shade structures, synthetic turf, sand and water play
area, splash pads, water pipeline and sewer pipeline installation, construction of a new 1,675 SF community building and
other miscellaneous work. Ms. Duhn assisted the Senior Construction Manager throughout the project, completed all project
documentation and filing, coordinated preconstruction and construction meetings, provided engineering support, reviewed
RFIs and submittals and prepared responses, prepared progress payment requests to the City, maintained project files,

City of Costa Mesa: Jack Hammett Sports Complex Improvement Project, Costa Mesa, CA | Project Manager/Office
Engineer: This $3.2M project includes various improvements to the Jack Hammett Sports Complex, a 14.5-acre park with
six illuminated utility fields, a restroom building, picnic benches, and on-site parking. Relevant improvements within the
project included sports field construction, stormwater infiltration system, synthetic turf installation, concrete improvements,
parking lot improvements including increase of parking and improved circulation, ADA improvements, electrical runs to the
pull boxes for storage buildings within the complex, construction of retaining walls, block wall fencing, replacement of lighting
system, irrigation improvements, landscaping, rough and precise grading, foundation improvements, construction and
installation of two new storage buildings, and all electrical and mechanical work within the buildings. Ms. Duhn assisted the
Senior Construction Manager throughout the project, completed all project documentation and filing, coordinated
preconstruction and construction meetings, provided engineering support, reviewed RFIs and submittals and prepared
responses, prepared progress payment requests to the City, maintained project files, assisted the City with funding
reimbursement, and provided necessary coordination with other agencies.
City of Lake Forest: Arbor Mini Parks and Neighborhood Park Renovations, Lake Forest, CA | Project
Manager/Office Engineer: This project involves major renovations to numerous parks, including the Arbor Mini Parks,
Vintage Park, Sundowner Park, Borrego Overlook Park, Regency Park, and Rancho Serrano Park. Improvements include
replacement of playground equipment, installation of new landscaping and irrigation, installation of block wall fencing and
decorative iron fencing, installation of exercise equipment, installation of barbeque areas and picnic tables, park lighting,
rubber surfacing, and concrete improvements. Ms. Duhn assisted the Senior Construction Manager throughout the project,
completed all project documentation and filing, coordinated preconstruction and construction meetings, provided
engineering support, reviewed RFIs and submittals and prepared responses, prepared progress payment requests to the

WATER/SEWER/ENVIRONMENTAL SERVICES PROJECTS
City of Chino: Kimball Avenue Storm Drain Improvements at Chino Airport | Senior Construction Inspector: This
project included removing and disposing of existing landscaping, PCC and AC pavement, constructing AC pavement over
compacted base, PCC sidewalk, curb and gutter, installing box culvert storm drain structure with wingwalls, catch basin,
stormwater infiltration system, steel encased water lines and various types water lines and facilities, coordination with
various utilities for their installations. Additional improvements were relocating new traffic signal boxes, paving AC dikes,
water services, clearing and grubbing, installation of rip rap and grouted rip rap, installation of box culvert wingwall pairs of
reinforced concrete, installation of precast segment box culvert, 30” and 24” steel pipe, ductile iron pipe, water main
installation and testing, curb, gutter, ADA ramps, and fencing. This project was completed ahead of schedule before
extensive rain events that would have caused Kimball Ave to be shut down. Due to this project completion, Kimball Ave
was operational during major storm events. Ms. Duhn assisted the Senior Construction Manager throughout the project,
completed all project documentation and filing, coordinated preconstruction and construction meetings, provided
engineering support, reviewed RFIs and submittals and prepared responses, prepared progress payment requests to the
City, maintained project files, assisted the City with funding reimbursement, and provided necessary coordination with other
agencies.
Victoria Avenue Recharge Water Facility: Western Municipal Water District | Senior Construction Manager: This
project includes the installation of new groundwater extraction wells to help increase the groundwater basin quantity and
improve its quality. Improvements on this project include mass grading operations, stormwater infiltration system, the
installation of three Stormwater infiltration basins, a divergent structure, numerous interior roadway improvements for
vehicular and pedestrian access, SCADA and Storage Building, a divergent structure, two concrete trapezoidal rerouting
channels into the water basin, Stormwater collection structure, the installation of 4000 linear feet of 20” reclaimed water
pipeline three local city streets connecting the gage canal reservoir into the three proposed Stormwater basins. Ms. Duhn
assisted the Senior Construction Manager throughout the project, completed all project documentation and filing,
coordinated preconstruction and construction meetings, provided engineering support, reviewed RFIs and submittals and
prepared responses, prepared progress payment requests to the City, maintained project files, assisted the City with funding
reimbursement, and provided necessary coordination with other agencies.
Ms. Naslund has over 28 years of project management experience for various major
capital improvement projects. Projects Ms. Naslund have successfully delivered are
bridges, interchanges, transportation, street improvements, roadway widenings,
bridges, water and wastewater projects, involving flood risk management, water
conservation facilities, water mains, pressure regulating and pumping stations, wells,
valves, fittings, and other appurtenances, reservoirs, channels, and storm drains, as
well as access roads, and culverts. Ms. Naslund has extensive experience performing
design reviews, constructability reviews, scheduling, managing consultants, interfacing

constructed in phases. The segment of Pine Avenue from Euclid Avenue to Johnson
Avenue is proposed to be constructed under the City’s Pine Avenue Widening Project –
ST203. Completing the ultimate configuration of Pine Avenue for this segment includes
the following; demolition of existing roadway, additional rights-of-way acquisition on both
the north and south sides of Pine Avenue to widen road and raise above flood elevation,
relocation of existing utilities, changes in vertical profile, modification of intersections, new
pavement and striping, provisions for new sewer, domestic water, recycled water,
drainage, storm drain improvements including culvert crossing and rip rap across Pine
Avenue and relocation of overhead utilities.
City of Chino, Euclid & Pine Intersection Street Improvement | Senior Project Manager
This major capital improvement project for the Pine Avenue and Euclid Avenue Intersection Improvements proposes to
widen Pine Avenue and Euclid Avenue from 2 lanes to 6 lanes at this intersection. Overhead SCE lines and other utilities
will be relocated as needed to accommodate new improvements. Provide drainage facilities. Adjust, remove, or relocate as
needed water and gas utilities. Install street lighting, signage, and traffic controls. Traffic control and construction phasing
will be provided to maintain a minimum of 1 lane in both directions at all times.
City of Chino, Wells 4 & 6 Water Treatment Facility | Senior Project Manager
This Capital Improvement Project for the City of Chino includes the City-owned groundwater Well 4 (700 gpm), located at 13504
Central Avenue, Chino, CA 91710 and Well 6 (660 gpm) is located at Villa Park (13515 3rd Street, Chino, CA 91710) and have
been inactive for some time due to regulation updates to increase higher drinking water standards of SWRWQCB. The City's
goal as stated in the City of Chino Water Master Plan Update dated January 2020, is to reduce reliance on imported water and
expand access to local groundwater supplies. In addition, the City’s Strategic Plan core organizational values strives to establish
the allocation and investment of our City resources in a manner that is effective, efficient, and transparent. These two wells have
been identified as priority CIP Projects in the City of Chino Water Master Plan updated in January 2020. To that end, the City is
embarking on a new centralized groundwater treatment plant to bring Wells 4 and 6 back into service reducing the currently
purchased water supply approximately up to a quarter. The proposed treatment plant will be located at a City-owned property
and treat 1,700 gallons per minute (gpm) contributing to approximately 34% of the average day demand within the located
pressure zone which supplies 52% of the overall service area. The project includes a new 2 million gallon per day (MGD)
groundwater treatment facility to address water supply needs from Wells 4 and 6 and pipe connection of Wells 4 and 6. Currently,
the wells are inactive due to water quality contamination. Chino Basin historically has been a center of agricultural and
manufacturing activities that have contributed significantly to the contamination of the basin.
City of Chino, Benson Reservoir and Site Improvements | Senior Project Manager
This Capital Improvement Project for the City of Chino include the replacement of Reservoir 3 and general site improvements.
Major improvements on this project include: Demolish and removal of existing welded steel 1.5 MG capacity reservoir. Design
new reservoir in accordance with Title 22, CCR, Section 64585 and regulations pursuant to AWWA Standard D100 at the
northwest (NW) corner of the site at the maximum storage capacity which meets seismic requirements with accounting for
sloshing. Review capacity of booster station to make sure it is adequate. Prepare recommendation for the reservoir material
type and corrosion prevention Install necessary SCADA and telemetry equipment on new reservoir (communication antennas
and transducers) and ensure all equipment is operational prior to demolition of existing reservoir. General site improvements:
Grading, security and communication equipment (electrical including low voltage), perimeter block wall, identify need for adding
storm drain connections and removal of existing pond/retention basin, gate replacement, Mural conceptual design-exterior of
new reservoir.
City of Chino, Well 20 Bon View Schafer | Senior Project Manager
This Groundwater Well Feasibility Study for Well 20 is included in the City of Chino’s Capital Improvement Program Budget for
fiscal year 2023-24, as project No. WA233-Well 20 Bon View/Schaefer Project. The site for the proposed well is located at 13715
Bon View, the northeast corner of Bon View and Schaefer avenues in the City of Ontario.If feasible, Well 20 will supply
groundwater (estimated 1,600 gpm) to the City’s existing Eastside Water Treatment Facility (EWTF) in the future. Major

Mt. Vernon Bridge Replacement Project | This Project consists of the removal and
reconstruction of the 2,200 feet long Mt. Vernon Bridge over the BNSF Railyard,
BNSF Intermodal facilities and Metrolink Tracks. The bridge is located on Mt. Vernon
Avenue between 2nd Street and 5th Street with a total project cost of $6.6M.
State Street Extension Phase I Baseline to 16th Street Project | This is Phase 1 of
4 phases. This phase consists of extending State Street as a four (4) lane highway
from 16th Street to Baseline Street. The one (1) mile extension of State Street
requires design, utility relocations, CEQA/NEPA clearance, and 408 permit from
ACOE. The Project cost is approximately $5.3M.
2nd Street Bridge Replacement at Warm Creek Project | This project involves the replacement of existing bridge at 2nd
Street over Warm Creek, located on 2nd Street between Arrowhead Avenue and Sierra Way. The removal and
reconstruction of the 80 feet long Bridge includes design, NEPA/CEQA, 401, 404, 1602 permits, Caltrans coordination,
construction. The Project cost is approximately $4M.
40th Street Widening from Johnson to Electric Avenue Project | This project includes the widening of 40th Street from
two (2) to four (4) lanes from Johnson to Electric Avenue including upgrade of the existing traffic signal at Electric Avenue.
This includes finalizing the street and sewer design, right of way acquisition, and undergrounding of the overhead lines
under Rule 20-A. The Project cost is approximately $4.5M.
“H” Street Widening from Kendall to 40th Street Project | This project involves widening and improving “H” Street
between Kendall and 40th Street. Services include finalizing the street design and acquiring right of way from 12 properties,
including a restaurant. The Project cost is about $2.1M.
Kendall Drive Slope Stabilization Rehabilitation Project | Kendall Drive Slope in the vicinity of 670 Kendall Drive is not
stable, failing and is a safety hazard. Soil investigation is being conducted to have a slope stabilization plan which will be
implemented to eliminate unsafe condition in the area. Services include the managing the design to slope stabilization along
Kendall Dr with wire mesh and installation of soldier pile slough wall to keep debris falling on to the roadway. The project
cost was $500K.
Citywide Pavement Rehabilitation Project (SB1) | This project consists of citywide pavement rehabilitation. Accessibility
improvement will be installed or upgraded as part of the project. The project is funded through SB1 funding. There is the
rehabilitation of 15 streets which include reconstruction of AC, overlay, sidewalk, curb, gutters, and access ramps. The total
project cost is approximately $3.7M.

constructing new access ramps, adjusting manholes to grades, and installing striping and pavement messages. This project
consisted of project management, construction management, inspection, and administration during the construction phase.
City of Baldwin Park, Storm Drain Improvement Project | Senior Project Manager
The Baldwin Park drainage project included installation of storm and water mains along Atlantic Avenue, 40th Street and
Live Oak Street, as well as the repair, replacement and restoration of curbs, concrete sidewalks, driveways and wheelchair
ramps. The scope of the work included reviewing the design produced by another consultant and preparing complete bid
package (plans, specifications and cost estimate) for the City to advertise the last section of the project for construction
bidding.

Ricky is serving as a design engineering for the Phelan Road Widening project
which includes roadway engineering, utility coordination, and drainage. The
purpose of the project is to widen 12.1 miles of Phelan Road to
accommodate for the increased population and resulting traffic in the region.
The project design will include geometrics and vertical profiles for the
widening from two lanes to five lanes, hydrology and hydraulic analysis of 26
culvert crossings, bridge improvements at Sheep Creek, traffic and traffic
signal design, utility relocations, and environmental planning and permitting.
The project will also require coordination with stakeholders including
Caltrans District 8, Union Pacific Railroad, the California Public Utilities
Commission, regulatory permitting agencies, and the City of Hesperia.
City of Chino, Philadelphia St. and Monte Vista Avenue MDP System 22,

The City of Chino Master Plan of Drainage (MPD) was developed in 1993 to
recommend the most viable and cost-effective storm drain facilities to relieve
the existing deficiencies and meet future needs. The project scope includes:
install a storm drain along Monte Vista Avenue and Philadelphia Street,
connecting the proposed storm drain to the existing double-reinforced
concrete box in the Chino storm drain, installing new catch basins to capture
surface flow, and also installing lateral connections to the new storm drain.

Santa Gertrudis Creek Phase II Bike Trail Project, for City of Temecula,
Temecula, CA
Ricky is serving as a design engineer for the design of the recycled water
system within the roadway and Santa Gertrudis Creek Channel . The project
located along the Santa Gertrudis Creek proposes to grade separate the bike
trail under the existing Margarita Road bridge. This will improve safety for
bicyclists and pedestrians continuing on the trail by eliminating the interface
with vehicles at the Margarita Road at grade street crossing. The project
design includes the trail geometry and vertical profile, retaining walls and the
relocation of a 20-inch reclaimed water line that is owned and maintained by
Rancho California Water District.
Caltrans District 8, Fontana Maintenance Station, Fontana, CA
Ricky is serving as a design engineering for the project which includes
roadway engineering, utility coordination, signing and striping, and traffic
control. The project site is located in San Bernardino County within the limits
of the City of Fontana. The proposed maintenance facility is located along the
Victoria Road, just south of the 15 freeway. The scope of the work includes
Hydrologic and Hydraulic analysis of both onsite and offsite areas. Drainage
design to convey developed conditions stormwater runoff through proposed
stormwater facilities to existing offsite Strom drain system. Prepared a
Drainage report documenting the hydrologic and hydraulic analysis. Offsite
improvements include widening and development of Victoria Road in from of
the facility and EXP team prepared the traffic signing and striping plans for
the roadway improvements.
City of Temecula, Diaz Road Improvements, Temecula, CA
The project proposes to improve Diaz Road to a major arterial road between
Cherry Street and Rancho California Road. Design elements includes roadway
widening and extension, raised median, landscaping, curb and gutter,
sidewalk and trail realignment, drainage facilities, and treatment BMPs. Ricky
is responsible for the drainage design to comply with the City’s and Riverside
County Flood Control District design criteria, WQMP and PS&E.
California High-Speed Train, Fresno to Bakersfield Segment, CA
The California High-Speed Rail Authority has proposed to construct, operate,
and maintain an electric-powered, steel-wheel-on-steel-rail high-speed train
(HST) system to link California cities, the Central Valley, Sacramento, and the
Bay Area. The HST system will be approximately 800 miles long and capable
of operating at speeds of 220 mph on mostly dedicated, fully grade-
separated tracks with state-of-the-art safety, signaling, and automated train
control systems. TY Lin International is providing engineering and planning
services for the Fresno to Bakersfield section, which includes developing
preliminary engineering, planning, and environmental data; and preparing a
project-specific Environmental Impact Report (EIR).

northbound direction, while the intersection of Waterman Avenue and the
eastbound ramps will be widened to allow for two left-turn lanes in the

This project includes a pavement rehabilitation project at the intersection of Seal
Beach Boulevard and I-405 EB Ramps / North Gate Road. The project will include

City of Temecula, Santa Gertrudis Creek Phase II, Margarita Under-Crossing,

The City of Temecula is proposing to construct an undercrossing for pedestrian /
bicycle use along the Santa Gertrudis Creek trail at Margarita Road. The
undercrossing will provide continuous, safe passage under Margarita Road,
connecting schools and residential areas. Christine is assisting with the
development and ongoing management of the project schedule along with liaising
