Findings 1. Consistency with General Plan. The proposed use provides entertainment and indoor recreation uses consistent with the General Plan designation of General Commercial (GC) which allows for a wide range of commercial uses. 2. Consistency with Zoning Code. The proposed use is consistent with the Community Commercial (CC) zoning designation of this area in that it is a permitted use, and it serves the local and larger community areas consistent with the intent of the zone. 3. Compliance with CEQA. The Minor Use Permit is exempt from the California Environmental Quality Act (CEQA) per Section 15301 (a) as it involves the minor alteration of an existing structure with interior modifications. 4. Surrounding Uses. Approval of the application will not create conditions materially detrimental to the public health, safety and general welfare or injurious to or incompatible with other properties or land uses in the vicinity. The proposed use is consistent with other commercial uses in the shopping center. Conditions of Approval 1. The applicant shall receive Building permit approval for this project. Additional permits from the Design and Development Department or Riverside County Fire Department may ta wk�a CALIFORNIA - be required. -- 2. We have leased a space at 50981 Washington Street, La Quinta CA 92253. The Space is approximately 5000 Square Feet. We are looking to expand our business into the La Quinta area. We feel we can bring a family friendly fun and exciting business to the City of La Quinta. We have been established in Rancho Mirage for the past 6 years. Our current facility is 5000 sq/ft and we operate 6 unique adventures. Our business model is targeted to all ages and abilities. We enjoy having kids, adults, and grandparents experience the thrill of an escape room. • Description of proposed use: We intend on using the space for a total of 4 live adventure games (escape games). The 4 games can be enjoyed by all ages and abilities. We are a family friendly facility, which means we do not install games that are intentionally designed to scare players. We do not use live actors. We design games challenging enough for adults but can be played by children and grandparents. We take pride in what we do and strive to maintain a professional, safe, and well -kept facility. • Hours of operation: The facility will be open 7 days a week, 365 days a year. Weekday hours will be from 1:30 pm — 9:00 pm while weekend hours are 11:45 am — 9:00 pm. Hours are subject to change • Number of employees: The proposed number of employees will be 4-6. • List of Local/State/Federal Licenses/Permits Required: None that we are aware of besides fire inspections and building inspections • Types of equipment and processes used: Typical building materials such as treated lumber and fire -retardant wall paneling. Each game built is connected to its own single power source. All our games are powered using low voltage current. The current used is 12 volts. Everything is the game is low voltage providing a safe environment for customers and employees. Each game played is monitored by one of our staff members called game masters. The staff member is responsible for sending groups in, monitoring their experience through CCTV cameras installed inside each room. At the end of the game, our staff answers questions regarding the experience and takes a group photo. • Special Characteristics specific to the proposed use: Players are attempting to beat the objective of the game. The are given 60 minutes. In that time frame, players solve puzzles to open boxes using electronics such as reed switches, relays, and microcontrollers. Boxes and doors are closed using fail safe magnetic locks. Players solve these puzzles to open boxes and reveal hidden rooms. All magnetic locks are fail safe, meaning if the power goes out the magnetic field is broken and the locks are released.
