Ladayu Consulting Group (LCG) is pleased to present our proposal to provide the City of La
Quinta with Professional On-Call Engineering Plan Checking Services. LCG is a Municipal
Services staff augmentation company specializing in On-Call Engineering Plan Checking
Services. Although our office is in PVE, some of our employees live in the Coachella Valley.
We are proud of our reputation for providing thoughtful solutions that build thriving communities
throughout California. Experienced in a wide range of municipal engineering services, our team
of caring professionals serves our municipal clients through a tailored approach based upon client

I. LCG’s Profile and Background
The seamless integration of municipal service professionals in support of public
agencies has been our purpose since Ladayu Consulting Group (LCG) was
formed in 2015. Our employees span a multitude of disciplines within public works
and engineering departments throughout California. Most of LCG's staff are from
the municipal public sector. LCG is small enough to ensure that we can maintain
focus and be responsive to the On-Call Engineering Plan Checking Services tasks, yet big enough
to serve all of the City of La Quinta’s Public Works Department needs.

LCG was formed and founded in 2015 and established our Engineering office in Palos Verdes

I. Brief Biographies of LCG’s Key Personnel
LCG has a diverse team of qualified professionals dedicated to provide Professional Services for
On-Call Engineering Plan Checking Services to the City of La Quinta. We have served other cities
in the same magnitude and nature as requested in this RFP and we would be delighted to extend
the same services requested to the City of La Quinta. Below we have provided brief biographies
of key personnel that will be available for this contract. Detailed resumes are included in Appendix.
Daniel R. Garcia, PE, REA, CPP | Contract Manager, QA/QC, Alternate Plan Check Engineer
Daniel has over 30 years of experience in the civil engineering profession. He is a Registered
Civil Engineer, Registered Environmental Assessor and Certified Permitting Professional. Daniel
has served as Contract Manager, QA/QC, and Plan Check Engineer in many public agencies
throughout California. Having worked in several jurisdictions throughout California including most
recently the Cities of Chino Hills, Huntington Park, Compton, Rancho Palos Verdes, Wildomar,
Maywood, Costa Mesa, Bell, and Norwalk. His experience is far and wide from Land
Development/Subdivision Map Act, Civil Plan Check Engineer, Capital Improvement Programs
(CIP), Project Management, Resident Engineer, and Construction Manager. His varied expertise
is a wealth of tools for any City. Daniel has a history of accomplishment. Most recently, he was
responsible for many tracts and parcel maps in the Cities of Chino Hills, Compton, Rancho Palos
Verdes, Wildomar and was the City Engineer signature for Final Maps in both Cities of Compton
and Rancho Palos Verdes. For this proposal, Daniel will be the administrator who would serve as
a day-to-day contact for the City of La Quinta. He also has the ability to sign, stamp and approve
all CIP plans, private development plans, map, and easement plan, traffic signal, signing and
striping plans review, etc. on behalf of the City of La Quinta.
Ludwig I. Smeets, PE | Principal Plan Check Engineer
Ludwig has over 38 years of Civil Engineering experience in Civil and Land Development Plan
Checking. He has served as Plan Check Engineer as well as Public Services Director and Senior
Project Manager for several public agencies. Ludwig is familiar with the Subdivision Map Act, Low
Impact Developments (LIDs) project requirements, Water Quality Management Plan (WQMP's),
design requirements (SSPWC, APWA, Caltrans, etc.) and has managed this and the bid and
award process for several cities such as the Cities of Hawaiian Gardens, Norwalk and Whittier.
He has extensive experience in checking tract maps, parcel maps, grading, street improvements,
sewer design, water distribution, storm drain, LID and any other plans connected to private
development or the City’s capital improvement program. Ludwig has the ability to sign, stamp and
approve all CIP plans, private development plans, map, and easement plan, traffic signal, signing
and striping plans review, etc. on behalf of the City of La Quinta.
Craig Bradshaw, PE, PLS | Principal Plan Check Engineer
Craig is a Registered Civil Engineer and Licensed Land Surveyor. He has over 35 years of
experience in the municipal engineering and land development industry and has worked on a
variety of high-profile projects and has in-depth experience in capital improvement programs,

program management, development, and implementation. Craig has worked with large land
developers such as Centex, the Tolkin Group, Olsen Company, Lewis Group, KB Homes,
Goodman, First Industrial and others. He is an expert in property rights such as legal descriptions,
Subdivision Map Act and understands and resolves issues with regard to land development. He
has been responsible for approving WQMP's, hydrology and hydraulic analysis in application
reviews and engineering plan checks for various cities. Craig has the ability to sign, stamp and
approve all private development plans, map, and easement plan, traffic signal, signing and
striping plans review, etc. on behalf of the City of La Quinta.
Oranos Mekwian | Associate Plan Check Engineer
Oranos has been the Associate Plan Check Engineer assisted in Civil/Private Development Plan
Review such as grading, street, sewer, storm drain, erosion control in the Cities of Chino Hills,
Compton, Gardena, Rancho Palos Verdes, Vernon, and Maywood. She assisted the Construction
Manager in several construction management projects for public agency such as Walnut/PCH
Street Improvements and Palos Verdes Drive North/Western project (signalization coordination
with Caltrans) in the City of Lomita, Four (4) Fire Stations Driveway Aprons Improvement Project
in the City of Compton, CIP2019-02 Slauson Avenue Congestion Relief Project in the City of
Huntington Park, etc. Oranos was also crucial to obtaining sewer and storm drain compliance and
implementing a Sanitary Sewer Management Plan (SSMP) and Fats, Oils and Grease (FOG)
Program in the City of Maywood.

I. LCG’s Work Plan/Technical Approach
LCG understands that the City of La Quinta is seeking
consultants to provide the City with professional staff to
provide On-Call Engineering Plan Checking Services. For this
proposal to the City of La Quinta based on Scope of Work,
LCG will provide experienced Principal Plan Check
Engineers, Alternate Plan Check Engineer, and Associate
Plan Check Engineer to the City. We are confident that we
have assembled a project team that will exceed the City’s
expectations as we deliver the requested services.
LCG’s work plan to implementing the City of La Quinta’s On-Call Engineering Plan Checking
Services is to have Daniel R. Garcia, PE, REA, CPP to serve as Contract Manager in charge of
implementing this contract. He will be the central point of communication report directly to the City
of La Quinta’s Project Manager, assumed to be Bryan McKinney, Public Works Director/City
Engineer. Daniel will also serve as QA/QC manager in charge of the QA/QC protocol and
Alternate Plan Check Engineer in charge of the civil and private development plan check process
when Principal Plan Check Engineers are not available in this contract.
Ludwig I. Smeets, PE and Craig Bradshaw, PE, PLS will serve as Principal Plan Check Engineers
in charge of the civil and private development plan check process. Both Ludwig and Craig are a
licensed civil engineer and have more than 35 years each of civil engineering experience
providing civil and land development plan checking services for public agencies. Both of them
have the ability to sign, stamp and approve all private development plans, map, and easement
plan, traffic signal, signing and striping plans review, etc. on behalf of the City of La Quinta.
Oranos Mekwian will serve as Associate Plan Check Engineer. She will assist Plan Check
Engineers in civil plan checking projects (street, sewer, storm drain, etc.), keep track and log all
correspondence and transmittals, log all the necessary information for each project, and provide
monthly invoices for the hours dedicated reviewing plans for the City.
II. Deliverables to Perform the Requested Services
Once the City of La Quinta's Project Manager notifies Daniel Garcia, LCG’s Contract Manager,
for the professional engineering services proposal requests or tasks, Daniel will provide a
professional engineering services proposal on specific projects, on a project-by-project basis,
based on an agreed-upon specific scope of services and fees including estimated hours for each
plan checking project to the City for review and making the selection. Once a Notice to Proceed
(NTP) is issued, Daniel will assign the personnel and deliver the project to the City of La Quinta
as shown in the Project Organization Chart on Page 5.

III. Approach for Tasks and Scope of Services
LCG's Team’s approach to meet the objectives of the Scope of Services are as follows:

As Contract Manager and QA/QC, Daniel will provide these following services to the City:
• Execute contract administration and provide additional resources when requested or
resolve any issue with the contract implementation
• Negotiate the contract on behalf of LCG.
• Provide QA/QC relative to the deliverables.
• Coordinate plan check comments, and special studies comments to the City.

As Plan Check Engineers, Ludwig, Craig and Daniel will review the plans submitted for
subdivision (residential) improvements, commercial developments, and infrastructure
improvements within the City’s right of way for the City of La Quinta. The plans will be reviewed
for conformance with local and other applicable (County, State and Federal) ordinances and
standards with a strict attention to details. Plan check services may include, but are not limited
to the following:
• Grading Plans including mass grading, rough grading and precise grading plans
• Street Improvement Plans including street widening, rehabilitation and new street plans
• Storm Drainage Plans
• Hydrology and Hydraulic Calculations and Reports
• Engineer’s Cost Estimate for the related items of work for bonding purposes
• Engineer’s Reports including Fugitive Dust Control (PM10) Plans, Storm Water Pollution
and Prevention Plans
• Water Quality Management Plans
Erosion and Sediment Control Plans
LCG’s proposed Plan Check Engineers, Ludwig, Craig and Daniel will provide these following
services to the City:
• Provide engineering plan checking for the design plans to make sure that the design
conformance to these following:
o The approved Tentative Map
o Related Specific Plans
o General Plan and City Ordinances
o Conditions of Approval
o City Standards
o Americans with Disabilities (ADA) Standards
o The City’s Subdivision Plan Check Lists
o Other Agency Requirements such as Riverside County Flood Control District
(RCFCD), Coachella Valley Water District (CVWD) and CalTrans

• Review plans for sound engineering practices.
• Check for accuracy of design in conformance with the City’s most current Plan Check
Lists.
• Check general mathematics and design criteria.
• Call for redesign of any portion of plans that:
o Will not function due to poor engineering.
o Is not consistent with the Approved Tentative Map or Conditions of Approval.
o Will be potentially unsafe to the public.
o Is impractical to construct.
• All LCG’s proposed Principal Plan Check Engineers and Alternative Plan Check Engineer
will meet with City staff to:
o L earn the City development plan check process;
o Acquire text files and boiler plate documents as they apply;
o Acquire understanding of key issues that need attention during the plan check
process;
o Establish ongoing operating procedures between City staff and the Consultant for
the on-call services.
Oranos Mekwian | Associate Plan Check Engineer
As Associate Plan Check Engineer, Oranos will provide these following services to the City:
• Tracking the projects and log all correspondence, transmittals, and the necessary NPDES
information for each project for the City.
• Assisting in Civil plan checking projects (street, sewer, storm drain, etc.)
• Invoicing
IV. Availability
LCG has adequate capacity to perform the work within the project deadlines for the City of La
Quinta once a Notice to Proceed is issued, considering the LCG’s current and planned workload.
Each LCG’s proposed team member is available to respond to the needs of the City under an on-
call arrangement as outlined in the Scope of Work and will adhere to the established work plan.
LCG has sufficient resources to assure that the project will be implemented to completion.
V. LCG Process for Obtaining and Returning Plans
For normal Private Development/Civil Submittals, a typical process may include:
1. Subdivision Map: Possible Tract, Parcel, Vesting Tentative Map, Certificate of
Compliance, Encroachments, etc.
2. Grading Submittals along with Geotechnical Report, Hydrology Report, Traffic Signal
Modification Plans, Pollution Prevention Plans (SWPPP), Water Quality Management
Plans (WQMPs) and Erosion Control.
3. Civil Submittals: Onsite (Private) and Offsite (Public Right-Of-Way) Streets, Sidewalks,
Storm Drains, Sewers (including manholes and pipelines), Water (Fire, Domestic &
Irrigation - includes all water pipelines), Encroachment Permit Work, and Utilities (gas,
electrical, cable, etc.).

LCG Plan Check Procedures
LCG is able to conduct plan review services for the City of La Quinta, whether through paper plan
submission or electronic plan submission. According to this RFP’s Schedule A (attachment 6),
the City of La Quinta currently utilizes the TRAKit software in the plan check process. All LCG’s
Plan Check Engineers will use the Bluebeam Revu software to complete an electronic plan review
per the City required. LCG plan check operations will be conducted as follows:
First Submittal: Upon completing the first electronic plan review, once the City assigned the plan
checking projects to LCG in the City's electronic plan check software, TRAKit software, LCG’s
Plan Check Engineers will review the plans and submit the electronic “redlined” plans and the
applicable 1st Plan Check List (comments) to the City through the City's electronic plan check
software. The City will provide supplemental comment as necessary and forward “red lined” plans
to the applicant.
Second and Subsequent Submittals: Upon receipt of the second-round plan check submittal
from the applicant and upon completing the second electronic plan review, once LCG received
the notification from the City's electronic plan check software that the second electronic plan
review has submitted from the applicant, LCG’s Plan Check Engineers, will start the second plan
review and submit the electronic “red lined” plans and the applicable 2nd review Plan Check List
(comments) to the City through the City's electronic plan check software. The City will provide
supplemental comment as necessary and forward “red lined” plans to the applicant.
LCG’s Plan Check Engineer shall continue plan checks until approvable plans are generated and
a plan approval letter is submitted to the City by LCG’s Plan Check Engineer. LCG understands
that each set of plans submitted for approval and construction will undergo multiple plan checks
until approved by the City. It is the Division's mission to approve projects by the third review.
If necessary, LCG’s Plan Check Engineer can pick up project documents at the City Hall for
review, and meet with city staff to be briefed on project particulars, provide field review project
with City staff to address unique aspects of the proposed project, and attend scheduled
development review meetings to brief City staff on findings and coordinate additional relevant
details and preparation.

California Subdivision Map reviews such as parcel maps, vesting tentative maps, easement
dedications, title reports, etc. LCG will follow that Subdivision Map Act process outlined in the
aforementioned chart and provide reviews and written comments to the City.
Civil Plan Checking Process for Improvement Plan
For Public Works/Engineering items that are associated with the Subdivision Map Act process
such as encroachment permits, wireless facility Right-Of-Way permits or any other items in the
Public Right-Of-Way, LCG will provide Civil Engineering review and provide written comments to
the City.

VI. Approach/Schedule Control and Quality Control (QA/QC)
LCG understands the need for independent engineering plan check during the term of the
agreement to ensure quality and to provide control procedures to reduce the risk of errors and
omissions in the delivery of projects. For the City of La Quinta, LCG has assigned Daniel R.
Garcia, PE, REA, CPP to serve as the QA/QC as well as for the Contract Manager. Daniel is a
qualified QA/QC Manager with his experience in managing City Engineering operations
overseeing Civil/Private Development Plan Review and sponsoring delivery of projects in a staff
augmentation role for many cities. He will be responsible for ensuring high quality work, control
costs and to provide accurate and timely invoices for this contract. LCG’s approach/schedule
control is to deliver high quality work with respect to project budgets. LCG believes that the City
of La Quinta should receive the optimum cost benefit with the maximum quality delivery.
LCG’s Transmittal Procedure
LCG will maintain a plan check log as follows to check status. The plan check log shall include,
at a minimum, the following information:

LCG will maintain all files for a period of up to three (3) years. Copies of the requested files will
be furnished to the City upon request.
Monthly Progress Report and Invoice
LCG will provide a monthly progress report to City staff of our progress on plan review
assignments. We will include the anticipated completion date and the hours dedicated to the plan
check. For the monthly invoice, LCG will submit a monthly invoice which shall be accompanied
by a progress report that summarizes the work completed within the period. We will only invoice
for costs actually incurred before invoicing the City. All work will be billed per the agreed unit
prices set forth in the Cost Proposal.
Extra Work
Once LCG received the notification from the City regarding the extra work, LCG will immediately
submit an RFI to the City requesting authorization to perform any extra work.
Plan Review Comment Letters
LCG will present our plan review comments to the applicants via the City in a list format, as an
independent document that can be easily understood and interpreted on its own. The comments
will be clear, detailed and designed to assist the applicant in achieving plan approval with minimal
resubmissions.

Schedule A – Service Term, Schedule & Cost Proposal
Consultant _______________________________________________ shall provide services for a
term of three years beginning July 1, 2024 and terminating on June 30, 2027.
OFFICE HOURS
The Consultant shall maintain normal office hours between 8:00 a.m. and 5:00 p.m., Monday through
Friday. The Consultant shall be available to meet with City Staff during normal working hours with 48
hours advance notice.
SCHEDULE
The Consultant shall adhere to the following plan check schedule:
Plan Submittal Plan Check Turn-Around (From Receipt from City Staff)
1st Plan Check 15 Working Days
2nd Plan Check 10 Working Days
3rd Plan Check 10 Working Days
For larger, more complex projects such as golf course developments, one (1) additional week for the
1st and 2nd plan check shall be provided, if necessary to complete a thorough plan check. The
consultant shall advise the Contract Officer, in writing, if additional time is needed.
Normal plan check operations will be conducted as follows:
1st Submittal
Upon completing the 1st review, the Consultant shall submit the “red lined” plans and a copy of the
applicable Plan Check List to the City. The City will provide supplemental comment as necessary and
forward “red lined” plans to the applicant.
2nd and Subsequent Submittals
Upon receipt of the 2nd round plan check submittal from the applicant and upon completing the 2nd
review, the Consultant shall submit “red lined” plans and a copy of the applicable 2nd review Plan
Check List to the City. The City will provide supplemental comment as applicable and forward 2nd
review “red lined” plans to the applicant. The process of applicant correction, Consultant review
followed by City review and “red lined” plan return to applicant shall continue until approvable plans
are generated and a plan approval letter is submitted to the City by the Consultant.
If necessary, the Consultant shall be available to meet with City staff and/or the applicant to review
the plan check comments. The Consultant will communicate directly with the applicant regarding plan
check issues and clarifications. The City desires an average of no more than 3 plan check rounds
before final plan approval.
The Consultant shall be required to use the City’s TRAKiT software in the plan check process. The
Consultant shall also be required to purchase or obtain the Bluebeam Revu software to allow
electronic review and commenting of plans. The Consultant shall maintain all files for a period of three
years. Copies of requested files will be furnished to the City upon request.

Plan Check Compensation
Plan check payment shall be made in full at a “fixed fee” rate of:
$ per sheet (submittals with 1-5 sheets in quantity)
$ per sheet (submittals with 6-15 sheets in quantity)
$ per sheet (submittals with 16 or more sheets in quantity)
Sheet counts are based on the number of sheets submitted for plan check. Sheets may include
title and detail sheets, street plans, storm drain plans, meandering sidewalk and parkway
grading plans, rough & precise grading plans at 30, 40 or 50 feet per inc h scale.
Consultant receives no additional compensation for review of supporting documents including,
but not limited to hydrology and hydraulic calculation reports, soils reports & engineer’s cost
estimates, conditions of approval, tentative tract and parcel maps.
Consultant receives no additional compensation for delivery or postage fees necessary to
transmit or receive plans from City.
Consultant receives no additional compensation for travel to and from City Hall.
This rate shall be compensation for up to three (3) plan checks. Supplemental payment for
additional plan checks after the third check or for special engineering reports including Water
Quality Management Plans (WQMP) or other engineering reports, shall b e in made at the rates
listed in the Schedule of Billing Rates attached herewith for the actual hours submitted in
conformance with Section 2.2 of the Agreement. An estimate of hours to complete the plan
check (after the third plan check) or for special reports shall be made in writing to the Contract
Officer for approval as specified in Section 1.6 - Additional Services of the Agreement.
Compensation for the first three plan checks shall be distributed at the following schedule:
First Plan Check 65% of the Total Plan Check Fee
Second Plan Check 20% of the Total Plan Check Fee
Third Plan Check 15% of the Total Plan Check Fee
The Consultant shall be compensated upon the completion of each plan check as indicated in
the above schedule and in conformance with Section 2.2 of the Agreement. If a project is
suspended, either definitely or indefinitely, the Consultant shall be compensated based on the
last completed plan check. If the plan check process is completed prior to the third plan check,
100% of the plan check fee will be paid upon completion of the final plan check.
The Consultant shall separately invoice per plan and per plan check. No exceptions will be
allowed to the payment schedule.
Consultant also may be requested to provide general civil consulting services for specific
development related engineering projects for the City as applicable.
Payment shall be made in full at an hourly rate of:
