HR Green’s service methodology is that of adaptation.
No two assignments or staffing needs are the same.
Understanding the demand of the assignment drives the
level of service. It takes sitting down with the agency,
comprehending the level of need, and having the diversity

plans; reviewed development projects with unique grading, flooding, and

years Tim served as La Quinta’s Public Works Director/City Engineer and has

infrastructure projects. This experience involves overseeing the WQMP and
SWPPP process from planning to final construction, including conditions

Our Methodology
Our plan check team has been providing electronic plan reviews for more than two decades. While we still do the hard
copy reviews when requested, well over 90% of our reviews are completed electronically. Our land development review
services include:
Civil Engineering Design Plans: Most of our plan review team has more than 30 years of experience providing
plan review for grading (mass, rough, and precise), erosion control, storm drain, street improvement, storm drains,
all supporting calculations, and fiber optics. Each plan is compared to the appropriate Specific Plan, the final map,
and other improvement plans for the project to verify conformance and no conflicts. The plans also go through a
thorough investigation for compliance to Federal, State, County, and City standards and regulations, Municipal Codes,
Ordinances, Resolutions, policies, procedures, Conditions of Approval, site plans, tentative maps, checklists, and
City-approved format/preferences.
Special Studies: Special studies such as the cost estimate for bonding, Hydrology and Hydraulics Reports and
Studies, Infiltration Reports, PCMP/WQMP, SWPPP, and PM10 plans, HR Green will provide the best experienced
professional to render the appropriate specialty area of expertise for each task. HR Green has more than 750

At the conclusion of each Bluebeam Studio review, the Project Manager provides a quality control review of the
orangelines and closes out the review process in EnerGov as “Revisions Required” or “Ready for Approval”.
A Robust Electronic Plan Check Platform Offered Free to La Quinta
HR Green utilizes proven electronic plan review processes that save time and costs of printing, delivering, handling,
and storing copies of plans for review. Our plan check leaders are industry-recognized thought leaders in advancing
the robustness of paperless plan review solutions. Tina York, PE and our plan check team have served as
technical advisors to various software providers to incorporate new tools and refine the latest release of their
integrated electronic plan check solutions. We are proficient in using electronic plan review systems and constantly
work with agencies and applicants to move exclusively to a paperless environment. This is critical on larger, multi-
disciplined projects where there may be overlap between design disciplines.
Currently, we are working with Agiline Software, a leading software development firm, and their CityView360°module
to seamlessly upload, track, and review plans. This software can interface with many tracking programs used by
public agencies and provide a seamless conveyance of information between the City and HR Green at NO COST to

Detailed Task by Task Scope of Work
We are proficient in numerous electronic plan review systems. This is critical on larger, multi-disciplined projects where
there may be overlap between design disciplines. Comments from each review are summarized electronically by our staff.
Design responses can be added and included with the next submittal to verify that all comments have been addressed.
This approach has been effective in resolving comments at early stages, avoiding repeat comments by reviewers, and
coordinating responses among disciplines.
Step 1 – Project Intake
Prior to beginning our initial plan check project, our Plan Review Manager and Engineering Technician will review the
submittal for completeness and areas of design concern. Project intake will be conducted by a technician on the same
business day that a review request is received with all necessary documents. If necessary, we will conduct a meeting
or conference call with the applicant to discuss the concerns, local code policies, documentation procedures, plan
processing protocols, plan review checklist items, and scheduling.
Step 2 – Initial Review
Once HR Green receives a complete set of plan documents, we will perform our plan review in the agreed-upon
timeframe, checking for compliance to all applicable codes and standards. All corrections are identified based on

Site visits will take place as part of the civil plan check process. All projects will use satellite imagery to evaluate initial
conditions and to make a determination alongside the submittal(s) to determine if existing site conditions have a minimal
impact on the proposed development. An on-site visit(s) will be performed by an HR Green employee when conditions are
unclear and a virtually held meeting with all review staff will take place.
At your discretion, upon completion of the initial plan review, a debrief between our staff and the City can be coordinated
so that our firm is aligning with the City’s expectations.

Step 3 - Rechecks
Upon receipt of the resubmittal package from the applicant, we will verify that the resubmittal package is complete. We
will assign the package to the same reviewer who provided the prior review and perform a recheck in the agreed-upon
timeframe. This process will be repeated until the project plan documents are ready to be recommended for approval.
HR Green looks to facilitate reviews to ideally be completed in three review cycles. If a project is identified to likely
exceed this timeframe, comment review meetings, developer outreach, stakeholder meetings, and any
other actions necessary will be pursued to provide the best opportunity for a project to be approved in the
timelines expected.
Step 4 – Plan Approval
Once all comments have been addressed, our Project Manager will close the process in EnerGov as “Ready for Approval”.
Step 5 - Post Approval Revisions
These are a part of the development process, and are
important so that approved plans, studies, master plans,
specific plans, and other city development elements are
properly reviewed and meet all codes and regulations,
city interests, regional, state, and federal requirements.
HR Green will validate to the best of the situation that
revisions on active projects that are being constructed will
be prioritized to the best feasible schedule to review and
bring them to compliance for approval so that projects are
not delayed any more than necessary. Impactful revisions
to elements, such as master plans, specific plans, and
other elements not related to an in construction project
will go through a comprehensive review process so all
necessary requirements and city interests are addressed. As identified, city staff will be consulted based on the impact or
as identified by city staff to aid this review process while capturing all city concerns.

CHALLENGE: The City of Palm Desert is centrally located in the heart of the Coachella
Valley in southeastern Riverside County. Known as the cultural and retail center of the
desert communities, it is approximately 21 square miles with a population of 52,500 and
has a small in-house municipal staff. As a forward-thinking community, the City wished to
implement some key initiatives and needed consultant assistance to achieve program and
project objectives.
SOLUTION: Following a competitive procurement process to identify a consultant with
the ability to deliver a breadth of services, HR Green was contracted to deliver a full
range of consulting services, including building and civil plan check, Acting City Engineer,
entitlement engineering, and city surveyor services for public works. Our services are
provided both on-site and remotely.
Since 2021, the City, with the assistance of HR Green, has approved over 1,060 new
single family homes and 192,000 square feet of commercial space. We have successfully
collaborated with designers, contractors, and other City departments to streamline the path
to plan approval, saving the City and developers time and money through an efficient and
effective process.
BENEFIT: Other plan checks for the City that HR Green staff handle include residential

CHALLENGE: As part of the City reorganization in early 2013, staffing in the Development
Services Division of Public Works was reduced in recognition of the much lower level of
private development at that time. Later that year, private development activity increased
significantly, resulting in the need to increase the City’s engineering plan check capacity.

Precise grading for residential projects (Washington Street

Currently, HR Green is reviewing all the precise grading plans for the
entire SilverRock site, which is being expanded to include two premier
hotel brands, Montage and Pendry, a conference center, a new golf
clubhouse, and a limited number of branded single-family homes,
condominiums, and bungalows to deliver a world-class destination in
the region.
HR Green has expedited approval of complex land development
projects; achieved a 99% success rate meeting or beating City’s
aggressive turnaround review schedule; maintained positive
collaboration with applicants/developers to maintain project
momentum; facilitated seamless reviews and approvals within a 100%
paperless environment; and maintained staff continuity to promote
consistency and quality deliverables.
In the mid-2010’s the City of La Quinta sought to implement an online
land management system for the Design & Development Department
to create a “One-Stop-Shop” concept, called the “The Hub.” Key
HR Green staff was a former City employee, Tim Jonasson,

City’s land management software system, TRAKiT, which included
strategic planning, streamlining, standardizing, implementation and

CHALLENGE: Since 2011 incorporation, this City with a population of 100,000+ has
undergone robust development activity centered around new residential, industrial, and
commercial projects. The City faced an overwhelming need for comprehensive plan check
services to meet current and future City needs.
SOLUTION: Our staff created the development review and approval process, customized
checklists/forms, and tested/implemented/continuously utilize Accela as the City’s
automated permitting system with a seamless CityView 3600 interface. We have also
assisted with the development of engineering design standards and guidelines to facilitate
the plan checking process. Our staff members have served as City Engineer, City
Surveyor, on-site engineers, plan checkers, and inspectors to provide a comprehensive
turn-key land development solution. Our staff has customized plan check checklists,
leveraged electronic plan check, digital commenting, and mobile apps for web-based
field inspections in real time; established development review processes; and consistently
hold developer workshops and pre-planning meetings to facilitate the entitlement
process. We have processed grading plans, improvement plans, architectural plans and

A long-time Coachella Valley resident, George brings 50+ years of municipal
management experience. George currently is a Vice President for HR Green and supports
our engineering, plan check, management and building and code-related services. He has

Coachella Valley. George has directed and administered projects which range from on-call

Carolina Fernandez I Civil Plan Check - Assistant Project Manager
Carolina has been providing comprehensive Public Works support to public agencies for the last
10 years, including Plan Check and Land Development reviews. She has served as the Land
Development engineer for many of our clients, providing project review through entitlement
process to project construction, completion, and bond release. She has coordinated multi-agency
agreements for infrastructure construct; reviewed city master plans; reviewed development
projects with unique grading, flooding, and engineering constraints; and projects requiring low
impact development bmps, drainage infrastructure relocation and installation of new/planned
master storm drain lines. She is bi-lingual (Spanish/English) and has served as an
in-house (consultant) office engineer for numerous cities including Palm Desert,
Cathedral City, Moreno Valley, and Beaumont. She provided review of street improvement
plans, city transportation related master plans and projects, prepared budgets and engineer

Tim Jonasson, PE I QA/QC Manager
A long-time Coachella Valley resident, Tim currently serves almost every city in the
Coachella Valley as either a Principal-in-Charge or Project Manager for HR Green. He
has 33 years of land development coordination, plan review, design, CIP program management,
design management, NPDES/water quality compliance, and construction management
experience of municipal public improvement projects. He has served as construction manager
and design engineer on a variety of municipal improvement projects.
RELATED PROJECT EXPERIENCE
Z Development Coordination and Municipal Engineering, City of La Quinta. Public Works
Director/City Engineer for 15 years. Tim oversaw engineering, planning, and building and
safety including entitlement, plan review, and encroachment permit process for the City.
Tim led two department reorganizations of Public Works as well as was part of a team
who performed a city-wide reorganization of all departments associated with development
services into the Design and Development Department. This reorganization facilitated
collaboration between Planning, Building and Engineering and included creating a one stop
permit center with permit tracking software to streamline permitting, improve customer
service and overall transparency of development services operations.
Z Land Development Engineering, Plan Review, and CIP Program Management, City of
Cathedral City. City Program Manager for all capital projects, overseeing the programming
and design of a variety of capital projects including traffic signal, ADA, parks and street
improvement projects. Coordinate on-site land development engineering staff augmentation
for entitlement review and permit processing of private development projects, including
developing plan review check lists, preparing conditions of development for both entitlement
and permitting of private development projects, and plan review services. Worked closely
with the city staff on plan review, estimating, contract administration and construction
administration on capital projects to develop project management skills. Assisted Public Works
Director on staffing levels and organizational structure to improve departmental operations.
Z Municipal Engineering and Development Review, City of Palm Desert. Since April
2022, Tim has been overseeing land development engineering support for the development
services department coordinating review of higher profile private development projects with
the City’s public works and building departments. Prior to that served as Interim Public
Works Director who managed the day-to-day departmental operations. This included the
planning, design, and construction of CIP and land development projects. Tim oversaw the
development of the 2018-2023 five year CIP including recommending funding for priority
projects. He also led the discussion with the department heads and City Council for capital
projects as part of the City’s budget adoption in 2018.
Z Development Services, City of Jurupa Valley. In 2019, as a Senior Manager for
Development Services and Economic Development, Tim assessed the development services
operational efficiency between the Planning, Building, and Public Works/Engineering
Departments. This led to the creation of the Design Review Committee composed of staff
from all departments involved in development services who meet weekly to streamline
development review and ensure key development projects are kept on schedule through
the entitlement and permitting process. Tim also oversaw the selection and implementation
of its first permit tracking software, Accela, in just over a year, improving development
processing and increasing transparency to the development community.
Z City Engineering and Development Services, City of Palos Verdes Estates. As City
Engineer, Tim was responsible for development review (building and civil plan review
and inspection) and managing all capital improvement projects, including all pavement
rehabilitation projects and the overall Pavement Management Program.

Bob Makowski I Water Quality Review
Bob brings more than 15 years of comprehensive water quality and environmental
management experience. This has included overseeing all facets of citywide environmental
and water quality compliance. He has managed NPDES compliance programs for the cities
of Jurupa Valley, Placentia, and Palos Verdes Estates as well as water quality compliance
for infrastructure projects. This experience involves overseeing the WQMP and SWPPP
process from planning to final construction, including conditions of approval, plan check,
and BMP inspection. He has provided WQMP review to the cities of Palm Desert, Jurupa
Valley, Lake Elsinore, Hemet, Banning, Moreno Valley, Placentia, Riverside, and Fontana

Schedule A – Service Term, Schedule & Cost Proposal
Consultant _______________________________________________ shall provide services for a
term of three years beginning July 1, 2024 and terminating on June 30, 2027.
OFFICE HOURS
The Consultant shall maintain normal office hours between 8:00 a.m. and 5:00 p.m., Monday through
Friday. The Consultant shall be available to meet with City Staff during normal working hours with 48
hours advance notice.
SCHEDULE
The Consultant shall adhere to the following plan check schedule:

For larger, more complex projects such as golf course developments, one (1) additional week for the
1st and 2nd plan check shall be provided, if necessary to complete a thorough plan check. The
consultant shall advise the Contract Officer, in writing, if additional time is needed.
Normal plan check operations will be conducted as follows:
1st Submittal
Upon completing the 1st review, the Consultant shall submit the “red lined” plans and a copy of the
applicable Plan Check List to the City. The City will provide supplemental comment as necessary and
forward “red lined” plans to the applicant.
2nd and Subsequent Submittals
Upon receipt of the 2nd round plan check submittal from the applicant and upon completing the 2nd
review, the Consultant shall submit “red lined” plans and a copy of the applicable 2nd review Plan
Check List to the City. The City will provide supplemental comment as applicable and forward 2nd
review “red lined” plans to the applicant. The process of applicant correction, Consultant review
followed by City review and “red lined” plan return to applicant shall continue until approvable plans
are generated and a plan approval letter is submitted to the City by the Consultant.
If necessary, the Consultant shall be available to meet with City staff and/or the applicant to review
the plan check comments. The Consultant will communicate directly with the applicant regarding plan
check issues and clarifications. The City desires an average of no more than 3 plan check rounds
before final plan approval.
The Consultant shall be required to use the City’s TRAKiT software in the plan check process. The
Consultant shall also be required to purchase or obtain the Bluebeam Revu software to allow
electronic review and commenting of plans. The Consultant shall maintain all files for a period of three
years. Copies of requested files will be furnished to the City upon request.

Plan Check Compensation
Plan check payment shall be made in full at a “fixed fee” rate of:
$ per sheet (submittals with 1-5 sheets in quantity)

$ per sheet (submittals with 16 or more sheets in quantity)
Sheet counts are based on the number of sheets submitted for plan check. Sheets may include
title and detail sheets, street plans, storm drain plans, meandering sidewalk and parkway
grading plans, rough & precise grading plans at 30, 40 or 50 feet per inc h scale.
Consultant receives no additional compensation for review of supporting documents including,
but not limited to hydrology and hydraulic calculation reports, soils reports & engineer’s cost
estimates, conditions of approval, tentative tract and parcel maps.
Consultant receives no additional compensation for delivery or postage fees necessary to
transmit or receive plans from City.
Consultant receives no additional compensation for travel to and from City Hall.
This rate shall be compensation for up to three (3) plan checks. Supplemental payment for
additional plan checks after the third check or for special engineering reports including Water
Quality Management Plans (WQMP) or other engineering reports, shall be in made at the rates
listed in the Schedule of Billing Rates attached herewith for the actual hours submitted in
conformance with Section 2.2 of the Agreement. An estimate of hours to complete the plan
check (after the third plan check) or for special reports shall be made in writing to the Contract
Officer for approval as specified in Section 1.6 - Additional Services of the Agreement.
Compensation for the first three plan checks shall be distributed at the following schedule:
First Plan Check 65% of the Total Plan Check Fee
Second Plan Check 20% of the Total Plan Check Fee
Third Plan Check 15% of the Total Plan Check Fee
The Consultant shall be compensated upon the completion of each plan check as indicated in
the above schedule and in conformance with Section 2.2 of the Agreement. If a project is
suspended, either definitely or indefinitely, the Consultant shall be compensated based on the
last completed plan check. If the plan check process is completed prior to the third plan check,
100% of the plan check fee will be paid upon completion of the final plan check.
The Consultant shall separately invoice per plan and per plan check. No exceptions will be
allowed to the payment schedule.
Consultant also may be requested to provide general civil consulting services for specific
development related engineering projects for the City as applicable.
Payment shall be made in full at an hourly rate of:

Indemnification
F.1 Indemnity for the Benefit of City.
a. Indemnification for Professional Liability. When the law establishes a
professional standard of care for Contracting Party’s Services, to the fullest extent
permitted by law, Contracting Party shall indemnify, protect, defend (with counsel
selected by City), and hold harmless City and any and all of its officials, employees, and
agents (“Indemnified Parties”) from and against any and all claims, losses, liabilities of
every kind, nature, and description, damages, injury (including, without limitation, injury
to or death of an employee of Contracting Party or of any subcontractor), costs and
expenses of any kind, whether actual, alleged or threatened, including, without limitation,
incidental and consequential damages, court costs, attorneys’ fees, litigation expenses,
and fees of expert consultants or expert witnesses incurred in connection therewith and
costs of investigation, to the extent same are caused in whole or in part by any negligent
or wrongful act, error or omission of Contracting Party, its officers, agents, employees or
subcontractors (or any entity or individual that Contracting Party shall bear the legal
liability thereof) in the performance of professional services under this agreement. With
respect to the design of public improvements, the Contracting Party shall not be liable for
any injuries or property damage resulting from the reuse of the design at a location other
than that specified in Exhibit A without the written consent of the Contracting Party.
b. Indemnification for Other Than Professional Liability. Other than in the
performance of professional services and to the full extent permitted by law, Contracting
Party shall indemnify, defend (with counsel selected by City), and hold harmless the
Indemnified Parties from and against any liability (including liability for claims, suits,
actions, arbitration proceedings, administrative proceedings, regulatory proceedings,
losses, expenses or costs of any kind, whether actual, alleged or threatened, including,
without limitation, incidental and consequential damages, court costs, attorneys’ fees,
litigation expenses, and fees of expert consultants or expert witnesses) incurred in
connection therewith and costs of investigation, where the same arise out of, are a
consequence of, or are in any way attributable to, in whole or in part, the performance of
this Agreement by Contracting Party or by any individual or entity for which Contracting
Party is legally liable, including but not limited to officers, agents, employees, or
subcontractors of Contracting Party.
c. Indemnity Provisions for Contracts Related to Construction (Limitation on
Indemnity). Without affecting the rights of City under any provision of this agreement,
Contracting Party shall not be required to indemnify and hold harmless City for liability
attributable to the active negligence of City, provided such active negligence is
determined by agreement between the parties or by the findings of a court of competent
jurisdiction. In instances where City is shown to have been actively negligent and where
City’s active negligence accounts for only a percentage of the liability involved, the
obligation of Contracting Party will be for that entire portion or percentage of liability not
attributable to the active negligence of City.

d. Indemnification Provision for Design Professionals.
1. Applicability of this Section F.1(d). Notwithstanding Section F.1(a)
hereinabove, the following indemnification provision shall apply to a Contracting Party
who constitutes a “design professional” as the term is defined in paragraph 3 below.
2. Scope of Indemnification. When the law establishes a professional
standard of care for Contracting Party’s Services, to the fullest extent permitted by law,
Contracting Party shall indemnify and hold harmless City and any and all of its officials,
employees, and agents (“Indemnified Parties”) from and against any and all losses,
liabilities of every kind, nature, and description, damages, injury (including, without
limitation, injury to or death of an employee of Contracting Party or of any subcontractor),
costs and expenses, including, without limitation, incidental and consequential damages,
court costs, reimbursement of attorneys’ fees, litigation expenses, and fees of expert
consultants or expert witnesses incurred in connection therewith and costs of
investigation, to the extent same are caused by any negligent or wrongful act, error or
omission of Contracting Party, its officers, agents, employees or subcontractors (or any
entity or individual that Contracting Party shall bear the legal liability thereof) in the
performance of professional services under this agreement. With respect to the design
of public improvements, the Contracting Party shall not be liable for any injuries or
property damage resulting from the reuse of the design at a location other than that
specified in Exhibit A without the written consent of the Contracting Party.
3. Design Professional Defined. As used in this Section F.1(d), the
term “design professional” shall be limited to licensed architects, registered professional
engineers, licensed professional land surveyors and landscape architects, all as defined
under current law, and as may be amended from time to time by Civil Code § 2782.8.
F.2 Obligation to Secure Indemnification Provisions. Contracting Party agrees
to obtain executed indemnity agreements with provisions identical to those set forth
herein this Exhibit F, as applicable to the Contracting Party, from each and every
subcontractor or any other person or entity involved by, for, with or on behalf of
Contracting Party in the performance of this Agreement. In the event Contracting Party
fails to obtain such indemnity obligations from others as required herein, Contracting
Party agrees to be fully responsible according to the terms of this Exhibit. Failure of City
to monitor compliance with these requirements imposes no additional obligations on City
and will in no way act as a waiver of any rights hereunder. This obligation to indemnify
and defend City as set forth in this Agreement are binding on the successors, assigns or
heirs of Contracting Party and shall survive the termination of this Agreement.
