RYAN YBARRA WALMART STORES, INC APPROVE A SIGN PROGRAM AMENDMENT FOR THE CENTRE AT LA QUINTA AND FIND THE PROJECT EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT THE PLANNING DIVISION HAS DETERMINED THAT THIS PROPOSAL IS CATEGORICALLY EXEMPT FROM ENVIRONMENTAL REVIEW PURSUANT TO PROVISIONS OF SECTION 15301 (g) OF THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA), IN THAT THIS PROPOSAL INCLUDES ON-PREMISE SIGNS. 79295 HIGHWAY 111 EXECUTIVE SUMMARY The applicant proposes to amend the Centre at La Quinta Sign Program for the Walmart Supercenter to update, relocate, and add additional signage for its Auto Care Center. BACKGROUND The Centre at La Quinta is an 87-acre commercial development site location on the south side of Highway 111 between Adams Street and Dune Palms Road. The Centre at La Quinta Sign Program (Program) was prepared in accordance with the Centre at La Quinta Specific Plan to set signage guidelines for all signs within the center. Since its initial approval in 2002, it has been amended six times to address signs for additional services and letter height limitations. The original Program approval included signage requirements for the Walmart store that were specific about size, number, location, and illumination. The total maximum approved sign area was previously 555.10 square feet. Amendments to the sign program have included changes to number, location, and size of signage for Walmart due to redesigns and additional features for the store. The last amendment included adding a new building sign to the front elevation for the Vet IQ veterinary clinic located inside of the Walmart Supercenter. PROPOSAL AND ANALYSIS The applicant requests a seventh amendment to the existing sign program to revise the building mounted, parking directional signage, and add signage to the Auto Care Center for Walmart. This amendment would change the program to allow updated company signage, relocation of an existing sign, and additional identification signage to the Auto Care Center. No other changes are proposed to the Program. The proposed sign program amendment will not substantially alter the aesthetics of the commercial center and will provide updated branding and increased visibility to the business. This proposed sign program amendment is consistent with other sign programs along the Highway 111 corridor. Future signs for this location shall be submitted under the general sign permit process as they are identified and reviewed against the parameters of this approval. ENVIRONMENTAL REVIEW The Design and Development Department has determined that this project is exempt from environmental review pursuant to Section 15301 (g) (Existing Facilities) of the California Environmental Quality Act in that the proposed project includes on-premise signs. Consistency with Zoning Code Sign program amendments are authorized by the Zoning Code and the proposed sign program amendment is consistent with the purpose and intent of the La Quinta Municipal Code (LQMC) Chapter 9.160. The sign program amendment would allow updated business branding identification to an existing Walmart. The sign program amendment is in harmony with and visually related to: a. All signs within the planned sign program, via the incorporation of several common design elements such as materials, letter style, colors, illumination, sign type or sign shape. The new tenant signs would be similar in design to existing tenant signs. b. The building they identify. This may be accomplished by utilizing materials, colors, or design motif included in the building being identified. The amendment allows for updated branding, relocation of an existing sign, and additional signage to the auto center. c. Surrounding development. Implementation of the planned sign program will not adversely affect surrounding land uses or obscure adjacent conforming signs. The proposed sign program amendment design elements are consistent in size and scale with the existing signage in surrounding commercial centers. The sign program allows additional area to: a. Achieve an effect which is essentially architectural. The building signs provide compatible and reasonable architectural designs. b. Allow signs compatible with other conforming signs in the vicinity. The new signs will be similar in design with other tenant signs in the vicinity c. To allow signs to be in proper scale with the building and use. CONDITIONS OF APPROVAL 1. The applicant agrees to defend, indemnify and hold harmless the City of La Quinta (“City”), its agents, officers and employees from any claim, action or proceeding to attack, set aside, void, or annul the approval of this Sign Program Amendment. The City shall have sole discretion in selecting its defense counsel. The City shall promptly notify the applicant of any claim, action or proceeding and shall cooperate fully in the defense. 2. Any changes to the sign program, including sign size, sign placement and/or sign design, will require a sign program amendment application to be filed with the Design and Development Department. 3. Tenants shall obtain sign permits for signage permitted under this sign program.
