CC Resolution 2024-031 Master Fees ScheduleRESOLUTION NO. 2024 — 031 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA QUINTA, CALIFORNIA, ADOPTING A REVISED MASTER FEE SCHEDULE OF VARIOUS USER AND REGULATORY FEES WHEREAS, this action is exempt under the California Environmental Quality Act (CEQA), Article 18, Statutory Exemptions, Section 15273(a) Rates Tolls Fares and Charges; and WHEREAS, the City Council adopted Resolution No. 2023-029 on July 18, 2023, updating the City's Master Fee Schedule of various user and regulatory fees; and WHEREAS, the City Council desires that annually the fees be increased based on the all -urban consumers Consumer Price Index (CPI) for Riverside — San Bernardino — Ontario region; and WHEREAS, the City commissioned ClearSource Financial Consulting to conduct the analysis to determine the user and regulatory fee update, which is included in the staff report and available for public review; and WHEREAS, the City Council hereby finds that the supporting documents, along with the most recently completed comprehensive study completed in July 2019, provide adequate evidence to conclude that the adjusted fees are set at amounts that do not exceed the estimated reasonable cost to provide the service. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of La Quinta, California, as follows: SECTION 1. Each recital, set forth above, is hereby adopted as a specific finding of this City Council. SECTION 2. Resolution No. 2023-029 is hereby superseded, and revised fees as listed in the Master Fee Schedule attached hereto as "Exhibit A," and incorporated herewith by this reference, are hereby adopted. SECTION 3. Annually on July 1 the City Manager or his/her designee shall update and promulgate a new fee schedule whereby all fees are increased based on the all - urban consumers CPI for Riverside — San Bernardino — Ontario computed from March of the previous year to March of the current year. If the CPI does not change or goes down in a given year, no change shall be made to the Master Fee Schedule that year.
