VERBAL PUBLIC COMMENTS can be provided in-person during the meeting by
completing a "Request to Speak" form and submitting it to the Commission Secretary; it

comments to three (3) minutes (or approximately 350 words). Members of the public shall
be called upon to speak by the Chair.
In accordance with City Council Resolution No. 2022-028, a one-time additional speaker
time donation of three (3) minutes per individual is permitted; please note that the member

The Commission discussed the order in which items related to the awards are to go
forward to Council; process once application form is approved by Council; and parental
consent for Junior awards (nominees under the age of 18 years of age).

The Commission reached a consensus to add to the application form a line for
parent/guardian signature in consent for nominees under the age of 18.
MOTION — A motion was made and seconded by Commissioners Gordon/Shelton to
recommend Council approval of the Community Awards Program Applications as
presented. Motion passed unanimously.
STUDY SESSION
1. DISCUSS COMMUNITY AWARDS PROGRAM FRAMEWORK
Management Analyst Calderon presented the staff report, which is on file in the
Community Services Department.
The Commission discussed addressing this item at this meeting or holding it until the
anticipated three new Commissioners are appointed at the annual recruitment slated for
June 2024; existing Commissioners expressed their thanks to fellow Commissioners and
their expectation that newly appointed Commissioners will take their work forward, be
accountable to the work they have achieved, and accomplish the Commission's goals;
adding to the applications for new Commissioners, an informational sheet describing the
framework that has already been set forth by the Commission, and the path forward, as
to preclude starting over; new Commissioners will take it forward and fine-tune it as
needed; and addition a standing item under Commissioners' Items on the agenda so that
Commissioners can provide updates on their efforts.
The Commission reached a consensus to approve the program frameworks as presented
and bring it to the next meeting as a Business Session item for a formal vote.
2. DISCUSS ARTS AND COMMUNITY SERVICES COMMISSION GOALS AND
OBJECTIVES WORK PLAN
Management Analyst Calderon presented the staff report, which is on file in the
Community Services Department.
The Commission discussed appreciation of Council's change to the Commission's
regulations, purview, and objectives under Chapter 2.65 of the La Quinta Municipal Code;
including individual Commissioners' goals, i.e. the reason each sought to be appointed to
the Commission — importance of including Commission -initiated items/projects; meeting
quarterly has diminished Commissioners' sense of participation and accomplishment,
and changing to bi-monthly meetings may help Commissioners' feel reconnected and
useful; the goal of developing a pre -list of public art locations and general parameters of
size, shape, color, medium, etc. for art to be purchased for each site to be provided to
purchasers in advance; such list would empower Commissioners and allow them to visit
sites prior to purchases being made; Commissioners' desire to assist staff with specific
tasks and report back; new Commissioners may have a strong art background which is

1. ART IN PUBLIC PLACES STRATEGIC PLAN DISCUSSION
Management Analyst Calderon presented the staff report, which is on file in the
Community Services Department.
Commission discussion followed regarding updating the Art in Public Places (APP)
Strategic Plan to current brand standards; identifying potential locations throughout La
Quinta for future APP installations and purchases; CV link being a potential art project;
finding a creative solution to refresh or install new entry monuments to better distinguish
La Quinta's boundaries; tying in the Highway 111 Revisioning, the Cultural Trail, the

Avenue 48 Music Line, and CV Link projects through cohesive artwork; clarifying how
funds are allocated for APP purchases, the available budget, the purchase process of art
pieces for specific locations throughout the city and during the La Quinta Art Celebration;
reviewing the pre -qualified artist list; and adding language recommending the acquisition
of interactive art to create "instagrammamble" destination points that the community and
tourists will be inclined to visit.
The Commission reached a consensus and directed staff to update the APP Strategic
Plan based on the Commission's recommendations noted in the discussion above, and
bring it back for Commission review and consideration as a Study Session to give the
newly appointed commissioners an opportunity to provide input as well.
DEPARTMENTAL REPORTS
1. HOLIDAY TREE PURCHASE — verbal update
The Commission discussed the City's recent purchase of a new holiday tree, which is 34
feet high, includes a topper, new LED lights, will be fully decorated with red, gold, and
silver ornaments, and is set to be featured at the City's Annual Tree Lighting Event that
takes place in December.
2. SHADE STRUCTURES AND PLAYGROUND — verbal update
Staff noted new shade structures have been installed over playgrounds at Adams Park,
Eisenhower Park, Velasco Park, and over seating areas at Seasons Dog Park.
Commission discussion followed regarding the longevity of shade structures can be about
20 years for the frame, with the sails being replaced as needed due to wear and tear
caused by environmental factors such as sun, dust, wind, etc. or vandalism; installation
of the new playground equipment at La Quinta Park is slated for the near future and will
carry through the summer, and the new shade structure will cover a larger footprint of the
playground than the previous one, including the swings, but not the water feature, and
through the duration of the project only the playground area will be closed, the sports field
areas will remain open for use.
COMMISSIONER'S ITEMS
Chair Biondi thanked the outgoing Commissioners for their time, commitment, and
contributions; outgoing Commissioners Blakeley, Gordon, and Sheldon commented on
the camaraderie of the Commission, and thanked City staff for their support; staff thanked
the outgoing Commissioners for their dedication and service.

RECOMMENDATION
Appoint members of the Arts and Community Services Commission to serve as
Chairperson and Vice -Chairperson for fiscal year 2024/25.
EXECUTIVE SUMMARY
• The September 9, 2024, meeting is the first scheduled meeting of the Arts and
Community Services Commission (Commission) for fiscal year 2024/25.
• Pursuant to La Quinta Code section 2.06.050, the Commission, at its first meeting
held after June 30, shall vote to elect one of its members as Chairperson and elect
another as Vice -Chairperson.
FISCAL IMPACT — None.
BACKGROUND/ANALYSIS
In accordance with La Quinta Code section 2.06.050, "unless otherwise provided by law,
ordinance or resolution of City Council, each Board and Commission, and Committee
shall choose one of its members as Chairperson and one as Vice -Chairperson at its
meeting held after June 30th of each year."

SELECTION COMMITTEE
RECOMMENDATION
Appoint members of the Arts and Community Services Commission to serve on the
November 2024 Civic Center Art Selection Committee
EXECUTIVE SUMMARY
• The Art Selection Committee (Committee) consists of two Commissioners and
two Council members and is responsible for selecting art pieces from the La
Quinta Art Celebration (LQAC) to add to the City's Art in Public Places (APP)
collection.
• The Commission will appoint two Commissioners to serve on the Committee
during the November 2024 LQAC.
FISCAL IMPACT — The budget for the Committee is not to exceed $10,000 for art
purchased at the LQAC. Funds are available in the Art in Public Places account 270-
0000-74800.
'ACKGROUND/ANALYSIS
As community liaisons and City ambassadors, Commissioners are invited to participate
and assist Staff in a supporting role at select City events, programs, and
committees/subcommittees. Participation includes serving on the Committee to select
artwork to be featured in the APP collection. Committee members will attend the LQAC
in November 2024 and choose artwork for display at La Quinta City Hall, Civic Center
Campus, La Quinta Library, and/or other public locations.

AGENDA TIT! : RECOMMEND RECIPIENT OF THE DISTINGUISHED CITIZEN
AWARD TO CITY COUNCIL
RECOMMENDATION
Recommend recipient of the Distinguished Citizen Award to City Council.
EXECUTIVE SUMMARY
• The Arts and Community Services Commission (Commission) recently updated the
City's Community Awards Program (Awards).
• While the Awards updates were being discussed by the Commission and City
Council, staff received a nomination for a Distinguished Artist, which has since
evolved into the Distinguished Citizen.
• The Commission will review the nomination and make a recommendation to City
Council.
FISCAL IMPACT
The total cost for the Distinguished Citizen Award plaque and engraving of recipient
names on the Community Awards Acknowledgement Monument is approximately $300.
Funds are available in the Community Services Experiences and Events budget (101-
3003-60149).
BACKGROUND/ANALYSIS
In 2001, City Council established the City's Awards program which included the Pillar of
the Community, Distinguished Artist, and Distinguished Athletes Awards. In 2022, the
Commission began efforts to update the Awards criteria and establish new award
opportunities. On June 18, 2024, City Council approved the Awards updates which
concludes the Distinguished Artists and Athletes Awards to establish the Distinguished
Citizen Award.
Distinguished Citizen Award criteria include the following:
• City residency a minimum of one (1) year.
• Contributions to the community of La Quinta and/or Coachella Valley through acts
of service or involvement with community organizations, athletics, or the local art
scene.
While the Commission and staff were in the process of revising the Awards, staff received
a nomination for Will Donato to be recognized as a Distinguished Artist (Attachment 1).
The nomination was held until the new Awards program was finalized. Since the new
Awards program has officially been established, the Commission will review the
nomination and make a recommendation to Council. Although the Distinguished Artist
Award has been decommissioned, Will Donato still meets the criteria required for the
Distinguished Citizen Award, therefore he will be considered a Distinguished Citizen
nominee.
ALTERNATIVES
The ACSC may choose not to recommend the Award nominee.

Recognition Program
The City of La Quinta is proud to be home
to many distinguished artists. To
celebrate the accomplishments of these
individuals, an acknowledgment area has
been established on the Civic Center
'Campus.
Candidate Requirements
1. All Candidates must be or have been a
resident of La Quinta for a minimum of
three (3) years.
2. Candidate must have received
national, state or local recognition.
3. Candidate must have contributed to
the City of La Quinta's image or served to
benefit La Quinta residents by using their
talents.
4. This nomination form must be signed
by a minimum of ten (10) La Quinta
Residents, 18 years or older.
Painting, Sculpting, Tile, Performing Arts, Architecture, and
Landscape Architecture will be considered.

BACKGROUND/ANALYSIS
A Strategic Plan is a living document that is updated periodically as goals are met and
priorities shift.
The proposed draft Plan is the product of a citywide staff collaboration, coupled with
residents' input received at the 2024 annual Community Workshop and community
outreach meeting held in April 2024. Both events were well -attended and generated
valuable suggestions and ideas.
The Plan is designed to help the City achieve short- and long-term goals that reflect the
City's Sacred Values and align with its Mission Statement and its Sacred Values.
The Plan consists of 13 Focus Areas, listed below and detailed in Attachment 1, and
identifies goals that include action items or steps necessary to reach those goals. Focus
Areas vary from long-range "big rock" projects that may take 20 years to accomplish and
have potentially the biggest fiscal impact, while others may be shorter -range and take up
to five years. Staff requests Commission input on the four items listed in bold.

RECOMMENDATION
Discuss the Art in Public Places Strategic Plan.
EXECUTIVE SUMMARY
• In 2013 the Community Services Commission last updated the Art in Public Places
(APP) Strategic Plan (Plan).
• The Plan provides basic information and guidance regarding APP acquisitions,
locations, maintenance, and donations.
• Staff have once again updated the Plan and are asking for feedback from the Arts
and Community Services Commission (Commission).
FISCAL IMPACT — None.
BACKGROUND/ANALYSIS
In 2013 the Community Services Commission updated the APP Plan. The Plan includes
basic information and guidelines regarding APP acquisitions, future art installation
locations, preventative maintenance, donations, and funding. The Plan also includes
recommendations for future APP projects and partnerships with local art -focused
organizations. Since the Plan was last updated over ten years ago, some of the
recommendations are inapplicable and new APP opportunities have since emerged. Staff
are asking for feedback from the Commission to update the Plan (Attachment 1) and
identify APP projects that could be prioritized in the near future.

PURPOSE
Following state guidelines, the Art in Public Places (APP) program was established in 1990 by
the La Quinta City Council. La Quinta has a strong commitment to cultural and visual arts and
seeks to balance development with artistic enhancements within the City. Public art is one
method of ensuring the visual experience of La Quinta is rich with cultural, environmental,
and artistic beauty. As of 2024, the APP collection includes over 170 unique art pieces that are
displayed in public locations for the community to enjoy and appreciate.
The purpose of the strategic plan is to provide direction for the following:
• Review the inventory of all art pieces including APP, Civic Center Art Purchases, art
donations, and art on loan to the City.
• Examine maintenance levels and address preventative and ongoing maintenance needs
for public art.
• Address the diversity of art and artists within the APP program.
• Address the potential for future public art locations and recommend new art placement.
• Identify ideas for the enhancement of art on a temporary and permanent basis.
• Seek public input regarding suggestions and improvements to the APP program from a
variety of stakeholders including the Arts and Community Services Commission (ACSC),
Old Town Artisan Studios, local artists, and residents.
• Seek new ways to promote the APP program to residents and visitors.
• Establish a cohesive, long - term vision for future art acquisitions.
THE PUBLIC PROCESS

Providing public art in select locations around the City affords residents and tourists the
opportunity to view the artwork along the City's major corridors and public facilities. Art is
acquired by the City in a variety of ways including the following:
Request for Proposals (RFP)
Several of the City's art pieces were required through a competitive selection process and/or
RFP. For large - scale, commissioned artwork, an RFP is distributed to artists and vendors
around the country. The submitted proposals and renderings are then provided to the ACSC
for review. After discussing the proposals and collaborating with staff, ACSC makes a
recommendation for an artist(s) to be sent to the City Council for consideration and approval.
If approved, the artist(s) is then placed under contract with the City to create the art piece.
Projects acquired through this process include:

PURCHASE COMMITTEE
The City of La Quinta has been a supporter of the La Quinta Art Celebration (LQAC) since 2018.
LQAC is organized by Scope Events LLC., features artists from around the world, and is
consistently voted one of the best fine arts and crafts shows in the country. The event
strengthens the City's cultural and artistic heritage, and as such the City sponsors each event,
and provides use of the Civic Center Campus. For each LQAC, a Civic Center Art Committee
(Committee) is formed consisting of two ACSC members and two City Council members. The
Committee selects art from the LQAC for display in public facilities and/or City parks for the
community to view. Purchases from the LQAC include:

Local developers have the opportunity to integrate public art
into or adjacent to their residential or commercial projects.
Since the inception of the program, developers have worked
with the City to integrate placement of public art in public
rights -of -ways, entryways, and shopping centers for the public
to view. In this process the developer works in conjunction with
the City to bring forth an artist that would complement the new
development. The developer then can request fee credits to
purchase the artwork or the APP Program can fund the artwork
up to the cost of the fees paid by the developer. Either way, this
allows public art to be placed throughout the community and
add artistic elements to new development. Art acquired through
a partnership with developers includes:

Donation opportunities are vetted by City staff and depending on the scale
of the art piece may be presented to ACSC or City Council for consideration.
The APP collection features a variety of art pieces that have been donated
or partially funded by groups within the City including:

the La Quinta Rotary Club
• "Historical La Quinta Mural" by Susan Evans, commissioned
by The Friends of the Senior Center
• "Four Seasons" by S.C.R.A.P. Gallery funds contributed by
The Friends of the Library
• "9/11 Memorial" by Boettcher Concrete Construction funds
contributed by Robert Radi
• "Ram Skull" by Jack Zajac donated by Richard Robertson
• "Cactus Garden in La Quinta" by Andrew Nelson donated by
Marla Nelson
Preventive Maintenance
The City has established a preventative maintenance program that addresses public art and
contracts with an art maintenance vendor to service each art piece a minimum of twice a year.
At the time art is accepted by the City, artists provide directions for the appropriate ongoing
care for each piece. If repairs are needed, the City will coordinate with the artist and/or art
maintenance contractor to ensure repairs are done properly, preserving the integrity of each
art piece. The ongoing maintenance is part of the annual budget and planned for as the
collection expands. Certain art pieces installed on commercial and residential properties are
the responsibility of the developer. If the City notices that pieces are not being properly
maintained, staff will notify the developer to address the issue. The preventative maintenance
program includes the following elements:
• Review the suggested care by the artist and provide the needed preventative maintenance.
• Remove graffiti from art quickly and carefully without damaging the piece.
• Prioritize and list needed repairs to be completed in a timely manner.
• Check lighting and the adjacent materials surrounding the art piece to ensure that nothing
is affecting the quality of the art.
• Monitor sprinklers to ensure that water is not spraying the art unless it is designed to do so.
• Pedestals, signage, and areas around the artwork are to be kept in good condition and not
allowed to deteriorate.
Prequalified II
To facilitate access to contemporary working
artists, City staff have established a list of
prequalified artists. Prequalified artists have
been vetted by the ACSC and as APP
opportunities emerge, these artists are
contacted or forwarded APP project
information directly. The list is open to all
artists who wish consideration for APP
installations and includes painters, sculptors,
muralists, and mixed media artists.
De -Accession
Artwork acquired with expenditures from the
APP fund shall be the property of the City and
maintained by the City. The City may dispose of
artwork at its discretion, subject to the
agreement with artists or otherwise relating to
any specific artwork. The artwork acquired and
installed by a developer will be the property of
the developer, except to the extent that the City
has rights in or to the display of the artwork.
Artwork acquired by the developer in lieu of a
fee may be donated to the City and maintained
by the City.
The APP Virtual Art Tour is an interactive platform that enables visitors to
navigate through the City's art collection through mobile devices, laptops,
and desktop computers. The tour features information about the City's
signature art pieces including artist details and the inspiration behind
notable artworks. The virtual art tour will continuously be updated as art
pieces are added to the City's collection.

Assessment and Appraisal
In 2024, staff contracted the services of a Fine Art Conservator and Fine Art Appraiser to
conduct a thorough assessment of the condition of each art piece in the APP collection. After
the assessment, the collection was appraised for a total retail replacement value of $5,034,030.
Appraising the APP inventory provides an accurate financial valuation of the collection,
ensures the collection is adequately insured, and helps highlight the need for conservation
efforts.
Future Projects
The locations of public art are generally dispersed throughout the City. Many pieces are located
at the Civic Center Campus, public facilities, north La Quinta along Highway 111, and major
corridors such Washington Street which are integrated into everyday living such as bus stops
and bridge railings. As public art opportunities are identified, staff will continue to collaborate
with ACSC to recommend APP projects to City Council. Staff have identified the following
locations as potential sites for future APP installations:

Staff will consider additional public art in the northern portion of the City, working with
developers and Homeowners Associations to increase the public art opportunities and
locations throughout the City will be identified as new development occurs.
In addition to identifying new art locations, City staff will collaborate with non -profits
and art organizations to promote art and culture including Old Town Artisans Studios
and La Quinta Historical Society to promote cultural programs at the La Quinta Library,
Museum, and Civic Center Campus.
Staff will also keep the APP pocket map updated as new acquisitions are added to the
collection. The map will be available in City facilities and on the municipal and tourism
websites.
Developing a well -crafted APP strategic plan provides a framework for ACSC and staff
to consider as art opportunities are explored. By aligning artistic vision with community
values and developmental goals, such a plan ensures that public art projects are not
just decorative, but transformative, leaving a lasting legacy that enriches the lives of
residents and visitors alike. Embracing diversity in artistic expression and community
engagement, a strategic approach to public art empowers cities to celebrate their
unique identities while embracing the universal language of creativity.

Awards Program.
• Staff received a nomination for a Distinguished Artist, which
has since evolved into the Distinguished Citizen.
• Distinguished Citizen Award criteria includes the following:
-City residency a minimum of one (1) year.
-Contributions to La Quinta/Coachella Valley through their acts
of service or involvement with community organizations,
athletics, or local art scene.

conservation, restoration, installation, collections
care, education and training for cultural
