MUP 2024-0004 The Golf Bar (09.25.2024) September 25, 2024 Hide Iwagami Hestia Atelier 3 Peters Canyon Rd. #110 Unit Irvine, CA 92606 SUBJECT: MINOR USE PERMIT 2024-0004 THE GOLF BAR Dear Mr. Iwagami: The City of La Quinta Design and Development Department has reviewed and approved Minor Use Permit 2024-0004, for an indoor commercial recreation center (indoor sports simulators) located at 79815 Highway 111 Suite 102, pursuant to the findings listed in Section 9.210.025 of La Quinta Municipal Code, subject to the information on file and attached and the conditions of approval included herein. Findings 1. Consistency with General Plan. The proposed use provides entertainment, and indoor recreation uses consistent with the General Plan designation of General Commercial (GC) which allows for a wide range of commercial uses. 2. Consistency with Zoning Code. The proposed use is consistent with the Regional Commercial (CR) zoning designation of this area in that it is a permitted use, and it serves the local and larger community areas consistent with the intent of the zone. 3. Compliance with CEQA. The Minor Use Permit is exempt from the California Environmental Quality Act (CEQA) per Section 15301 (a) as it involves the minor alteration of an existing structure with interior modifications. 4. Surrounding Uses. Approval of the application will not create conditions materially detrimental to the public health, safety and general welfare or injurious to or incompatible with other properties or land uses in the vicinity. The proposed use is consistent with other commercial uses in the shopping center. Conditions of Approval 1. Changes to the exterior may require additional Building permit approval and approval of a Modification by Applicant (MBA). 2. The applicant is required to obtain permit approval for interior modifications from the Building Department and Riverside County Fire Department. 3. Installation of exterior signage requires a separate permit application to be submitted to the Planning Department. 4. Operations shall be consistent with statement of operations and floor plan on file. Our typical operations will have approximately 5-7 employees at any given time, with a roster nearing 15 in total. With our previous locations, we have successfully secured and maintained CA sellers permit and ABC licensing, county health permits, and city business use approvals. Our golf simulators are industry leading computers and cameras made by Full Swing Golf. Our kitchen equipment is an assemble and warm kitchen using Turbochef self convection ovens. We do not cook with any open flames or require gas. We require all staff to maintain a valid California Food Handler’s permit, and for those serving alcohol, a valid ABC Responsible Beverage Serving permit as well. Our business is unlike traditional restaurants as it provides our guests an opportunity to use extremely high end, state of the art technology only previously available to the extremely wealthy or professional athlete in a very accessible manner. We offer family friendly fun in an environment that encourages sport and activity. As our mission goes beyond our own success, we’ve consistently held our charitable fundraisers for the youth in hopes that they will find a strong work ethic, discipline, and character in this sport.
