MUP 2024-0005 Gymnastics Training (10.15.2024) October 15, 2024 Mr. Robert Martinez 14467 Park Avenue Victorville, CA 92392 SUBJECT: MINOR USE PERMIT 2024-0005 GYMNASTICS TRAINING Dear Mr. Martinez: The City of La Quinta Design and Development Department has reviewed and approved Minor Use Permit 2024-0005, for a gymnastics training facility located at 46630 Washington Street, Suite 2 pursuant to the findings listed in Section 9.210.025 of La Quinta Municipal Code, subject to the information on file and attached and the conditions of approval included herein. Findings 1. Consistency with General Plan. The proposed use provides indoor recreation uses consistent with the General Plan designation of General Commercial (GC) which allows for a wide range of commercial uses. 2. Consistency with Zoning Code. The proposed use is consistent with the Regional Commercial (CR) zoning designation of this area in that it is a permitted use, and it serves the local and larger community areas consistent with the intent of the zone. 3. Compliance with CEQA. The Minor Use Permit is exempt from the California Environmental Quality Act (CEQA) per Section 15301 (a) as it involves the minor alteration of an existing structure with interior modifications. 4. Surrounding Uses. Approval of the application will not create conditions materially detrimental to the public health, safety and general welfare or injurious to or incompatible with other properties or land uses in the vicinity. The proposed use is consistent with other commercial uses in the shopping center. Conditions of Approval 1. Changes to the exterior may require additional Building permit approval and approval of a Modification by Applicant (MBA). 2. The applicant is required to obtain permit approval for interior modifications from the Building Department and Riverside County Fire Department. 3. Installation of exterior signage requires a separate permit application to be submitted to the Planning Department. 4. Operations shall be consistent with statement of operations and floor plan on file. Page 1 Narrative for46630 Washington st. ste#2, La Quinta, CA 92253Washington ParkSubMajor5 suite#2Vanilla Shell for Gymnastics TrainingAPN 640020062BCOM202401278/15/2024Narrative:Everyone, here is a narrative for you regarding the proposed gymnastics studio for the 5,998 s.f. space located at 46630 Washington Street,Suite 2 in the Washington Park shopping center in La Quinta.The proposed tenant is an affiliate of San Diego Gymnastics, which has facilities in La Costa,Rancho Bernardo, Grossmont, Mission Valley, Point Loma,and Otay Ranch in San Diego County. The La Quinta facility will offer Gymnastics, Parkour, Tricking, Ninja, and Tumbling training classes. Studentsgenerally range in age from 3 years to 11 years with most of them in the age range of 5 years to 9 years. The majority of students are female.The facility will operate Monday through Saturday from 9:00 a.m. through 8:00 p.m. Sundays will be reserved for parties and special events on an asneeded basis, but will be available from 9:00 a.m. to 3:00 p.m. Classes range from 60 to 120 minutes in length. The maximum number of students onsite at peak hours (3:30 p.m. to 6:00 p.m.) will be 40. The facility will have 67 instructors and support staff present during peak hours. The number ofinstructors and support staff on site in other than peak hours will vary depending on the number of classes in session. All instructors are CPR, First Aid,USAG SafeSport, Concussion Prevention and Safety, and SDG Universityextensive inhouse training program) certified. All instructors and staffare background screened prior to being hired. The instructors include American Parkour Certified instructors, individuals with backgrounds inkinesiology, teaching, early childhood development, and psychology. Also included are American Parkour Certified instructors and APK trainedcoaches, occupational therapists, personal trainers, and ABA therapists.
