City of Indio. The project involved offsite improvements for the Detention Center,
Public Works Director with the primary scope of work taking place along the busy section of Highway

21/22 Pavement Management Project
City of Indio
Client Contact: WEBB's Construction Management & Inspection Team oversaw the repaving of 19
Juan Raya, PE separate street segments inside 10 neighborhoods and three parking lots. Work
City Engineer included grinding and removing of existing asphalt and replacing the removed asphalt

Section 4. Scope of Services
Project Understanding
We understand this RFP requests Construction Management
and Inspection Services for the Highway 111 Rehabilitation from
Monte Sereno Drive to Jefferson Street (Project). The WEBB Team
will provide construction management services, conduct a high-
level constructability review, conduct pre -construction and kickoff
meetings, manage on -site inspections and documentation, oversee
contractor and sub -contractor compliance, facilitate communication
with the City, prepare weekly progress reports, manage review of RFIs, "'q

construction records and transmit them in an orderly fashion to the City during and after the work.
The CM Team will be a trusted advisor of the City of La Quinta and will be charged with leading the Project while keeping
the City well informed of the status, schedule, challenges, risks, and successes of the Project throughout the duration.
The CM Team will be the main point of contact for the Project and coordinate with the City, agencies, utility companies,
contractors, and the public.
Most of the 2-mile highway rehabilitation passes through multiple high -traffic retail business centers, commercial
businesses, bus routes, and nearby schools and residential neighborhoods. Proper traffic control and signage will be
critical to safely assist the public through the construction zones and with the least disruption possible. Communication
through the City's public outreach team will need to be current and accurate with the help of the CM Team.
Highway 111 is one of the busiest roads in the Coachella Valley and is the main route connecting the valley. Meeting the
project schedule is crucial to minimizing the impact of the busy winter season, especially with the arrival of seasonal
residents and avoiding festivals and events.
Having successfully managed numerous projects in the Coachella Valley, WEBB understands the significance of these
seasonal changes and the need to complete projects on time.
WEBB is committed to ensuring fast responses to RFIs and submittals, with the inspector on -site full-time and the
construction manager conducting weekly site visits —and more frequently, if needed —to address potential delays and
offer solutions and recommendations.
WEBB's approach is rooted in the principles of construction partnering, collaborating closely with all stakeholders and
the contractor to ensure the project is completed on time, with the highest quality and safety standards.

Preliminary constructability review
WEBB visited the site and reviewed the project plans and
specifications. The CM Team offers a few examples of items we will
review during the Constructability Review.
Sheet 1 of 16, Paving notes, states, "The wearing course shall
be 0.1 feet thick; the base course(s) shall contain the balance
of the required asphalt concrete thickness". However, The
technical specifications section 203-6.1 Asphalt concrete
subsection 203-6.1 General states the following:
a. Asphalt Base Course III-B3-PG 70-10 3/4" Max. Medium -
2" Total Thickness (two lifts)
b. Finish Course III-C2-PG 70-10 1/2" Max. Medium - 2" Total Thickness
This contradiction between the plans and specifications will need clarification. WEBB's recommendation is to maintain
the two -course requirement with either of the two options shown below:
Option A
• Asphalt Base Course III-B3-PG 70-10 3/4" Max. Medium - 3" Total Thickness (one lift)
• Finish Course III-C2-PG 70-10 1/2" Max. Medium - 2.5" Total Thickness
Option B
• Asphalt Base Course III-B3-PG 70-10 3/4" Max. Medium - 3.5" Total Thickness (one lift)
• Finish Course III-C2-PG 70-10 1/2" Max. Medium - 2" Total Thickness
Option A or B will provide the following benefits:
i. Optimum conditions for compaction and smoothness which will lead to longer lifespan of the pavement.
ii. Minimizing the number of lifts will reduce construction costs significantly.
2. Sheet 2 of 16 shows a new profile with a straight grade transitioning from the existing grade, but the existing profile
varies between 3% and 6% fall, with crown and breakpoints. The Pavement Rehabilitation Report, Section 7.2.1,
specifies the design should "match existing grade."
If the requirement is to regrade the pulverized material to a straight profile, there are potential issues with crown areas
and grade breaks that could impact the compaction requirement of 8" depth. Transitioning to a straight grade in
areas with 3% to 6% falls will require removing 5.5" of material for the new AC in addition to what is needed to level
the crown areas, potentially reducing the overall depth of pulverized material.
3. The legend on the plans indicates a 4.5" AC, while Construction Note #18 specifies a 5.5" AC. To ensure consistency,
the 4.5" AC shown in the legend should be corrected to reflect the 5.5" AC as indicated in the construction note.
To better understand and visualize the projects for this proposal, members of our proposed CM team visited
the site, took aerial photographs, and used a 360' camera to have current street view imagery of the entire
alignment. We have uploaded the full street view imagery to Mapillary's database, which is accessible to the
public and available for the City's use on the project regardless of the outcome of the RFP process. This is part

Our goal is to make the project run as smoothly as possible for the City and the public.
WEBB has reviewed the RFP and sees an excellent opportunity to partner with the City on this project. Based on
our experience working on similar projects in the region, we are confident that the project aligns with our core values

WEBB joins the industry with general project goals for a safe and quality project that benefits the public and completes
the work on schedule and within budget. WEBB has developed standard construction forms and typical responsibilities
for successfully managing construction projects to meet these common metrics. We understand each project is different,
but these standard processes allow WEBB to focus on unique project issues and be organized from pre -construction
through final acceptance.

responsibilities, current projects, and preparing for future projects.

Alejandro Salazar is an experienced Construction Manager with over a decade of success in the Heavy
Civil industry, having managed projects valued over $166 million, including highways, airports, racetracks,
road improvements, and pulverize & paving projects such as Highway 111 and the Palm Springs overlay
project. He holds a Bachelor of Science in Construction Engineering and Management from California State
Polytechnic University, Pomona. He is skilled in all aspects of construction management, including planning,
quality control, contract administration, and financial management.
With expertise in public works projects, Alejandro is known for his leadership, problem -solving abilities, and technical
knowledge. He consistently delivers projects on time and within budget while maintaining high safety and quality standards.
His extensive experience includes managing paving projects, particularly leading teams on high -profile projects such as
racetracks, Laguna Seca Raceway, Barber Motorsports Park, BMW Performance Center, and the Honda Proving Grounds.
Based on this comprehensive background, Alejandro brings knowledge and skill to every project. His commitment to

Keith Barnett will be the Construction Advisor. Keith has been the construction manager for multiple street
improvement projects in the region, including Highway 111 improvements in the City of Indio and the City
of Indio Pavement Rehabilitation project, which included coordination and improvements with the City of La
.,Quinta on Highway 111 and Jefferson Street. Keith's experience and paving construction expertise will add
value to sequencing the project for optimal quality control and pavement life.
Joe Axtell will be the proposed inspector on the project. Joe has experience as an Inspector for the County of
Riverside and recent experience as the inspector for the Highway 111 improvement project at the Detention
Center in Indio, Indio Civic Center, Indio Jackson Street Improvements, and the Indio Pavement Rehabilitation

Dilesh Sheth, PE, is a respected expert in traffic and transportation engineering in the desert region. Dilesh

Padilla and Associates will be part of team to monitor labor compliance and monitoring certified payroll, Davis -Bacon

Overall Project Issues
WEBB Staff visited the site to better understand the critical items of construction. We have identified the following overall
Project issues and challenges:
1. Safety and Public Convenience:
Safety is always the number one priority for a construction project. This Project includes various potential safety hazards
such as heavy equipment, working near existing infrastructure, and traffic control.
WEBB Approach:
The WEBB Team will be active in encouraging safe practices. The inspector will attend the contractor's weekly
safety meetings, discussing safety at each project meeting.
Traffic Control Plans and implementation will be critical. High speeds and high traffic volume are key safety issues
for the contractor and the public.
• Alejandro Salazar, Construction Manager, is certified by the American Traffic Safety Services Association as
Traffic Control Supervisor and Technician in addition to the years of experience working with Traffic Control,
this will ensure that the Contractor is implementing the approve TCP

• Project location is close to schools and business areas so construction noise and safety concerns must
be managed by ensuring protective barriers are set up and the contractor limits high noise activities during

2. Communication and Reports:
The project team will be large, and all parties need to know the status of critical points of the project. Meetings, phone
calls, emails, text messages, and field conversations can become cumbersome and ineffective if not appropriately
handled. Current plans, specifications, material submittals, RFI responses, and all other project documentation must be
readily available to the entire project team.
WEBB Approach:
WEBB will use Procore Construction Management Software to process, log, and track all project documentation.
WEBB will provide project licenses to the City and the contractor for use during the project. The City will have
access to view the status of all documents throughout the duration of the project.
WEBB's construction manager will organize and oversee the Pre -construction Meeting and Progress Meetings.
Progress meetings will be a forum to discuss progress, identify issues, solve problems, schedule inspections,
and make assignments. WEBB will distribute meeting minutes to the team with action items, assignments, due
dates, and clear direction.
WEBB's inspector will create and provide Daily Inspection Reports and extra -work documentation. The WEBB
inspector will create and provide photo documentation with each Daily Inspection Report. Our Inspectors will
provide all necessary photos to ensure proper recording of all phases of the construction process.
Our inspectors will review the Contractor's as -built plans monthly before approving payment applications.
Maintaining accurate as-builts throughout the Project eliminates last-minute as-builts, which often lack information.
Our inspectors will provide a detailed review and comment on the Contractor's plan notes to achieve a final set
of drawings that accurately depict the final as -built conditions.
An optional service we recommend is including Burke -Rix Communications as part of our team to lead the public
outreach with services such as a project website, social media updates, and provide a 24/7 hotline to funnel all
questions, complaints, and concerns to the Project website.
3. Construction Scheduling:
In today's environment, schedules can be impacted by multiple factors such as manpower, material procurement,
supply chain, permits and general construction delays. Material submittals and long lead items need to be addressed
immediately to avoid costly delays during construction.

• WEBB will review the contractor's preliminary schedule
to minimize the resequencing of critical activities.
WEBB will require the contractor to submit a Baseline
Schedule and monthly updates, including submittal
review time, material procurement, and delivery.
• Once a baseline is approved, the contractor will provide

Constant project supervision will be required to ensure the City that all project requirements are met during construction.
We aim to ensure the City receives the quality project they are paying for. Compaction is the most critical factor in
ensuring a successful paving job. Achieving the proper compaction is essential for long-term durability, which directly
impacts the lifespan and performance of the asphalt. Effective management of asphalt placement, compaction, and
temperature control is key to achieving the desired results and ensuring that the pavement lasts for its intended lifespan.
WEBB Approach:
WEBB will summarize the contractor's requirements and expectations and coordinate the required QA/QC
monitoring and testing during the project meetings.
WEBB inspectors are experienced in performing construction inspections for civil projects during grading and
paving operations.
• WEBB inspection staff has extensive experience on street resurfacing projects. WEBB understands the importance
of proper material placement and proper compaction during grading and paving. WEBB will coordinate with the
City's materials testing firm to schedule testing.
• This project will include extensive areas of structural pavement restoration of the utility trenches. The scope of
work includes grinding of existing pavement, grading, compaction, Portland cement paving, and asphalt concrete
paving. WEBB staff are experts in inspecting trench restoration and constructing structural sections of roadway
pavement.
WEBB staff has extensive experience in working with ADA requirements and inspecting access improvements
such as ramps and sidewalks to ensure conformance.
5. Environmental Compliance:
Strict adherence to the environmental requirements is critical. Backup documentation and reports must be provided to
confirm the right level of care was taken on each mitigation measure.
WEBB Approach:
WEBB will review the Contractor's SWPPP/WPCP and PM-10 Plan and monitor adherence in the field. WEBB will
collect the Contractor's reports and save them for the City's file.
6. Federal Requirements for Federal -Aid Construction Compliance:
The project is partially funded with Federal Surface Transportation funds. As such, the Contractor and Sub -Contractors
shall comply with the Davis -Bacon Fair Labor Standards Act (23 USC 113), its implementation regulations (29 CFR Parts
1, 3, and 5), and any amendments thereof.
WEBB Approach:
• WEBB will coordinate with the City's Labor Compliance officer to request documentation from the Contractor as
needed. WEBB will partner with Padilla and Associates for Labor Compliance monitoring.
• WEBB will understand the requirements for funding and request the documentation from the contractor including

• All businesses will always have access to at least one
driveway. During the pulverize, grading and paving
some of the driveways will have intermittent closures
with the help of flaggers.
• Continuous access to businesses, schools, and
residences can be accomplished by phasing out
the work and coordinating with the City. Temporary
access points, pathways, and signs can improve the

Avenue 52 from a two-lane road to a four -lane road. This project included grading,
over -excavation, asphalt paving, concrete construction, drainage installations,
drywells, traffic signal installations, landscaping and irrigation, water relocations and
upgrades, traffic control, surveying, conduit installation, pot -holing, and related work
to widen to a four -lane road. Transmission power poles were required to be relocated
during the project along with underground improvements for fiberoptic facilities. This
project was located along the frontage of the Coachella Festival and Stagecoach
concerts. WEBB coordinated with the property owners, City of Indio, City of La
Quinta, and concert schedules to provide safe access throughout the project.
Construction Manager for the $1.2M Sun Gold Community Street Improvement
Project (Phases 1, 2, and 3), City of Indio - This project included removing and
reconstructing, or crack filling and slurry sealing existing asphalt cement pavement
section. Also included was the removal and reconstruction of concrete curbs,
gutters, cross gutters, and spandrels. Existing utilities had to be protected in place,
adjusted, repaired, or replaced to match the newly finished grade. Roadway signing
and striping was installed. A temporary traffic control plan was implemented.
110 Cherry Valley Interchange Improvement Project, 110 Logistics Owner, LLC
- Reed was the Resident Engineer providing engineering support and as -needed
engineering support services. The project consisted of the off -ramp improvements,
traffic control, grading, retaining wall, traffic signal, streetlight, and signing and
striping improvements.
Perris Logistics Center North Off -site Improvements at Redlands/Ellis, IDI
Logistics - As the Project Manager for the Perris Logistics Center North Off -site
Improvements at Redlands/Ellis for IDI Logistics, Reed oversaw a range of essential

Perris Logistics Center North 1215/Bonnie Interchange, IDI Logistics - In his role as Project Manager for the
Perris Logistics Center North 1215/Bonnie Interchange, also with IDI Logistics, Reed continues to lead the project's
improvements. This encompasses a variety of critical tasks, including the development and implementation of an Off -
Site Street Improvement Plan for Bonnie Drive and the 1-215 Ramps, as well as the creation of Signing, Striping, and
Traffic Signal Modification Plans for these areas. Additionally, Reed is responsible for crafting Temporary Traffic Control
Plans to manage the flow of vehicles during the project's execution. Through his expertise, Reed ensures that each

Highway 74 Sewer Extension, Elsinore Valley Municipal Water District - Reed is the Project Manager for the Highway
74 Sewer Extension Project. The project involves the installation of approximately 12,500-LF of 16-inch diameter sewer
along Highway 74 from Wasson Canyon Road east to the District's service area boundary at Ethanac Road including a
micro -tunneling operation on Wassan Canyon Road.
Wastewater Treatment Plant MBR Replacement, City of Beaumont - Reed is the Construction Manager for the City's
Wastewater Treatment Plant which was recently upgraded and expanded to a capacity of 6-MGD. As part of the Upgrade
Project, several facilities were removed and replaced with more advanced systems that required significantly less space
and has resulted in more exposed dirt areas. There are also graded slopes that need to be protected from erosion and
runoff going into the stormwater system. The City would also like to improve the functionality, safety, and aesthetics of
the Plant entrance by reconfiguring the gate on -site as well as upgrading the landscaping to include an entry monument.
The final component of this project is to construct a permanent receiving station for vactor truck discharges. The Plant
currently receives vactor discharge at a temporary facility.
WRF1 Replacement of Centrifuge, Aeration Basin, and Digester Lid, City of Corona - Reed is the Project Manager
for this project which consists of installing a new centrifuge and belt conveyor at the City's WRF#1 site. The project
includes site demolition and removal of existing structural, mechanical, and electrical components to accommodate the
new centrifuge and conveyor facilities. A new drain line will be installed from the centrifuges to the oxidation ditch scum
return lines.
Construction Manager for the $25M Wastewater Treatment Plant, City of Imperial - WEBB performed Construction
Management, Inspection, and Engineering Support Services for the City's $25 million WWTP Upgrade Project. This
project includes construction of a new MBR treatment system including MBR Basins, waste -activated sludge pumps,
blowers, air compressors, permeate storage tank, and non -potable water pumps. A pre-engineered metal building was
installed for the MBRS system which included a monorail bridge crane, office spaces, and lab room. A dewatering
system with screw conveyors was also installed inside a pre-engineered metal building. Electrical improvements include
a new transformer, main breaker, automatic transfer switch, and Emergency Power Generator. Site improvements include
yard piping, paving, and rock installation. The project also includes modifications to existing facilities, shut -downs, and
tie-ins to the active wastewater treatment plan.
Project Manager for the $3.6M Golden Tank Replacement, Golden State Water Company - The Golden Tank Project
in Yorba Linda included demolition of the existing tank, installation of a new 1.5-MG welded steel tank, and installation
of a new pump station. The existing concrete tank was removed prior to construction of the new steel tank. The booster
station includes two 30 Hp vertical turbine pumps designed to pump 500-GPM, and one 60 Hp vertical turbine pump
designed to pump 1,000-GPM with associated piping, valves, and appurtenances. The project also includes revisions
to the on -site storm drain system, tie-ins to the existing water system, coordination with GSWC operations, removal of
existing asbestos pipe, and coordination with the nearby park facilities.

Sun Gold Community Street Improvements, City of Indio - Road improvement
project in the Sun Gold community, which is bordered by Indio Boulevard to the
north, Miles Avenue to the south, Monroe Street to the west and Oasis Street to the
east. Scope of work included 276,842-SF of complete AC removal and 7,733 ton of
asphalt placement for the Sun Gold Community in Indio. There was also removal and
replacement of concrete structures including flatwork and curb and gutter. Crack fill
and slurry seal before striping.
Role/Responsibility: Produce purchase orders, subcontracts and contract change
orders. Monitor and review cost reports and pay quantities. Approve Subcontract
and Material Contract Pay Requisition. Prepare, update, and review the construction

Moreno Valley March Field Metrolink Station Track & Platform Extension,
Riverside County Transportation Commissions - As Project Manager, Alejandro
oversaw the addition of a second train platform and extended the existing platform
to accommodate six -car trains. He managed the upgrade of 2.5 miles of track
and coordinated the removal and disposal of 3,000 cubic yards of petroleum -
impacted soils and the excavation of 16,000 cubic yards of dirt. Alejandro ensured
the installation of cast -in -place concrete foundations, platforms, retaining walls,
and structural steel canopies, along with extensive electrical and communication
infrastructure improvements. Alejandro Salazar was the Project Manager, overseeing

3rd and 5th Street Corridor Improvement Project, City of Highland - The project goal was to significantly enhance the
infrastructure and safety of 3rd Street/5th Street and intersecting roads in the City of Highland. It upgraded the pavement
condition to a high standard based on the Pavement Condition Index. It improved traffic flow by reconstructing and
widening roads, realigning intersections, adding a new intersection and raised median, and modifying traffic signals.
Additionally, the project constructed 1.1 miles of new sidewalks and ramps to improve pedestrian safety and convenience,
along with bike lanes to support multi -modal transportation. Other infrastructure improvements included upgrading storm
drains, curbs, gutters, streetlights, pavement markings, signage, and routine utility adjustments. These enhancements
benefited vehicles, pedestrians, and cyclists, making the area safer and more efficient for all users. Alejandro Salazar
served as the Project Manager, overseeing the coordination and execution of these improvements.
Phase II - Offsite Improvements for the John J. Benoit Detention Center, Riverside County Maintenance Facility
- Phase II of the offsite improvements for the John J. Benoit Detention Center, managed by Alejandro Salazar, involved
significant roadway upgrades along Highway 111 and Oasis Street. The project spanned 2,040 linear feet on Highway
111 and 1,440 linear feet on Oasis Street. It included the installation of a new curb and gutter, sidewalks, cross -gutters,
driveways, curb ramps, and the complete reconstruction of asphalt pavement over Class II aggregate base (8 inches
of asphalt concrete over 8 inches of Class II aggregate base). The scope of work included extensive traffic control
measures, utility relocations, pavement removal, asphalt concrete replacement, and restoration of all affected areas
to their pre -construction conditions. Street improvements also featured the installation of new streetlights. Landscape
improvements focused on creating approximately 18,000 square feet of landscaped medians, complete with irrigation
systems, hardscaping, and planting trees and shrubs. Traffic signal modifications at Highway 111 and Oasis Street
intersection included new signs, pavement markers, and updated striping
Ave 52 and Calhoun Reconstruction Project, County of Riverside Transportation - The 52nd Avenue Resurfacing
Project aimed to resurface approximately 2 miles of existing asphalt concrete pavement between Monroe Street and Van
Buren Street, spanning both Vista Santa Rosa and the City of Coachella. The project involved two main treatments: first,
the pulverization of the existing asphalt concrete (AC) and repaving with two different mixes of Hot Mix Asphalt (HMA)
on the County side and at the intersection of 52nd Avenue and Van Buren Street; second, the milling of some regions
of the existing asphalt followed by an overlay of HMA. The primary scope of work included pulverization, grading, and
compaction to prepare the surface for further paving and ensure better bonding with the new HMA layer. The Calhoun
Street Reconstruction Project, which covered approximately 1.2 miles between 54th Avenue and 52nd Avenue, focused
on pulverizing, grading, and compacting the existing asphalt concrete before overlaying the roadway with HMA. Additional
components for both projects included reconstructing concrete driveways, installing safety edges and shoulder backing,
minor paved shoulder widening, utility adjustments, comprehensive roadway striping, pavement markers, reflectors, and
sign installations. These efforts aimed to enhance the road infrastructure and improve safety in the designated areas of
Vista Santa Rosa and the City of Coachella. Alejandro Salazar played a key role in overseeing the successful completion
of these projects, ensuring that all phases were carried out efficiently and met safety and quality standards.
Lincoln Street Improvements, Mecca, County of Riverside - The project, led by Project Manager Alejandro Salazar,
was in the eastern Coachella Valley area of Riverside County, specifically in the Community of Mecca. The project aimed
to improve road safety and enhance pedestrian infrastructure. This involved resurfacing approximately 2 miles of Lincoln
Street's existing asphalt concrete pavement, stretching from 5th Street to 62nd Avenue in Mecca, Riverside County.
The work included constructing new sidewalk segments along the east side of Lincoln Street between 5th Street and
7th Street, totaling about 850 feet. Tasks completed during the project included excavating and pulverizing existing
pavement, overlaying with Hot Mix Asphalt (HMA) and Rubberized Hot Mix Asphalt (RHMA), and placing aggregate base
and geogrid. Additionally, grading of shoulders, installation of Safety Edge, adjustment of utilities, and construction of
concrete curb, gutter, ramps, driveways, and cross -gutters were carried out. The project also involved replacing fences
and gates, relocating signs, and installing traffic markings.

Joe Axtell is a Construction Inspector WEBB's Construction Management and
Inspection Department. Joe has 40+ years of industry experience, including having
worked as a contractor, an agency representative, and a private consultant. His
experience includes 34 years specifically in construction inspection. He has provided
inspection for a wide variety of projects, from roadways and bridges to culverts,
storm drains, traffic signal, striping and signage, sidewalks, greenways, and water/
sewer mains. Joe has considerable experience in all phases of roadway construction
and has a thorough understanding of road construction materials and methods,
including concrete pours, excavation, soil composition, and reinforced steel pipes.
He also brings an in-depth understanding of soils analysis, having previously worked
in a Caltrans-certified materials testing lab for the County of Riverside. With his
experience as a contractor, consultant, and agency representative, Joe brings a
well-rounded understanding and knowledge of construction practices and
techniques, and the ability to effectively identify and discuss potential issues with
the contractor before they cause delays or incur extra costs.
21/22 Pavement Management and Slurry Seal, City of Indio - Joe provided
construction inspection for this project consisting of repaving 19 separate street
segments inside 10 neighborhoods and three parking lots. Work included grinding
and removing existing asphalt and replacing the removed asphalt to prior grade, slurry
seal, final utility adjustments, replacing existing striping, removal and replacement of
over 50 ADA access ramps, NPDES and AWMD compliance, traffic control, and
resident/business notifications.
John J. Benoit Detention Center Phase II Off -site Storm Drain, Street,
Landscape, and Traffic Signal Improvements, County of Riverside Facilities
Management - Joe provided construction inspection for this project located in the
City of Indio. The project consisted of off -site improvements for the John J. Benoit
Detention Center, including roadway, new sidewalk, access ramps and associated
concrete improvements, landscape and irrigation, signing & striping, and traffic signal
modification improvements. Coordination with the following agencies was required:
City of Indio Public Works, Valley Sanitary District, and Indio Water Authority.
Town of Yucca Valley - Joe has performed inspection services for the Town of Yucca
Valley including permit enforcement, CIP for dog park reconstruction, constructability
reviews, asphalt maintenance assessment, public relations, aerial photography,
inspection of work taking place within the Town right-of-way including driveway
approaches and sidewalks, ADA ramps, and Notice of Occupancy inspections.
RCTC Downtown Riverside Metrolink Layover Facility, Riverside - Served as
Assistant Resident Engineer on this $3 million project. Located along the Burlington
Northern Santa Fe (BNSF) Railway San Bernardino Subdivision corridor, the project
increases the storage capacity of the facility from one layover track to three tracks
and upgrades its train servicing capabilities. Improvements to the facility include
drainage, sewer upgrades to accommodate dumping stations, potable and cleaning
water stations, an oil/water separator, electrical/lighting, compressed air system,
and paving improvements. Joe is responsible for railway and electrical inspection,
as well as safety logs and pay estimates.

City of Carlsbad On -call Construction Management Services, Northwest Quadrant Storm Drain Improvement
Program —State Street Drainage Improvements Project - Joe served as Lead Inspector and single point of contact on
this project, which included installing PVC storm drain pipeline with catch basins, removing and replacing sidewalk and curb
and gutter, and coldmilling/overlaying the roadway. Located on State Street from Grand Avenue to Carlsbad Village Drive
in the heart of the Carlsbad Village Business District, the project required extensive public outreach and coordination. Joe,
personally met with each business owner to discuss the project, provide answers to their questions, and identify potential
concerns. He maintained an open line of communication with the businesses throughout the project to verify their needs
were being addressed and provide assistance when needed. Work for the project took place during the beginning of the
COVID 19 pandemic and the project team was able to take advantage of mandated stay-at-home orders for non -essential
work and the subsequent reduction of traffic and pedestrians in the area to modify the work schedule and ultimately complete
the project one month ahead of schedule. Joe also worked closely with the contractor to verify social distancing measures
were being followed and business access was being maintained. Additionally, his responsibilities included daily inspections
and reporting, quantity calculations and preparation of the monthly estimate, public outreach with the local businesses,
preparing the punchlist, and project closeout.
City of Carlsbad On -call Construction Management Services, 2018 Pavement Overlay Rebid - Joe served as the Lead
Inspector on this citywide pavement overlay project for the City of Carlsbad. In this role, he was the single point of contact
and was responsible for providing preconstruction reviews of the areas to be paved, meeting with residents and business
owners to discuss the project details and schedule, coordinating with City Staff for review of the project submittals, and
chairing the preconstruction meeting. Joe's inspection duties included monitoring traffic control, cold milling, asphalt paving,
and striping, and he was responsible for writing daily reports, providing field measurements, maintaining the project files,
preparing monthly estimates, and chairing weekly meetings.
Engineering Resources of Southern California, Various Projects As Senior Engineering Inspector - Joe inspected and
monitored construction of a variety of capital improvement projects and roadway design/construction projects including but
not limited to roadways, bridges, culverts, storm drains, traffic signals and signage, sidewalks, greenways, water mains and
sewer mains. Joe worked directly with project contractors to ensure all conditions of the NCDOT and City specifications,
special provisions, contract documents and construction plans were met. Additionally, he coordinated the testing of materials
used in all aspects of construction (concrete, asphalt, soils, etc.); prepared, updated and/or maintained project files, tracking
documents, daily reports and other standard and special documentation; performed measurements; collected required field
paperwork; and tabulated pay items quantities for authorization of payment to the contractor. Joe also provided advanced
specialized and technical activities in support of an assigned engineering function; served as a liaison for the contractor and
project engineer; and communicated with coworkers, supervisors, the public and others to sufficiently exchange or convey

County of Riverside Public Works, Various Projects - While with the County of Riverside, Joe served as a Lead inspector for
housing tracts throughout Riverside County, including over 200 tracts. His responsibilities included quality control materials
field testing; reviewing and interpreting drawings and specifications; maintaining project records, daily diaries, material
notebooks, as -built plans and pay quantities; preparing inspection reports; providing field measurements and reports for
payment quantities and changes in the work; and coordinating with County staff, various agencies, and the general public.
Joe practiced general jobsite safety methods and completed yearly safety certifications. His experience with the County also
included five years working in the County's Caltrans-certified materials lab performing field and lab testing and conducting
compaction on earthwork and base subgrades. Additionally, he worked for two years with the County's striping crew.

Traffic Control and Flagging Training and Traffic Signal Improvements, County of Riverside Facilities Management
Program - Keith provided construction management for this project located in the City of
NPDES Storm Water Training Indio. The project consisted of offsite improvements for the John J. Benoit Detention
NRMCA Pervious Concrete
Nuclear Gauge Operator Center, including Hwy 111 and Oasis roadway, new sidewalk, access ramps and
associated concrete improvements, landscape and irrigation, signing and striping,
and traffic signal modification improvements. Coordination with the following
agencies was required: City of Indio Public Works, Valley Sanitary District, and Indio
Water Authority.
21/22 Pavement Management and Slurry Seal, City of Indio - Keith provided
construction management for this project consisting of repaving 19 separate street
segments inside 10 neighborhoods and three parking lots. Work included grinding
and removing existing asphalt and replacing the removed asphalt to prior grade,
final utility adjustments, replacing existing striping, removal and replacement of
over 50 ADA access ramps, NPDES and AWMD compliance, traffic control, and
resident/business notifications. WEBB also worked under a joint agreement with the
County of Riverside to complete the County of Riverside portion of Dillon Road.
Perris Logistics Center North Off -site Improvements at Redlands/Ellis,
IDI Logistics - Keith was the Construction Manager for this project which consisted
of ensuring compliance with the contract documents, ensuring proper documentation
was prepared for an auditable trail of events, and ensuring facilities were accepted
by Caltrans and the City of Perris.
Roadway Reconstruction and Subdivision Projects, County of Riverside - Keith
was the Construction Inspector for this series of roadway improvements projects
within the County. Duties included overall inspection responsibilities, coordination
with the other city departments for landscape and traffic signal maintenance
inspections, project documentation, coordination of materials testing and
geotechnical consultants, and respond to citizen comments and complaints related

sewer infrastructure in the City of Lake Elsinore. WEBB is providing construction management and observation service

• Installation of 3,734-LF of new 8-inch PVC (2,224-LF of SDR- 35 and 1,470-LF of C-900 DR-18) sewer main and a
point repair of 40-LF of SDR-35 8-inch sewer, and 19 new sewer manholes - House lateral reconnections are also
required within the street right-of-way and Alleys
• Street improvement work coordinated with the City of Lake Elsinore inspector
• We have included the option to have WEBB provide inspection for the City
• Sewer bypasses will be required during mainline installation including tie-ins to the existing homes and manhole

Highway 74 Sewer Extension, Elsinore Valley Municipal Water District - Keith is the Construction Manager for
the Highway 74 Sewer Extension Project. The project involves the installation of approximately 12,500-LF of 16-inch
diameter sewer along Highway 74 from Wasson Canyon Road east to the District's service area boundary at Ethanac
Road including a micro -tunneling operation on Wassan Canyon Road.
Washington Avenue Lift Station, Elsinore Valley Municipal Water District - Keith provided construction
management for this lift station decommissioning project. This project consisted of cleaning, flushing, and
decommissioning of existing lift station pipelines, wet well, and force main as well as installation of 18-inch PVC-C905
DR 18 gravity sewer, manhole rehabilitation, site restoration and AC pavement overlay, and traffic control.
Granite Hill Pipeline Phase I and 11, Jurupa Community Services District - Keith provided construction management
for this waterline project. The project consisted of furnishing, installing, testing, and making operational approximately
11,655-LF of42-inch diameterCMUCMC waterline. This included all connections to existing waterlines, all appurtenances,
and all associated paving, trenching, and surface restoration; import materials; excavation, rock removal and disposal,
backfilling, compaction, dewatering, paving, traffic control. The CMUCMC waterline was pre -manufactured, therefore
extensive potholing was required. The project was constructed in two phases with liquidated damages for each phase.
Coordination was required with local schools, businesses, and residents for street and water shutdowns.
