The project will also construct more than six miles of new or upgraded Class 2 and 3 bikeways that directly connect the project to eleven disadvantaged schools. The project scope includes branded elements like colored concrete, special markings Festival grounds, and innovative safety features including bicycle signals with fully protected bicycle movements, raised and/or recessed bike/pedestrian crossings, and signal. The Coachella Valley Association of Governments (CVAG) coordinates the AML project with the cities of La Quinta, Indio, and Coachella, plus the Coachella Valley Water District, County of Riverside, and other key stakeholders. CVAG also coordinates with stakeholders on multiple projects in development within or adjacent to the AML project limits. CVAG is responsible for designing and constructing the AML project with coordination, local cost-sharing, and approvals from the various collaborating agencies. Highway improvements consist of pulverizing the existing roadway section control planning will be critical to minimize impacts to the public, maintain bus transportation and business access, and keep the area safe for motorists. Improvements also include ADA pedestrian ramps to improve pedestrian safety at major intersections and new signing and striping throughout the project all within 90 working days. The completed project will greatly improve Highway 111 for the entire community including vehicles and pedestrians. STAFFING The Anser team is prepared to support all required roles and has experience with similar size paving projects. We understand that the contractor will have crews working in multiple locations at once which requires an experienced full-time inspector to track all the work and stay current with detailed daily reports. The construction manager will support the lead inspector with any issues that come up on site along with keeping up with submittals, RFIs, progress payments, schedule, and document control. The project manager will support the construction manager early in the project establishing procedures for a safe and high-quality project, and then both the PIC and PM will be available to support the inspector and CM as issues arise. Our team has training and as possible by supporting each as needed and cross-managing ideas, lessons learned, and best practices during the work to save overall construction management costs. We are proud to 1.1 PRINCIPAL-IN-CHARGE Tyson has worked on many roadway projects over the last decade in the Coachella Valley and although he will not be dedicated to this project full time, he will be available to provide support and guidance to the project team as issues arise. He has performed all roles on projects and mentors the rest of the staff to perform to the highest standards. 1.2 PROJECT MANAGER As Project Manager, Brandon will be responsible for the Anser project team. Brandon has experience working on many transportation projects which he will use to ensure that the team keeps up with all the construction management requirements. He will lead weekly progress meetings to review the project status and give updates on; safety, schedule, City and other stakeholders coordination, public relations, stormwater management, material testing, technical issues, change orders, and labor compliance. 1.3 CONSTRUCTION MANAGER As Construction Manager, Rajan will manage the day-to-day and has been working in the Coachella Valley for the past three years. Rajan is skilled in coordination and communication and excels in activities and staff, negotiating possible changes to the contract, and monitoring overall compliance with project documents, he has resolved construction issues and achieved successful project management. He has also worked on multiple types of payment (QSD). 1.4 LEAD FIELD INSPECTOR Jeremy has over 20 years of experience in construction management and inspection for public works projects. Over the past six years, and his duties included documenting and reporting work in daily reports, handling document/quality control, and providing on-site general safety coordination and SWPPP compliance. He is also experienced surveying and verifying layouts for civil improvements including ADA pedestrian ramps. Checking elevations before concrete is placed can save rework and extra costs when placing curbs, gutters, and ADA ramps. He will also be able to coordinate with the City lab for as-needed material testing. Construction Management & Inspection Services (Project No. 2022-25)6 Anser Advisory 1.5 PUBLIC OUTREACH Our subconsultant for public outreach and communications services is Burke Rix Communications (BRC) based in Palm Springs, CA. BRC has extensive experience in providing a wide array of community outreach services on large infrastructure projects. Their team maintains relationships with community leaders and stakeholders throughout the region and particularly in the Eastern Coachella Valley. BRC has a positive track record in working closely with CVAG on CV Link and has demonstrated to the public that the agency can deliver quality transportation projects with a community driven approach that is transparent and timely. Our team with BRC is able to hit the ground running in providing timely and Rehabilitation project. CONSTRUCTION MANAGEMENT PRE-CONSTRUCTION Before the project begins the Anser team will be prepared. We project location which will save on startup time and budget. We will system and create templates for all required forms such as weekly reports, monthly progress payments, and change orders. During this phase we will also familiarize ourselves with the project plans, the designers and any effected stakeholders to resolve. A project schedule will also be developed to compare to the contractor’s baseline schedule before work begins. Once our planning is complete, we will also prepare for the pre- construction conference. We will determine a time with the City of La Quinta for the meeting and invite all parties involved with the project including City, design team, contractor, and applicable stakeholders. An agenda for the meeting will be developed which highlights all required work both before construction and during. Important discussion topics include; safety, baseline schedule, insurance, labor compliance, change orders, payments, and closeout. During the pre-construction meeting a Notice to Proceed (NTP) date will be set and the contractor will prepare for construction. CONSTRUCTION Once construction begins Rajan will oversee coordinating and scheduling with the contractor, inspector, and City of La Quinta. He will ensure all work is inspected as it is being completed and that Document Control Accurate project records are important to any project and necessary to maintain and receive project funding. Without adequate, concise, and searchable documentation, potential project research will be nearly impossible. The Anser team will provide project documentation that complies with Caltrans Construction Management Standards. Our documentation begins with a site photo/video survey. We will capture the existing conditions, emphasizing features and facilities that must be removed and reinstalled (see complementary services section for OpenSpace recommendation). Documentation of project communication is critical to avoiding any misunderstandings conversations, e-mail messages, formal letters, and meeting notes comprise the body of understanding that develops throughout the important issues, Brandon will institute weekly contractor progress meetings. All stakeholders will be invited to attend. Minutes of issues, discussions, statements, and commitments will be recorded and distributed after every meeting. Scheduling It is critical to start the project with an accurate critical path schedule that allows for planning all future operations and includes all contractual requirements. We can work with the contractor to develop a schedule that follows the contractual requirements, provides reasonable durations, and allows for adjustment as changes arise. We will review the proposed baseline schedule with the contractor to understand the approach to the sequencing of work and minimize resubmissions of the baseline schedule. Opportunities to reduce the overall schedule and reduce the risk of schedule delays will be discussed. Once the baseline schedule is approved, monthly updates will be submitted by the contractor and reviewed for work completed during the period. Monitoring these updates will provide insight into the progress and help determine if the project needs to be accelerated to remain on track. The contractor will also prepare a 3-week schedule every week that is reviewed during the weekly progress meeting. Maintaining an accurate schedule is also critical when unforeseen conditions can lead to delays, and a time impact analysis (TIA) is required. The contractor will prepare this TIA from the most recently approved schedule update and will be reviewed by the Anser team. We always want to be fair with a contractor when a delay occurs, but we also must look out for the City’s interests. We have experience negotiating with contractors during the delay to reach a resolution to avoid disputes and claims later in the project. This is always the best practice for avoiding large extra costs during project closeout. Monthly Reporting Brandon will monitor the project contingency monthly and report its status in each Monthly Report. This report will give a comprehensive project risks. Additionally, it will detail major milestone activities achieved for the past month, as well as planned activities for the following month. We will analyze bid items and CCOs to estimate the total contingency used. It is important to communicate the project’s budget with the City monthly so that the team can work diligently to encumber the necessary funds if additional funds are required. Work 4. SCOPE OF SERVICES Construction Management & Inspection Services (Project No. 2022-25)7 Anser Advisory items completed and on-going project concerns will also be tracked on the monthly report. Labor Compliance Labor compliance is one of the most common items audited on construction projects. Our Labor Compliance efforts include checking or California prevailing wage and overtime requirements, verifying that all applicable forms are submitted in a timely manner, and verifying that payments are being made to appropriate Trust Funds will be reported and pursued, and withholding payment may be utilized to achieve compliance. Anser has extensive experience providing Labor Compliance, DBE, and EEO administration. Submittals and RFIs Rajan will also be the main point of contact for all submittal reviews and RFIs. When the contractor turns in submittals, he will always complete an initial review and then determine if they should be routed to either the designer or City for additional comments. He will the work. RFIs will follow a similar process of an initial review by the Anser team and then reaching out for support as needed from the City and Design Engineer. Progress Meetings Weekly progress meetings will be led by Brandon with the entire project team included. All current project issues will be discussed in the agenda and detailed meeting minutes will be maintained until items are resolved. Progress meetings will also be the opportunity to notify stakeholders of upcoming work zones and potential impacts. Each meeting will begin with a safety topic and then the 3-week look ahead schedule will be reviewed. All stakeholders will have a chance to voice their concerns and have them reviewed. Change Order Management We understand that this work lends itself to small to mid-size contractors with small margins. Our role is to fairly manage the work and aid the contractor, when possible, to provide a win-win model to the project. We do this by setting expectations early, verifying that the contractor is properly set up for upcoming operations, having pre-construction meetings, and quickly resolving issues by offering solutions. We understand when a contractor reduces issues, their strives to accomplish with each project. If a change does arise, our team is well-versed in the change order Quinta of the reason for the change and justify the cost impacts to the project. Rajan will perform an Independent Cost Estimate (ICE) prior to receiving the contractor’s estimate. This ICE will be the basis of the change order’s Record of Negotiation (RON). Rajan and the contractor will review the scope and agree to a lump sum cost for the to a lump sum cost with the contractor, then a Force Account CCO will be issued. With the CCO in process, our team will gain concurrence from the City prior to sending it to the contractor. CLOSEOUT for the handoff to the City. This will include the as built plans that have been updated whenever a change was encountered during close the contract. INSPECTION Safety working with contractors to ensure all OSHA safety rules are followed. Proper personal protective equipment will be required at all times. Jeremy will work closely with the contractor during all operations to ensure the crew is working safety and following OSHA requirements for construction. Public safety is paramount for all Anser-managed projects. The project is on a busy La Quinta highway which has contractor’s priority is clear, unobstructed, and safe access for public be stringently monitored daily to comply with CA MUTCD standards. If an issue is presented, Anser will work with the contractor to rectify the situation immediately. We will not authorize unplanned work that could cause a safety risk to the public. If an incident were to occur, we would immediately ensure the area’s safety and notify City staff. We will document and investigate the incident and develop a root cause to prevent repeated incidents. PRE-CONSTRUCTION Before the project begins Jeremy will study the plans and with the contractor. We will also review all required permits and pre-construction documentation. See the below complementary services section for information on Anser’s recommended software, Open Space, used for pre, during, and post construction records. Jeremy will also work with the City and contractor to get before construction begins. He will also review utilities on site to plan for upcoming work around them to avoid incidents. 4. SCOPE OF SERVICES Construction Management & Inspection Services (Project No. 2022-25)8 Anser Advisory CONSTRUCTION Construction Reporting: Field Diary, Documentation Maintenance, and Progress Reporting Inspector daily reports are critical to any project to document everything that happens on site each day. Jeremy’s reports will contain a description of the work completed, crew and equipment information, weather, bid item quantities, notes from any correspondence on site, and photographs. These organized daily reports will create a project record of everything completed on site. They will also be summarized each week, and a weekly report will be sent out to all stakeholders. This weekly report will be used to track progress on the project, provide pictures, and monitor open items that need to be resolved. Special Inspections and Testing Recommendations Jeremy will coordinate and schedule with the City for all material testing required by the City Quality Assurance Program (QAP). Material testing for this project will mainly include subgrade compaction testing, asphalt testing, and concrete testing. ADA Compliance Inspections In order to address American Disabilities Act (ADA) requirements on projects, the project must be designed and constructed to enable equal access to all individuals, facilitate the health and safety of infrastructure users, and address all regulatory or legal requirements related to ADA standards. Some of the key elements that our construction managers review and verify throughout the full design and construction process include: Accessibility Requirements: new construction and alterations must comply with ADA Accessibility Guidelines (ADAAG). This includes providing accessible routes, entrances, and facilities for people with disabilities. Signage: Signage throughout any project should be simple and clear to assist individuals with visual impairments. Our team not appropriate heights and locations. Compliance Documentation: Throughout the construction process, our team maintains documentation demonstrating compliance. Storm Water Pollution Prevention Plan (SWPPP) Construction activities are ever-changing for various reasons throughout a project, thus the reasons for keeping the SWPPP a working document. Knowing the appropriate BMPs for various construction activities is key to properly implementing a SWPPP, especially on a project with many working locations. Our team is extremely experienced in stormwater. Brandon and Rajan are both who will perform on-site inspections. Brandon will pay attention to the staging portions of the SWPPP and look out for required BMPs to protect MS4 inlets and any downstream streams nearby that are threatened by sediment. Due to the amount of roadway and sidewalk removal, trucks will be accessing a lot of dirt set up with construction entrances/exits and uses sweepers when necessary. They will also need to clean trucks be before leaving to ensure the haul route remains clear of debris. The contractor must also include dust control measures in their plan to meet compliance. Every location will require a new concrete sidewalk, curb, and gutter, so our inspectors will ensure the contractor has washouts set up to rinse out the trucks. Improper washout of trucks will not be tolerated, and if found to happen, Rajan will shut down the contractor’s operation until the contractor submits their operational changes. Payment Monitoring Each month at the close of the pay period, the inspector will prepare the Quantity (Q) Sheets clearly and accurately to calculate the work completed in the past month. The quantity sheets will show will be signed off by the contractor. Upon completion, Rajan will check the Q-Sheets for accuracy and input the quantities. Prior to Q-sheet and sign off approving the payment. With multiple locations and various site conditions on this project, it is possible that some items may experience quantity overruns. The Anser team will closely monitor each work item and look for trends early in the operation will immediately bring it up to the City and begin forming mitigation ideas to save project costs. Digital Photographic Documentation Photo documentation is very important for recording progress on site. Photo documentation will be done pre-construction, regularly during construction, and post-construction to establish a progress history. We utilize OpenSpace to take photographs on an as-needed as-built conditions. The photographs are stitched together and use GPS coordinates to create a complete site record each time a walk is performed. We have used these records many times to avoid claims of damage to private property around the jobsite.
