As an Area Construction Manager with Caltrans, I had the privilege of working with Nahro Saoud in his roles as a Resident Engineer and Structures Representative, Manny Yogarajah as a Resident Engineer, and Lorraine Rodriguez as Assistant Resident Engineers on several transportation projects. Now working together as a small firm, we can offer the City of La Quinta the flexibility to augment staff as needed to deliver this roadway rehabilitation project. B&R offers the City the flexibility to mobilize construction field staff on short notice and our ability to handle complex assignments. Our current fee schedule provides all-inclusive rates that are the same for straight time and overtime, even on projects requiring payment of prevailing wages for field staff. The project limits included the full length of 6th Place from Wildwood Canyon Road to Avenue G. This project was similar to other recent projects in the City of Yucaipa that provide a safe crossing for vehicular and pedestrian traffic by replacing the existing low water crossings at washes with all weather crossings. The 6th Place Low Water Crossing Project, in addition to the 8’ x 14’ triple box culverts, included channel improvements in Wildwood Creek, street improvements at the bridge and roadway approaches, a maintenance access ramp to the channel, curb and gutters, sidewalks, access improvements to the adjacent private properties and the construction of an underground storm drain system. B&R staff have provided services to the City of Yucaipa under this agreement in support of several projects. The Fremont Low Water Crossing (LWC) was one of these projects. The Fremont LWC consisted primarily of the construction of triple 10’ x 14’ reinforced concrete box culverts under a reconstructed Fremont Street to provide an all weather crosing. In addition, the project provided for the widening of Fremont Street to include curb and gutter, sidewalks, fencing, surface drainage facilities, and multi-use trails. Channel improvements were also constructed to protect the facility. The purpose of this box culvert installation was to enhance groundwater recharge and provide flood protection and public safety by allowing vehicular and pedestrian access at all times, specifically during significant storm events. Historically, Fremont Street would be closed to traffic due to storm waters in Wilson Creek. The Yucaipa Boulevard Phase I and II Improvements Project primarily widens Yucaipa Boulevard from 4 to 6 lanes. The limits of Phase I are from the Hampton/ Avenue E intersection to east of 18th Street and the limits of Phase II are from west of 16th Street to 15th Street. In addition to widening the Boulevard, the project included surface drainage, catch basins and storm drain systems, curb and gutter, sidewalks, ADA compliant curb ramps, retaining walls, a raised center median, new traffic signals, under-grounding of utility lines and removal of overhead utilities, utility poles and other utility work such as utility vaults, and conduits. The project includes coordinating with utility companies to complete about 18th Street sewer, water, television, telephone and TV/communication cable underground/relocation work. These first two phases of improvements on Yucaipa Boulevard improve traffic circulation to and from the I-10 freeway, they enhance pedestrian safety, and improve local drainage. The project constructed a new overhead structure, from Calle Limon to approximately 600’ east of Industrial Way/Tyler Street, spanning over UPRR mainline tracks and Grapefruit Boulevard (a.k.a. Highway 111). Improvements included a new connector road from Avenue 52 to Grapefruit Boulevard at Sunset Drive, widening Grapefruit Boulevard, extending Sunset Drive, and repaving a portion of Grapefruit Boulevard for approximately 2.75-miles as a detour road. The new Avenue 52 overhead is a new three-span, 349’ long structure that can accommodate an ultimate six- lane corridor concept. Mr. Saoud’s team completed this project under budget with $1.8 million remaining in contingencies. Additional project features included:  Construct Retention Basin with two drywells  New signalized intersections for safer, more efficient vehicular, bicycle, and pedestrian movements  Improved streets that are wider and include additional, safer pedestrian and bicycle facilities  Improved drainage for more-effective stormwater and pollution control  Enhanced visual impacts including aesthetic wall treatments, bridge pilasters, and ornamental lighting  Installed sewer for Coachella Valley Water District  Installed conduits for Imperial Irrigation District power line relocations Services included: Unique to this project was the construction of an earth retention basin to collect run off from the west and approaching the intersection of Sunset Drive and Avenue 52 and control its discharge. The facility will prevent run off from flooding the intersection at Sunset and Grapefruit Boulevard (HWY 111). This $21.7 million project was designed to create a maintenance station for the Caltrans landscape crew and to provide significant street improvements to Cherry Avenue in Fontana. In addition to establishing a fully functional maintenance yard, the project scope included extensive infrastructure upgrades, such as asphalt concrete (AC) pavement, utility relocations, curb and gutter installations, storm drainage systems, sidewalks, curb ramps, driveways, and roadway widening. B&R’s project team delivered comprehensive inspection and office engineering services to Caltrans, ensuring quality and compliance across all phases. The firm principles have over 35 years of experience in the industry. Most of that experience was gained working on a myriad of Caltrans highway roadway and structures projects. JTEA is a California Corporation that specializes in providing construction management and related services to the Cities, Counties, State, and other transportation agencies on transportation improvement projects. Recently, JTEA was selected as a sub-consultant to Project Quality Management Inc., to provide quality assurance services for the design-build project on Interstate 10 from the LA County Line to I-15 in San Bernardino County. This project has an estimated construction cost of over $900 million. B&R Experience Performing Work of Similar Nature B&R staff have previously worked together on projects that range from small highway improvements to multi- million dollar, complex transportation infrastructure projects. For example, Fred and Manny both worked to deliver the I-215 Bi-County HOV Gap Closure Project through the cities of Riverside, Colton, Grand Terrace, and San Bernardino. This was a Caltrans project with a $170 million price tag being delivered in cooperation with SBCTA and RCTC. Fred’s role on the project was that of Construction Manager and Manny was the assigned Senior Resident Engineer. Another example is the I-10 Roadway and Bridge Widening Project through the City of Ontario. On this project Fred and Nahro worked as Construction Manager and Structure Representative respectively. This was a freeway widening project that added high occupancy vehicle (HOV) lanes to a 5.0 mile segment of I-10, from approximately the Haven Avenue overcrossing to the Grove Avenue undercrossing. It included five bridges and over 15,000 linear feet of retaining walls and soundwalls. Another example where Fred and Nahro work together on a successful project was the $75 million I-15 pavement rehabilitation and widening project from 6th St in Ontario to the 15/60 interchange. This was one of the first projects to use “super slab” technology in District 8. The management team was able to construct this major project within budget and with $3.5 million remaining in contingencies. B&R Experience Working with Government Agencies B&R staff have experience working and partnering with multiple federal, state, city, and county agencies or private companies. Our experience is derived from delivering projects for various agencies over the years in compliance with the contracts, applicable permits, agreements, laws, or regulations. Some of these agencies include: 7 Construction Management and Inspection Services for Highway 111 Rehabilitation Project No. 2022-25 November 18, 2024 PROJECT UNDERSTANDING The City of La Quinta (City) seeks proposals from qualified construction management firms to provide Construction Management and Inspection Services for Highway 111 Rehabilitation Project, City Project No. 2022-25. This rehabilitation project includes the pulverization, milling, and asphalt concrete overlay, signing and striping of Highway 111 from the westerly La Quinta City Limits to Jefferson Street. The project also includes signing and striping within these project limits. In addition, the project scope includes removal and construction of curb ramps, curb returns, crossgutters, bus pads, and the adjustment of various utility appurtenances. This project will require construction administration that may include preparation of contract change orders, preparation of letters, maintenance of project files, monitoring of Contractor’s schedule, NPDES and SWPPP monitoring, fugitive dust monitoring, environmental compliance, labor compliance effort, and ensuring project files satisfy Caltrans Oversight requirements. The projects will also require coordination and inspection utilizing the City standards, City construction plans and specifications, Caltrans standard plans and specifications, and Local Assistance Procedures Manual. The following is a summary of B&R Consulting Engineers Inc.’s qualifications and experience as it relates to the services requested: B&R staff have extensive experience in the construction management and inspection of transportation projects. B&R staff have experience of performing resident engineering, construction inspection, contract administration, office engineering and related construction support services. This experience was gained delivering traditional Caltrans capital projects on the State Highway system or partnering with agencies like RCTC and SBCTA to deliver projects under the terms of a Cooperative Agreement between Caltrans and the local agency. These Cooperative Agreement projects were either Advertised, Awarded, and Administered (AAA) by Caltrans or the local agency. Valencia, Saoud, and Yogarajah have experience performing the contract administration on Cooperative Agreement projects where Caltrans performed the AAA and RCTC or SBCTA, as the lead agency, had selected Caltrans to deliver projects. Messrs. Valencia, Saoud, and Yogarajah also have experience performing oversight on Cooperative Agreement projects where RCTC or SANBAG performed the AAA and selected a consultant to perform contract administration. In addition to partnering with RCTC and SBCTA, coordination with local cities where the projects were located was required. These Cooperative agreement projects provided B&R staff with valuable experience in managing projects with multiple funding sources. Some of the projects had various Federal, State, and local funds requiring diligent contract administration and timely project closeout in accordance with the Caltrans Local Assistance Procedures Manual to ensure reimbursement of costs through the various funding sources. Familiarity with the Caltrans Local Assistance Procedures Manual (LAPM) is key to the successful management of construction projects. This important manual is updated regularly by Caltrans’ Local Assistance Program. B&R staff have extensive experience with this manual. In addition, there are several other key guides provided by the Caltrans Division of Construction to assist local agencies in the delivery of their federally funded projects or projects within the State’s Right of Way. They are the “Oversight Resident Engineer Guidelines” and the “Local Agency Structure Representative Guidelines”. B&R Approach to Construction Management & Project Delivery B&R understands, has experience, and can provide the scope of services as described in the RFP for Construction Management and Inspection Services for Highway 111 Rehabilitation Project No. 2022-25. The B&R team’s Caltrans and Consultant experience have given B&R staff the opportunity to perform these types of services on various types of street, highway, building, or landscape projects. Some of the facilities B&R staff are experienced with are retention basins, storm drains, traffic signals, ADA compliant facilities, sidewalks, curb and gutter, paving, utilities, retaining walls, sound walls, drainage structures, rock slope protection and bridge improvements. On these projects, B&R staff are experienced in providing all aspects of full construction management services, including, but not limited to, inspection of the contractor’s work to ensure compliance with the contract requirements as stated in the project plans, project specifications and corresponding State, County or City standards and ordinances; processing monthly progress payments; managing change orders, responding to RFIs, and managing the submittal process; reviewed contractor’s payroll records to ensure labor compliance requirements are met; provided documentation of 8 Construction Management and Inspection Services for Highway 111 Rehabilitation Project No. 2022-25 November 18, 2024 pre-construction conditions and during construction as the project progresses; coordinated and facilitated work performed by utility companies; ensured compliance with project permits and environmental compliance; coordinated and performed project survey, materials testing and public outreach. B&R staff have experience providing both full construction management services and staff augmentation services that focus only on the needs the client desires. Depending on the size and complexity of projects, our flexibility allows our firm to staff projects either full-time or part-time. Project Controls Methodology B&R will maintain a comprehensive financial management system that will provide resource expenditures and personnel utilization as required to control budgets and monitor the projects. Monthly statements will be used to prepare progress reports and report expenditures. Our progress report will include a listing of the work completed during the month, expected work for the next month, a review of key project issues and the recommended approach for managing them. In addition, the progress report will track the resources “burn rate” to ensure that the B&R Team is operating within our planned budget and schedule. Fred and Nahro, as the primary service providers, together with the assigned staff will ensure continuous and rigorous monitoring of our performance. In addition to electronic files, hard copy project files will be maintained to satisfy the City’s and/or Caltrans’ standards as described in the Caltrans Construction Manual and to comply with the Caltrans Local Assistance Procedures Manual. Hard copies of all documents will be filed in binders or file boxes in standard filing categories. SCOPE OF WORK The following narrative describes services that B&R can provide when they are needed at the City’s discretion. B&R is equipped to handle all the services listed in the RFP. B&R is confident we can provide these services and ensure successful construction contracts and that the projects are completed in compliance with contract requirements and applicable government regulations. B&R staff will act as an extension of the City of La Quinta by establishing a sound working relationship with the City and understanding specific resource needs and how best to fill them. Our basic objectives are: 9 Construction Management and Inspection Services for Highway 111 Rehabilitation Project No. 2022-25 November 18, 2024  Deliver a product that satisfies the City’s needs  Improve project delivery performance with relation to quality, scope, schedule and cost  Complete the task right the first time  Anticipate and respond to issues before they become problems by focusing on critical areas  Communicate continuously and effectively with stakeholders  Address and resolve disputes as soon as possible  Manage change and risk In broad terms, the selected firm will provide support services to assist the City of La Quinta primarily in the construction management, administration, and inspection of this project. The following is a brief discussion of typical activities that may be required. Pre-construction Phase:  Constructability review of plans, specifications, and the engineer’s estimate.  Check for quantity discrepancies, potential conflicts/consistency between plans, specifications, and engineer’s estimate.  Review project estimate and provide recommendations to ensure appropriate cost estimate.  Manage the bidders’ questions, review bid documents and prepare bid tabulations.  Review successful bid for completeness and responsiveness and prepare bid analysis. Construction Phase: Contract administration, coordination, and inspection will be provided during this phase. The following task will be performed during the construction phase: Project Administration  The City’s standards and policies/procedures and other agency standards called out in the contract will be used in the administration of the projects. Depending on funding sources, the administration may require the following policies/procedures found in the Caltrans Local Assistance Procedures Manual and/or the Caltrans Construction Manual. In addition, the Local Assistance Procedures Manual requires that every local agency receiving funds for a Federal-aid transportation project must adopt a Quality Assurance Plan (QAP) that is updated at least every five years.  To maintain effective communications among all stakeholders, regular project coordination meetings will be conducted to discuss the schedule, change orders, new issues, submittal status, RFI's, safety, etc. The meetings are normally held weekly and may include attendees like designers, utility companies and local water companies.  Properly prepared progress payments and supporting documentation ensures a permanent record of work completed and accepted. B&R will track all the quantities of completed work and quantity sheets will be prepared on a monthly basis. Also, work performed on a time and materials basis will be closely monitored and documented. This will ensure the contractor is paid only for completed and acceptable work and will document that project funds are being managed appropriately.  B&R will provide a Construction Manager to coordinate consultant operations with the City. The Project Construction Manager shall be the responsible single point of contact assigned to direct and coordinate construction inspection activities.  B&R will establish and maintain complete and accurate records including correspondence, RFI’s, submittals, progress payments, material testing reports, list of project personnel, schedules, materials data, daily diaries, etc. To ensure records are accurate and complete, B&R will, for example, review, answer, and document Contractor Requests for Information (RFI's) and include design’s response when necessary. Review and advise the City on Contractor’s CCO requests, recommend needed CCO's, prepare draft CCOs for City’s approval, and track CCO expenditures. Issue a Weekly Statement of Working Days, showing days remaining, rainy days, CCO days to provide a record of contract working days management and reduce disputes over working days.  To achieve the full benefit of complete and accurate records, they must be well organized in an appropriate filing system. The categories included in the filing system will depend on the type of project and/or its funding source and follow guidance found in City policies, the City’s Quality Assurance Plan (QAP), the Caltrans Local 10 Construction Management and Inspection Services for Highway 111 Rehabilitation Project No. 2022-25 November 18, 2024 Assistance Procedures Manual and/or Caltrans Construction Manual. A well-organized filing system will meet the needs of the City and will ensure documents can be retrieved easily in support of dispute resolution, audits, or oversight agency reviews.  Review the Contractor's baseline and monthly update schedules and notify all parties of deviations from the schedule that may lead to project delay or potential claims.  B&R will prepare Daily Reports using Caltrans format in the Caltrans Local Assistance Procedures Manual and ensure work progress is well documented. In addition to a narrative describing the Contractor’s operation and location where the work was performed, any pertinent discussions regarding the work will be included as well as a description of subcontractor’s work. The Daily Reports will include a record of labor and equipment hours as well as identification of the item of work.  B&R will develop, prepare and submit monthly Activity Summary Report for the Project. The activity report will include a narrative of the current construction activity, work completed to date, and the status of project budget and schedule (elapsed time vs. percent complete). In addition, copies of the last Weekly Statement of Working Days, current CCO Log, and RFI Log will be provided.  B&R will ensure compliance with environmental laws and regulations. B&R will do this by monitoring the project and ensuring all activities follow applicable environmental regulations and contract requirements, such as SWPPP and Fugitive Dust requirements. B&R will also ensure environmental mitigation required by the project’s environmental findings (Environmental Commitment Record) are performed, for example encountering buried cultural resources.  B&R will inspect and ensure that all work performed on projects follows the contract documents and meets established and applicable City provisions, Provisions for Public Works Construction (“Green Book”) and/or the Caltrans Quality Assurance Program Manual. To satisfy the City’s requirements and ensure materials comply with the contract, B&R will coordinate and schedule materials testing as necessary.  To ensure compliance with the applicable labor laws and contract requirements, such as prevailing wage requirements, B&R will review Contractors’ certified payroll records and assist the City with labor compliance.  B&R will ensure compliance with the requirements of the 2014 Whitewater Region Water Quality Management Plan (WQMP) and enforce the City of La Quinta’s Municipal Code, Chapter 6.16, “Fugitive Dust Control” Ordinance. Project Closeout and Post Construction Phase: The start of this phase of the project is critical. It is imperative that some of the project closeout activities be performed timely to allow the contractor to complete remedial work prior to the last working day. Project punch list items may require the contractor to perform some work. The following tasks will be performed during the project closeout and post construction phase:  Prepare punch lists and perform final safety review  Prepare ADA Certification Form and get Approval from Caltrans if needed  Issue Proposed Final Estimate, review contractor’s Exceptions to Proposed Final Estimate  Review all liens, stop notices, claims  Process Final Estimate  Assist the City in obtaining final release of project permits  Transmit all project documents to the City  Prepare Special folder with all signed CCOs, oversight concurrence and approval documents  Provide construction claims management, resolve outstanding claims QUALITY CONTROL AND ASSURANCE The B&R Team will implement the Quality Management Plan (QMP) outlined below to ensure our work product is accurate, well written, complete, and based on sound reasoning and engineering judgment. The B&R Team will ensure the QMP is implemented on all projects to identify work product issues and deficiencies and to make the necessary corrections and changes to achieve continuous quality improvement. The QMP shall be applied to all documents including letters, project schedules, diaries, meeting minutes, reports, etc. 11 Construction Management and Inspection Services for Highway 111 Rehabilitation Project No. 2022-25 November 18, 2024 Continuous Improvement Process: The method used to ensure quality of deliverables is a basic continuous improvement model as shown in the graphic. The success of this approach depends greatly on the quality standards and expectations being clear and understood by all staff. The next step is to continuously monitor, and audit deliverables being generated. At this point the auditor/reviewer may need to provide guidance, technical support, or advice on deliverables with critical due dates. In addition, it is critical that feedback is obtained from the recipient, or an evaluation is made on how well the document serves its intended purpose. The next step is to identify any errors or deficiencies in the work product. Then, in addition to identifying errors or deficiencies, it is important that the data is carefully studied and used as an opportunity to apply lessons learned and improve the work product. At this point the original expectations and standards may need modification to ensure the continuous improvement part of the process is applied. Any modified instructions, expectations, standards, or guidance again needs to be clear and understood by all staff. 12 Develop and Communicate expectations and standards. Monitor and audit work product. Identify errors or deficiencies. Make corrections or improve work product. Identify and make changes to expectations and standards. This includes risk management and mitigation, cost estimation and Budgeting, and drone photography/videography. Risk Management and Mitigation B&R’s team brings over 30 years of dedicated experience in the construction industry and has worked on a multitude of projects that include pavement rehabilitation and roadway improvement. B&R has identified risks and provided mitigation for local agencies such as the City of Yucaipa, as well as for Caltrans. He has 31 years of Caltrans experience and 23 of those years were in the Caltrans Construction Division delivering transportation projects. Prior to being assigned to the Construction Division, he worked in a design squad where he promoted to a supervisory position leading his own design squad as a Project Engineer. Mr. Valencia also served for 5 years as the District Hydraulics Engineer. Bi-County Project SR 215, Caltrans District 8 | Riverside and San Bernardino Counties | 2014 | $152 M Construction Manager: The Bi-County Project was located within both Riverside & San Bernardino Counties from the 60/91/215 interchange in the City of Riverside to Orange Show Road in the City of San Bernardino. It was a cooperative effort between Caltrans, SBCTA, and RCTC with Caltrans Advertising, Awarding, and Administering (AAA) the contract. The project included adding eight miles of HOV lanes in each direction closing an existing gap in HOV lanes, replacing two railroad overcrossings, the widening of three undercrossings, the demolition of one overcrossing, and the construction of retaining walls and soil nail walls. The Bi-County project had a construction value of approximately $152 million. Major responsibilities as the Construction Manager included: • Overall coordination SBCTA staff regarding project progress, utility issues, major change orders, traffic management issues. • Addressing specific major hurdles on this project included addressing impacts to the project caused by utility relocation work that did not occur prior to construction (right of way workarounds) and had to be performed during construction. • Planning and executing a traffic management plan to address extended full freeway closures on a major transportation corridor through the District to perform structure work. Efforts included implementation of a 55 MPH speed limit reduction. • Addressing environmental concerns with nesting birds along the corridor and bats roosting in the bridges across the Santa Ana River. • The discussion, coordination, and implementation of a Value Engineering Change Proposal (VECP) resulting in considerable cost savings by combining stages in the construction of the railroad shoofly bridges with the permanent railroad structures. The VECP mitigated both issues with material shortage for the construction of the shoofly and utility relocation delays. I-15 Pavement Rehabilitation Project, Caltrans District 8 | San Bernardino County | 2014 | $86 M Construction Manager: The Route 15 Pavement Rehabilitation Project was located in San Bernardino County within the cities of Rancho Cucamonga, Fontana and Rialto from the 7th Street Undercrossing to the Sierra Avenue Undercrossing. General roadwork consisted of pavement rehabilitation, slab replacement, replacement of bridge railings, and the replacement of approach slabs. Bridge work consisted of the rehabilitation of bridge decks, approach slabs and concrete barriers. RFP – CM – Highway 111 Rehabilitation Project – 2022-25 Major responsibilities as the Construction Manager included: • Review and approval of the baseline schedule and monthly updates to the schedule. • Management of Notice of Potential Claims (NOPCs) and Dispute Review Board Status and issue meetings. • Active participation in Partnering Meetings, negotiation, issuance, and implementation of CCOs. • Closely involved with the Construction Engineer and Resident Engineer in identifying, evaluating, and resolving material quality issues and ensuring contract compliance. Colorado River Bridge Replacement Project, Caltrans District 8 | San Bernardino County | 2014 | $26 M Construction Manager: The Colorado River Bridge Replacement Project was located on State Route 62 in near the town of Parker, Arizona. The purpose of the project was to replace the existing two-lane bridge with a structure capable of accommodating four lanes and standard shoulders. The Colorado River Bridge Replacement Project had a construction value of approximately $26 million.
