Rehabilitation Project, specializing in Construction Management and Inspection to deliver projects on time, within

Our approach to the Highway 111 Rehabilitation Project emphasizes planning, quality control, and efficient management

We are well-versed in removing deteriorated asphalt and base layers, preparing a stable foundation for new pavement,
and constructing smooth, long-lasting asphalt surfaces with top-quality materials such as HMA desert mix design and
advanced techniques. FALCON’s team also specializes in reconstructing pedestrian ramps and sidewalks that align with
ADA standards, creating accessible and safe pathways. In addition, we bring expertise in road striping on newly paved
surfaces, offering clear markings that support safe traffic movement.
Through integrated construction management and inspection practices, FALCON aligns project objectives among all
stakeholders, minimizing risks and managing costs effectively. We handle all project elements, from traffic control and
utility adjustments to coordination with the City, contractors, and the community, keeping disruptions minimal and
timelines on track.
We are prepared to pulverize over 1,089,500 square feet of pavement, grind and overlay more than 16,500 square feet
of pavement, construct 20 ADA-compliant curb ramps with return, replace over 1,000 square feet of sidewalk, and
reconstruct approximately 5,000 square feet of cross-gutter. Our additional services include signing and striping, utility
adjustments, precise replacement of traffic pull boxes, and other essential construction activities vital to the success of
the Highway 111 Rehabilitation Project.

LOCAL BUSINESS PREFERENCE: Our main office is in Temecula, CA. However, as per the RFP, we will set up an office at
the City of La Quinta City Hall for the duration of the construction project, as needed. We will provide our own printer,
phone, and computer and will also have access to the City Guest Wi-Fi. FALCON has extensive experience in construction
management, project management, and inspection services, which enables us to effectively manage complex projects in
La Quinta. We are committed to building a strong working relationship with the City of La Quinta and look forward to
delivering vital infrastructure improvements.
SUBCONSULTANT Arellano Associates (AA), a woman- and minority-owned DBE and SBE firm founded in 1994, will
provide public relations and outreach services for this project. Based in Chino Hills, AA specializes in communications
and community engagement for public programs in transportation and infrastructure across Southern California.
FALCON’s dedicated team is committed to delivering long-lasting infrastructure improvements that improve public
safety, optimize traffic flow, and provide benefits to the community. Confident in our ability to meet and exceed the
City’s expectations, we look forward to a successful partnership. FALCON confirms that all information and pricing
presented in this proposal will remain valid for 90 days, with our commitment binding for 180 days upon acceptance by

LIMONITE GAP BRIDGE PROJECT, EASTVALE, CA, CITY OF EASTVALE
ROLE: Construction Management and Inspection Services, Project Management, Staff Augmentation and General Support Services
FALCON provides construction management services to assist the City
of Eastvale, overseeing inspection and quality control. Our team
reviewed the plans and specifications, assessed existing site conditions,
and evaluated proposed improvements for constructability and
compatibility. We supported the City during the pre-bid and award
process and coordinated with utility owners for both existing and
future facilities through the bridge. Additionally, we evaluated
potential impacts on the traveling public, local businesses, and other
stakeholders.
PROJECT DESCRIPTION: This project will construct a 320-foot long and
88-foot-wide bridge over Cucamonga Creek Channel. The bridge will consist of a three-span bridge with four lanes
separated by a raised median. The project extends bicycle and pedestrian facilities with the construction of 12-foot Class
1 paths on both sides of the roadway. The bridge will incorporate aesthetic features that make the space inviting, such as
decorative lighting, plaza spaces that serve as scenic viewpoints, slope plantings, and shade trees. Landscaping and
hardscaping will be consistent with the City’s Limonite Avenue Landscape Conceptual Plan.
CURRENT STATUS: FALCON provides valuable construction management for the Limonite Avenue project, minimizing
delays and avoiding costly errors through quality control, adherence to plans, and smooth coordination with contractors
and utility companies. We assist with pre-bid and award processes, manage utility coordination, and address impacts on businesses and the public to reduce
disruptions. Our leadership ensures timely and efficient project delivery, enhancing regional connectivity, reducing travel times, and improving infrastructure.
The project extends Limonite Avenue from Archibald to Kimball, adding Class I bike paths, pedestrian sidewalks, and a new bridge to facilitate better traffic

RIVERSIDE COUNTY TRANSPORTATION DEPARTMENT
ROLE: Construction Management and Inspection Services FALCON is responsible for a range of project management tasks. This includes overseeing contract administration, conducting thorough reviews of submittals and shop drawings, and monitoring and inspecting SWPPP (Stormwater Pollution Prevention Plan) compliance. We also manage environmental monitoring and conduct source and special inspections as needed. Additionally, we oversee the implementation of traffic handling plans throughout the staged construction process. Our responsibilities include various aspects of project management such as conceptual estimating, hard estimating, and conducting constructability reviews. We also perform design reviews, facilitate value engineering efforts, and manage scheduling and construction sequencing to ensure efficient project execution. PROJECT DESCRIPTION: This federally funded project involves replacing the Hamner Avenue Bridge and widening the roadway from Detroit Street to Citrus Street. The new bridge will feature a pedestrian sidewalk, horse trails, and ramps connecting to the Santa Ana River Trail. It will have a consistent width of 101 feet, a depth of 7 feet 6 inches, and will be built in two stages to maintain traffic flow. The project includes installing utilities within the bridge and constructing six retaining walls of various types. A key challenge is designing steel pipe falsework to withstand the 100-year flood of the Santa Ana River. CURRENT STATUS: FALCON plays a crucial role in the construction management of the Hamner Avenue Bridge project, a vital component in public safety and transportation. This project aims to improve regional mobility by expanding Hamner Avenue from two lanes to six, effectively alleviating congestion. Through quality control and adherence to project specifications, we minimize delays and prevent costly mistakes. We also facilitate the pre-bid and award processes, oversee utility coordination, and proactively address impacts on local businesses and the community to minimize disruptions. INTERSTATE 15/FRENCH VALLEY PARKWAY IMPROVEMENTS PHASE II,

FALCON oversees the Construction Management contract,
delivering a comprehensive range of services that include
project management, resident engineering, structures
representation, construction inspection, office engineering,
public outreach, scheduling, labor compliance, and material
testing. The focus is on optimizing traffic flow in the
northbound (NB) direction.
PROJECT DESCRIPTION: This project aims to optimize traffic
flow by separating the northbound traffic from the
Winchester NB on-ramps and I-15, which will eliminate
weaving movements and improve connectivity to I-215 and I-15 through a new connector. This involves constructing a
two-lane NB collector/distributor system along I-15, stretching from the Winchester Road interchange to north of the I-
15/I-215 junction, thereby improving traffic movement between Murrieta and Temecula. The scope covers 2 miles of
roadway, including 36,000 cubic yards of Jointed Plain Concrete Pavement (JPCP), concrete barriers, upgraded drainage,
Midwest guard rails, biofiltration swales, electrical upgrades, and hardscaping. In addition to construction management
and inspection, FALCON provides project management and staff augmentation, as well as essential support services,
including document control, scheduling, permitting, traffic management, and public communication. These efforts ensure the smooth execution of the project
while complying with city and regulatory standards.
CURRENT STATUS: FALCON's construction management and inspection services deliver key progress, optimizing traffic flow and improving safety on a
congested corridor in Temecula. The project's primary improvements include a 2.5-mile auxiliary lane on northbound I-15 and a flyover bridge, effectively
addressing persistent bottlenecks and reducing vehicle weaving between I-15 and I-215. FALCON's proximity to the site allows for swift adjustments and
effective collaboration with Caltrans, enabling the project to proceed efficiently while meeting city standards for quality and timely response.

FALCON provided full Construction Management
contract, providing project management, resident
engineering, structures representative, construction
inspection, office engineering, public outreach,
scheduling, labor compliance and material testing
services. Our team reviewed the plans and
specifications, conducted comprehensive assessments
of existing conditions on-site, and evaluated proposed
enhancements for compatibility and constructability.
We also assessed potential impacts on the traveling
public, local businesses, residents, and all other
stakeholders.
PROJECT DESCRIPTION: The project involved freeway improvement, roadway widening, and rehabilitation, as well as
ramps improvement and realignment. It encompassed various tasks such as new bridge construction, installation of
retaining walls, and demolition of the AM/PM Gas Station, including the removal of underground storage tanks. Utility
relocations for power lines (Edison), sewer lines (EMWD), and water lines (RCWD) were part of the project. Other activities included modifying traffic signals at
ramp intersections, upgrading the lighting system, and installing overhead signs. All work was conducted within the State of California's (Caltrans) right-of-way.
Tasks also included earthwork, grading, asphalt concrete (AC) paving, roadway excavation, drainage pipe installation, construction of minor concrete
structures, and curb and gutter work. Additionally, there were provisions for traffic control, signage, striping, and the installation of traffic and ramp meter
signals. The project also involved landscaping, irrigation, and erosion control measures.
FINAL OUTCOME: Due to the vicinity of Temecula Downtown, Hospitals, Casino, other business, and
residential areas, the project team developed a project website in which the public notification of every
aspect of the project was notified. Every Friday a public notification was delivered informing closures of
Interstate 15 and city streets. This notification included a closures map and detours to use. The upgrades
significantly alleviate congestion and improved the overall efficiency of the interchange.

RIVERSIDE COUNTY TRANSPORTATION DEPARTMENT
ROLE: Construction Management and Inspection Services
This is FALCON’s third contract with the Riverside County
Transportation Department, further solidifying our trusted
partnership. By leveraging our longstanding relationship, we
mitigate risks through familiarity with County regulations and
processes.
FALCON delivers on-call construction management and inspection
services for various roadway and structure projects, including
bridges and associated facilities. Our team performs construction
oversight, constructability reviews, and specialty inspections
according to Greenbook, Caltrans Standards and Manuals, Local
Assistance Procedures Manual (LAPM), and project-specific quality management plans.
Responsibilities also include budget management, scheduling, compliance with state and federal regulations, and
quality control. Additionally, we manage contract administration, office engineering, document control, permitting,
public communications, and traffic management. Project personnel maintain detailed inspection diaries, documenting
daily activities, conversations, and challenges, along with maintaining a comprehensive photo log for each project.
SR-79 Widening: FALCON provided construction inspection services for the SR-79 Widening project,
aimed at relieving congestion, improving safety, and ensuring consistency with other improvements
along the corridor. The project widened a 5.4-mile segment of SR-79 from two to four lanes between
Thompson and Domenigoni Parkway, modified local access, and improved various intersections.
Construction was conducted in two stages, each lasting approximately 12 months.
Clinton Keith Extension: FALCON provided general construction management support services for
the Clinton Keith Extension project. These services included constructability review, value
engineering, plan review, document control, cost estimates, and biddability analysis. The project
involved approximately 2 miles of new roadway from Whitewater Road to Leon Road, construction
of a new bridge over Warm Water Creek, a wildlife overcrossing bridge, and a retaining wall system
east of Warm Spring Creek. Additional improvements included a new traffic signal installation at
intersections, modification of existing traffic signals, drainage improvements, curb and gutter,
driveways, sidewalks, bus pads, curb ramps, concrete barriers, roadside signs, fencing, and thermoplastic markings and striping.

Overcrossing Bridge, raising the roadway profile, reconstructing & realigning, adding a WB Aux lane, and upgrading/adding
stormwater drainage and off-site channels. The scope of work also includes replacing signals at the intersection of EB on/off ramps
and Moreno Beach Drive, adding ramp meters, striping and traffic signing, concrete structures, street improvements, sidewalk
improvements, utility relocations with Moreno Valley Utilities (MVU), Frontier, SCE, EMWD. The project includes adding bike lanes
and related work on Moreno Beach Drive, new features such as City Standard streetlights and decorative bridge lights on Moreno

Road, as well as paving, trenching, grading, reinforcing concrete and concrete structures, underground utilities, storm drain, and

totaling over 60 limited weekends, completed 85% of the work four months ahead of schedule, under budget, and without potential
claims. During COVID-19 traffic slowdowns, he led the construction team, successfully combining multiple complex construction

reports detailing expenditures and consultant charges.
Serving as a Senior Construction Engineer, Mr. Mohamed supervised, assigned, delegated, and trained Junior Resident Engineers and
Oversight Engineers, overseeing complex engineering work, and administering construction contracts. Among the eight successful
projects managed during this period, the Route 15 Express Lanes (ELP) project in Riverside County stood out. Sponsored by RCTC,
this project aimed to enhance mobility along the I-15 corridor from Cajalco Road to SR-60, adding one to two tolled express lanes in
each direction over fifteen miles. Totaling approximately $265 million, the ELP project utilized dynamic-based pricing and multiple
access points throughout the corridor. Other oversight projects included a $26 million new interchange at SR-60 and Potrero Road
sponsored by Beaumont City, three rehabilitation projects, and three emergency projects addressing pavement, traffic strip

Mr. Mohamed managed the $1.2 Billion SR-91 Express/Toll Lanes & Corridor Improvement Project, the largest Design/Build
endeavor in Southern California. This project included constructing 12 miles of toll lanes along SR-91 & Route 15, extending existing
OCTA SR-91 tolled express lanes eastward from Orange County to I-15, and making various operational improvements. A total of 32
bridges were built or renovated, along with reconstructing city streets, installing sound walls, and enhancing aesthetics. He provided

the City of Temecula. This project involved freeway improvement, road widening, concrete street improvement, bridge
construction, retaining walls, underground utility relocations, modification of traffic signals, street markings and traffic
sign installation, earthwork, grading, paving, concrete retaining walls, roadway excavation, drainage facilities, concrete
structures, curb and gutter, traffic control, irrigation, and landscape. The work consisted of coordinating construction
activities to confirm compliance with the project plans and specifications and preparing daily reports documented daily
operations, project documentation, conducted field and project progress meetings, reviewed and confirmed as-built
drawings, responded to submittals and requests for information (RFIs), prepared change orders, processed monthly

with a depth of 7’-6" and constructed in 2-stages to facilitate continual traffic flow on Hamner Avenue. The bridge
abutments are supported on 70-foot deep 60" diameter CIDH piles and the columns on 96" diameter CIDH piles ranging
in depth from 102 feet to 137 feet. The CIDH piles involve the drilling and installing rock sockets through the weathered
granitic rock zones ranging in depth from 8 feet to 50 feet at the pile tip. Mr. Castro's responsibilities include the

functionally obsolete 76-year-old bridge with a new, longer, and wider bridge to provide enhanced public safety and
traffic circulation in the area. Work will include reconstructing approach roadways, intersection modifications at
Alhambra Street, Detroit Street, and Citrus Street, and bridge lighting and interconnect channel improvements, and a
multi-purpose trail connecting to the existing and proposed regional trails. Hamner Avenue will be widened from 2 to 6
traffic lanes, including a bridge over the Santa Ana River. This project also includes the construction of 3 different traffic
signal intersections, storm drain, landscape, sidewalks, curb-and-gutter, ADA handicap ramps, pump station, bridge, and
retaining walls. The proposed bridge improvements will be consistent with the 2012-2035 Regional Transportation Plan
(RTP) published by the Southern California Association of Governments (SCAG).
Pedley Project Pavement Rehabilitation│ City of Jurupa Valley, CA |12/2020-04/2021 ($140K)
Electrical/Construction Inspector: This project involved resurfacing roadway pavement, using modified asphalt concrete
(AC), reconstructing curb and gutters, sidewalks, driveways, curb ramps, and constructing concrete pavement and
crosswalks. The work also encompassed streetscape improvements, including the performance of other appurtenant
work, addressing utility issues, installing metal beam guard rail, preparing safety reports, and ensuring proper Storm
Water Pollution Prevention Plan (SWPPP) monitoring. Mr. Orozco's field duties included inspecting various roadway and

Thomas Reese serves as a Deputy Project Manager and provides strategic public outreach
services for a variety of planning, construction, utilities, and general transportation-related
projects. Thomas develops and manages public outreach services and strategies that involve
strategic communications and key messaging development, construction communications
management, inter-agency relations and coordination, project marketing, event
coordination and implementation, process organization, collateral material development,
video, and graphic illustration development. Thomas is accustomed to working with a
variety of clients and agencies, including senior and executive staff, construction
management teams, field engineers and contractors, business leaders, grassroots
community leaders, and the community-at-large. Thomas is skilled at leading overall project

Deputy Project Manager: Interstate 10 (I-10) is a major east-west freeway connector route that transports goods and
people through Southern California. Due to heavy truck volumes, the existing roadway pavement periodically needs
repair to restore its structural integrity and ride quality. This project includes pavement rehabilitation, the addition of an
eastbound truck climbing lane, and safety improvements to I-10 along approximately thirteen miles of freeway. During
the beginning stages of the project, Thomas assisted in developing an extensive Public Information Plan that will be
utilized by Caltrans throughout the life of the project. With extensive construction liaison experience, Thomas now
serves as the public outreach manager and construction relations liaison between the public and the construction
management team. Thomas also leads internal staff in developing project website content, social media content, project
collateral materials, graphics, weekly construction notices, and daily public outreach activities associated with the
project. Based on the project location, Thomas developed strong relationships with festival organizers and city officials
within Coachella Valley. While utilizing years of industry knowledge and impeccable people skills, Thomas helped to
develop a substantial following for the project, unmatched by similar project located in the Coachella Valley region.
SR-71/SR-91 Improvements, Riverside County, CA │ Riverside County Transportation Commission (RCTC)│ 2022 –

Deputy Project Manager: RCTC, in partnership with Caltrans is reconstructing the 71/91 Interchange in Corona. The
71/91 interchange serves as a gateway between Riverside, Orange, and Los Angeles counties, and serves as a vital link
for motorists and freight that travel along the 71 and 91. In his current role as Public Outreach Project Manager, Thomas
leads communications and project activity between RCTC, the construction management team and the public. Thomas
led the development of the Public Outreach Plan the project currently utilizes to guide all outreach activities. Thomas is
also supervising the development of all projects collateral materials including fact sheets, weekly construction updates,
special closure notices, and all additional notification pieces. In addition, Thomas leads the development of digital
project aspects which consists of social media posts and graphics, weekly project drone footage, advertisement buys and
coordination and other digital outreach pieces. Thomas currently attends weekly construction coordination meetings,
provides public relations updates to the project staff, and interacts with major project stakeholders including Caltrans,

Deputy Project Manager: The I-10 freeway is a critical transportation corridor used by residents, businesses, and visitors.
It is also a major trucking route between Southern California and the rest of the country as goods movement is vitally
important for the local and national economies. This design-build project provides approximately 10 miles of express
lanes along the I-10 in each direction from the Los Angeles County line to the I-15. In addition to express lanes, the
project includes modernizations to freeway overcrossings and undercrossing structures, local street utilities, retaining
walls and other general roadway improvements. With unique communication needs and round-the-clock availability,
Thomas has provided construction liaison services and acts as the outreach project manager between the prime

currently operates as a seamless conduit between all involved project partners. He attends field construction meetings,
coordinates traffic management plans with the contractor, interacts with city public works staff, assists in developing
project permitting submittals, frequently visits the jobsite to further understand ongoing construction activities, and
frequently meets with construction staff to develop work schedules. Over the life of the project, Thomas has enhanced

State Route 60 Truck Lanes, Riverside, CA│ RCTC │ 05/2019 – 10/2022 ($413,327)
Deputy Project Manager: RCTC, in partnership with Caltrans, is widening traffic lanes and constructing truck lanes along
a portion of State Route 60 in the Riverside County “Badlands” area. This freeway construction project is aimed towards
improving traveler safety and decreasing traffic congestion through this specific corridor of unincorporated Riverside
County. Arellano Associates is playing a key role in this project, acting as the communications link between the project
construction team and the public. Thomas has extensive involvement on this project by assisting with the design of
collateral materials including fact sheets, weekly construction updates and social media graphics and digital ads. In his
role as outreach manager, Thoms directs internal staff in designing project display boards, maps, and collateral materials
utilized during public meetings. His work has helped establish a recognizable and innovative design for this project.
Thomas manages vendors and logistics for project events such as the 60 Truck Lanes Project Groundbreaking Ceremony
and Ribbon Cutting. Thomas drafts and edits the monthly construction drone videos, “60 in 60”, using DaVinci Resolve
video editing software and he creates the monthly “Shifting Gears” newsletters using Adobe InDesign and Illustrator. In
the closing stages of the project, Thomas helped navigate emergency closures and communications with the public.
Interstate 15 Railroad Canyon Interchange Project, Riverside County, CA │ RCTC │ 07/2021 – 07/2023 ($223,868)
Deputy Project Manager: The Riverside County Transportation Commission (RCTC) completed improvements on the
Interstate 15 Railroad Canyon Interchange in partnership with Caltrans and the City of Lake Elsinore to improve safety
and reduce congestion. Thomas served as the construction liaison for this project between RCTC and the construction
management team. In this role, Thomas transformed complex construction activity details into easy-to-understand
construction notices for public distribution. He monitored and responded to project emails and calls via the project
helpline. Thomas also maintained a master project database and stakeholder comment log which included stakeholder
claims. Additional responsibilities for his role included the creation of weekly construction updates, drafts of social
media posts, graphics, and drone compilation videos monthly. At the conclusion of the project, Thomas developed an
extensive closeout report that summarized all past pertinent project information. The report was provided directly to
RCTC staff.
OC Feeder Reach 3 Relining Project, Costa Mesa/ Newport Beach, CA │ Metropolitan Water District of Southern
California (Metropolitan) │ 07/2021 – 07/2023 ($100,000)
Deputy Project Manager: The Metropolitan Water District of Southern California (Metropolitan) owns and operates
essential potable water delivery systems throughout Southern California that are critical to the overall water
infrastructure of the region. Metropolitan is currently performing essential replacements and repairs along
approximately 3 miles of pipeline through the cities of Costa Mesa and Newport Beach. This activity requires active
construction along city streets, gated communities, and near commercial and residential properties. In his role as the
primary outreach consultant for this project, Thomas developed an extensive construction outreach notification plan to
aid Metropolitan with stakeholder engagement through the life of the project. With construction being a dynamic
process, Thomas understands the balance and sensitivities of the public related to active construction and the necessary
progress the agency and construction contractor must make. With this knowledge, Thomas leads the development of
public facing project materials, designing construction notices, developing social media content, and providing full-scale
