submit this proposal. The DCCM team is prepared to work under the direction of the City’s Public Works Staff
to support Highway 111 Rehabilitation Project by providing Construction Management, Inspection and Public
Outreach services.

proposal will demonstrate the turn-key benefits of working with a professional construction management
team with unparalleled qualifications and experience, especially when it comes to our depth of knowledge
regarding Public Works CIP projects in the Coachella Valley. DCCM intends to surpass your expectations through

Depth of Experience | For 18 years, has provided top-notch construction management and construction support
services for a variety of municipalities throughout Southern California including La Quinta, Palm Springs, Palm
Desert, Indio, Caltrans, the Counties of San Bernardino, Riverside, and Los Angeles and the cities of Rialto,
Bellflower, Huntington Park, Corona, Riverside, Murrieta, Temecula, Santa Fe Springs, South Gate, Downey,
Norwalk, La Mirada, Hemet, Ontario and Menifee. The DCCM team has extensive experience working with
these agencies to deliver federally funded and/or state/locally funded public works projects.
Benefits to the City of La Quinta | DCCM has provided construction management, inspection and public
outreach services to many municipalities across Southern California so there will be no learning curve required
for our staff. Our proposed team brings over 30 years of experience to this role. We have successfully delivered
several projects to completion for various municipalities in the Coachella Valley, including providing Construction
Management and Inspection services for the $13.5M La Quinta Complete Streets Project. This experience has
given us an understanding of the unique challenges and requirements for completing Public Works construction
projects in and surrounding La Quinta. Challenges that may include working amidst a population that fluctuates
seasonally and constructing roadway projects in the extreme heat which may impact materials like asphalt and
concrete from setting properly. Our combined expertise and familiarity with the region’s unique challenges make
us well-equipped to handle the demands of any significant project in La Quinta.
Miscellaneous | DCCM acknowledges that Addendum No. 1 released via City’s website. DCCM has no
exceptions and will adhere to the provisions described in the RFP without modification. DCCM understands
that the proposal and pricing shall remain valid for a period of no less than Ninety (90) days from the date of
submittal. DCCM attests that all information submitted with this proposal is true and correct and any individual
who will perform work for the City is free of any conflict of interest. As Southstar | DCCM’s CEO, I have the
authority to bind the company in a contractual agreement with the City of La Quinta.

The City of La Quinta invested over $13.5 million from
various funding sources to construct five new roundabouts
in the La Quinta Village where pedestrian, bicycle, golf cart,
and automobile traffic exists. The reduced travel lanes and
crosswalks added mid-block will provide pedestrians with
safer access to Civic Center Park, Old Town La Quinta, and
the Benjamin Franklin Elementary School. Improvements
were completed in three stages throughout The Village
and Cove areas. La Quinta Village is now more than just a
roadway; the project location is a vibrant and inclusive way
of life. Southstar provided Construction Management,
Inspection and Public Outreach Services throughout
the duration of this project that was awarded the
American Public Works Association’s Project of the
Year Award in 2022 due to the innovation, dedication,

Southstar | DCCM provided Construction Management, Inspection and Public Outreach services for the County of Riverside Transportation Department in cooperation with the City of Murrieta for this road extension project. The project continued the Clinton Keith Road Extension Project by constructing the final segment between Leon Road and State Route (SR) 79, including constructing a bridge over the
French Valley Creek, in the City of Murrieta and French Valley area of Riverside County. In addition,
Leon Road and Max Gilliss Road was resurfaced and traffic signal modifications were included
as part of the improvements.

DCCM provided Construction Management and Inspection services for the City of Rialto for the Riverside
Avenue South Street Reconstruction Project. Construction started in June 2022 and was completed in June
2023. The majority of work was performed at night because Riverside Ave is a heavy-truck traffic roadway. This
project was Phase 2 of the 3-phase vision for Riverside Avenue and continued to overlay and reconstruct SB
and NB of Riverside Avenue from South of Interstate 10 (I-10) Bridge to South of Kline Ranch. Project included
upgrades of existing and construction of new ADA-compliant curb ramps, and reconstruction of sidewalks,
sidewalks, driveways, curbs, and gutters. Project included upgrades of existing and construction of new ADA-

City of Rialto, DCCM designed and added two right turn lanes at Santa Ana Avenue and Resource Drive.
Underground utilities were also adjusted to new roadway surface grades.

The San Pablo Avenue Streetscape Project Phase 1 & 2 transformed San Pablo Avenue into a key artery
in a revitalized city center where walking, biking, and fun is the focus in the City of Palm Desert. Roadway
lanes are being reduced to allow room for improved bikeways along San Pablo Avenue, enhanced
pedestrian accommodations, new landscaping, beautification of existing community gardens, on-street
parking, and a roundabout intersection at San Gorgonio Way. Project Elements included Roundabout
intersection at San Gorgonio Way, Midblock Pedestrian Crossings, On-Street Bikeway, In-Street Event
Space, Decorative Hardscape, Landscape and Shade Trees, Enhanced Street Lighting, Street Furniture,

PROJECT UNDERSTANDING
Southstar | DCCM understands that the City of La Quinta is seeking
proposals from qualified firms to provide Construction Management and
Inspection Services to the City as part of the Highway 111 Rehabilitation
Project. This project has an estimated construction cost of $7M and
is anticipated to last 90 working days with construction expected
to begin in May of 2025. The proposed rehabilitation project will require
pulverizing and repaving this stretch of the six-lane highway of which The
City has jurisdiction over two miles of Highway 111.
This section runs through the City approximately from Monte Sereno
Drive to Jefferson Street and is an extremely high traffic section of
Highway 111 that features Home Depot, Costco, Ross, Best Buy and many
other highly frequented businesses and restaurants. It is understood that
it is vital that the businesses maintain access throughout the duration of
the project and that all bus stops for Sunline are maintained or temporarily
relocated.
It is understood that the selected team will oversee proposed
improvements that will:
1) Pulverize over 1,089,500 square feet of pavement.
2) Grind and overlay over 16,500 square feet of pavement.
3) Remove and construct 20 curb ramps with return.
4) Remove and construct over 1,000 square feet of sidewalk.
5) Remove and construct approximately 5,000 square feet of crossgutter.
6) Other ancillary construction activities associated with construction will include but not be limited to: a. Signing
and striping; b. Utility adjustment; c. Removal and replacement of traffic pull boxes in place and adjusted to
grade; d. Remove and relocate a PPB and Post.
To complete this project, it is understood that DCCM would be required to staff and maintain City provided office
space at City of La Quinta City Hall for the duration of the construction and must supply own printer/printing,
phone and computers for staff. Additionally, it is understood that DCCM must be able to answer general public
questions as needed regarding the street construction and make recommendations to address their concerns.
Our Public Outreach team leader, Ms. Vanessa Barrientos, will maintain open lines of communication
with businesses, residents and City staff.
A full-time inspector will be required for the duration of the construction. If selected, DCCM understands
it will be responsible for providing contract administration, construction management, construction
inspection and public outreach services for the duration of the project and the City will provide
surveying and materials testing support. All services shall conform with applicable City, State and Federal
laws, latest versions of City Design Manuals, City Standard Plans, Caltrans manuals and policies, Caltrans
Standard Specifications, Caltrans Standard Plans, and the Standard Specifications for Public Works Construction
(“Greenbook”) State of California Construction Safety Orders (CalOSHA), SPPWC Standard Plans and traffic
control practices as specified in the Work Area Traffic Control Handbook (WATCH), all as revised and amended.
Work not covered by the manuals shall be performed in accordance with accepted professional standards.
Our goal is to complete these projects in a safe, high quality, cost effective and efficient manner. We understand
that the City desires a Construction Management and Inspection team who possesses outstanding problem-
solving expertise and excellent communication skills with Local, State, and Federal Regulatory Agencies and the
construction contractor. DCCM’s approach takes into consideration the traveling public, local and surrounding
residents, surrounding businesses, and all stakeholders to ensure full satisfaction with the final Construction
Management and Inspection team members. DCCM is the team to exceed the City’s expectations at every step.

ANTICIPATED ISSUES
DCCM has reviewed the project documents and visited the project
location. During our review, we observed that the items listed below
are a few potential issues that were found with the existing conditions.
These observations could be items the City might want to consider to
avoid negative impact on the project schedule and budget. This project
location is in an extremely busy section of Highway 111 of that
features a Home Depot, Costco, Ross, Best Buy and many other
highly frequented businesses, retail stores and restaurants so
traffic control and public outreach will be of critical importance to
complete this project on time and with minimal interference with
the local businesses and residents.
–Traffic Control | This is primarily street rehabilitation projects so
control of traffic through the work area will be very important. A
thorough traffic control plan will need to be submitted by Contractor
and approved prior to start of work and then enforced during the work.
–Accessibility | Access to properties, both commercial and residential,
will need to be coordinated and maintained during the work with the
least amount of impact to the public. A detailed schedule provided by
the contractor would prove helpful in communicating with residents
and businesses (especially if work is happening concurrently in other
areas). Improvements outside the roadway that impede pedestrian
traffic (sidewalk & ADA ramps) should be identified and safe &
compliant detours should be implemented during the work.
–Coordination w/Schools and Businesses | Nearby businesses and
schools will need to be notified of work schedules to help determine if
any special consideration is needed. Even if they are not directly in the
project area, traffic detours may have an impact on commuters and
pedestrians in the area.
–Parking Restrictions | Limited available street parking spaces that
may be partially used by contractors during construction. Our team
will communicate with the contractor to coordinate the availability of
parking for residents and businesses.
–Construction Yard Location | The contractor may need to have a
construction yard for storage of materials and equipment to prevent
claims from residents. The staging area is very limited. Contractor
may need to use some of the landscaped area behind the wall for
equipment and material storage.
–Utility Conflicts | Several utilities exist within the Project limits. Several potential conflicts are evident, and
utilities may need to be protected in place or relocated. Existing utility poles and overhead lines may need to
be relocated to allow for the improvements. DCCM will maintain early and sustained communication lines
with all impacted utility owners and will ensure the projects are minimally impacted by utilities.
–Drainage | DCCM will collaborate with contractors and City to investigate the proposed drainage components,
determine the existing location, elevation, and coordinate with project engineer for any required modifications.
DCCM will work with the City to have more specific details of drainage structures. Existing drainage facilities
may need to be modified and/or reconstructed to maintain function and still accommodate future rain events
and eliminate area flooding..
ISSUES CONCLUSION: The Highway 111 Rehabilitation Project presents several challenges, but with
careful planning and collaboration, these can be effectively managed. By prioritizing safety, environmental
considerations, and technical precision, the project can deliver a robust and reliable infrastructure solution for the
La Quinta community.

SCOPE OF SERVICES
Southstar | DCCM follows a comprehensive
methodology consisting of dozens of time-tested and
proven strategies for ensuring contractors working on
public works capital projects for municipal agencies
stay on schedule and under budget. The following
tasks will be performed as part of the overall approach
to providing oversight of the prime contractor to
anticipate issues that may lead to unintended CCO’s
and/or project delays.
DCCM can provide additional value-added specialties
including project management, resident engineering,
structural engineering, construction management,
construction administration, scheduling, labor
compliance, public outreach, and construction
observation/inspection. Principal-in-charge, Mr. Jason
Bennecke, will be responsible for coordinating with the
City to provide the staff needed for any assignment,
and to execute tasks on behalf of DCCM. All services
shall be in accordance with local guidelines as
described in Chapter 16, “Administer Construction
Contracts” of the Caltrans Local Assistance
Procedures Manual, the Caltrans Construction Manual,
and the Caltrans Construction Manual Supplement for
Local Agency Resident Engineer, and the Greenbook.
PRE-CONSTRUCTION PHASE
Value Engineering | DCCM employs Value
Engineering (VE) throughout the project lifecycle to
enhance cost-effectiveness and maintain structural
integrity. This approach minimizes costs and reduces
waste by providing a clear project overview, facilitating

Engineer (RE) scrutinizes the contractor’s baseline

Contract Bidding Support | DCCM administers

Stakeholder Communication | Effective

plan developed by Vanessa will ensure transparent
communication. Additionally, our team will create a
project-specific communication plan for stakeholders
and the City.
Staffing Capability | Our team possesses extensive
knowledge of City, Caltrans, and federal policies

Monthly Activity Summary Report | The DCCM
Inspector will provide monthly project status
reports. These reports will cover budget, schedule,
accomplishments, submittals, change orders, and
current and anticipated work progress.
Requests for Information | The DCCM team will
respond to Contractor’s RFIs or route them to design
engineers as needed. A weekly tracking report will
be maintained and discussed in the weekly progress
meeting for efficient issue resolution.
Submittal Management and Review | Our team
will receive and log all Contractor’s submittals.
Depending on the type of submittal, it will be routed
for review by the relevant team member. Responses
will be documented in the submittal log, ensuring the
Contractor has the necessary information for project
progress.
Technical and Administrative Management | DCCM
will provide technical and administrative management
services, oversee project activities, maintain close
communication with the Client’s Project Manager
and Design Engineer, and ensure comprehensive
documentation.
Project File Management | We will process and track
project files at the job site using the agency’s filing
system. Project files will include, at a minimum:

consult with the City when necessary. Payment for

progress payments are prepared for City review,

order administration is essential for cost and schedule

Construction Observation and Inspection | Field
Inspectors play a vital role in quality control on
construction projects, ensuring contractor compliance
with plans and specifications. Proper documentation
is essential for accurate measurement and payment
records. Our team consists of seasoned construction
management personnel with extensive experience in
various project types.
Our inspectors offer cross-training in building
and facility improvements, electrical and lighting
enhancements, landscaping, sewage, storm
drainage, and traffic signal improvements. They have
conducted inspection services for storm drain and
pipeline relocation, street improvements, roadway
widening, striping, traffic control, utility protection,
and concrete work. They are well-versed in Caltrans
Standard Specifications, Caltrans Standard Plans, the
“Greenbook,” CalOSHA, and traffic control practices
as specified in the Work Area Traffic Control Handbook
(WATCH).
Inspectors ensure the presence of appropriate

(BILINGUAL)(AS-NEEDED)
Our public outreach support team has unrivaled
experience in community outreach and public
education and awareness programs. Led by Vanessa
Barrientos (bilingual), our team will provide community
outreach and public meeting support for the project.
Our team will ensure that accurate information
regarding this project reaches targeted businesses
and the community in a timely, cost-effective manner.
Communication platforms are always tailored to the
needs of the community and businesses. Our goal is
to minimize the inconvenience of the community and
traveling public as they all play an important role in
the success of all projects. Ms. Barrientos’s ability to
communicate about design, engineering, traffic, and
diverse communities makes her an asset throughout
the life of the contract.
Purpose | The scale of a project may warrant the
need for a Public Outreach Plan (Plan), which will be
the road map for stakeholders to navigate through
construction and support the project. It is intended to
be a working document detailing new developments,
tracking the progress, and ultimately serving as the
primary resource to assist the agency in successfully
keeping the public informed about the project through
construction.
Community Outreach Goals and Objectives |
This public awareness plan will help share project/
closure information, identify significant project issues,
concerns and expectations. The goal of community
outreach is to build trust and secure public support.
Specific objectives are to:
• Provide a regional-bilingual public awareness of the
project and develop bilingual collateral material
• Provide a consistent, two-way communications
approach.
• Ensure that the community understands the project
need and benefits
• Improve the understanding of specific stakeholder
concerns by partnering with local agencies
Work Plan Approach | While it would seem practical
to duplicate other successful public outreach programs
we have delivered for other clients, our team does
not believe in the “cookie-cutter” approach. We
understand each project has a unique community with
varying needs, and require a public outreach program
that is customized to fit the community. This approach
includes research, planning, strategic implementation,
and thorough evaluation with measurable objectives;
all with a personal, humanized approach.
Research: Our team will research, as-needed,
the project’s target audience because a strong
communication is key to obtaining trust. Our
communication plan will correspond to the character
of the project area’s community. Collateral materials
will be developed to communicate efficiently
to stakeholders and ensure that methods of
communication meet the needs of those individuals/
groups.
Planning: Based on the research above, our team
will develop a draft outreach plan with effective
communication tools that will be utilized as the
schedule progresses. The plan will be a living
document that will adjust according to the schedule
and needs.
Implementation: Upon the approval of the public
awareness campaign plan, our team will implement
elements of the outreach plan as directed by the
agency. The implementation process will be primarily
in the beginning of the project as it continues to
develop collateral material and disseminate according
to the schedule.
Evaluation: As the project moves forward, task
elements of the outreach plan will be evaluated from
different perspectives - the level of need and the value
to the project. Our monthly logs and reports will assist
the agency in making this decision.

POST-CONSTRUCTION PHASE
The following includes activities that typically take
place during the post-construction phase of work.
As-Built Drawings | The DCCM team maintains a
red-lined set of “As-Built” plans in the construction
field office, documenting as-built conditions. These
drawings are reviewed at the end of construction
to ensure accurate documentation of plan changes.
Following the review, they are transmitted to the
designer for electronic plan set updates, including the
City’s signature, and archival storage.
Final Inspection and Punch-list | DCCM ensures
that the final project complies with the plans,
specifications, and estimate package, as well as
all relevant codes, permits, and standards. Final
inspections are conducted, and punch-lists of
incomplete work are issued. DCCM monitors punch-
list completion, coordinates final project acceptance
with the City and stakeholders, closes project files, and
provides as-built plans. It also assists in coordinating,
completing, and filing invoicing and necessary
documentation for reimbursement.
Final Walkthrough | DCCM conducts final
inspections, monitors punch-list completion, and
issues a notice of substantial completion. A final
walkthrough is scheduled and conducted with the City,
Caltrans, contractors, and design engineers. DCCM
coordinates any required corrections resulting from the
walkthrough. Once all corrections are addressed, final
project acceptance is coordinated with the City and
relevant agencies and utilities.
Finalized Documents | All project items, including
record drawings, contract bid items, claims, change
orders, and punch-list items, are finalized.
Item Closeout | All open contract items are closed
out and balanced, addressing item overruns and
underruns. Contract Change Orders are created if
necessary to adjust item prices.
Proposed Final Estimate | Depending on project
complexity, the DCCM Inspector can lead or assist
in preparing the Proposed Final Estimate and obtain
Contractor’s concurrence. This document is provided
after resolving any open claims.
Claims Report | The team focuses on problem-
solving and documentation to avoid contractor claims.
In case claims are unavoidable, DCCM can tap into
expert resources to minimize impacts on project cost
and schedule. The Resident Engineer prepares a
Claims Report for outstanding and unresolved claims,
following Caltrans Construction Manual guidelines.
Project Report | A Final Project Report is created,
detailing project construction, final construction
cost (including management and administration),
Contract Change Orders, Construction Claims,
and their resolutions, along with photo and video
documentation.
Electronic Files | Project files, including drawings, are
transmitted to the City in PDF format. Hardcopy project
files are organized, labeled, and prepared for storage.
Final Acceptance | DCCM recommends final
acceptance of the Project once deficient work
is corrected, and all contract conditions are met.
A completed project is delivered to the City in
compliance with plans, specifications, the estimate
package, and all relevant codes, permits, and
standards.
PROJECT MANAGEMENT TOOLS
Resources Available to Our Employees: All of our
engineers and field staff are equipped with vehicles,
laptops, cell phones, vehicles, safety equipment and
general inspection tools.

Southstar | DCCM has no known conflicts of interests. Throughout the contract, DCCM will ensure that prior
to providing any services to any City projects, or any future added projects, that it will disclose the business
relationship and propose mitigation efforts, if any, to eliminate the potential conflict(s) of interest and will submit
a written request and seek the City’s consent to render the services. If a conflict of interest does exist and is
found prior to performing work, DCCM will not perform services on the project. If DCCM is performing services

Engineer. Careful consideration was taken to develop a construction schedule
based on the approved Stage Construction plans. The construction staging and

keep traffic flowing at all times. As such, the Project was broken down into three
phases.
RIVERSIDE AVENUE SOUTH STREET RECONSTRUCTION PROJECT

Mr. Bennecke was responsible for overseeing all construction activities along
with performing all schedule preparation, review, and task analysis. Major tasks
performed included Scoping, Cost Estimating, Scheduling, Budget Management,
Preparation and tracking of monthly invoicing to the City and vendors involved.
This project was Phase 2 of the 3 phase vision for Riverside Avenue and
continued to overlay and reconstruct Riverside Avenue (South) between
Interstate 10 (I-10) to Santa Ana River. Project included upgrades of existing and
construction of new ADA-compliant curb ramps, and reconstruction of sidewalks,
driveways, curbs, and gutters. At the request of the City of Rialto, Southstar
designed and added two right turn lanes at Santa Ana Avenue and Resource
Drive. Underground utilities were also adjusted to new roadway surface grades.
The majority of work was performed at night because Riverside Avenue is a
heavy truck traffic roadway.

SR 91 REFRESH PROJECT
RCTC | IRVINE, CA | ASSISTANT RE/STRUCTURES REP/CAP MANAGER
Mr. Shahinpar provided design oversight and construction management
services for the $12.5 million SR 91 Refresh Project for the Riverside
County Transportation Commission (RCTC). Improvements include,
reconstruction of bridge approach slabs and joint seals, removal and
reconstruction of: soundwalls, MSE wall moment slabs and barriers, Lean
