CEQA: THE PLANNING DIVISION HAS DETERMINED THAT THIS
PROPOSAL IS CATEGORICALLY EXEMPT FROM
ENVIRONMENTAL REVIEW PURSUANT TO PROVISIONS
OF SECTION 15301 (g) OF THE CALIFORNIA
ENVIRONMENTAL QUALITY ACT (CEQA), IN THAT THIS
PROPOSAL INCLUDES ON-PREMISE SIGNS.

EXECUTIVE SUMMARY
• The applicant proposes a Sign Program for the new Ten-Eleven Kitchen restaurant
at the Trilogy Golf Club Clubhouse.
BACKGROUND
Specific Plan 218 Amendment 1 was approved on September 26, 2000, which approved
the Coral Mountain (Trilogy) Specific Plan. The site is within Planning Area 24 which
allows a Clubhouse facility. Currently, the site has three pylons and two sidewalk signs
which have signage for the Trilogy Development.
PROPOSAL AND ANALYSIS
The applicant requests a Sign Program (Attachment 1) that includes a total of seven
signs. Three of the proposed signs will be located on the Trilogy Golf Club Clubhouse
building, two signs will be located on two of the existing three pylons located within Golf
Club landscape areas adjacent to driveway intersections and two existing sidewalk signs
will be modified to add the Ten-Eleven Kitchen restaurant name. The sidewalk signs will
be removed from their current location within the Avenue 60 Right-of-Way (ROW) by the
applicant and relocated to private property adjacent to the ROW.
The proposed sign program amendment will not substantially alter the aesthetics of the
Trilogy Golf Club community and will provide increased visibility to the recently remodeled
Clubhouse restaurant.
ENVIRONMENTAL REVIEW
The Design and Development Department has determined that this project is exempt from
environmental review pursuant to Section 15301 (g) (Existing Facilities) of the California
Environmental Quality Act in that the proposed project includes on-premise signs.

FINDINGS
1. Sign programs are authorized by the Zoning Code and the proposed sign program is
consistent with the purpose and intent of Chapter 9.160.
2. The sign program would allow additional signs in order to provide directional signage to
the clubhouse and restaurant which does not have direct access to an adjoining street.
The sign program is in harmony with and visually related to:
a. All signs within the planned sign program, via the incorporation of several common
design elements such as materials, letter style, colors, illumination, sign type or
sign shape. The pylon signs will consist of brushed aluminum panels that match
existing brushed aluminum panel signs for the Trilogy Development. Two of the
building signs will also be brushed aluminum panels signs similar to the pylon
signs.
b. The buildings they identify. This may be accomplished by utilizing materials,
colors, or design motif included in the building being identified. The main sign of
the restaurant will utilize a molded metal three-dimensional projection sign that
compliments the architecture and accents colors of the buildings main entrance.
c. Surrounding development. Implementation of the planned sign program will not
adversely affect the surrounding Trilogy Golf Club community or obscure adjacent
conforming signs.
3. The sign program allows additional signs in order to:
a. Achieve an effect which is essentially architectural. The pylon signs, sidewalk
signs, and building signs provide compatible and reasonable architectural designs
that match existing signs and will match each other.
b. Allow a sign compatible with other conforming signs in the vicinity. The new pylon
signs will be similar in design with the other signs on the pylons as they will utilize
the same brushed aluminum panels as the existing Trilogy signs.
c. To allow a sign to be in proper scale with its building or use. The Ten-Eleven
Kitchen and Golf Shop will be allowed building signs while the pylon and sidewalk
signs will provide directions to the businesses.
d. To allow a sign compatible with other conforming signs in the vicinity.
4. As conditioned, approval of the application will not create conditions materially detrimental
to the public health, safety and general welfare or injurious to or incompatible with other
properties or land uses in the vicinity. The proposed sign program amendment design
elements are consistent in size and scale with the existing signage in surrounding
commercial centers.
CONDITIONS OF APPROVAL
1. The applicant agrees to defend, indemnify and hold harmless the City of La Quinta

(“City”), its agents, officers and employees from any claim, action or proceeding to
attack, set aside, void, or annul the approval of this Sign Program Amendment. The
City shall have sole discretion in selecting its defense counsel. The City shall promptly
notify the applicant of any claim, action or proceeding and shall cooperate fully in the
defense.
2. Any changes to the sign program, including sign size, sign placement and/or sign
design, will require a sign program amendment application to be filed with the Design
and Development Department.
3. All signage permitted under this sign program shall obtain a separate sign permit prior
to installation.
4. Existing signage located within the Avenue 60 Right -of-Way shall be removed and
relocated onto adjoining private property. The site plan for the sign permit application
shall clearly identify the limits of the Right-of-Way.
