CONSENT CALENDAR ITEM NO. 1 5 MOTION – A motion was made and seconded by Vice-Chair Paltin/Commissioner Pacheco to appoint Commissioner Gaeta-Mejia to serve as Housing Commission Chairperson for fiscal year 2024/25. Motion passed unanimously. MOTION – A motion was made and seconded by Commissioners Pacheco/Turley to appoint Commissioner Paltin to serve as Housing Commission Vice Chairperson for fiscal year 2024/25. Motion passed unanimously. BUSINESS SESSION 1.REVIEW STRATEGIC PLAN DRAFT Management Specialist Barkas presented the staff report, which is on file in the Clerk’s Office. The Commission inquired about the City’s future affordable housing projects. Business Unit and Housing Development Director Villalpando provided an update on the development progress for the future affordable housing projects located on the southeast and northeast corners of Washington Street and Avenue 50; the future mixed-use developments which include an affordable housing component, one approximately 5.1 acre parcel located on the northeast corner of Highway 111 and Dune Palms Road, and another approximately 15 acre parcel located west of Dune Palms Road, on the north side of Highway 111; explained the challenges with the high costs associated with building affordable housing units; State housing budget and qualifications for tax credits; and provided an update on the improvements to the Dune Palms Mobile Home Park, acquired by the City in 2021. Senior Management Analyst Kinley added background on the adversity facing existing affordable housing projects concerning 55-year covenants expiring in the future and lack of availability for state funding opportunities. DEPARTMENTAL REPORTS – Verbal Updates 1.FISCAL YEAR 2024/25 CITY EVENTS LINEUP Senior Management Analyst Kinley provided an overview on the City’s upcoming events, including the Veteran’s Recognition Ceremony on November 11, 2024, La Quinta Art Celebration on November 14-17, 2024, and the Tree Lighting Ceremony on December 6, 2024, and invited the Commission to attend. 2.RALPH M. BROWN ACT OVERVIEW (GOVERNMENT CODE SECTION 54950 –54963) Management Specialist McGinley and Senior Management Analyst Kinley provided an overview of the Ralph M. Brown Act (Brown Act); all meetings shall be open and public; 6 agenda posting requirements; violations of the Brown Act; best practices; and the Housing Commission scope of purview. EXECUTIVE SUMMARY • After closing the prior fiscal year (FY), Finance presents a year-end summary that compares the final budget to actual transactions. • Overall revenue was $504,241 higher than budgeted. • Overall expenditures were $346,094 lower than budgeted, after carryovers in the amount of $500,000 are carried over to FY 2024/25. • The Report will be presented to the Housing Authority on January 21, 2025. BACKGROUND/ANALYSIS Total adjusted revenues were over budget by $504,241, mostly due to higher interest earnings. Total expenditures were under budget by $346,094; after $500,000 is carried over to FY 2024/25 for building improvements, homelessness assistance programs, and affordable housing programs. Revenues, expenditures, carryovers, and fund balances are discussed in the Fiscal Year- End 2023/24 Housing Authority Budget Report (Attachment 1). ALTERNATIVES No alternatives are applicable. Fiscal Year-End 2023/24 Housing Authority Budget Report BUSINESS SESSION ITEM NO. 1 9 1 HOUSING AUTHORITY FISCAL YEAR-END 2023/24 BUDGET REPORT The La Quinta Housing Authority oversees three funds, which are restricted for affordable housing programs. This report focuses on significant activities and variances from the final budget during the fiscal year (FY) ended June 30, 2024. REVENUES Total revenues, after non-cash adjustments, were over budget by $504,241. Revenues are summarized by fund below and detailed in Exhibit A. Larger revenue variances from the final budget are described below. •Use of Money and Property includes the annual fair market value adjustment to the Authority’s investments; noted as GASB 31 Interest on the revenue line items. In accordance with accounting regulations, a portfolio value adjustment of $234,573 was recorded in order to recognize current market values, which were valued greater than book value due to market conditions resulting in a positive adjustment. This amount has been recorded as an adjustment to revenues, as it is not cash received nor anticipated to be received in the future. •Extraordinary Gain revenue of $68,161 in the RDA Low-Mod Housing Fund records the annual former Redevelopment Agency loan repayment interest earned in FY 2023/24. The loan repayments are structured to pay all principal first, then interest. Each year, the City records the payment received and interest earned in accordance with the State Department of Finance approved loan repayment schedule. This amount is also reduced from revenues as an adjustment because it is earned, but not received until a future date. Carryovers from FY 2023/24 to FY 2024/25 in the amount of $500,000 can be found on Exhibit C. HOUSING AUTHORITY FUND (241) This fund recognizes administrative expenses and housing activities for several Authority- owned properties in the La Quinta Cove and Dune Palms Mobile Estates. A combined administrative savings of $5,212 were realized from salaries and benefits, and operational expenses. However, there was an overage of $29,320 related to rental expenses for the Cove properties, incurred in connection with their maintenance. The majority of the savings, approximately $584,000, is attributed to building and site improvements at Dune Palms Mobile Estates, which are currently in progress. Funds not being carried over are recognized as Restricted Fund balance in the Housing Fund. As of June 30, 2024, the available balance in this fund was $12,125,383. LOW-MOD HOUSING FUND (243) Revenue in this fund is solely derived from Redevelopment Agency loan repayments and interest earnings. Annually loan repayments are allocated 80% to the General Fund and 20% to the Low-Mod Housing Fund. The total outstanding loan balance as of June 30, 2024 is $21,404,721; with $4,280,944 or 20% recognized in this fund as a future receivable. As of June 30, 2024, the available balance in this fund was $4,492,492. 2011 BOND FUND (249) This fund is restricted to future housing projects. In FY 21/22, the City acquired vacant property located between the Pavilion at La Quinta Shopping Center and the La Quinta Valley Plaza Shopping Center on Highway 111, for the purposes of building affordable housing and potentially mixed-use economic development projects with commercial and residential components, which was finalized and accounted for in FY 23/24. The amount of $200,000 will be carried over into FY 2024/25, to continue programs related to affordable housing project development. Gordon Roofing to perform roof replacements for the City’s twenty-eight Affordable Housing rental properties in the La Quinta Cove. EXECUTIVE SUMMARY •The Housing Authority (Authority) owns 28 Affordable Housing single-family homes in the La Quinta Cove (Cove) that are rented out to eligible tenants, and managed by La Quinta Palms Realty. •A majority of the 28 Cove properties have never had a full roof replacement, only minor repairs as needed. •Staff received 3 bids from roofing contractors for the improvements . G.M. Gordon Roofing of Bermuda Dunes submitted the most competitive responsible and responsive bid at $454,425 (Attachment 1). FISCAL IMPACT Estimated costs associated with this project would be for an amount of $500,000. This includes the cost for the 28 roof replacements at $454,425, and a contingency of 10% added for miscellaneous construction needs such as a need to remove and replace damaged plywood. Funds would be appropriated and made available in the La Quinta Palms Realty Building/Site Improvements Account(Account No. 241-9103-72110). BACKGROUND/ANALYSIS The Authority owns 28 Affordable Housing single-family homes in the Cove that are rented out to eligible tenants, and managed by La Quinta Palms Realty. Throughout the year, several annual inspections are performed at the homes, including garage door BUSINESS SESSION ITEM NO. 2 19 inspections, pest control, HVAC servicing twice per year, driveway inspections, and other miscellaneous reviews to ensure safety for the tenants. During the course of the inspections, it was found that the 28 properties require roof replacements. A majority of the properties have never had a full roof replacement, only minor repairs as needed. La Quinta Palms Realty provided staff with 3 quotes from roofing contractors for the improvements, and G.M. Gordon Roofing of Bermuda Dunes submitted the most competitive responsible and responsive bid at $454,425. Staff recommends approval to the Housing Authority to perform the necessary replacements. ALTERNATIVES The Commission may elect not to recommend approval of the roof replacements to the Authority, however, staff does not recommend this alternative as these improvements are necessary for the safety of the tenants. A Notice of Availability will be sent to required entities, who have 60 days to notify the Authority of their interest in the parcels. If any interest is provided, the Authority is required to engage in good faith negotiations for a period of 90 days. Following these steps, the Authority must provide the California Department of Housing and Community Development (HCD) with a notification detailing the Notice of Availability process. ALTERNATIVES Commission may elect not to recommend the Authority declare these parcels surplus land; or, declare only one or some of the parcels as surplus land or exempt surplus land. As this process is required by HCD to ensure compliance with SLA, staff does not recommend these alternatives.
