Subject: 2025 Community Workshop: Contributions to the discussion.
Mayor Evans, and City Council members, and distinguished members of the city family
including your hard-working staff, I would like to offer comments for the 2025
Community Workshop. I regret that I have an out-of-town civic meeting and will not
be able to attend. I look forward to reviewing the online collateral when available.
• I consider the apparent inability of the Imperial Irrigation District (IID)
to meet present and future electrical service needs for La Quinta to be La Quintals
number one public works - and quality of life - challenge.
• This matter has been studied in detail. The city has taken important steps
to address these long-standing deficiencies including:
o Working with IID's new leadership to find equitable and implementable
solutions.
o Participating in the joint agency study of governing options with independent
consultants as administered by the Local Agency Formation Commissions for
Riverside and for imperial counties.
o Participating as an active member in the recently disbanded Coachella
Valley Energy Commission (CVEC).
o Participating in the recently disbanded Energy Consumers Advisory
Committee (ECAC) as sponsored by the Imperial Irrigation District
o Hearing firsthand IID energy service deficiencies and voids from end users
and property owners, including institutional and civic property owners here in La
Quinta.
o Sponsoring through the city manager's office a forum of builder
landowners in an attempt to find financing alternatives for substation deficiencies.
o Hearing testimony from the besert Valley Builders Association
(bVBA) about these deficiencies.
o Participating in the formation efforts for the proposed joint powers of
authority agreement through the good efforts of the Coachella Valley Association
Of Governments (CVAC).
Bottom Line. We believe the city government will need to redouble its efforts in the
coming years to help craft a workable equitable and reliable implementation
alternative. The electrical energy shortages and uncertainties impacts existing end
users and hamstrings future development potential that is necessary for a vibrant
city.
The Avenue 58 Substation dilemma needs to be resolved as a first order of business.

I was planning to be in person at this meeting tonight but I am too ill to attend. I tried to locate the
agenda but could not find it anywhere. Can you send to me?
Therefore, late as it is, I would like to submit the following comments:
1. I would like upgraded Landscaping in The Cove
2. I would like to see an upgraded entrance into our development at the roundabout on Eisenhower and
Sinaloa as well as the roundabout at Bermudas & Fritz Burns Park. We need something that elevates our
neighborhood.
3. I would like better visibility of code enforcement regarding the condition of peoples properties in the
Cove, campers left on the street longer than the allowed timeframe, people's garbage cans visible from
the streets, people parking their vehicles on the grass along with 4-6 cars in the driveway hanging out into
the street, etc.
