Project Understanding and Approach Project Understanding Dost Engineering recognizes the Washington Street Sidewalk Improvements and Avenue 50 Sidewalk Improvements Project as a critical initiative aimed at improving pedestrian safety, accessibility, and infrastructure durability within the City of La Quinta. These improvements will enhance connectivity, ensure ADA compliance, and mitigate existing structural challenges, such as degraded retaining walls and garden walls. Key considerations for this project include:  Utility Coordination – The proposed meandering sidewalk on Washington Street requires close coordination with utility companies to avoid conflicts with existing utilities and palm trees.  ADA Compliance – The curb ramp replacement at the Village Shopping Center and sidewalk improvements must align with ADA guidelines to ensure accessibility.  Structural Integrity – The retaining walls along both project locations require thorough assessment, with cost-effective and sustainable rehabilitation solutions integrated into the design.  Aesthetic and Functional Considerations – The new sidewalks must seamlessly integrate with existing infrastructure, including landscaping and irrigation modifications along Avenue 50.  Stakeholder Collaboration – Engaging with City staff, Montero Estates HOA, and utility companies is essential to achieving a design that meets regulatory requirements while addressing community concerns. Project Approach Dost Engineering will implement a systematic and phased approach to ensure efficient project delivery, compliance with City standards, and cost-effective solutions. For topographic survey and base map preparation, Dennis Janda, Incorporated (DJI) will be engaged as the surveyor, given their prior involvement in the referenced project. DJI will perform the survey only, while Dost Engineering will be responsible for all required tasks as outlined in the RFP, ensuring seamless project execution and adherence to City requirements. Phase 1: Project Initiation & Data Collection  Conduct a kickoff meeting with City staff to confirm project objectives, milestones, and key concerns.  Perform a detailed site survey and field assessment, including utility mapping, ADA compliance checks, and topographic analysis.  Review existing as-built drawings, geotechnical reports, and design standards provided by the City. 15  Engage with Montero Estates HOA and other key stakeholders to gather input on concerns and preferences. Phase 2: Concept Development & Preliminary Engineering (35% Plans)  Develop sidewalk layouts and alignments, and concept design alternatives for the retaining walls and garden wall, incorporating aesthetic and functional considerations.  Prepare preliminary construction cost estimates for each alternative for the concept alternative of retaining walls and garden walls  Conduct a concept review meeting with the City to finalize the preferred approach before moving into detailed design.  Identify potential utility conflicts and initiate coordination efforts for relocation or protection measures. Phase 3: Design Development & PS&E Preparation (65% Plans)  Develop detailed plans, specifications, and estimates (PS&E), including: o Sidewalk layout and grading plans o Retaining wall rehabilitation details o ADA-compliant curb ramps and driveways o Landscape and irrigation modifications  Submit 65% design package to the City for review and incorporate comments.  Coordinate with utility companies for required adjustments and relocations. Phase 4: Final Design & Bid-Ready Documents (90%-100% Plans)  Address all City review comments and prepare final construction documents.  Ensure that the final engineer’s estimate aligns with the City’s budget.  Conduct an internal QA/QC review to verify design accuracy, constructability, and compliance with City standards.  Provide AutoCAD 2023, Word, and Excel files along with signed PDF deliverables.  Assist the City in preparing bid documents and contractor prequalification requirements. Phase 5: Bid and Construction Support  Assist the City in responding to RFIs, bid addenda, and contractor inquiries during the bidding process.  Provide technical support during construction, including plan clarifications, site visits, and field adjustments.  Ensure that all final project documentation is completed and submitted for City records. 16 Dost Engineering is well-equipped to deliver a cost-effective, innovative, and efficient sidewalk improvement project that enhances pedestrian mobility while addressing utility coordination, ADA compliance, and structural challenges. Scope of Service Dost Engineering will provide professional engineering services in accordance with the City's project requirements and industry best practices. Our scope of services is structured to ensure a smooth and efficient design process while maintaining compliance with City, State, and Federal regulations. 1. Field Walk and Coordination o Schedule and attend a field walk with the design engineer and City representatives to assess existing conditions and project constraints. 2. Topographic Survey & Base Mapping o Conduct topographic surveys of the project area to establish accurate site conditions. o Prepare base maps to support design development and utility coordination. 3. Conceptual Design & Preliminary Engineering (35% Plans) o Develop conceptual design alternatives for retaining walls solutions o Provide preliminary cost estimates for each concept design alternative. o Identify potential utility conflicts and initiate coordination efforts with utility providers. o Conduct a 35% concept review with the City to finalize the preferred approach before advancing into detailed design. 4. Utility Coordination & Clearances o Prepare utility letters for City submittal to relevant utility companies. o Coordinate utility adjustments and relocations as needed. o Work with Imperial Irrigation District (IID), Coachella Valley Water District (CVWD), Southern California Gas Company (SoCalGas), and telecommunications providers to resolve conflicts. 5. Design Development & PS&E Preparation (65% Plans) o Develop detailed PS&E (Plans, Specifications, and Estimates), including:  Sidewalk layout and grading plans optimized for ADA compliance and pedestrian safety.  Retaining wall rehabilitation details ensuring long-term stability.  ADA-compliant curb ramps, driveway modifications, and pedestrian pathways.  Landscaping and irrigation modifications to integrate new sidewalk features seamlessly. o Submit 65% design package for City review and incorporate comments. o Continue utility coordination to verify required adjustments and relocations. 6.
