Relevant Experience
Club Drive Complete Streets I Indian Wells, CA
Michael Baker was contracted to prepare plans, specifications and estimate (PS&E) for the Club
Drive Complete Streets Project. The project consisted of introducing new sidewalks, Americans
with Disabilities Act (ADA)-compliant curb ramps and upgrading the bicycle facilities on Club
Drive to connect pedestrians and bicyclists to a nearby shopping center. A new walkway within
the private shopping center was designed to ensure a final smooth connection was provided.
Michael Baker prepared a landscape concept plan with upgraded drought tolerant landscaping
and accent lighting to accent the existing Palm Trees and serve as a gateway feature to the
Indian Wells Country Club. Michael Baker prepared concept alternatives for the project and
presented them to stakeholders at a public outreach meeting. Michael Baker then assisted the
city in selecting a preferred alternative based on nearby business owners and the community
feedback received.
One design challenge was providing a new sidewalk directly adjacent to the guard booth
entrance of the Indian Wells County Club. The entrance had a canopy with a tight vertical Common
clearance so larger vehicles cannot access through this lane. Michael Baker was tasked with
developing creative solutions that still provide access for larger vehicles but also provide a Christopher Alberts
sidewalk for pedestrians all within city right-of-way without requiring extensive reconstruction
to the guard booth. Michael Baker was also tasked with coordinating these changes with the city's Fire Access Maintenance District
which operates as a separate department within the city.
Another component to this project was developing a pavement rehabilitation strategy because the pavement condition on Club
Drive is heavily deteriorated with excessive cracking. Michael Baker worked with the geotechnical subconsultant to undertake
borings and prepare different pavement rehabilitation strategies ranging from grind and overlay to full depth replacements.
Michael Baker prepared a PS&E package for Club Drive and assisted the City with construction support.
Jackson Street Complete Streets I Indio, CA
The City of Indio successfully received roughly $5 million dollars through the Clean California
Grant program to beautify Jackson Street from Kenner Avenue to Avenue 45 (approximately
0.75 miles). The intent of the project is to visually transform Jackson Street to encourage
pedestrians and bicyclists to use the corridor. Michael Baker is contracted with the City of Indio
through an existing on -call agreement to provide PS&E for the proposed improvements. The
work includes upgrading sidewalk, ADA ramps and driveways, installation of an artistic shade
structure, Big Belly trash cans and upgrading landscaping and irrigation throughout the project.
As part of the project, the City is installing a decorative shade structure that was designed by
an artist. The Michael Baker team was responsible to coordinate the design of the structure
with the artist. The Michael Baker structural team assisted the artist with the design of the
steel used for the work, as well as foundation design for the proposed structures. The artist has

Michael Baker's team performed a site visit with the City and Artists to determine the best
locations to install the structure as well as identified deficiencies in sidewalk and ADA Christopher Alberts
improvements along the corridor. As part of the curb ramp revisions, several crosswalks and
intersections required upgrading and modifications to bring them into compliance with ADA. Additionally, the City worked with
the Michael Baker team to perform the necessary public outreach as required through the grant funding opportunities.
The PS&E has been completed, and the City closed bids in December of 2023. The City is in the process of awarding the
construction contract. Additionally, the City has requested the Michael Baker team to stay on and provide construction
management and inspection for the project. Specifically, the City is interested in the structural inspection and special
materials/welding inspection for the proposed structure.

Highway Safety Improvement Program (HSIP) Cycle 7 —Traffic Safety and Signal Modifications I Palm Springs, CA
Michael Baker provided project management and environmental / design services for the
modification and modernization of 19-signalized intersections within the City of Palm Springs.
The project was funded through the District 8 Highway Safety Improvement Program (HSIP)
Cycle 7 program with the purpose of improving traffic safety within the intersections by
reducing collisions. Traffic signal improvements included installing advance dilemma -zone
detection systems and converting existing "five -head" permissive signals to protected left -turn
phasing. Michael Baker delivered the final project plans, specifications and engineers estimate.
Michael Baker supported the City of Palm Springs in preparing the Request for Authorization
(RFA) for Construction and the City of Palm Springs was granted E-76 for Construction within
the scheduled funding deadline.
Michael Baker managed the development of the environmental document through a project
subconsultant in order to obtain CEQA/NEPA environmental approvals.
Replacement of existing protected/permissive left -turn operations with protected movements
was evaluated in terms of both traffic operations level of service as well as compliance with the
CAMUTCD left -turn indications and mast arm design. Design efforts included roadway plans, , ��h�_ . Murill,_
striping plans for crosswalk modifications, traffic signal plans, and quantity and cost estimates.
The design team coordinated with the City, Caltrans' utility coordination staff, and utility owners
to avoid any conflicts. Additionally, the design team analyzed and designed the pedestrian facilities at each of the intersections
to comply with Caltrans' LAPM guidelines and City Standards.
Yucca Loma Elementary Safe Routes to School Project I Town of Apple Valley, CA
Michael Baker was contracted to prepare plans, specifications and estimate (PS&E) forthe Yucca
Loma Safe Route to School Project, which provided a connection for students to safely access
Yucca Loma Elementary School. The project is on Powhattan Road between the western end
and Navajo Road and on Rancherias Road between Powhattan Road and Yucca Loma
Elementary School. The scope of work included constructing new sidewalks, curb, and gutter.
New high -visibility crosswalks will also be installed across Powhattan Road to ensure a north -
south connection is provided to the school. Michael Baker upgraded an Americans with
Disabilities Act (ADA) ramp and reconstructing driveways to provide adequate clear widths and
cross slopes.
Drainage was a particular challenge on this project since there was no channelized flow and no
drainage systems within the project limits. Right-of-way acquisition is anticipated for the new
sidewalks and temporary construction easements are required for the driveway reconstruction
work.
Michael Baker was responsible for preparing the PS&E package, coordinating with the Division
of the State Architect for approvals to the changes to Yucca Loma Elementary School access,
overseeing right-of-way coordination, and providing construction bid support and construction
support.

Recently Ms. Druliner lead Capital Improvement Projects (CIP) for the City of Escondido. Includes Active Transportation

RELEVANT EXPERIENCE
Button Parking Lot Project. City of Rancho Mirage. Overseeing civil, landscape architecture, and electrical disciplines to
design and grade roughly 2.3 acres of parking lots to be used for the Rancho Mirage Amphitheater and weekly farmers
markets. Street improvement and ramps are being updated to comply with ADA requirements. Coordinating with the City
to develop material needed for City Council, including 3D renderings.
Morrison Park Pump Track & Site Improvements Project. City of Moreno Valley. Oversee the expansion design of Morrison
Park which includes the addition of a parking lot, restroom, pump track, lighting, detention basin, flow track, bicycle
playground, and trail path. Accessible routes were designed from the parking lot to the restroom, picnic, area, and from the
public sidewalk. Managed multiple engineering disciplines, including electrical, stormwater, civil, geotechnical, and
landscape architecture, in collaboration with the pump track team, to deliver the plans, specifications, and estimate package
to the City in a timely manner.
Section 24 (Phase 2) and Section 33 Infrastructure Improvements. Agua Caliente Tribe. Project Manager. The project consists
of adding a new street, providing curb, gutter, and sidewalk on an existing street, street widening, traffic modification with
connection a flashing sign next to a fire station, and street lights along a corridor.
Ynez Road Sidewalk Improvements. City of Temecula. Project Engineer. Responsibilities included updating Extra Work
Requests (EWRs), coordinating with the City, and providing a earthwork quantity estimate, cost estimate and coordination
support. The project includes providing a sidewalk to an existing street and locate necessary areas for concrete retaining
curbs. Additionally, two curb returns needed to be modified to meet ADA and City requirements.
Grape Day Park Improvements Project. City of Escondido. Focused relocating a restroom within Grape Day Park and providing
ADA access to the restrooms from the various access points of the park. Coordination efforts were made with utility
companies, Escondido Police Department, Escondido Parks and Recreation Department, Escondido's Historic Preservation
Committee, California Center for the Arts- Escondido, and design consultants to provide the best service to all parties and
especially the residents.

Avenue 42 (Phase 1) Street Improvements, Indio, California. City of Indio. Surveyor. Responsible for field surveys. Michael
Baker provided engineering services for the widening of Avenue 42, which consisted of more than one mile. This project
widened the two lane roadway with median to a six lane section.
Adams Street Bridge, La Quinta, California. City of La Quinta. Surveyor. Responsible for field surveys. Michael Baker provided
environmental clearance and oversight of the bridge and roadway improvements for a 440-foot bridge project over the
Coachella Valley Stormwater Channel. The project, which used Federal HBRR funds, replaced the existing low-water crossing
with a bridge to provide the city with a more reliable arterial roadway during inclement weather for the general public and
emergency personnel. The project provided a four -lane roadway and bridge with raised median north of Highway 111 to
Westward Ho Drive.
Jefferson Street and Varner Road Improvement Project, Indio, California. City of Indio. Surveyor. Responsible for field surveys.
Michael Baker prepared roadway designs to widen Jefferson Street and realign Varner Road to accommodate anticipated
future traffic volume due to the 1-10 interchange. The proposed project will improve Varner Road, east and west of Jefferson
Street north, and Jefferson Street north to the required roadway sections per the Interchange traffic analysis report. Varner
Road will be widened to four through lanes with dual left turn lanes in the eastbound to northbound direction, dual right
turn lanes in the eastbound to future southbound direction, and triple left turn lanes in the westbound to future southbound
direction. Jefferson Street will be widened to six through lanes within the project limits, dual left turn lanes in the
southbound to eastbound direction and a free right turn lane in the future northbound to eastbound direction.
Interstate 10/Jefferson Street Interchange Improvements, Indio, California. County of Riverside Transportation Department.
Mapping Specialist. Responsible for mapping. Michael Baker performed environmental and engineering services for the
preparation of the project report (PR), modified access report (MAR), and plans, specifications, and estimates for I-
10/Jefferson Street interchange improvements. This project will balance several complex geometric constraints to eliminate
the discontinuity of the arterial street through movements within the interchange. The interchange is included in the 1-10
Corridor Plan, prepared by the Coachella Valley Association of Governments (CVAG), which requires specific architectural
and landscape treatments to the improved or new interchanges located within the plan. The modifications include
replacement and relocation of the Jefferson Street/1-10 overcrossing, additional loop on -ramps, and realignment of Varner
Road and Jefferson Street. Michael Baker was responsible for alternatives analysis and design, environmental investigations,
roadway design, traffic studies, drainage studies, and structure advance -planning studies. Working closely with Caltrans and
the City of Indio, Michael Baker provided a wide range of environmental consulting services. Michael Baker prepared the
following studies in support of a joint initial study -environmental assessment (IS/EA): Visual impact analysis (VIA); noise
impact report, per TNAP; initial site assessment; natural environment study; report -biological assessment, HPSR/ASR/AER;
air quality report and CO hotspot analysis; Section 7 consultation; and Section 106 compliance. In addition, Michael Baker
developed the final plans, specifications, and estimates. Preparation of construction plans included roadway layouts and
profiles, bridge plans, retaining walls, grading, drainage, signing and striping, traffic signal, lighting, and staged construction.

preliminary engineering study documents, and final design
construction documents. His experience includes
transportation roadway design, grading and modeling for
freeway, infrastructure and street improvement plans for the California
Department of Transportation (Caltrans), and municipal clientele. He has
extensive knowledge of Caltrans design standards, and his experience working
with Caltrans on design -build projects affords him the understanding of
working with multiple agencies simultaneously. Mr. Walden has held roles as
task lead, and lead design engineer on three of Southern California's most
complex design -build projects. Additionally, he has worked on a variety of
projects ranging in size from $1 million to $1.6 billion; most recently working
with the San Bernardino County Transportation Authority (SBCTA) on the 1-10

91 and 1-15 freeways to extend the existing S.R. 91 express lanes 7.5 miles east, and provide direct connector toll lanes to
southbound 1-15. Segment Roadway Lead responsible for coordinating, submitting, and acquiring approval for two of seven
design packages, totaling 6 miles of improvements. Completed Design Exception Fact Sheets, horizontal, vertical,
superelevation design, and grading, while coordinating with multiple disciplines. Worked closely with RCTC and Caltrans in
Over -the -Shoulder and Joint Resolution Team meetings to manage design issues, resolve comments, and maintain the
accelerated design schedule. Assisted in managing compliance with quality control for each package submittal.
1-405 Sepulveda Pass HOV Widening Design -Build, Los Angeles County, California. Metro; Lead Roadway Design Engineer.
This project added an additional mixed -flow lane to 1-405, an HOV lane in the northbound direction, and included
reconstruction of 7 interchanges along the 10-mile corridor. Responsible for leading the effort to finalize the roadway
geometry while incorporating innovative design refinements, such as a mainline shift near the Getty Center to avoid
relocation of a large MWD Line, reducing the impact on construction schedule and cost. Also responsible for coordinating,
submitting, and acquiring approval for six of seven design packages, while coordinating with stage construction, drainage,
and structure disciplines. Worked directly, and daily, with Metro and Caltrans staff on design solutions, comment resolution,
and approval of Design Exception Fact Sheets for over 100 nonstandard design elements.
Pavement Resurfacing, La Sierra Avenue, Riverside, California. Riverside County. Senior Engineer. Responsible for
development and obtaining approval of the PS&E package under an aggressive schedule to ensure that the project was able

as the prime consultant for this project involving 2.5 miles of mainline widening in the northbound direction through the
cities of Placentia and Fullerton, and modifications to interchanges at Orangethorpe Avenue, Chapman Avenue, Nutwood
Avenue and Yorba Linda Boulevard. In addition, the project included seven bridge widenings, including two railroad
overheads, and approximately two miles of retaining wall and sound wall improvements, as well as the development of
special wall structure aesthetic treatments. The project consisted of 1,000 plan sheets, including 260 structural plan sheets.
Eisenhower Medical Center Pump Station and Cistern, Rancho Mirage, California. Eisenhower Medical Center. Civil Engineer.
Responsible for structural engineering. Michael Baker provided engineering design and construction support services for a
new centralized pump station and 100,000 gallon cistern for Eisenhower Medical Center's water supply. The project included
converting the existing thermal energy storage (TES) tank to a new domestic water cistern and pump station that will provide
all domestic water demands for the Center. The mechanical equipment is housed in a below -grade room that sits adjacent
to the cistern. The electrical equipment is located above grade within a block wall enclosure adjacent to the pump room.
The pump station contains five frame -mounted end -suction pumps and motors. Each pump has a design flow of 600 gallons
per minute (gpm), total dynamic head (TDH) = 200 feet, 50 horsepower (HP) motor that operate with variable frequency
drives to maintain a fixed downstream pressure, as measured by a pressure transmitter located on the discharge header.
Pumps P-1 through P-3 are designated as duty, and Pumps P-4 and P-5 are designated as standby. The PLC will alternate each
pump's status after each use. The standby pumps will be called to operate only if the duty pumps cannot maintain system
pressure. The electrical installation uses forced air ventilation variable frequency drives, eliminating the requirement for an
air conditioning unit.
Waite Street Reservoir, Lake Elsinore, California. Elsinore Valley Municipal Water District. Civil Engineer. Responsible for
structural engineering. Michael Baker provided engineering plans, specifications, and cost estimates for Elsinore Valley
Municipal Water District's Waite Street Reservoir. The reservoir was a 2.5-milllion gallon welded steel tank to supply storage
for the district's 1467 pressure zone. The site was planned to accommodate future reservoirs and to maintain service from

1. WASHINGTON STREET SIDEWALK IMPROVEMENTS,

Approach and Understanding
The project aims to provide a meandering sidewalk along approximately 1,500 linear feet of Washington Street, between Calle
Tampico and just south of the bridge that crosses the Channel, as shown below. Currently, there is some landscaping and utilities
but no sidewalk. There is also a curb ramp at the southeast corner of Washington Street and the Village Shopping Center that
currently does not connect to any pathway. The sidewalk features curb and gutter and a perimeter wall along the entirety of the
project.

SIDEWALK
Although Standard Drawing 245 details a 6' to 8' meandering sidewalk,
modifications are necessary due to the limited Right of Way (ROW) and to protect
existing palm trees and utilities. The width of the sidewalk may vary to
accommodate these features. To meet CBC Section 1113-403.5.1, Exception 3, a
minimum clearance of 3 feet is required for accessibility. Existing plants, excluding
palm trees, shall be removed as necessary to ensure an accessible path.
Additionally, some utilities, signage, and guy wires (as shown in the image on the
right), may need to be relocated or adjusted to grade to include the sidewalk. The
street is expected to remain unchanged, with the project focusing on integrating
the proposed sidewalk with the existing roadway.
PERIMETER WALLS
The perimeter wall requires an inspection to determine a solution for the spalling
occurring along certain sections.
CURB RAMPS
There is one existing curb ramp that needs to be replaced to meet current
accessibility standards. The curb ramp shall be integrated with the proposed
sidewalk to facilitate circulation. Due to the traffic signal location, the connection
shall be positioned between the traffic signal pole and the perimeter wall. It is
assumed that a crosswalk will not be needed on the northeast corner. The layout of the curb ramp will be reviewed once the
survey and mapping have been finalized to verify that the curb ramp fits within the ROW.

Task 1.0 - Project Management, Coordination, and Meetings
Task 1.1— Project Management, Coordination, and Meetings
Michael Baker shall work with the City of La Quinta to schedule a project kickoff meeting (pre -design meeting) as well as planned
status meetings with the City. Additional meetings with City Departments, City of La Quinta's sub -consultants as well as other key
stakeholders will be scheduled and attended as necessary. Michael Baker shall provide meeting agendas with input from the City
for each meeting and will prepare and distribute meeting minutes if requested. A total of twelve (12) meetings is assumed in this
task which includes a field walk (in person), kick off meeting (virtual), and monthly meetings (virtual).
On a monthly basis, Michael Baker will issue invoices and progress reports to the City detailing major items worked on during the
billing period as well as percentage complete for each task. This report will include all necessary back up and will serve to establish
internal accounting methods and procedures acceptable to the City for documenting and monitoring contract costs.
It is understood that the City explicitly understands that project management, meetings, and coordination will be billed on a time
and materials basis. Should the budgetary hours be exceeded, Michael Baker will notify the City and request a contract
amendment for additional hours.
Task 2.0 — Research and Investigation
Task 2.1— Records Research and Field Investigation
Michael Baker will complete the necessary research to gather and review available information such as tract maps, right of way
maps, and record/as-built drawings. Our roadway team will conduct a field visit to photo document all locations.
Assumptions: The City shall provide existing improvement as-builts, drainage, and other reports pertaining to the project and
immediate surrounding area for use.
Task 2.2 — Utility Research and Coordination
Early coordination with the utility owners along the project limits is critical to expedited project delivery. Michael Baker will
prepare Utility Request letters (on City letterhead), requesting utility owners to send their facility maps and as -built plans.
We will coordinate with each utility owner until all responses are received. Michael Baker will maintain a current utility
contact matrix including copies of notices sent, copies of responses received, plans received and any relevant
correspondence.
Once all plans have been received, Michael Baker will plot the utilities on the plans and probable conflicts will be noted and
discussed with the City.
Task 2.3 —Structural Investigation
Michael Baker shall conduct a site visit to assess the existing boundary walls throughout the project area. Michael Baker will
identify and document areas of damage, such as cracks, spalls, and other visible defects on the exposed surfaces of the walls. The
assessment will be limited to visual inspections.
Michael Baker will record identified damaged areas and compile a report detailing our findings, including photographs of the
damaged sections. The report will also outline recommended repair methods for each area of damage. Upon client approval of
the report, we will develop structural plans for the proposed repairs. The objective of these repairs is to address existing
deficiencies and restore the retaining wall to its original condition as closely as possible.
Task 3.0 — Survey
Task 3.1—Topographical Survey
Michael Baker will prepare a topographic Survey of the project site at 40 scale with 1 foot contour interval for the
engineering team for design.
The location of the following ground surface and/or visible underground items are the primary target of this survey:
• FL and TC locations of existing curb and gutter;
• Driveway and curb ramp locations;
• Sidewalks;

Task 3.2 — Record Base Map
In order to include and plot the record position of the project boundary in approximate orientation with a specific
coordinate system, compiled aerial topographic base data or other overlay features, Consultant shall perform the following
tasks:
• Baker shall perform research of the available public records via on-line services to obtain maps and other items that
affect the boundary location of the property;
• Baker shall prepare a preliminary record data map to be used by the field survey crew to search for a sampling of
boundary monuments;
• Baker shall perform a field survey of said monuments in order to establish orientation of the record survey data in
relation to the coordinate system used in the topographic mapping;
• Baker shall plot the record boundary lines on the aerial base map, with the understanding of the Client that said
record boundary is NOT the result of a comprehensive boundary survey and analysis, and that it's orientation may
disagree substantially from the position determined by a full boundary survey and analysis;
• The budget for this scope of work is based upon an assumption that adequate and accessible boundary
monumentation exists in the immediate project vicinity to control this record data survey.
Any cost associated with the preparation and processing of a Record of Survey Map, if one becomes necessary as a legal
requirement, shall be covered by Client.
Assumptions: No additional survey or mapping of the roadway will be required for this project and therefore monument
preservation is no needed at this time.
Task 4.0 — Sidewalk Plans, Specifications, and Estimate
Task 4.1— 35% Plans and Estimate
Michael Baker's team will utilize the data collected in Task 2 and Task 3 to incorporate that into the base map. The 35% Plans and
Estimate shall include up to three (3) concepts will include all necessary information such as proposed layouts, dimensions, right
of way lines, and utility appurtenances.
The anticipated drawings for this project are included in the table to the right. The designs will be based on current best practice
and will include all necessary information such as proposed layouts, and dimensions. Drawings will be 24" x 36" sheets with a
Michael Baker conceptual border. All designs will be in accordance with the latest City Standards, Ordinances and Regulations,
Public Right of Way Accessibility Guidelines (PROWAG), California Building Code CBC Chapter 11B, Manual on Uniform Traffic
Control Devices (MUTCD), Caltrans Standard Plans and Specifications, and Standard Plans and Specifications for Public Works
Construction (the "Greenbook") as applicable.
Assumptions: Three rounds of revisions of the selected conceptual plan shall be made based on comments from the City and
residents is included in this task. Construction details and retaining wall structural design shall not be included in this scope.
Task 4.2 — 65% Plans, Specifications and Estimate
Once the preliminary 35% design plans have been approved by the City, Michael Baker will prepare the 65% design package by
addressing any comments received from the City on the selected 35% design package and a cost estimate. The 65% plans shall be
placed on standard City title block, signature block, approvals and permits block prepared in AutoCAD, and comply with City CADD
standards. Typical sections will be shown on the street improvement plans. A comments matrix will be prepared to document any
comments received and Michael Baker will address all comments or will provide responses and reasoning as to why comments
were not addressed. This comment matrix will remain over the lifetime of the project.
Task 4.3 — 90%-100% Plans, Specifications and Estimate

Upon receipt of the 65% comments, respectively, Michael Baker's team will advance the plans to the next step, or 100%
completion. As part of this design milestone, our team will prepare a detailed construction cost estimate, bid schedule, and
specifications. Specifications will be prepared using either Caltrans Standard Specifications, Standards for Public Works
Construction "Greenbook" or a combination of both as determined by the City.
Assumptions: Profiles, Planting Plans, Traffic Control, Erosion Control, Hydrology and Hydraulic Analysis and any stormwater quality
is not needed for this scope of work. If Storm Water Pollution Prevention Plan is required, Michael Baker will discuss an
additional scope and fee with the City.
Task 5.0—Structural Plans, Specification, and Estimate
Task 5.1— Retaining Wall Plans, Specification, and Estimate
Depending on the structural findings from Task 2.3, portions of the retaining wall may need to be replaced in kind or
repaired. For those sections, structural plans, specification, and estimate will be provided along with the 35%, 65%, and 90-
100%.
Assumptions: Retaining wall replacement if needed is assumed for a total of approximately 500 LF. Retaining wall details
will be based on the original as -built plans and walls will be replaced in kind. If additional retaining wall is needed, Michael
Baker will discuss additional scope and fee with the City. Calculations are not considered as part of this scope.
Task 6.0 — Bid and Construction Support Services
Task 6.1— Bid Support Services
Michael Baker's Project Manager and key personnel will work closely with the City to respond to all bid inquiries and questions
relating to the plans and specifications during the bid period. Should addenda be required, our team will assist the City with their
preparation. All written request to Contractor inquiries will be provided within two (2) working days of receipt of the Contractor's
request. Along with this support, we will also be available to attend the pre -bid meeting and the bid opening, if needed. If
requested, our staff will conduct a review of the bids and supporting documentation to confirm the lowest responsive and
responsible bidder. Once this review is complete, we will make a recommendation and assist the City with the acceptance of and
award, or if a rebid of the project if determined necessary.
Task 6.2 — Construction Support Services
Michael Baker's Project Manager and key personnel will provide review of shop drawings and materials/product submittals for
conformance with the plans and specifications prior to and during construction. In addition, our staff will be available to review
and respond to Contractor's Requests for Information (RFI's), review any change orders and provide clarification of design intent
when necessary. Michael Baker will also assist in the preparation of addenda if requested.
Assumptions: Records drawings are not needed at this time.

Approach and Understanding
The project aims to provide a meandering sidewalk along approximately 700 linear feet of Avenue 50, between Avenue Montero
and Washington Street, as highlighted below. Currently, there is some landscaping and utilities but no sidewalk. The sidewalk
features curb and gutter and a perimeter wall along the entirety of the project. It is assumed that the existing curb return at the
intersection of Avenue 50 and Washington Street is in compliance and no curb return or ramp is needed at the intersection of
Avenue 50 and Avenue Montero.

SIDEWALK
The sidewalk will be designed according to La Quinta Standard Drawing
1_ 240 and minimum accessibility standards. The width may vary due to
existing utilities and Right of Way , (ROW) limitswith a minimum
clearance of 3 feet to comply with CBC Section 116-403.5.1, Exception
3. Existing plants will be removed as necessary to ensure an accessible
path. Additionally, some utilities, signage, and guy wires (as shown in
the image to the left), may need to be relocated or adjusted to grade to
accommodate the sidewalk. The street will remain unchanged, with the
project focusing on integrating the proposed sidewalk with the existing
roadway.
RETAINING WALLS
- There are existing La Quinta Standard Drawings 716 and 717 for Gravity
Block Walls, however, it is limited to three course stacks (18"). Michael
Baker shall do our best to use the standard drawing with a maximum
2:1 behind the wall; however, if additional course stacks are necessary,
Michael Baker shall implement additional stack and provide details
where necessary.

Task 1.0 — Project Management, Coordination, and Meetings
Task 1.1— Project Management, Coordination, and Meetings
Michael Baker shall work with the City of La Quinta to schedule a project kickoff meeting (pre -design meeting) as well as planned
status meetings with the City. Additional meetings with City Departments, City of La Quinta's sub -consultants as well as other key
stakeholders will be scheduled and attended as necessary. Michael Baker shall provide meeting agendas with input from the City
for each meeting and will prepare and distribute meeting minutes if requested. A total of twelve (12) meetings is assumed in this
task which includes a field walk (in person), kick off meeting (virtual), and monthly meetings (virtual).
On a monthly basis, Michael Baker will issue invoices and progress reports to the City detailing major items worked on during the
billing period as well as percentage complete for each task. This report will include all necessary back up and will serve to establish
internal accounting methods and procedures acceptable to the City for documenting and monitoring contract costs.
It is understood that the City explicitly understands that project management, meetings, and coordination will be billed on a time
and materials basis. Should the budgetary hours be exceeded, Michael Baker will notify the City and request a contract
amendment for additional hours.
Task 2.0 — Research and Investigation
Task 2.1— Records Research and Field Investigation
Michael Baker will complete the necessary research to gather and review available information such as tract maps, right of way
maps, and record/as-built drawings. Our roadway team will conduct a field visit to photo document all locations.
Assumptions: The City shall provide existing improvement as-builts, drainage, and other reports pertaining to the project and
immediate surrounding area for use.
Task 2.2 — Utility Research and Coordination
Early coordination with the utility owners along the project limits is critical to expedited project delivery. Michael Baker will
prepare Utility Request letters (on City letterhead), requesting utility owners to send their facility maps and as -built plans.
We will coordinate with each utility owner until all responses are received. Michael Baker will maintain a current utility
contact matrix including copies of notices sent, copies of responses received, plans received and any relevant
correspondence.
Once all plans have been received, Michael Baker will plot the utilities on the plans and probable conflicts will be noted and
discussed with the City.
Task 3.0 — Survey
Task 3.1—Topographical Survey
Michael Baker will prepare a topographic Survey of the project site at 40 scale with 1 foot contour interval for the
engineering team for design.
The location of the following ground surface and/or visible underground items are the primary target of this survey:
• FL and TC locations of existing curb and gutter;
• Driveway and curb ramp locations;
• Sidewalks;
• Water meters;
• Traffic signals, electrical and other above ground utility items;
• Plants, trees, and landscaping;
• Sewer cleanouts (if any);
• Culverts and visible storm drain system items;

In order to include and plot the record position of the project boundary in approximate orientation with a specific
coordinate system, compiled aerial topographic base data or other overlay features, Consultant shall perform the following
tasks:
• Baker shall perform research of the available public records via on-line services to obtain maps and other items that
affect the boundary location of the property;
• Baker shall prepare a preliminary record data map to be used by the field survey crew to search for a sampling of
boundary monuments;
• Baker shall perform a field survey of said monuments in order to establish orientation of the record survey data in
relation to the coordinate system used in the topographic mapping;
• Baker shall plot the record boundary lines on the aerial base map, with the understanding of the Client that said
record boundary is NOT the result of a comprehensive boundary survey and analysis, and that it's orientation may
disagree substantially from the position determined by a full boundary survey and analysis;
• The budget for this scope of work is based upon an assumption that adequate and accessible boundary
monumentation exists in the immediate project vicinity to control this record data survey.
Any cost associated with the preparation and processing of a Record of Survey Map, if one becomes necessary as a legal
requirement, shall be covered by Client.
Assumptions: No additional survey or mapping of the roadway will be required for this project and therefore monument
preservation is no needed at this time.
Task 4.0 — Sidewalk Plans, Specifications, and Estimate
Task 4.1— 35% Plans and Estimate
Michael Baker's team will utilize the data collected in Task 2 and Task 3 to incorporate that into the base map. The 35% Plans and
Estimate shall include up to three (3) concepts will include all necessary information such as proposed layouts, dimensions, right
of way lines, and utility appurtenances.
The anticipated drawings for this project are included in the table to the right. The designs will be based on current best practice
and will include all necessary information such as proposed layouts, and dimensions. Drawings will be 24" x 36" sheets with a the
Michael Baker conceptual border. All designs will be in accordance with the latest City Standards, Ordinances and Regulations,
Public Right of Way Accessibility Guidelines (PROWAG), California Building Code CBC Chapter 11B, Manual on Uniform Traffic
Control Devices (MUTCD), Caltrans Standard Plans and Specifications, and Standard Plans and Specifications for Public Works
Construction (the "Greenbook") as applicable.
Assumptions: Three round of revisions of the selected conceptual plan shall be made based on comments from the City and
residents is included in this task. Construction details and retaining wall structural design shall not be included in this scope.
Task 4.2 — 65% Plans, Specifications and Estimate
Once the preliminary 35% design plans have been approved by the City, Michael Baker will prepare the 65% design package by
addressing any comments received from the City on the selected 35% design package and a cost estimate. The 65% plans shall be
placed on standard City title block, signature block, approvals and permits block prepared in AutoCAD, and comply with City CADD
standards. Typical sections will be shown on the street improvement plans. A comments matrix will be prepared to document any
comments received and Michael Baker will address all comments or will provide responses and reasoning as to why comments
were not addressed. This comment matrix will remain over the lifetime of the project.
Task 4.3 — 90%-100% Plans, Specifications and Estimate
Upon receipt of the 65% comments, respectively, Michael Baker's team will advance the plans to the next step, or 100%
completion. As part of this design milestone, our team will prepare a detailed construction cost estimate, bid schedule, and
specifications. Specifications will be prepared using either Caltrans Standard Specifications, Standards for Public Works
Construction "Greenbook" or a combination of both as determined by the City.
Assumptions: Profiles, Planting Plans, Structural Plans, Traffic Control, Erosion Control, Hydrology and Hydraulic Analysis and any
stormwater quality is not needed for this scope of work. If Storm Water Pollution Prevention Plan is required, Michael Baker

will discuss an additional scope and fee with the City. Irrigation relocation and plant removal shall be construction notes
within the sidewalk plans. Details outside of City Standard 716 and 717 shall also be provided for gravity walls if needed.
Task 5.0 — Bid and Construction Support Services
Task 5.1— Bid Support Services
Michael Baker's Project Manager and key personnel will work closely with the City to respond to all bid inquiries and questions
relating to the plans and specifications during the bid period. Should addenda be required, our team will assist the City with their
preparation. All written request to Contractor inquiries will be provided within two (2) working days of receipt of the Contractor's
request. Along with this support, we will also be available to attend the pre -bid meeting and the bid opening, if needed. If
requested, our staff will conduct a review of the bids and supporting documentation to confirm the lowest responsive and
responsible bidder. Once this review is complete, we will make a recommendation and assist the City with the acceptance of and
award, or if a rebid of the project if determined necessary.
Task 5.2 — Construction Support Services
Michael Baker's Project Manager and key personnel will provide review of shop drawings and materials/product submittals for
conformance with the plans and specifications prior to and during construction. In addition, our staff will be available to review
and respond to Contractor's Requests for Information (RFI's), review any change orders and provide clarification of design intent
when necessary. Michael Baker will also assist in the preparation of addenda if requested.
Assumptions: Records drawings are not needed at this time.

scope of work are not needed at this time and is excluded from the proposed scope of work.
Quality Assurance and Quality Control
As part of our commitment to Quality Service, Michael Baker has an established QA/QC program that
implemented and appropriately scaled for each specific project, and each task order. It is structured to mitigate
issues with little to no escalation. This is ensured by building in quality at every step of the process, promoting
prevention rather than detection. Senior staff will conduct a formal independent project review at
milestone stages. We will analyze all project documents, schedule and cost control, errors and/or
omissions, and compliance with City requirements. Michael Baker understands that project quality is
our responsibility.

Litigation History
Michael Baker International is a large nation-wide firm with an 85-year history of working on a variety of complex projects. Through the
normal course of business, we can become involved in litigation or claims, not untypical for the work we perform. It is not anticipated
that any such litigation would impact the firm's ability to perform the services contemplated under this proposal.
Sample Contract Comments
We appreciate the opportunity to preview the sample consultant agreement that will be utilized by the City for this project. Michael
Baker has contracted on thousands of projects over our 84-year history and is confident in our ability to come to mutually acceptable
terms with all of our clientele. Upon selection of this proposal, we would respectfully request the opportunity to discuss certain of the
contract terms with the City due to the professional standard of care required for performance of services, insurance commercially

connection with the Project, and shall not be liable for any site, legal or environmental condition or requirement relating to the
Services that is not disclosed or is unknown to Consultant prior to the Effective Date; (iii) Consultant shall not be liable for any failure to
perform to the extent such failure is caused by any event, occurrence, or circumstance beyond the reasonable control of Consultant;
(iv) Consultant's total aggregate liability (whether such liability is based in contract, warranty, tort, equity, strict liability, statute,
common law, and/or any other claim or theory) for any loss, damage, expense or cost of whatsoever kind or nature arising out of or
relating in any way to the Agreement, Services and/or Project shall not exceed the net sum paid to Consultant for the Services; and
that (v) any cause of action asserted by City against Consultant arising out of or in any way relating to the Services, Agreement, or
Project shall be deemed to have accrued no later than the date the Services were completed by Consultant Each of the foregoing
limitations are separate and independent of the other, and shall survive termination or completion of the Agreement, Services and/or
Project.
ESTIMATES. City acknowledges that Consultant cannot control market conditions or construction costs, means, methods, techniques
and/or processes. As such, notwithstanding anything to the contrary contained herein, City agrees that Consultant makes no
representation, warranty or guarantee as to the accuracy of any estimate (e.g., cost, quantity) related to the Project that is furnished
by Consultant in connection with the Services, and further agrees that Consultant shall bear no responsibility for any increase,
inaccuracy or deviation in any such estimates.
CONSTRUCTION MEANS. Contracting Party shall not be responsible for construction means, methods, techniques, sequences or
procedures of construction contractors, or the safety precautions and programs incident thereto, and shall not be responsible for such
contractors' failure to perform work in accordance with the contract documents.
