SUBJECT: MINOR USE PERMIT 2025-0002 GUEST HOUSE WITH FULL KITCHEN

Dear Dani Pauley:
The City of La Quinta Design and Development Department has reviewed and approved Minor
Use Permit 2025-0002, for a guest house with a full kitchen located at 81150 Elsworth Place,
pursuant to Specific Plan (SP) 1999-035 and the findings listed in Section 9.210.025 of La Quinta
Municipal Code, subject to the information on file and the conditions of approval included herein.
Findings
1.Consistency with General Plan. The proposed use includes a guest house with a full
kitchen which is consistent with the General Plan designation of Low Density Residential
(LDR) which allows single family residential development. Guest houses are an
accessory use that is allowed in Low Density Residential areas. Furthermore, the
General Plan promotes the use of Specific Plans as a valuable tool for creative
development as they allow more flexible standards for development. The project, which
consists of three guest houses, falls within Specific Plan (SP) 1999-035 which allows up
to three guest houses on a single family home site in the Madison Club.
2.Consistency with Zoning Code. The proposed use is consistent with the Low Density
Residential (LR) zoning designation which allows for density residential neighborhoods.
Guest houses are a permitted as an accessory use, and consistent with the intent of the
zone.
3.Compliance with CEQA. The Minor Use Permit is exempt from the California
Environmental Quality Act (CEQA) per Section 15301 (e) as it involves additions to
existing areas that do not result in an increase of 50 percent of the floor area before the
addition or 2,500 square feet, whichever is less. The project will result in an addition
totaling 1,678 square feet or 16.3% of the existing area.
4. Surrounding Uses. Approval of the application will not create conditions materially
detrimental to the public health, safety and general welfare or injurious to or incompatible
with other properties or land uses in the vicinity. The proposed guest house with a full
kitchen is consistent with other homes in the surrounding community.
Conditions of Approval
1. The applicant shall obtain Building permit approval for this project. Additional permits
from Riverside County Fire Department may be required.
2. The living area of each guest house on the site shall not exceed the limit allowed in the
approved SP 1999-035. Prior to any expansion of a guest house, the applicant shall
obtain a Building Permit approval.
3. Operations shall be consistent with statement of operations and floor plan on file.
The City may elect to add Conditions to this approval to mitigate any problems that arise not

27 UNDERGROUND ELECTRICAL SERVICE. NO PERSON SHALL CONSTRUCT, INSTALL, OR PLACE ABOVE THE
SURFACE OF THE GROUND ANY POLES, WIRES, AND ASSOCIATED STRUCTURES, REGARDLESS OF THE USE OR
