CEQA: THE PLANNING DIVISION HAS DETERMINED THAT THIS
PROPOSAL IS CATEGORICALLY EXEMPT FROM
ENVIRONMENTAL REVIEW PURSUANT TO PROVISIONS
OF SECTION 15311 (A) OF THE CALIFORNIA
ENVIRONMENTAL QUALITY ACT (CEQA), IN THAT THIS
PROPOSAL INCLUDES A NEW FREESTANDING SIGN.

EXECUTIVE SUMMARY
The applicant proposes to create the Sign Program to establish sign allowances
for the Shadow Rock Church.
BACKGROUND
The 1.19 acre project site is an existing Church Building and parking lot located at the
south side of the Commerce Court cul-de-sac at 46740 Commerce Court. The site is
located within the La Quinta Corporate Centre Business Park. The Shadow Rock Sign
Program was prepared to allow three (3) permanent signs per the La Quinta Municipal
Code (LQMC) 9.160.090.
PROPOSAL AND ANALYSIS
The applicant proposes a Sign Program for the Shadow Rock Church to establish
allowances for two (2) already existing permanent wall identification signs on the west
and south building elevations and one (1) proposed monument sign along Commerce
Court.
The proposed sign program will allow wall signs with a maximum area of 50 sq. ft. Wall
signs shall not exceed a width of 16 ft. The existing wall signs meet the criteria of the
sign program.
The proposed monument sign is internally illuminated and will match the existing
architectural style of the building. The monument sign face area will be approximately
50 sq. ft. and the total monument sign height will be five (5) ft by approximately ten (10)
feet in width.
The proposed program will not substantially alter the aesthetics of the project site and
will provide adequate visibility of the site. This proposed sign program is consistent with
other uses and building La Quinta Corporate Centre. Future signs for this location shall
be submitted under the general sign permit process as they are identified and reviewed
against the parameters of this approval.
ENVIRONMENTAL REVIEW
The Design and Development Department has determined that this project is exempt
from environmental review pursuant to Section 15311 (A) (Accessory Structures) of the
California Environmental Quality Act in that the proposed project includes on-premise
signs, including a new freestanding sign.

FINDINGS
1. Sign programs are authorized by the La Quinta Municipal Code (LQMC) and the
proposed sign program is consistent with the purpose and intent of Chapter 9.160 of
the LQMC.
2. The sign program is in harmony with and visually related to:
a. All signs within the planned sign program, via the incorporation of several common
design elements such as materials, letter style, colors, illumination, sign type or
sign shape. The new monument sign has lettering and an illumination method
that matches the existing wall signs.
b. The buildings they identify. The design of the proposed signage matches the
architectural design of the building by incorporating the same exterior materials
and color as the building.
c. Surrounding development. Implementation of the planned sign program will not
adversely affect surrounding land uses or obscure adjacent conforming signs. The
proposed sign program design elements are consistent in size and scale with the
existing signage in surrounding La Quinta Corporate Centre business park.
CONDITIONS OF APPROVAL
1. The applicant agrees to defend, indemnify and hold harmless the City of La Quinta
attack, set aside, void, or annul the approval of this Sign Program. The City shall have
sole discretion in selecting its defense counsel. The City shall promptly notify the
applicant of any claim, action or proceeding and shall cooperate fully in the defense.
2. Any subsequent changes to the sign program, including sign size, sign placement
and/or sign design, will require a sign program amendment application to be filed with
the Design and Development Department.
3. Occupants/Tenants shall obtain sign permits for signage permitted under this sign
program.
4. Sign Program 2025-0002 shall comply with all applicable terms, conditions, and
mitigation measures for the following related approval(s):
