PUBLIC COMMENTS – INSTRUCTIONS
Members of the public may address the Commission on any matter listed or not listed on the
agenda as follows:
WRITTEN PUBLIC COMMENTS can be provided either in-person during the meeting by
submitting 15 copies to the Commission Secretary, it is requested that this takes place prior to
the beginning of the meeting; or can be emailed in advance to LMcGinley@LaQuintaCA.gov, no
later than 12:00 p.m., on the day of the meeting. Written public comments will be distributed to
the Commission, made public, and will be incorporated into the public record of the meeting, but
will not be read during the meeting unless, upon the request of the Chair, a brief summary of
public comments is asked to be reported.
If written public comments are emailed, the email subject line must clearly state “Written
Comments” and should include: 1) full name, 2) city of residence, and 3) subject matter.
VERBAL PUBLIC COMMENTS can be provided in-person during the meeting by completing a
“Request to Speak” form and submitting it to the Commission Secretary; it is requested that this
takes place prior to the beginning of the meeting. Please limit your comments to three (3) minutes
(or approximately 350 words). Members of the public shall be called upon to speak by the Chair.
In accordance with City Council Resolution No. 2022-028, a one-time additional speaker time
donation of three (3) minutes per individual is permitted; please note that the member of the public
donating time must: 1) submit this in writing to the Commission Secretary by completing a
“Request to Speak” form noting the name of the person to whom time is being donated to, and 2)
be present at the time the speaker provides verbal comments.
Verbal public comments are defined as comments provided in the speakers’ own voice and may

called to order at 5:00 p.m. by Chairperson Gaeta-Mejia.

Housing Authority Treasurer Martinez presented the staff report, which is on file in the
Clerk’s Office.
The Commission discussed the maintenance expenses incurred for the La Quinta Cove
properties as listed in Attachment 1 to the staff report; staff provided details on the
expenses that attributed to the variance in expenditures.
MOTION – A motion was made and seconded by Commissioner Pacheco/Chairperson
Gaeta-Mejia to receive and file 2023/24 Housing Authority Year-End Budget Report.

Senior Management Analyst Kinley presented the staff report, which is on file in the
Clerk’s Office.
The Commission discussed pricing and timeline to complete the roof repairs if this item is
approved by the Housing Authority.
MOTION – A motion was made and seconded by Commissioners Pacheco/
Christopherson to recommend Housing Authority appropriate funds and approve G.M.
Gordon Roofing to perform roof replacements for the City’s 28 affordable housing rental
properties in the La Quinta Cove. Motion passed: ayes – 3, noes – 0, abstain – 0, absent
–1 (Paltin), vacancy – one (1).
3.RECOMMEND HOUSING AUTHORITY ADOPT RESOLUTION TO DECLARE
ASSESSOR PARCEL NUMBERS 600-030-039, 600-030-036, AND 600-390-024
LOCATED IN THE CITY OF LA QUINTA, CALIFORNIA AS SURPLUS LAND

Mejia/Commissioner Pacheco to recommend the Housing Authority:
1)Adopt a Resolution to declare Assessor Parcel Numbers 600-030-039, 600-030-
036, and 600-390-024, located in the City of La Quinta, California, as surplus land;
2)Authorize the Executive Director to execute and administer the necessary notice(s)
related to the declarations made in the resolution; and
3)Find that the declarations are exempt from environmental review pursuant to
Section 15312 of the California Environmental Quality Act (CEQA).

Senior Management Analyst Kinley presented the staff report, which is on file in the

The Commission discussed the Regional Housing Needs Assessment (RHNA)
requirements for La Quinta and its compliance status; and the timeline and potential
development plans for the three vacant parcels discussed under Business Session Item
No. 3 of this agenda.

1.UPDATE ON CURRENT HOUSING COMMISSION AND HOUSING AUTHORITY
ACTIVITY
Staff noted ensuring compliance with the Surplus Land Act may take some time; options
for future affordable housing projects are being considered and evaluated; and Mr.
Samuel Turley resigned his appointment on the Commission because he moved to the
city of Indio, and an update on filling the vacancy will be provided in the future.

STAFF REPORT
AGENDA TITLE: RECOMMEND HOUSING AUTHORITY APPROVAL FOR LOCAL
HOMELESS PREVENTION PROGRAMS FUNDING FOR FISCAL YEAR 2025/26
RECOMMENDATION
Recommend Housing Authority funding approval to provide assistance to local homeless
service providers and homeless prevention partners - Coachella Valley Rescue Mission
(CVRM), Martha’s Village and Kitchen (MVK), and Coachella Valley Association of
Governments (CVAG) for fiscal year 2025/26.
EXECUTIVE SUMMARY
•The Housing Authority (Authority) allocated $300,000 of Authority funds to local
homeless service providers and homeless prevention partners in fiscal year (FY)
2024/25.
•These services positively impact the City and greater Coachella Valley community.
•Recommended FY 2025/26 funding of $375,000 for Commission consideration, in
accordance with State law is as follows:
$125,000 to CVRM
$125,000 to MVK
$125,000 to CVAG
FISCAL IMPACT
The Low-Mod Housing Authority fund has a homeless funding budget of $375,000 for FY
2025/26 available in account number 243-0000-60532. The maximum allowed to be
expended annually by these funds is $500,000, per Health and Safety Code Section
34176.1.(a)(2).
BACKGROUND/ANALYSIS
The Authority annually allocates funding for local homeless service providers and
homeless prevention partners in the Coachella Valley.
To address the rising cost of housing, in the current economic climate, the City proposes
increasing the funding allocation for each local homeless prevention partner—from
$100,000 to $125,000 per fiscal year. This adjustment reflects the growing financial need

for housing assistance and ensures that key service providers, CVRM, MVK, and CVAG,
can continue delivering essential support to individuals and families at risk of
homelessness in La Quinta and the surrounding region. Each organization is required to
provide a quarterly report on the use of the funds, including the number of individuals
from La Quinta who were assisted and the services they utilized.
The Authority is able to provide this assistance pursuant to California Health and Safety
Code’s Community Development and Housing law, which states “…if the Housing
Successor (the Authority) has fulfilled all obligations pursuant to Sections 33413 and
33418, the Authority may expend up to $500,000 dollars… per fiscal year for homeless
prevention and rapid rehousing services for individuals and families who are homeless or
would be homeless but for this assistance, including the provision of short-term or
medium-term rental assistance, contributions toward the construction of local or regional
homeless shelters, housing relocation and stabilization services including housing
search, mediation, or outreach to property owners, credit repair, security or utility
deposits, utility payments, rental assistance for a final month at a location, moving cost
assistance, and case management, or other appropriate activities for homelessness
prevention and rapid rehousing of persons who have become homeless.”
A Memorandum of Understanding (MOU) is signed by all providers, stipulating annual
and quarterly reporting requirements.
ALTERNATIVES
The Commission may elect not to recommend this request, divert funds to other
organizations, or save funds for future projects; however, since these organizations have
consistently provided support for our community and rely on these contributions, Staff
does not recommend this alternative.
