AMENDMENT NUMBER 2
The following shall be considered as incorporated into the Request for Proposal (RFP) for the above-
referenced project. Portions of RFP that are not specifically mentioned in this addendum remain in
force.
REQUEST FOR PROPOSAL
1. Question: The RFP (page 8) mentions that DBE forms and DBE Good Faith Effort are not
included in the page count, but there is no mention of federal funding nor a DBE requirement.
Will the City clarify whether this project has a DBE goal?
Answer: DBE and DBE good faith effort is not required.
2. Question: The RFP (page 9) does not give any instructions for information that should be
information should be provided in that section?
Answer: No, but we usually see which staff will be directly and indirectly working on this project
from the prime and if there will be subconsultants and how they relate to the scope. There is
also usually a team organization chart.
3. Question: 18. Conflict of Interest
The City requires a Statement of Economic Interest (Form 700) to be filed by any proposer who
is involved in the making of decisions which may have a foreseeable material effect on any City
e and the California Political
Reform Act of 1974.
The form was not provided as a part of this RFP. Does the City still require this form and should
it be located in the Appendix and not counted toward the 30 page max?
Answer: The form will be provided to the selected consultant.
4. Question: RFP page 7 reads
All proposals shall be firm offers subject to acceptance by the City and may not be withdrawn
for a period of 180 calendar days following the last day to accept proposals. Proposals may not
be amended after the due date except by consent of the City. All proposals must clearly address
all of the requirements outlined in this RFP.
However, page 8 reads
1. Cover Letter
a validity statement that all information and pricing provided in the proposal is
valid for at least ninety (90) days

Answer: 90 Days.
5. Question: RFP page 9 reads
4. Subcontracting Services
Subcontracting any portion(s) of the Scope of Services is not preferable

The following are NOT included in the 30-page count:
(1) Transmittal letter
(2) Table of contents
(3) Appendices
(4) Signed Non-Collusion Affidavit Form
(5) Insurance Acknowledgement
(6) DBE forms, and DBE Good Faith Effort (as needed)
This reflects a discrepancy on the use of subconsultants. Please confirm if this project
has a DBE percentage established and if a Good Faith Effort is required.
Answer: There is no DBE requirement. Item 6 on page 8 as listed above is not applicable.
