Our approach centers around the implementation of DynaCore, a custom-built yet open -sourced content management system (CMS) developed on the Strapi framework. As the first accessible -first CMS of its kind, DynaCore is engineered to fully comply with WCAG and ADA standards while delivering a flexible, user -centered experience. Built on a decentralized, API -forward architecture, DynaCore is designed to be scalable, integrable with third -party systems, and inherently future -proof. This approach not only ensures seamless integration with platforms such as CRMs, analytics tools, and La Quinta's archive system (e.g., Laserfiche), but also provides long-term value by avoiding vendor lock -in and reducing reliance on proprietary systems. For hosting, Btu Creative proposes a secure, high-performance environment via Digital Ocean's North American servers, with an optional upgrade to AWS GovCloud for municipalities requiring additional layers of compliance and federal -grade security. These hosting options are detailed in our pricing proposal and can be scaled to meet the City's evolving needs. Our proposal also includes a comprehensive support and training package, ensuring that City staff are empowered to maintain and grow the website post -launch. Additionally, we propose the integration of NeuroAl, our nationally recognized accessibility compliance tool. NeuroAl automates ongoing WCAG 2.2 compliance monitoring and remediation and is already available to municipalities across all 50 states through a national master service agreement (MSA), allowing for rapid deployment without the need for separate tender processes. Btu Creative is an award -winning, minority -owned digital agency headquartered in Miami, Florida, with offices in Toronto and Montreal. We serve public sector clients across North America with a commitment to accessibility, innovation, and equity in digital transformation. All information and pricing contained in this proposal is valid for a period of at least ninety (90) days from the submission date. We further affirm that any individual who will perform work for the City of La Quinta under this contract is free of any actual or perceived conflict of interest. Web Audit Automated Accessibility Reviews Access to WCAG specialist Bl0 C R E A T I V E Case Study CSC MonAvenir: Scalable, Accessible Front -End Design for Ontario's French -Language Schools 1316 Creative Digital Technologies Blu Overview The Conseil scolaire catholique MonAvenir (CSC MonAvenir), one of Ontario's leading French -language school boards, required a digital solution that would unify its network of 63 school websites while preserving each school's unique identity. While Blu Creative developed the entire decentralized web system —including both front-end and back -end solutions —this case study focuses specifically on the design and user experience strategy that shaped the front-end interfaces across the school board's digital ecosystem. The challenge was to create visually distinct yet functionally cohesive websites that respected each school's brand identity, student age group, and community needs, all while ensuring strict compliance with WCAG 2.1 AA accessibility standards and optimizing for mobile -first responsiveness. Design Approach & Execution Blii Creative developed a scalable front-end design system that allowed for flexibility in branding while maintaining a structured, accessible, and intuitive experience for students, parents, and educators across all 63 school websites. The design approach included the following key elements: Custom Branding for Each School Each school retained its unique colors, logos, and typography to ensure brand recognition while remaining part of a cohesive system -wide design language. eTargeted Age -Appropriate Design OElementary schools featured bold, playful visuals and high -contrast elements for younger students, incorporating larger font sizes and simplified navigation. OSecondary schools had a sleek, modern aesthetic with more structured layouts, reflecting the needs of an older student demographic. ® Universal Accessibility Standards OEvery interface was designed to meet or exceed WCAG 2.1 AA compliance standards, ensuring that content was accessible for users with disabilities. OThe use of high -contrast themes, clear typography, keyboard navigation support, and screen reader compatibility allowed for a seamless experience across all devices. Fully Mobile -Optimized Layouts O Recognizing that students and parents increasingly access school websites via mobile devices, the front-end architecture was designed with a mobile -first approach, ensuring smooth navigation and readability across smartphones and tablets. OFast -loading pages and responsive design principles ensured that websites functioned optimally on varying screen sizes. 19 Decentralized, Headless Integration for Autonomy & Efficiency While the front-end experience was uniquely tailored for each school, all 63 websites were connected through a decentralized, headless CMS architecture, allowing for system -wide updates while still granting each school full control over its individual website content. ® Consistent UX Across All Schools ODespite variations in branding, a consistent user experience (UX) framework was applied across all school websites to simplify navigation for parents and students transitioning between schools. OStandardized menu structures, user-friendly content layouts, and accessibility -first UI components created a familiar and easy -to -use experience. !Iir rRwETA►utE! Venez nous volr !
