The following section will provide insight into the Fruition team with introductions to high-level primary team members. Your Project Manager will be your main
point of contact during the redesign project. Following the redesign, you will be connected with a Service Desk Associate to manage day-to-day communication.

1 Accessibility Scans: Automated Scans of the website to assess WCAG 2.2 AA accessibility guidelines using third-party software. Accessibility Scans are limited to
the items the scans can identify.
Fruition can only test and/or repair code, templates, and assets that are controllable within the building of the website.
• Fruition cannot test and/or repair code related to third-party embeds, third-party content, plugins, iframes, external links, pop-ups, chats, or the readability
of embedded files (such as PDFs/Videos) on the site.
• Desktop and mobile websites share a codebase (i.e., Responsive Design). Fruition will test the desktop only. No mobile-specific views/templates or mobile
apps are included unless specifically outlined in the SOW.
• Though Fruition uses best practices when designing a site, Accessibility Scans do not include UI/Design/Manual Review/Live User accessibility testing.
• Fruition does not guarantee that the website will be WCAG-compliant at launch.
2 Manual Audit: A Manual Audit of relevant templates conducted by an accredited accessibility expert to identify accessibility gaps and provide suggested
remediations. Includes select usability journey testing with an accessibility focus to portray the specific user experiences of a person with disabilities navigating
through your website using the following Operating Systems and Assistive Technology:
• Windows / Screen Reader: JAWS • Windows / Screen Reader: NVDA • MacOS / Screen Reader: VoiceOver
*Usability journey testing is unavailable for Mobile and App Testing, or Color Blindness, Photosensitive Epilepsy, and Cognitive Disabilities, as these disabilities
vary significantly in severity and have a broad spectrum.
3 Remediation Hours: Following completion of a Manual Audit, Fruition will perform development work to remediate found issues and then re-test the website
for compliance with WCAG 2.2 AA guidelines. Remediation hours can also be purchased via the Fruition Service Desk.
4 Accessibility Statement/VPAT: A VPAT is a compliance tool that helps your company show where your website stands from a web accessibility viewpoint. It is
generally delivered with an Accessibility Statement that lives on your website.
5 Monthly Accessibility Report: All services will include monthly reports, either emailed or available in a dashboard. Enhanced ongoing accessibility services will
consist of quarterly meetings to discuss and plan remediation plans to utilize the 40 hours of remediation time.

JIM COLLINS, CHIEF EXECUTIVE OFFICER
As the CEO, Jim helps oversee the overall operations and performance of the company and serves as an authorized
representative in contract negotiations for Fruition. Jim ensures the company’s commitments and obligations are fulfilled as
stipulated in the contracts. He sees that all necessary infrastructure is in place for the team to deliver their tasks consistently
and on time. He acts as a key escalation point for crucial matters that may require senior leadership input. In short, Jim’s
primary responsibility is ensuring the company’s strategic initiatives are well executed and that the team is efficiently
managed.
CHANCE CARLIN, VP OF WEB DEVELOPMENT
As the VP of Web Development, Chance will provide senior technical oversight and act as the primary escalation point for any
technical issues or client concerns. With over 15 years of experience, he will ensure that all technical aspects align with the
City’s goals, especially regarding security, performance, and integration with third-party systems.
JOE STANTON, DIRECTOR OF WEB DEVELOPMENT
Our Director of Web Development, Joe, will act as general senior technical oversight on the account and will be the primary
escalation point for anything the Client or Fruition teams deem necessary, including but not limited to tickets/issues that
require senior leadership input, billing questions, new service requests, client concerns with the level of service being
provided, issues with SLAs, or other general feedback that the client may want to provide.
DANA CUNNINGHAM, LEAD DIGITAL PROJECT
MANAGER
The Lead Digital Project Manager, Dana, oversees all aspects of the project. She will be the main point of contact for the
College and ensure that the project is delivered within budget and to the College’s satisfaction. The Lead Digital Project
Manager will also manage the team so that all team members work effectively and efficiently toward project goals and
objectives.
MATT GUTHRIE, DEVELOPER
The Developer, Matt, will have a crucial role in collaborating with the Director of Development to manage the technical
dimensions of the CMS project. His role will involve close coordination with the Technical Project Manager and UI/UX
Designer to execute the project’s technical requirements. The Developer will select the optimal technology stack, oversee the
development team, distribute tasks to team members, and uphold the website’s impeccable technical quality.
MATTHEW MATTOX, SENIOR KUBERNETES
ENGINEER
Senior Kubernetes Engineer Matthew is responsible for managing the development and deployment of new website build
projects. He collaborates closely with the Technical Lead to deploy the website to the appropriate environments so all
necessary infrastructure is in place.

SALLIE WRIGHT, LEAD UX/UI STRATEGIST
The Lead UI/UX Strategist, Sallie Wright, will lead research and design for this project with the support of the Fruition UX
team. She will work closely with the Lead Digital Project Manager and Technical Lead to ensure the design aligns with the
client’s requirements and the project’s technical specifications. The Lead UI/UX Strategist will be responsible for leading
research and creating wireframes, mockups, and design assets used to maintain the website’s aesthetics.
TONY DIAZ, SERVICE DESK LEAD
The Service Desk Lead, Tony, oversees a team of Service Desk associates and developers responsible for maintaining and
caring for our partners’ websites. His responsibilities include working closely with Drupal and WordPress Service Desk
clients and facilitating custom or maintenance work between them and our development team. His true passion is building
relationships. The Technical Service Desk Lead contributes to our organization’s success and growth by prioritizing exceptional
customer service.

The table below is a high-level view of the Scope of Work and Estimated Project Timeline that incorporates the project requirements and proposed tasks to

Fruition will initiate the project with a Kick-Off Meeting to introduce team members, review
the City’s needs, and confirm website requirements. Then, a communication plan, including
regularly scheduled project checkpoints through ongoing meetings, will be formed.
Design Site Review Weeks 1 - 2
Fruition will conduct an in-depth review of the website’s UX/UI, assessing aspects including
visual hierarchy, layout, color scheme, and usability. This evaluation identifies opportunities
to enhance the user journey and address any design inconsistencies.
Keep, Kill, Combine Exercise Weeks 1 - 8
Fruition will conduct a “Keep, Kill, Combine” exercise to assess current website pages and
plan which to migrate, combine, or remove for the new site. This ongoing document will be
updated as the design progresses.
Information Architecture
(Sitemap)Weeks 1 - 8
Fruition will develop an Information Architecture plan (Sitemap) based on client discussions
and the “Keep, Kill, Combine” exercise. The City’s approval is required before design and
development, as changes later will incur additional costs and timeline adjustments.
Content Migration Planning Weeks 1 - 4
Fruition will create a Content Migration Plan with the Sitemap and Keep, Kill, Combine
exercises. Existing exports and data structures will be assessed to determine the best
approach to migrate content to the new CMS.

Fruition will develop up to twenty-five (25) medium-high fidelity wireframes for key pages
and features, focusing on layout, content flow, and usability. These wireframes will guide
the website’s redesign and inform future design and development phases.
Homepage Concept Weeks 11 - 18
Fruition will create two (2) Homepage Concepts that represent the look and feel of the new
website design based on data gathered and the City’s feedback. The approved Homepage
Concept will guide Global Styles for all future designs.
Mockups & Design System Weeks 11 - 18
Using the approved Homepage Concept, Fruition will develop a Design System to enforce
a consistent visual style across the entire website and support consistency and alignment
with the City’s brand. Approved Mockups will serve as the foundation for all future
frontend development work.

easy drag-and-drop visual management for non-technical users and offers adaptability for
long-term use and expansion.

Fruition fully understands your need for a robust web hosting service environment. Our hosting solution offers security and reliability, so your website will remain
accessible and perform optimally. We provide storage and bandwidth to accommodate your website’s traffic and data needs and support its growth over time.
Additionally, our web hosting services feature tools for performance monitoring and analysis, the ability to handle peak loads, and comprehensive backup and
recovery protocols to secure your data.
Fruition includes ongoing monthly CMS security and maintenance as part of its website hosting costs. To maintain website performance and security, our team
will carry out regular backups and ensure that all website platforms and plugins are updated at least once a month. We’ll ensure your website runs smoothly and
operates as it should, assisting with any required reconfigurations and restructuring.
Note: Pricing does not include upgrades for major CMS version releases or updates that require custom coding or extended development
time (greater than 3 hours) to patch-breaking changes.
If the Client has a preferred SMTP provider, they may supply Fruition with the information needed to integrate this service with their Fruition-hosted site. If they
do not wish to provide this, Fruition will set up a free AWS (Amazon Web Services) SES account on their behalf. If the email sent exceeds the allowance of the free
tier, the client is responsible for purchasing an upgraded account or supplying an alternative for SMTP. Sustained DDOS attacks may require additional Service
Fees and/or service cancellation. Individual instances will not be granted SSH/SFTP access, as all code changes will be completed through the Git repository.
*Exclusions to 99.99% uptime are as follows:
• Planned downtime;
• The interruption of service for any reason that is outside the control of Fruition and not included as a part of the defined service offering;
• Downtime caused by the direct actions of Client personnel or the failure of Client’s computer systems, network, or telecommunications equipment;
• Downtime caused by the actions of any end user or outside actor that is inconsistent with the Client’s authorized use of the system;
• Downtime caused by events normally classified as force majeure.

ACCOUNT MANAGEMENT
Our approach to managing Service Desk accounts for ongoing maintenance and support is
comprehensive and client-focused. A dedicated Service Desk Manager oversees a team of Service Desk
agents and developers. They are responsible for maintaining and caring for our partners’ websites,
facilitating custom or maintenance work between clients and our development team, and building solid
client relationships. We provide a dedicated Service Desk portal for ticket management and visibility.
Tickets are prioritized during weekly/monthly meetings, and updates are provided via the portal and
email alerts. We can also communicate directly using Slack. In addition to managing resources and
communication, the Project Manager/Service Desk Manager provides necessary updates regarding
budgets, timelines, and the need for Change Orders or SOWs for new features or bodies of work.
Our service Desk accounts are managed using various tools. Jira is used for ticket input and task
management, with Tempo for time tracking. Reporting features monitor KPIs to ensure budget control.
Documentation is stored in Google Drive and Confluence, and Figma is used for design.
PROJECT MANAGEMENT
Fruition may provide a dedicated Project Manager on Maintenance Requests that require more than eight (8) hours of effort, who will act as the City’s main
point of contact throughout the project life cycle. All questions related to project status will be directed through Fruition’s assigned Project Manager. In addition
to managing resources and communication on the project, the Project Manager will provide necessary updates to the City regarding budgets, timeline, and the
need for any scope changes.
MAINTENANCE REQUEST LEVELS
Maintenance Requests are any requests from the City that require Fruition to complete work on the administrative side (WordPress Admin Panel) and/or
WordPress code base. This includes, but is not limited to: application software management, changes to graphics, creation of CMS pages, posts, or templates,
addition of new content, modifications to categories, plugin installation, navigation changes, troubleshooting of found bugs, etc.
City requests for Fruition to perform website maintenance will be billed at Fruition’s blended rate. Requests requiring over eight (8) hours may necessitate a
separately scoped SOW sent to the City for approval; however, emergency requests will be addressed immediately without an SOW and billed at the appropriate
blended rate.

Accessibility (ADA) Compliance
Services
Fruition is deeply committed to creating accessible websites. We help organizations launch websites that meet accessibility guidelines and prioritize inclusivity.
For this project, we’ll use our “Enhanced ADA” approach, which includes publishing a VPAT or Accessibility Statement upon launch.
Enhanced ADA: Manual Audit & Remediation
The Manual Audit & Remediation approach includes a full assessment of your website and the components that deliver information to website users, including
navigation, interactive elements, static elements, and website code. Next, we’ll utilize ADA scans and live user testing to manually audit your website. This
approach will address approximately 75% of accessibility issues in the WCAG 2.2 AA guidelines that cannot be identified by automated scans alone.
Once the Manual Audit is complete, accessibility issues will be identified, prioritized, and shared with you, along with a remediation plan to address them. Once
all found issues are remediated, you will receive either an Accessibility Statement or VPAT, which will document the compliance efforts you have taken to address
accessibility on your website.
This approach remediates accessibility issues at the code level of your website, meaning the remediation efforts are permanent. It also provides the best
experience for your users, as there are no overlays or widgets that users interact with to have an accessible experience on your website.
Manual Audit: A Manual Audit of relevant templates conducted by an accredited accessibility expert to identify accessibility gaps and provide suggested
remediations. Includes select usability journey testing with an accessibility focus to portray the specific user experiences of a person with disabilities navigating
through your website using the following Operating Systems and Assistive Technology:
• Windows / Screen Reader: JAWS
• Windows / Screen Reader: NVDA
• MacOS / Screen Reader: VoiceOver
*Usability journey testing is unavailable for Mobile and App Testing, or Color Blindness, Photosensitive Epilepsy, and Cognitive Disabilities, as these disabilities
vary significantly in severity and have a broad spectrum.
Remediation Hours: Following completion of a Manual Audit, Fruition will perform development work
to remediate found issues and then re-test the website for compliance with WCAG 2.2 AA guidelines.
Accessibility Statement/VPAT: A VPAT is a compliance tool that helps your company show where
your website stands from a web accessibility viewpoint. It is generally delivered with an Accessibility
Statement that lives on your website.

Standard Project Assumptions
Expenses
No travel expenses are included in the Scope of Work for this project. Any expenses for required travel will be invoiced separately.
Project Timeline
Client initiated delays that impact the timeline may result in additional costs to offset the added labor expenses incurred by Fruition.
Change Orders
The Change Order Procedure provides a mechanism for maintaining control of scope, documenting requested changes, and/or communicating agreed upon
changes to timeline and budget. A Change Order shall be issued for any material change to the Services or Deliverables outlined in this SOW. Fruition or Client
can initiate a Change Order, which must be in writing and signed by both Parties.
Integrations
Any integrations are assumed to be an iFrame or embed code, unless specifically called out as more complex in the SOW. Any complex, API driven integrations
that are in scope are assumed to be based on mature, documented REST APIs that are available at project start, and Fruition can implement them without
extensive testing or rework.
Content Migration
If the Scope of Work includes content migration, the estimated budget assumes that existing content is structured and can be moved to the new CMS via a
scripted process. Migrated content will maintain the same structure in the new site. Fruition will map content fields to Drupal content type or WordPress Post
Types fields but refactoring any content is not in scope. Client is responsible for any editing or HTML clean up that is needed due to the state of the content in the
source CMS. All migrated content will be “authored” by a single user in the new site. Only the currently published version of content will be migrated.
Design
Design work is estimated based on the number of different templates and the number of content components built for the website. Those numbers are
referenced in the Scope of Work. Wireframes with up to two (2) rounds of revision will be produced for key pages as detailed in the Scope of Work. Full Mockups
will also receive up to one (1) round of revisions. Depending on the design requirements, full Mockups may not be produced for every Wireframe.
Design Assets
Client will provide all design assets to be used, such as: requested premium/paid fonts, product images, product illustrations, brand logos, and any additional
assets they would like our team to use. Fruition will need to be in full receipt of all brand-related design assets before the development phase begins. Fruition
may utilize Adobe Stock photos, Adobe web fonts, or other open source fonts at no charge to the Client.

Privacy Policy & Terms of Service
A privacy policy and terms of service are important considerations for any website. Because privacy policies and terms of services have compliance and legal
implications, and because Fruition cannot provide legal advice, Client will be responsible for providing the content/language to be included in any Privacy Policy
or Terms of Service prior to site launch. If content/language is not provided, the site will launch with no Privacy Policy or Terms of Service in place. If a Privacy
Policy and/or Terms of Service exist on the current site, they will be moved as-is.
User Acceptance Testing
User Acceptance Period is limited to 14 days, plus a reasonable time for Fruition to make requested changes, unless otherwise stated in the Scope of Work.
Client Project Owner
Client will provide a consistent, single point of contact to make project decisions or sign off on project milestones.
Browser & Device Support
The newly built website will be tested across multiple screen sizes (mobile, tablet, desktop) on the most recent versions of Chrome, Firefox, Safari, & Edge that
are in release at the time that Internal Quality Assurance begins. This testing will be completed using an automated testing tool (e.g. Cross Browser Testing,
BrowserStack, Lamda).
Single Sign-On
Configuration of SSO is not in scope unless specified in the proposal.
Project Team
Unless stated otherwise in the SOW, all Fruition team members, regardless of location, are eligible to contribute to this project.
Content Creation
Client will be responsible for the copy writing of any new content that may need to be added to the website, or revision of any existing content. Otherwise, Client
can engage with Fruition for copywriting via a change order or digital marketing retainer. Content must be completed and ready before final page building can be
completed.
Sign-Offs and Response Time
Estimated timeline assumes that Client will provide timely (2 business days) turn around and approval on all necessary approvals, including all aspects of the
project that require Sign-Off, as well as responses to requests for information from Fruition which prevent further work from going forward without a response.
Additional Features
Features or requirements not explicitly outlined within this Scope of Work are not included as a part of this Scope of Work.
