Our own research confirmed District’s concerns that users were facing particularly high levels of frustration in the wake of unexpected events like a recent flood. But we also learned about their more typical frustrations. The Voice of Citizen® analysis revealed that the existing navigation structure failed to meet the distinct needs of the utility’s two primary user groups, residents and businesses. The site we created for Santa Clara Valley Water answers both these common frustrations and the challenge of being prepared for natural disasters and emergency alerts. We found multiple ways to ensure that Santa Clara Valley Water District is ready to convey information quickly and effectively in any emergency situation. Search enables them to spotlight flood or drought content seasonally as needed. An emergency information page and alert system holds essential emergency content that can be published with a moment’s notice when needed, now considered a best practice for any utility or public-facing organization. Voice of Citizen® provides deeper insights by gathering feedback from a representative sample of users through a survey platform, combining qualitative responses with quantitative behavioral data. This helps identify user frustrations and success areas, offering free or low-cost solutions to improve accessibility and usability. Voice of Citizen® is beneficial because it combines user feedback and behavioral data for a complete site analysis. It also benchmarks against a national database for best practice recommendations. Efficiencies in our process allow some activities to begin in one phase before the previous phases. We work on a slot-based system to ensure our resources, and yours, are ready to go at the same time. While I.F. is collecting research in Phase 1, your project manager creates a detailed project plan that is reviewed and approved by both sides. This is where our timeline and hard due dates are confirmed. At the core of our approach lies data-driven decision-making, which not only informs our strategies but also mitigates risks inherent in project execution. Navigating the complexities of a new website extends beyond technical or design hurdles—it’s about aligning stakeholders effectively. Because we only work with governments, we take extra care during contracting to build a mutually agreed-upon Statement of Work and factor in potential changes based on our understanding of your needs. You will have a dedicated implementation Project Manager (PM) who will guide this project from the start through launch and transition. The PM will be your natural first point of contact.
