My name is Maksym Shteklia, a professional web developer based in Winnipeg, Manitoba
with over 7 years of experience designing, building, and maintaining secure, scalable, and
user-friendly websites. I am pleased to submit my proposal for the redesign and long-term
maintenance of the City of La Quinta website.
Though I am a solo developer, I collaborate with a small, trusted team of professionals when
needed, and together we are committed to building a custom solution tailored to the City's
exact needs. I am confident that our proposed system—built from the ground up—will
address your current platform's limitations and offer long-term flexibility, accessibility, and
ease of use.
If selected, I will promptly obtain all required insurance, licensing, and registrations as
stipulated in your RFP. I am excited about the possibility of contributing to the City of La

2. Firm Qualifications
● Over 7 years of professional experience in full-stack web development
● Experience building custom CMS platforms for a range of industries, including
education, hospitality, and government
● Previously worked on projects for the Ukrainian Ministry of Education
● Current employment in the medical sector (non-governmental)
● Familiar with complex infrastructure needs, including CI/CD, backups, SSL, and
cloud deployment
● Expert in Laravel, PHP, MySQL, MongoDB/PostgreSQL, Tailwind CSS, and React
3. Understanding of Scope & Technical Plan
We propose to build a fully custom CMS tailored to the City of La Quinta's operational needs.
Key elements:
● ADA/WCAG-compliant design for accessibility
● Fully responsive UI using React + Tailwind CSS
● Secure and intuitive admin panel for City staff to manage content easily
● Full content migration from the current site
● Laserfiche integration (via embed or API)
● Optimized for SEO and performance
● Hosting on AWS, configured for scalability, redundancy, and backups
● Source code will be clean, documented, and fully owned by the City
4. Maintenance Plan
After launch, I will provide ongoing maintenance, including:
● Regular CMS and security updates
● Uptime monitoring and issue response
● Monthly backups and database optimization
● Support for staff questions and technical troubleshooting
Annual maintenance cost: $7,200 USD (includes payment for assisting team member)
5. Team
While I will be the lead developer and project manager, I will bring in one or two experienced
collaborators (as needed) for front-end and/or QA. All work will be coordinated and reviewed
personally by me to ensure quality and consistency.
6. Budget Proposal
Total Cost: $47,500 USD
Includes all design, development, migration, testing, documentation, and initial staff training.
