Different platforms offer different advantages and disadvantages. There are many reasons behind our suggestion of using WordPress and during the initial discovery phase of your project we’ll review your current Granicus platform with all its beaty and bumps and together determine the best CMS for your team. If you believe Drupal, Joomla, DNN, or any other open-source CMS platform better meets your needs – we’ll build, deploy and support your new website on that new platform at the same cost. The City of Walnut Creek in particular had similar goals to the City of La Quinta with a focus on creating a website that enhanced the user experience with improved site architecture WCAG accessibility compliance. What we’ll do: our process in a nutshell We start with a solid research-based Discovery phase. Discovery gives us a perspective of where you stand today and, more importantly, helps us establish benchmarks for the project’s strategy and development. The discovery process begins with team meetings to gain insight into your history, operations, site content, goals, paint points, target audiences and your overall objectives of the project. With the new page designs and layouts signed off, our development team will get to work building your new WordPress website, handling the custom coding, building each landing and child page, creating all of your page templates, populating and migrating all of your current and updated content from your Granicus site to your new site, adding the links and digital assets on all of the pages, implementing all of your features and functionalities, integrating all current 3rd party applications, and running a series of user and functional tests throughout each sprint. During this phase we’ll bring your new website to life and you’ll be provided access to the front end of the development site so you can see your project come together sprint by sprint – providing feedback and seeing your feedback incorporated. With the development and testing complete we’ll move onto the final phase – Deployment. By this point your website has been through a battery of tests, reviewed by your team and ours multiple times, and any bugs have been found and fixed. Now it is time to move your new website from our development environment to its final staging and production environments, deploy the database and put all of the security and monitoring tools in place. Prior to deployment, we’ll perform an additional round of testing on the production environment. We’ll leave no stone unturned so that you can be confident that your new website will be up and running seamlessly. Our proposal includes setting up and testing both the staging and live environments in the cloud provider, adding the SSL certificate, and doing multiple rounds of testing and monitoring through the warranty and maintenance periods. Training – pre-deployment: Training can’t be over emphasized and unless your team is able to work within and manage your website – your project is not considered a success. That’s why we’ve scheduled (4) full days of online training sessions with our team. Our training programs are designed to make your admins and content editors confident in using your new website in as short period as possible. Unlimited training sessions are available at no charge through the 90-day warranty period and M&S period. Our deliverables will include: the building and development of every page, the integration of all third-party applications, links, digital assets and migrating all content from your Granicus website to your new WP website, integrating any of the Granicus applications you may be keeping(gov delivery…), integrating an AI ADA online widget, extensive testing, training your team, setting up your new AWS staging and live environments, the deployment and kick off of our 90 day warranty and the start of the M&S and hosting support services. a. Nick Dota, Creative Director (Urban Insight) Twila Smith, User Experience Strategist (Urban Insight) With over 15 years of experience in web and user experience design, Nick approaches design with strategic thinking and creativity. Nick is passionate about web design systems, a set of standards to manage design at scale by creating a shared language and visual consistency. Nick leads each design project from research to strategy, conceptualization to synthesis, and finally, execution. Nick has created designs and intuitive user experiences for a wide range of organizations, including the City of Walnut Creek, The City of Los Angeles, The Huntington Garden, Museum and Library, The Broad, The Denver Zoo, Stay Housed Los Angeles, Disney, and Texas A&M University. Prior to Urban Insight, Nick managed a team of designers and led design for custom applications and websites. Nick holds a bachelor's degree in graphic and interactive communications from the Ringling College of Art and Design in Sarasota, Florida. Twila’s passion is researching and managing the user experience of digital projects and has a particular affinity for Drupal. Twila serves as the UX Strategist for a variety of web and digital projects at Urban Insight. She recently led the UX Strategy of an online Japanese community cultural site for the Japanese American National Museum as well as for the American Library Association and a large nonprofit community in Orange County. Twila was previously the Senior Director of Digital Innovation for the University of Oklahoma Libraries, the largest and oldest research library in the region. In this role, she managed several software teams in the development of web applications that support teaching, learning and research. Her team was awarded the Best in Educational Technology Website Award from the Oklahoma Museum Association. Orange County Sanitation District (Neumeric) URL: https://www.ocsan.gov/ OCSan is one of the largest public agencies that provides wastewater collection, treatment, and recycling to approximately 2.6 million people in an area of 479 square miles in central and northwest Orange County. OCSan provides services to 20 cities, two sanitary districts, two water districts in Orange County. OC San was looking for a partner to redesign their outdated Granicus site to a new modern, engaging and compliant WordPress website while maintaining and integrating their current Legistar & Gov Delivery applications. Their goal was for a new modern website that would tell their story, quickly engage their communities, and quickly provide information to their municipal and community users. The new and updated website has been published with the AWS hosting managed by the Neumeric M&S team. The new OCSan website was launched in Dec 2024 and we continue to host and maintain this website through an extended M&S agreement. 2. City of Walnut Creek (Urban Insight) URL: http://www.walnut-creek.org/ Background: The City of Walnut Creek is engaged in a comprehensive overhaul of its municipal website, including various subsidiary websites associated with three City departments. This initiative stems from the imperative to replace an obsolete City website that has ceased to effectively cater to the needs of its residents; while also failing to align with the desired initial impression the municipality aims to convey to its visitors. Challenge: The city wanted a design that follows human-centered design principles and a data-driven strategy, while ensuring ADA compliance via meeting WCAG 2.1 AA standards. The city also sought to cultivate a unique and pioneering design that diverges from conventional municipal paradigms. Creating a brand and website design that works for the City’s main site also had to serve constitutes in several departments that had their own separate websites: Arts + Rec, Police Department, and Economic Development. Solution: Urban Insight conducted strategy sessions and mapped out user goals and actions to drive the foundation for a new visual system that the city and each department could embrace. A primary focus was ensuring a citizen-friendly navigation system through a more user-focused information architecture, site map, and mobile experience, which were all key to the final designs. These sessions, combined with following a robust design process, fostered innovation and ushered in a distinct and invigorating aesthetic. Lastly, Urban Insight ensured WCAG 2.1 AA standards through addressing readability (column-width, font size, text weight, etc.), color contrast, screen-readers (alt-tags, tabbing order, ARIA-labels), and so on. 3. City Of Foster City - CalOpps Employment System (Urban Insight) URL: https://www.calopps.org/ Background: CalOpps is a public employment job board owned and operated by a group of Northern CA municipalities. Potential applicants create online personal profiles to store contact information and job Website Design & Maintenance Services Page | 19 www.ntc-us.com htwww.urbaninsight.com/ history. These personal profiles are used to apply to an open position. The system is managed by the City of Foster City Human Resource Department and Information Technology Division. Challenge: Upgrade and optimize a public employment job board that had been developed incrementally over many years and was based on a legacy technology platform that was beginning to show its age. Solution: Urban Insight worked with the city to redesign and rebuild the entire application, including the administration dashboard or city staff, and migrated approximately 100,000 legacy employment and HR records from the previous Microsoft SQL Server database to the new system. The system data is considered Personally Identifiable Information (PII), triggering an additional set of security and privacy requirements. 4. Delaware County (Neumeric) Three specific County Websites including the main site, Human Services & the Services for the Aging websites https://delcodev.ntc-us.com/ The Project and its challenges: The main County, Department of Human Services, and the County Office of Services for the Aging websites needed a complete redesign and overhaul while facing several challenges. One issue was the need to modernize the content management system from Drupal 8 to D 10/11, and maintaining separate branding for the Government Center, Health & Human Services and Court of Common Pleas departments. Another challenge was ensuring ADA compliance and making the site more accessible and user-friendly. Additionally, the county was looking for improvements to dynamic content management, department-specific navigation, and calendar integration across the three websites. The overall Delco project included the complete redesign and update for the County’s main site as well as and redesign, update of two additional separate county websites while improving the site’s designs, navigations and maintaining their unique individualities. Our Solution: Neumeric addressed these challenges by recommending Drupal as the new CMS. The key project highlights include implementing a new and updated version of Drupal, integrating SEO, performance and ADA tools, a complete overhaul of the page layouts, designs, and user navigation, and cleaning up the content while maintaining the County’s and each department’s unique branding. We integrated a new site- wide search, updated the events and calendars, and added updated user quick links to the most sought- after County services. We are currently in the final UAT phase of the main Delco website. Additionally, two department sites— Department of Human Services, and the County Office of Services for the Aging—are in development and will be integrated into the main Delco County site soon. The County Office of Services for the Aging (COSA) is the Department of County Government responsible for planning, coordinating and administering programs and services for the County's population 60 and older. COSA's goal is to enable senior citizens to maintain their independence and dignity, remain in their own homes and communities with appropriate support services, and to deter or prevent unnecessary institutionalization. Special emphasis is placed on serving those who are frail, living alone and are functionally disabled or otherwise in social or economic need.
