As a Southern California-based agency, we’re no strangers to the Coachella Valley and the charm that makes La Quinta truly exceptional. Whether it’s the breathtaking Santa Rosa Mountains that frame your city, the unmistakable energy of the La Quinta Art Celebration, or the way civic pride radiates from your Old Town streets, La Quinta balances resort beauty with small-town warmth in a way few places can. We also recognize and want to acknowledge three of La Quinta’s additional unique characteristics. First, it’s seasonal nature, with the city growing by more than a third over the winter. Second, proximity to Coachella, which during the festival becomes the center of the live entertainment universe. And finally, having a PGA course and tournament nearby. Due to these attributes, the City has a diverse net of needs to be able to service its different constituents - full time residents, part time residents, and event driven influxes of visitors that for a brief period of time can change the city composition. Your website, as the City’s digital front door, deserves to match your welcoming, vibrant spirit. It also needs to provide easy-to-discover relevant information - like traffic information during the music festival, visitor information like hotels and areas of interest, city assistance services to seasonal and full time residents, information on “why choose La Quinta” to prospective residents, and more. The current site, subdivided into “Business”, “Residents”, and “Visit”, and with a “How Do I?” widget in the left corner, along with the home page “quick links”, shows the City’s efforts in this direction, and its educated and forward thinking approach. That said, we found aspects of the site, like the mega-menus (especially the “Residents” section) more than a bit overwhelming, and the “How Do I?” tool somewhat confusing to use to get to the most common site usages. We also didn’t see differentiation that we would recommend between some of the subcategories of audiences listed above. And the brand itself feels somewhat dated and not in line with the modern vision the city has for its digital presence. Accordingly, we see this project most of all as an opportunity to help La Quinta communicate more clearly with its varied constituencies. Our goal is to deliver a website that’s as intuitive and accessible as it is beautiful. We will implement responsive best practices to make sure the site’s mobile interface resonates as effectively as desktop. To truly reflect your brand, deepen community engagement, and make information easier to find, whether someone is searching on the go from their phone during a hike, or on their laptop working on a Planning Commission submission. We’ll build on a flexible, future-ready CMS that your team can easily update and manage, and ensure full ADA compliance, robust search, seamless integration with your Laserfiche archive, and a migration plan that preserves what’s working while modernizing the rest. We believe that a municipal website should not only serve as an information hub but also resonate with the people who use it. This starts with listening - to stakeholders, residents, and businesses alike - ensuring that their needs are heard and understood in order to best shape the website’s functionality, content, and overall experience. How will we go about this? Too often, we find municipal and government entities struggling with “cookie-cutter” solutions, leveraging tools and platforms built explicitly for government agencies. These tools mean well, but we believe tend to lack sufficient capabilities for customization and personalization, to truly be able to reflect the needs and identities of individual communities. At Pastilla, while we do wholeheartedly believe in leveraging existing technology, we also believe that any web content solution needs to be open and flexible. We believe in content management systems solutions like Wordpress and Drupal, the latter of which we are recommending for the City of La Quinta based on our initial site evaluation. These are tested marketplace solutions that provide rich editing and site rendering capabilities, and which drastically reduce the level of effort involved and time to market to deploy elegant web sites with rich functionality. But as developer-centric tools, with well established ecosystems and a plethora of plug-ins, modules, and the ability to fully “get under the hood”, we’re able to design and deliver truly one of a kind user experiences to surprise and delight our client’s users. We also believe that interactivity is often the key to engagement. This can start with visual cues, like iconography and the clever use of hover states, animations, and video, especially on mobile devices. Equally important is clean, intuitive navigation, and calls to action for the most commonly accessed pages and tasks. As they say, there’s only one chance to make a first impression, and giving the user something to engage with on first contact, to help them understand what your site is all about and rapidly navigate to satisfy their reason for visiting is paramount. And, when well designed, there is even the opportunity to encourage users to learn more, see what’s going on around them, and/or take advantage of what the City of La Quinta has to offer that they might not otherwise know about. This can also extend to more advanced and creative functionality. For example, we’re big fans of interactive maps; with GPS ever-present, seeing the world from a map perspective is part and parcel of our daily lives. For residents, all things are local; being able to see themselves, and what’s around them can be an important visualization tool and way to engage with their neighborhood and the community at 3 large. From the biggest events like festivals and Ironman, to garage sales, and even information about vacation rentals, in the right context interactive maps can provide invaluable context. We did see a map view of the City in your “Hub Online Portal”, but as best as we could tell it wasn’t used for events, and it’s quite hard to discover unless the user is looking for a permit or license. There is a disconnected ArcGIS map of projects, and static maps for important City resources like trails, fine art installations, and historic sites. But there’s no way now to pull these all together, and the user needs to know where to go looking for them - for example, a new resident may be just as interested in learning about hiking trails as a visitor. Map interfaces can often be wonderful solutions for this kind of layered data. It’s also critical that the hard work we put into designing user-friendly pages with useful content can be easily found. With municipal governments, a key traffic driver is most often “search”. To that end, we’ll make sure that the site is optimized for SEO, following best practices, and we’ll work with your team to make sure content best practices are put in place as well. This will help ensure that site visitors are able to quickly get routed to the content they’re looking for, directly from their search results. Finally, trust and consistency are key for municipal government sites, especially as relates to its residents. To that end, we’ll recommend and help deploy a rock solid hosting solution, leveraging a world class PaaS (Platform as a Service) vendor. This helps guarantee the highest levels of availability, security, and support to make sure that site visitors can rely on the City of La Quinta’s digital presence. Together, we’ll partner to make sure we have a shared, prioritized understanding of your constituents' needs. We’ll make sure we have a visual design approach that reflects your vision and values. We’ll develop wireframes, and proof-of-concepts for any advanced functionally that we agree will help move the needle in terms of impact and engagement. We’ll test our navigational elements, to make sure they’re both comprehensive as well as easy to understand. And finally, we’ll bring the online, working together to migrate the existing content, providing as much support via automation as possible. That said, we also recognize that some content may require hands-on refinement to match the updated visual design and layout. We’re happy to support the City of La Quinta in this effort, whether our team leads the process or works alongside your internal staff. Our UI designer will provide oversight to ensure visual consistency across pages, and our trained content editors will review key landing pages to ensure everything is displaying properly across devices and screen sizes. Final estimate will depend on number & complexity of selected landing pages that will require manual adjustments. Our goal is to deliver a seamless experience that looks as good as it functions—on day one and beyond. Estimated: 50-100 Hours | $6,430.00 - $13,240.00 Hosting Migration As part of the website redevelopment, we recommend migrating the City of La Quinta's site to a managed Platform-as-a-Service (PaaS) hosting solution, such as Pantheon.io. Pantheon's platform supports automated workflows, integrated version control, and real-time performance monitoring, ensuring that updates can be tested thoroughly before going live. Pantheon's Performance plans offer scalable solutions to meet varying traffic demands. For instance, the Medium plan, priced at $275 per month (billed annually), includes 70,000 monthly visits, 350,000 pages served, 50GB SSD storage, and two load-balanced application servers. These plans also come with features like automated nightly backups, overage protection for traffic spikes, and a global Content Delivery Network (CDN) to ensure fast and reliable access for users. 13 By leveraging Pantheon's managed hosting, the City can ensure a future-ready, secure, and high-performing website that scales with its evolving needs. Estimated: $1,920 - $3,300 / annual fee* *annual fee is paid directly to Pantheon.io Interactive Map Currently, La Quinta has a series of static visual maps, an interactive project development map hosted externally via experience.arcgis.com, and data listings of various community events. This creates a disjointed experience for users navigating the City’s website, and can make it difficult to discover key events and city resources. As part of the redesign, we propose building a fully integrated, on-site interactive map that delivers an elegant, seamless, and consistent user experience. By leveraging existing data and working with the city to reformat and create data sets in place of static maps, we can embed an interactive tool directly within the new website—eliminating external redirects, using the map as “navigation”, ensuring the map matches the visual style and performance standards of the rest of the site, and letting users see what’s happening geographically and spatially. This integration not only enhances usability but also encourages engagement by keeping residents and visitors informed about city projects, developments, events, resources, and service, all in one cohesive environment. As part of our maintenance approach, we’ll conduct regular software and security updates to keep the website protected against vulnerabilities and evolving threats. We’ll also perform routine SEO audits to help the City of La Quinta maintain strong search engine visibility and ADA accessibility reviews to ensure continued compliance with WCAG standards as content and technologies evolve. In addition, we’ll install 24/7 uptime monitoring to alert our team immediately if the site becomes unresponsive, allowing us to act quickly and minimize disruption. This proactive maintenance strategy ensures the website remains healthy, high-performing, and fully aligned with the City’s commitment to transparency and public service. Our organizational structure is designed to maximize communication efficiency while minimizing overhead. As our partner, you would be assigned your own personal Account Director, Account Manager, and Project Manager, with the latter two as your primary contact points. This role is responsible for project strategy and negotiating new scopes of work. Rudy Manning, Co-Founder and Chief Creative Officer at Pastilla Inc. brings 25 years of design and strategic leadership to the forefront of the creative industry. With a keen focus on inclusivity and innovation, Rudy has led his team at Pastilla in spearheading impactful projects for high-profile clients such as Golden Globes, Microsoft, BRC Imagination, Pasadena Water and Power, Santa Clara Valley Water, City of Los Angeles, Clean Power Alliance, City of Corona, City of Redlands, Metrolink, and Sacramento Library. 15 Account Manager: Mark McDonald Mark, as your Account Manager will be your go-to for insights into billing, budget spending, and timeline. Mark will update you with weekly stand-up emails detailing hours burned, tasks completed, and upcoming planned work. At the end of each month, your Account Manager will send a monthly recap summarizing all tasks completed and detailing the cost breakdown. His expertise shines in social impact, with clients such as Santa Clara Valley Water, City of Redlands, City of Corona, Sacramento Library, Metrolink and LA Rec & Parks. Lead Strategist: Eric Barnett Eric, as a strategist, will focus on developing the ideal vision and technical implementation strategy for the City of La Quinta site redesign. He will lead the discovery part of this project, including interviews with stakeholders, discovery workshops, focus groups, and internal meetings. Sitting squarely at the intersection of Brand, Product, Marketing, and Technology, Eric Barnett is that uncommon breed of product designer and technologist equally comfortable in the boardroom, design lab, and server room. Eric’s breadth of experience enables him to understand and envision right-sized solutions for brands and their business problems, and avoid many of the pitfalls that commonly plague digital product development initiatives and technology implementations. Eric works with clients such as Santa Clara Valley Water, LA Rec & Parks, LA Metro, and LA Bureau of Contract Administration and previously acted as critical lead strategist for Golden Globes and Ovation TV website redesign efforts. Technical Project Manager: Kamil Simoncic Kamil, your project manager, will handle day-to-day communications, including standard emails, weekly calls, etc. All tasks and requests will be funneled through Kamil and then delegated to the appropriate team members. His specialty is working with public sector and nonprofit clients such as Black Girls Code, Clean Power Alliance, the City of Los Angeles Recreation & Parks, the Housing Authority of Los Angeles, and LA Metro. 16 UX/UI Designer: David Waizel David will be in charge of creating Information Architecture, Wireframes, and UX/UI designs for the new webpages. He will be an integral part of the visual phases of these projects. David will also assist Eric during the discovery phases. Currently, David is part of the projects for Clean Power Alliance, LA Rec & Parks, the City of LA Bureau of Contract Administration, and Santa Clara Valley Water. Subcontracting Ser vices Pastilla will not subcontract any portion of the Scope of Services for this project. All work—including strategy, design, development, content migration, QA, and ongoing support—will be completed in-house by our dedicated team. This ensures full alignment with the City of La Quinta’s goals, streamlined communication, and complete accountability throughout the project lifecycle. We believe this direct model allows us to maintain the highest level of quality, responsiveness, and consistency from kickoff through launch and beyond.
