5. STAFFING AND PROJECT ORGANIZATION
Qlogic LLC proposes a dedicated and multidisciplinary project team composed of senior
professionals with extensive experience in municipal website design, WordPress development,
content strategy, accessibility compliance, and ongoing support. Our team structure is built to

The staffing model for this engagement reflects the City of La Quinta’s need for a modern,
user-focused, ADA-compliant website that supports mobile responsiveness, SEO, content

5.1 PROJECT OVERSIGHT & EXECUTIVE LEADERSHIP
Ajay Movalia – Managing Director: Ajay will serve in an executive oversight role, providing

engagement for departmental content needs and coordinate the migration of existing pages and
documents. She will work closely with City staff to document workflows, streamline
navigation, and structure content to maximize user engagement and clarity. Neha will also
assist in training and content governance setup within the new CMS.
Priya Desai – UX/UI Designer & Accessibility Specialist: Priya will lead the visual design
and user experience strategy. She will ensure the new site is modern, intuitive, and compliant
with WCAG 2.2 AA and Section 508 standards. Using tools like Figma and Adobe XD, Priya

Project Organization & Communication
The project will be executed in clearly defined phases: Discovery, Design, Development,
Content Migration, Testing & Launch, and Ongoing Support. Each phase will include key
deliverables, review checkpoints, and client approvals to ensure transparency and alignment.
Qlogic will use Agile Scrum methodology, allowing for iterative development, stakeholder
feedback, and early visibility into progress. Project management tools like Jira and

6. SUBCONTRACTING SERVICES
Qlogic LLC affirms that no subcontractors will be utilized for any portion of the Scope of
Services outlined in this RFP. All work - including project management, website design,
WordPress development, content migration, accessibility compliance, hosting setup, and
ongoing support - will be performed entirely in-house by Qlogic’s experienced,
multidisciplinary team.
Our team includes project managers, developers, designers, analysts, and compliance
specialists who have extensive experience delivering municipal and public-sector digital
