Feel free to think beyond the obvious and present solutions that demonstrate your ability to deliver a dynamic, engaging, and impactful website experience.” Here are our thoughts, based on our experience in web design and user experience design. 1. Enhance community engagement On the website, “enhancing community engagement” would mean people taking more actions and/or spending more time on the site. In real life, it would mean having learned about activities or opportunities from your site, more people might visit public art, serve on a City Commission, or take advantage of your many local resources — for example. Conduct user research To best learn what motivates people to take action, we will conduct user research in the form of a survey and perhaps “one-click testing” to see if people understand web page designs in the way we want them to. In “one-click” you ask people a question, and see if they click on the right thing in response. Include calls to action with compelling reasons We would include “calls to action” in the site in a more prominent way, alongside reasons to take certain actions. For example, you are currently recruiting people to serve on a commission. And, while it says “You can make a difference” … this call to action, for example, would benefit from more clear information about why people would want to donate their time in this way. 2. Streamline access to public services This is largely dependent on creating an intuitive, easy-to-understand information architecture that uses words your audience uses to describe ser vices. Here’s steps we would take. Conduct user research To best understand how to make the content of your site easily available to the people who visit your site, we will conduct user research to learn about their goals, priorities, and needs regarding Website Redesign for La Quinta, California | 7 the site. We can also learn how they would naturally organize the content. This can inform the information architecture, resulting in a more intuitive experience. This may take the form of a survey combined with a card sorting exercise but we would decide in Discovery. Provide native accessibility Accessibility sits at the core of our UX Design practice and is embedded into our entire design process. When we build your site, it will, at a minimum, meet WCAG 2.1 AA natively. Your website currently has the UserWay widget installed. These widgets are known to actually decrease usability and accessibility for a number of reasons — including that they often make users using assistive devices have to find a workaround to how the device normally works. We are signer #640 of almost 1000 people globally, to this letter advocating NOT to use accessibility widgets (or overlays). In part, this letter states: “While the use of an overlay may improve compliance with a handful of provisions in major accessibility standards, full compliance cannot be achieved with an overlay.” Eliminate redundancy Your current website has a large amount of redundant navigation and content throughout. This makes the site more confusing and more difficult to navigate than necessary. For example, on the City Manager ’s Office page, both of these navigation menus exist: Website Redesign for La Quinta, California | 8 In our content audit of the site we will identify such redundancies, and in planning the information architecture we will eliminate them — creating an improved user experience, and making the site easier to navigate. Provide consistent navigation Conversely, sometimes the navigation simply disappears. This creates confusion and a need to use the “back” button. For example, in navigating to the Talus La Quinta page, you can see that the left-hand navigation menu has disappeared. And, while this link is located within the City ’s submenu, the URL of the page places it in the Residents section: https://www.laquintaca.gov/residents/talus-la-quinta-1369 but the page does not actually appear in the Residents submenu. Consistent navigation is critical to the success of a person trying to navigate a website — especially a large site like yours. We would design the navigation to be structurally consistent and we would also visually design it to provide better wayfinding markers — to help people better understand where they are within the site at any moment. 3. Reflect LaQuinta’s unique character “Gem of the desert” is La Quinta’s slogan. This is a great starting concept from which to define a unique look and feel for the website that reflects the city ’s unique character. The website https://www.playinlaquinta.com/ also offers inspiration with its bright color palette, and flat line-art (which is also present to some degree on the City website). And your website has a number of photos of beautiful landscapes and places to visit that could be more prominently featured. Our brand personality workshop will let us dig into how to best visually represent the city, its beautiful landscapes, its history, its public art, and its people — while getting buy-in from your team and from residents. Some initial ideas would be to work with the “gem” concept … having different “facets” of the visual design to help provide wayfinding for site visitors and to add visual interest. The workshop and user research ensures that the people of La Quinta are able to contribute their thoughts and ideas, and can work together to arrive at a strong visual representation of the community. Customizations In the Discovery process, we will work with you to identify a complete list of desired content, features, tools, and options. This will include features not already in the Flex System. For example: integration with LaserFiche document storage; a streamlined way to post City Council meeting information such as date, time, and location plus agenda and video; digital maps to replace PDFs like the ones on this page (note it is unclear from the RFP if the website on this subdomain is to be part of the scope or not — that will affect the budget).. Priority Matrix This is the tool we use to decide what customizations to focus on. Below is an example from another project. You indicate the priority level. We indicate the complexity. This early part of the project is critical to project success (and highly effective). It makes sure the site really has the necessar y features. In this case, the client had about 35 features total. 30 were implemented. And, of the ones not implemented, three were because there was not going to be any content ready any time soon. For features that get a high score, we’ll talk about ways to possibly simplify or reduce the complexity of the feature. Our goal is to include as many features as possible within the budget. LA Metro - 2022 - 2024 We were hired via a prime contractor to provide usability and accessibility consulting, and content creation services for LA Metro’s sustainability dashboard. We conducted a thorough audit of the site and provided detailed, prioritized recommendations for changes to improve the usability and accessibility of the site. We also created three videos, and a series of digital content to demonstrate their sustainability efforts. Key Results: an improved user experience on the dashboard and better audience understand of Metro’s significant sustainability efforts First Amendment Coalition - 2024 to present The main goal for this project was to shape their content so that finding specific legal information would be simple — in spite of the complex nature of the content. The Resources section contains a deceptively large amount of information. In particular, the Handbooks, on topics like the California Public Records Act, present a huge amount of information in an easy-to-access manner. Key Results: less staff time spent responding to inquiries now that access to information is streamlined, improved visual appeal helps establish their authority and leadership, and improved calls to action help people take advantage of their Legal Hotline. Service Coordination Inc - 2024 to present While this redesign project is still in progress, we are including it here due to the volume of content. This is the current site. And this is the new site we are currently building. This client helps people with disabilities find services and supports from the state. The old site is using an accessibility widget (which actually makes the site LESS accessible), the content is disorganized, and it’s difficult to update. Key Results: The new site meets WCAG 2.1 AAA (triple-A) standards for accessibility, improves the information architecture making it easier to find content, and makes it simple to edit. Website Redesign for La Quinta, California | 15 Lung Cancer Foundation of America - 2023 to present Their site was outdated, overloaded with too much disorganized content, and needed a brand refresh. We updated the look and feel, and more importantly, created a brand new navigation system organized based on results of user research. Facts “About Lung Cancer” is the first section for straight-up information about the disease. And “Living with Lung Cancer” provides Stories of Hope and other resources for people and their loved ones coping with this disease. We also built a glossary that randomly shows a new word each day on the home page. Key results: the new site is accessible (WCAG 2.1 AA), organizes content around the way people surveyed though it makes sense, and updates their brand to be professional, knowledgeable, and approachable (not too clinical). More people are better able to find support when dealing with living with lung cancer. The Narrative Enneagram - 2020 to present This was a massive project, taking over a year to complete. It included technology research to discover the best events platform, assessment of their URLs and which to keep as the primary one, assessment of their name and which version to use, logo redesign and brand identity overhaul, and the design and development of a complex website. The website includes a Salesforce integration and synch between events created in Salesforce and displayed on the site. Wire Media managed and directed the Salesforce implementation team along with our own. We also designed and built a custom Enneagram test you can take to learn your Enneagram personality type. Key Results: Increase in sales of tests, sales of events and learning programs, and participation from coaches. The Solutions Project - 2016 to present They provide grants, build media capacity, and leverage pop culture to move the needle on climate change action in communities and the legislature. We built their current site (and a previous version of it) and it has several custom features: Clean Energy Map, Grantee Map. Every year we create a new digital impact report (2023 impact report). They have also hired us to create sites for several of their grantees including: UPROSE, Rise St. James, and Institute for Climate and Peace. Pricing List We bill on a fixed-fee rate and control the scope of work with our Priority Matrix. The scale of your website really demands that we first do a paid Discovery to determine what the specific scope of work and design/build budget will be. However, the RFP does not provide for that option. Given your Exhibit B, Schedule of Compensation, we are putting the budget on the high end. We can easily reduce it during Discovery and Planning if needed by adjusting the features in the Priority Matrix. Since these are not mentioned in the RFP, we assume that the scope does NOT include any websites on a subdomain such as https://econdev.laquintaca.gov/ or related websites such as https://www.playinlaquinta.com/, but is limited to the pages that live directly on the primary domain: https://www.laquintaca.gov/ . We also respond usually within one business day or less to inquiries outside of the weekly meeting. ● Clear Documentation: There will be clear and understandable documentation so you can understand where the project is at any time. These are useful for smaller plans that just need a small, one-off project. Also good for optimization plans that have a larger project than their accrued hours can accomodate.
