Fire Department approval is based upon the 2019 CBC/CRC requirements for R-3/U occupancies in a planned/tract community. TRACT ACCESS & WATER REQUIREMENTS: ACCESS Fire Department emergency vehicle apparatus access road locations and design shall be in accordance with the California Fire Code, La Quinta Municipal Code and Riverside County Fire Department Standards. 1) Certain designed areas will be required to be maintained as fire lanes and will require approved signs and/or red painted curbs. 2) Vehicle access gates shall be provided with KNOX Box, Padlock or Key -switch access. Automatic gates shall also have Opticom IR receivers. 3) Approved street signs shall be installed and visible. 4) No Traffic Calming Devices shall be installed. *Future/proposed traffic calming devices require approval by the Office of the Fire Marshal. WATER 1) Fire hydrants shall be installed within 600 feet hose -lay length of the proposed residential units. 2) An observable minimum fire flow shall be present upon testing. 3) Fire hydrant caps shall be in place and marked in accordance with local requirements. 4) Blue roadway reflector shall be installed in the completed roadway to identify the location of all fire hydrants. 5) Hydrant roadway valve boxes shall have their coverplate or lid exposed and easily accessible. PRIOR TO PERMIT RELEASE INSPECTION 1) Individual Tract Home (Production) permits will not be released until a Tract Access/Water inspection has been completed for the affected phase or groupingof lots. Applicant/Contractor shall be responsible for contacting the Office of the Fire Marshal to schedule inspections. Request for inspections are to be made at least 48 hours in advance and may be arranged by calling 760-777-7131. DEFERRED SUBMITTALS REQUIRED 1) Remote Address Signage — Due to the orientation of dwelling units access from alleys, a submittal identifying plans for posting permanent signage and monuments to give directions and notation of the location of the respective addresses is required. Fire and Planning shall review and approve the plans prior to installation. The installation of the required Remote Address Signs shall be condition of each unit Occupancy Final as they are phased in. 2) A Residential Fire Sprinkler system shall be installed in compliance with CRC R313. CA Licensed Contractor (C-16) shall submit plans and details for review and approval prior to Rough Inspections. a. Residential Fire Sprinkler permits may be applied for as Master Plan Types. A single Fire Sprinkler Master Plan permit for each different plan type may be individually applied for. Coordinate with the La Quinta Permit Technicians for appropriate application and fee process. GENERAL CONDITIONS 1) Property/Unit Addressing shall be provided. Minimum 4-inch tall numbers of contrasting color to their background shall be posted on the access side of the structure and maintained visible. *This is in addition to the required Remote Address Signage noted above. 2) All HOA and Private landscaping shall maintain a minum 3-feet radius clearance around the circumference of fire protection equipment, that includes fire hydrants. It is our understanding that the proposed residential structures will be of relatively lightweight wood -frame and will be supported by conventional shallow spread footings and concrete slabs on grade. Based upon our reviewof the referenced report and our understanding of the proposed construction, it is our opinion that the structural values and remedial grading recommendations included in this report remain applicable for the design and construction of the proposed residential development except as amended herein. The proposed residences may be supported upon conventional shallow spread footings. Conventional shallow spread footings should be bottomed into properly compacted engineered fill material a minimum of 12 inches below lowest adjacent grade. Continuous footings should be at least 12 inches wide and isolated pad footings should be at least 2 feet wide. Continuous footings and isolated pad footings should be designed utilizing allowable bearing pressures of 1800 psf and 2000 psf, respectively. Allowable increases of 200 psf for each additional 1 foot of width and 250 psf for each additional 6 inches of depth may be utilized, if desired. The maximum allowable bearing pressure should be 3000 psf. The recommended allowable bearing pressures may be increased by one-third for wind and seismic loading. Sladden Engineering August 6, 2020 -2- Project No. 544-17122 20-08-399 Static settlement resulting from the anticipated foundation loads should be tolerable provided that the recommendations included in this report are considered in foundation design and construction. The estimated ultimate static settlement is expected to be less that 1.0 inches when using the recommended allowable foundation bearing pressures. As a practical matter, differential static settlement between footings can be assumed as one-half of the total static settlement. Lateral forces may be resisted by friction along the base of the foundations and passive resistance along the sides of the footings. A friction coefficient of 0.40 times the normal dead load forces is recommended for use in design. Passive resistance may be estimated using an equivalent fluid weight of 250 pcf. If used in combination with the passive resistance, the frictional resistance should be reduced by one third to 0.33 times the normal dead load forces. The bearing soil is non -expansive and falls within the "very low" expansion category in accordance with 2019 California Building Code (CBC) classification criteria. Slab thickness and reinforcement should be determined by the structural engineer. We recommend a minimum floor slab thickness of 4.0 inches and minimum reinforcement of #3 bars at 24 inches on center in both directions. All slab reinforcement should be supported on concrete chairs to ensure that reinforcement is placed at slab mid -height. Slabs with moisture sensitive surfaces should be underlain with a moisture vapor retarder consisting of a polyvinyl chloride membrane such as 10-mil Visqueen, or equivalent. All laps within the membrane should be sealed and at least 2 inches of clean sand should be placed over the membrane to promote uniform curing of the concrete. To reduce the potential for punctures, the membrane should be placed on a pad surface that has been graded smooth without any sharp protrusions. If a smooth surface cannot be achieved by grading, consideration should be given to placing a 1-inch thick leveling course of sand across the pad surface prior to placement of the membrane. Retaining walls may be necessary to accomplish the proposed construction. Lateral pressures for use in retaining wall design can be estimated using an equivalent fluid weight of 35 pcf for level free -draining native backfill conditions. For walls that are to be restrained at the top, the equivalent fluid weight should be increased to 55 pcf for level free -draining native backfill conditions. Back drains should be provided for the full height of the walls. Seismic pressures should be incorporated into any retaining walls greater than 6 feet in height. Seismic deign pressures may be provided once specific wall heights and locations are known. The seismic design category for a structure may be determined in accordance with Section 1613 of the 2019 CBC or ASCE7-16. According to the 2019 CBC, Site Class D may be used to estimate design seismic loading for the proposed structures. The 2019 CBC Site Specific Seismic Hazard Analyses are attached. The project Structural Engineer should verify that all design parameters provided are applicable for the subject project. Over -excavation should extend to a minimum depth of 4 feet below existing grade or 3 feet below the bottom of the footings, whichever is deeper. Once adequate removals have been verified, the exposed native soil should be moisture conditioned to near optimum moisture content and compacted to at least 90 percent relative compaction. The previously removed material may then be placed in thin lifts at near optimum moisture content and compacted to at least 90 percent relative compaction compacted engineered fill.
