REFERENCES OF CA GOVERNMENT AGENCIES Traffic Signal and Streetlight Maintenance Services City of Eastvale, CA Econolite Systems has been providing the City with routine and preventative and emergency responsive traffic signal maintenance for the City’s signalized intersections and flashing beacons within the City since 2016. The work consists of providing routine preventative traffic signal maintenance, emergency response and repair of malfunctioning or damaged traffic signals, record keeping and supervision for the maintenance of City-owned and operated traffic signals. This work also includes intersection safety lighting, where the safety lighting is on the same pole as the traffic signal or wired to the same electrical service cabinet as the traffic signal. Maintenance performed for each signalized intersection includes traffic signal controller and cabinet and all appurtenant equipment, service cabinet, poles, flashing beacons related to traffic signal operations, pedestrian and vehicle signals, detector systems, video detection camera systems, CCTV camera systems, wireless vehicle detection system, interconnect cable (copper and fiber optic), wireless communications equipment, traffic signal communications equipment, Emergency Vehicle Preemption (EVP) systems, Uninterrupted Power Supply (UPS) systems, intersection safety lighting, static, and dynamic and internally illuminated signs. Services provided include ongoing and regular field preventive maintenance and repair of traffic signals, In-Roadway Warning Light Systems (IRWL), Changeable Message Signs (CMS), Speed Feedback Signs, Rectangular Flashing Beacon Systems (RRFB), flashing beacons, ITS components, and other related equipment. As a company that specializes in maintenance, repair, testing, and replacement of traffic signals and traffic signal accessories, we were the right choice to maintain the City’s 138 traffic signals, 500 pedestrian safety lights and 24 other electronic systems including flashing beacons, in-pavement crosswalk warning systems, and radar feedback signs. We provide quarterly preventive maintenance, emergency repairs, and non-emergency maintenance in order to maintain the City’s traffic controllers, including Econolite’s ASC/3, and Cobalt®, as well as other controllers at all signalized intersections. In 2019, Econolite was contracted by the City to provide preventative and extraordinary street light maintenance services for its citywide streetlight system for an additional three- year term. Our designated personnel are International Municipal Signal Association (IMSA) Level II and Level III technicians and National Electrical Code (NEC) certified electricians with many years of experience in the traffic maintenance industry. Figure 1 illustrates our proposed management structure and project team organization. Econolite has committed the proposed personnel for the duration of the contract in order to insure consistency. For the project, he installed several miles of fiberoptic cables, performed DLC installation and splicing, and coordinating with multiple agencies to get the project completed. Mr. Sanchez maintains and troubleshoots ITS, sets up traffic control, and installs infrastructure equipment. His experience also includes installation of fiber network cables runs, general electrical projects, and maintenance for various cities. He installs VDS, radar signs, flashing warning lights, illuminated street name signs, highway safety lighting, turned signals, and installation and maintenance of UPS BBS. His responsibilities include lamp burn outs, turning signals, intersection in flash, blackouts, preventive maintenance, and troubleshooting detection, and communications. SUBCONTRACTING SERVICES Should loop detectors be needed at any time throughout the duration of the contract, Econolite will utilize the services of Smithson Electric, Inc. (1938 E. Katella Ave., Anaheim, CA 92867, (714) 997-9556, C-10 License No. 614518) who has a long-standing history serving as a subcontractor to Econolite. For over 23 years, they have provided loop installations, when applicable, for several of our traffic signal maintenance contracts. Econolite and Smithson Electric are currently working, or have previously worked together, on traffic signal / ITS maintenance contracts for several Southern California cities. 7. DISCLOSURES Thompson v. City of Upland, et al., San Bernardino Superior Court, Court Case No: CIVD2024069, case filed October 22, 2020. Litigation involving a traffic accident wherein the Plaintiff alleged, among other things, that the City of Upland and Econolite Systems, Inc. were responsible for a hit and run motorcycle striking his vehicle in an intersection that was in 4-way flash. Econolite maintained the intersection under contract with the City of Upland. The Defendants disputed all allegations of wrongdoing but decided to conserve resources and settled the matter. The case was dismissed with prejudice on December 8, 2021. Cristobal Vazquez and Carlos Blandon v. Rodolfo Secaida, Econolite Systems, Inc., Southern California Edison, City of Bell, County of Los Angeles and Does 1 through 30, Case No. 20STCV39095, Filed October 13, 2020, Superior Court, County of Los Angeles, Spring Street Division. The accident that is the subject of this lawsuit occurred on March 18, 2019. The Plaintiff was making a left turn when struck by a vehicle driven by defendant Rodolfo Secaida, who was proceeding straight through the intersection. The traffic control devices were not functioning at the time because of a problem with the Southern California Edison power feed to the intersection. Temporary stop signs were in use at the intersection. Police officers investigating the accident found that the Defendant Secaida was at fault for failure to yield to Plaintiff’s vehicle making the left-hand turn. Plaintiffs suffered minor injuries. There is no evidence that Econolite Systems, Inc.’s equipment or maintenance services contributed in any way to the accident. The case settled for a nuisance value. UNDERSTANDING AND APPROACH Econolite understand that the City of La Quinta (City) seeks the services of a qualified firms to perform on-call traffic signal repair services for the City including traffic signal and intersection streetlight extraordinary or emergency repair. Our team is fully equipped and ready to provide all necessary materials, equipment, and incidentals required to perform citywide on-call traffic signal repair, alterations, and installations. We will provide and maintain service response to the City’s traffic signals, safety streetlights, and flashing beacons 24 hour a day, seven days per week basis, including holidays. Extraordinary Maintenance Econolite is available and prepared to provide scheduled repairs and replacements of traffic signal system components and intersection streetlights to ensure safe and efficient operation. When extraordinary maintenance is needed, we have the ability to respond 24 hours a day, seven days per week, including holidays. Our technicians are available and ready for any traffic signal maintenance and repair issues that may arise; we do this quickly, efficiently, and safely and we can respond within the one- hour response time to an emergency, under normal circumstances. When extraordinary work is required, we will perform the emergency repairs only as directed by the City’s designated representative(s). We will contact the City’s designated representative regarding any extraordinary maintenance work and seek prior approval before work is scheduled. If equipment is moved or replaced, the City will be notified within 24 hours or the next business day. Our experienced traffic signal technicians are fully qualified and capable of providing extraordinary maintenance services which may include, but are not limited to, the following: • Failure or malfunction of a signal system if caused by vehicle collision, vandalism, civil disorder, windstorm, natural disasters, street construction, or excavation • Minor upgrading or installations as directed by the City • Replacement of loop detectors, including saw cut lead-ins as required • Replacement of Walk/Don't Walk pedestrian indications with Walkman/Hand and Count Down LED indications • Installation of a completely new pedestrian head with LED, Count-down Walkman/Hand indication, and clamshell mountings • Repainting of the signal head, back plates, visors, frameworks, pedestrian push button housing, electric meter service cabinets, and controller's cabinets as directed by the City. Spray painting methods will conduct repainting Our technicians are highly trained and drive fully equipped vehicles to perform responsive maintenance. Whether it is a knockdown or a scheduled modification, the work will be performed to the highest quality standards and will meet all of the City’s specifications. Our technicians carry enough temporary or spare equipment to ensure that the location is in safe operation. If needed, we have temporary base plates and poles available, as well as backup equipment such as power supplies, load switches, and conflict monitors. In the event that additional help is needed, we always have employees on call and a utility crew who can bring out a crane, spare base plates and pole, or heavy equipment as required for the service. Underground Service Alerts (USA) When requested, Econolite can respond to verify underground conduits and mark out per City standards. We understand that when required, we will be responsible for marking existing traffic signal conduits and interconnect cables (stranded copper wire and fiber optics) for USAs using a pipe locator. All marking for USA will be completed upon receiving notice from the City. Using this real-time inventory system increases accuracy and makes accessing the information both quick and easy. Additionally, the electronic system reduces the amount of paper used in the field, which is another step to partnering with the City. Econolite will establish the database of equipment in the field for the City by creating an inventory of all locations for major assets and building the initial database. Using our MMS, we will confirm major asset data and continue to maintain the database of major assets at each location in addition to keeping real-time records of all maintenance activities performed. Emergency Repairs Response Time Econolite’s team of technicians are fully capable of receiving and immediately responding to emergency calls during normal working hours and during hours outside of normal operations. Our technicians are prepared to respond to emergency calls within two (2) hours, or mutually agreed upon timeframe, from the time of notification. We will also have a designated on-call technician who will be available to respond to emergency calls 24 hours a day, seven days a week, including weekend and holidays. Our technicians are in possession of their service vehicles 24/7 so that they can respond immediately to the City in the event of emergencies. Each technician vehicle is fully equipped with all the materials needed to perform their work, whether for scheduled and unscheduled calls, or in emergencies. Dispatch Service Econolite provides a 24/7 live dispatch service as well as our dedicated toll-free number for the City that is available 24 hours per day, seven days per week, 365 days per year, including weekend and holidays. Using the Dispatch Console within our Maintenance Management System (MMS) known as teamEpro, we can receive and log all calls from the City then dispatch the appropriate on-call technician. Our dispatch service is an existing operation that utilizes a toll-free number for all incoming calls. Calls are dispatched to the on-call Technician and all information is logged in real-time into a cloud-base system fully accessible by City staff. Traffic Control Upon arriving at an emergency situation, Econolite will eliminate all unsafe conditions that could adversely affect the health, safety, or welfare of the traveling public. We will provide traffic control/lane closures conforming to the California Manual of Uniform Traffic Control Devices (CAMUTCD). We will provide all barricades, pedestals and other means necessary to provide the safety of the public and the control of traffic. Flasher units on barricades will have a 12-volt system. All of Econolite’s vehicles are equipped with an arrow board, warning beacons/strobe lights, cones for a lane closure, and advance warning signs. In addition, our technicians will be equipped with communications devices capable of instant two-way communications for extended periods of time with our local shop or with City staff. We possess all required tools, equipment, apparatus, facilities, and materials needed to perform the work necessary to maintain and repair traffic signals, safety streetlights, and flashing beacons in the City.
