SUBJECT: TEMPORARY USE PERMIT 2025-0003
TEMPORARY COMMERCIAL PARKING LOT SALES OF PREPACKAGED FROZEN MEAT
Dear Ms. Preston:
The Design and Development Department has reviewed and approved your request to establish
a temporary commercial parking lot sales event of prepackaged frozen meat products by
Kenston Farms in the parking lot of the Hobby Lobby located at 78850 Highway 111, in the One
Eleven Shopping Center. The approval of this temporary sales event is granted under Section
9.100.120 of the La Quinta Municipal Code subject to the Conditions of Approval listed below
and the attached Conditions of Approval from the Fire Marshal’s office:
1. By holding the temporary commercial parking lot sales event, the applicant agrees to
indemnify, defend, and hold harmless the City of La Quinta in the event of any legal
claim or litigation arising out of the City’s approval of this project. The City of La Quinta
shall have the right to select its defense counsel at its sole discretion.
2. The applicant shall obtain a City of La Quinta business license, Department of
Environmental Health Permit, and provide a current California Seller’s Permit issued
by the State Board of Equalization with the City of La Quinta listed as a sublocation.
3. The temporary commercial parking lot sales event may be open from Thursday May
8, 2025, through Sunday May 11, 2025, between the hours of 9:00a.m. and 6:00p.m.
4. The temporary commercial parking lot sales event shall be removed and the premises
cleared of any debris, tents, tables, and other sales equipment at the end of the sale
on Sunday May 11, 2025. The 26-foot refrigerated truck shall be removed no later
than 12:00pm on Monday May 12, 2025, and restored to pre-event conditions.
5. The location of the sale is limited to the southmost portion of the Hobby Lobby parking
lot located at 78850 Highway 111 per the attached site plan. Traffic aisles shall not be
blocked.
6. Adequate and legal pedestrian access shall be maintained around the merchandise
or displays at all times.
7. Adequate vehicle access shall be maintained around merchandise, displays or
temporary structures placed in parking areas. Roadways, parking areas, and
pedestrian traffic aisles outside the proposed area shall be always maintained
accessible.
8. The facility shall not engage in the sale of any merchandise not directly associated
with prepackaged frozen steak products.
9. Per information on file, the sale of accessories is not proposed or approved as part of
this permit.
10. All electrical wirings must comply with the California Electrical Code as well as Building
and Safety Requirements. No zip cords will be allowed. All extension cords must be
connected to a circuit protected outlet. Use of generators shall comply with the
California Fire Code and Building Code.
11. Signs shall be restricted to one (1) banner sign per street frontage, each sign not
exceeding thirty-two square feet. Maximum one (1) temporary portable sign on or off-
site on private property, not to exceed fifty-five (55) square feet. Banners may be
placed on the temporary fence or adjacent within the parking area, but not on Highway
111. Other signs and advertising devices such as pennants, flags, A-frame signs, are
prohibited.
Adherence to these conditions, as outlined, will ensure that adverse impacts to surrounding
properties and businesses will be minimized. The City may elect to add conditions to this
application to mitigate any problems that arise not previously addressed herein.

The plans you submitted for the above referenced project have been reviewed by Riverside County Fire
Department - Office of the Fire Marshal personnel and are approved with the following conditions.
FIRE LANES/ACCESS No designated fire lanes, fire hydrants or any other Fire Department appliances
shall be blocked or obstructed. Fire lanes shall be clearly identified in an approved manner throughout the
event grounds by posting “NO PARKING FIRE LANE” or other approved means. All motor vehicles shall
be parked in designated parking areas.
EXTENSION CORDS Extension cords shall be over-current protected and/or ground-fault interrupter
protected. No additional taps are to be in any device. All extension cords shall be of 12/3 gauge wire or
greater with approved connectors.
COMBUSTIBLE MATERIAL Accumulation of combustible material (including trash) will be prohibited
near any ignition sources within 30-feet of the perimeter of tents and membrane structures. Such waste shall
be stored in approved containers and removed from the premises not less than once a day.

Description of Activity
Duration: 4 days
Setup: Refrigerated truck and a 10x10 tent, both compliant with fire code standards.
Space Required: 6-8 parking spaces.
Customer Traffic: Typically 5-7 customers per hour. Around 55 customers a day
We are looking at running the event from Thursday 5/8/25 through Sunday 5/11/25 & would
run from 9 am - 6 pm daily.
Our guys typically get into town on the Monday before start of sale and usually just park the
truck where we will be, so we'd be requesting to park for the duration of Monday 5/5/25
through Monday 5/12/25 (they would head out that Monday morning after sale event is
over).

None of the sale will be in a right-of-way.
