The building plans you submitted for the above referenced project have been reviewed by Riverside County
Fire Department - Office of the Fire Marshal personnel and are approved with the following conditions.
Fire Department approval is based upon the 2019 CBC/CRC requirements for R-3/U occupancies in a
planned/tract community.
TRACT ACCESS & WATER REQUIREMENTS:
ACCESS
Fire Department emergency vehicle apparatus access road locations and design shall be in accordance with
the California Fire Code, La Quinta Municipal Code and Riverside County Fire Department Standards.
1) Certain designed areas will be required to be maintained as fire lanes and will require approved signs
and/or red painted curbs.
2) Vehicle access gates shall be provided with KNOX Box, Padlock or Key -switch access. Automatic gates
shall also have Opticom IR receivers.
3) Approved street signs shall be installed and visible.
4) No Traffic Calming Devices shall be installed. *Future/proposed traffic calming devices require
approval by the Office of the Fire Marshal.
WATER
1) Fire hydrants shall be installed within 600 feet hose -lay length of the proposed residential units.
2) An observable minimum fire flow shall be present upon testing.
3) Fire hydrant caps shall be in place and marked in accordance with local requirements.
4) Blue roadway reflector shall be installed in the completed roadway to identify the location of all fire
hydrants.
5) Hydrant roadway valve boxes shall have their coverplate or lid exposed and easily accessible.
PRIOR TO PERMIT RELEASE INSPECTION
1) Individual Tract Home (Production) permits will not be released until a Tract Access/Water inspection
has been completed for the affected phase or row of f lots. Applicant/Contractor shall be responsible
for contacting the Office of the Fire Marshal to schedule inspections. Request for inspections are to be
made at least 48 hours in advance and may be arranged by calling 760-777-7131.
DEFERRED SUBMITTALS REQUIRED
1) A Residential Fire Sprinkler system shall be installed in compliance with CRC R313. CA Licensed
Contractor (C-16) shall submit plans and details for review and approval prior to Rough Inspections.
a. Residential Fire Sprinkler permits may be applied for as Master Plan Types. A single Fire
Sprinkler Master Plan permit for each different plan type may be individually applied for.
Coordinate with the La Quinta Permit Technicians for appropriate application and fee
process.
GENERAL CONDITIONS
1) Property/Unit Addressing shall be provided. Minimum 4-inch tall numbers of contrasting color to their
background shall be posted on the structure when viewable from the roadway, or at the driveway
entrance and maintained visible from both directions of travel.
2) All HOA and Private landscaping shall maintain a minum 3-feet radius clearance around the
circumference of fire protection equipment, that includes fire hydrants.
3) Dwelling Units shall maintain a minimum 3-feet clear width Egress Court from emergency escape
windows and doors of sleeping rooms, and shall deposit to the front of the property or public way. (Ref.
CBC 1028.4 / CRC R311.1)

Re: Archaeological Mitigation Monitoring Proposal for TKV 30138
Dear Patrick:
As requested. I have prepared the following proposal to provide archaeological mitigation monitoring
services during the grading of TTM 30138 in the city of La Quinta, Riverside County. The mitigation
monitoring program will follow the procedures and protocols for this project listed in the original MND
and subsequent Resolution 2003-066 by the City.
Monitoring Program
It is our intention to provide all services needed to comply with the archaeological mitigation
requirements presented in the Mitigation Monitoring and Reporting Program (MMRP) for this project.
The scope of work for this project, as set forth in the mitigation requirements, includes the monitoring of
earth -disturbing activities by qualified archaeologists, as well as the initiation of testing and/or data
recovery programs where unique cultural resources are encountered. For each of the tasks noted, a more
detailed description of the scope of work is provided below:
The MMRP requirements included for this project state that a qualified archaeologist will monitor
all excavation and grading activities until the potential for a discovery is exhausted, as determined
by the consulting archaeologist. Depending upon the scope of the grading program, one
archaeologist may be sufficient to monitor the grading of the project. The monitor will be
responsible for the identification of any archaeological deposits that might be uncovered during
grading. Should the monitor make such a discovery, the deposit or feature would be temporarily
secured from any further disturbance from grading, and the project manager and the City will be
notified of the discovery and the scope of any subsequent fieldwork needed to evaluate the
discovery and outline possible mitigation measures. Once authorized by the project manager and
the City, additional personnel will be brought to the site to conduct an evaluation of the discovery
and determine its characteristics. The site will be evaluated for uniqueness, and if necessary, a
mitigation plan will be implemented. The determination of significance will be generated within
24 hours of the discovery, unless construction debris or safety concerns slow the evaluation

effort. If, as the evaluation effort is being completed for any resource discovered during
monitoring, and the resource appears to be unique and will require mitigation, the consultant and
the client will agree on the level of effort and type of mitigation prior to any mitigation work. If
removal of the unique resource is the only logical mitigation, the consultant's team will begin to
make the necessary manpower arrangements to prepare for initiation of a mitigation effort.
2. BFSA will attend a preconstruction meeting for the project and will present a Construction
Worker Cultural Resources Sensitivity Training Program. The training program is intended to
provide information to the grading contractor and field personnel of the types of archaeological
sites that could be uncovered during grading and the subsequent procedures and protocols that
would need to be implemented in the event of a discovery.
3. The results of any work conducted for the project, including the archaeological monitoring and
any testing and mitigation work, must be described in a technical report or multiple report
submittals. All reports will be prepared in accordance with City guidelines. The reports will
include all of the pertinent information gathered from the research and fieldwork and will provide
detailed maps and graphics concerning the archaeological work.
4. At the conclusion of the mitigation monitoring program, a final report will be prepared for
submittal to the City to confirm the mitigation monitoring program was completed in accordance
with the permit requirements. if any discoveries were made during the monitoring program, the
final reports will include discussions of the discoveries and the measures undertaken to mitigate
impacts.
Budget Proposal
The MMRP will be based upon hourly rates. BFSA will supply a qualified monitor at a rate of $70.00 per
hour. Daily charges for the monitor will include travel time and mileage, as well as per diem. All
monitoring time is recorded on daily tickets to be signed by the on -site project manager or superintendent,
and the hours approved are those which will be invoiced. The monitoring budget is based upon standard
eight -hour days. Any time required for monitoring that exceeds an eight -hour day or 40 hours a week
will be charged as overtime. The estimate of monitoring charges is based upon a projected grading
schedule of 15 days or approximately 150 hours. Archaeological monitoring for this period of time will
require a budget of 10 500.00. The project will only be charged for the actual hours used for the
monitoring of grading. The reimbursable budget for mileage and per diem is $3,000.00.
BFSA representatives will be present at the preconstruction meeting to review the mitigation
requirements and protocol to be followed in the event that a discovery is made. The Construction Worker
Cultural Resources Sensitivity Training Program will be presented at that time. Ideally, the
preconstruction meeting will take place on the first day of grading to minimize costs and avoid an extra
day of work.
If a discovery is made all appropriate team members will be informed as soon as possible of the nature of
the discovery and the steps needed to conduct the necessary mitigation program. The estimation of costs
associated with any discovery and subsequent mitigation work will be based upon the size, depth, and

content of any archaeological discovery. All recovered artifacts must be subjected to laboratory analyses
as part of the discovery process.
The final report for the archaeological monitoring program will have a budget of $1, 02 0.00, assuming that
no discoveries are made.
The reimbursable charges for this project will include report copy charges, mileage, drive time, per diem,
and any materials required to secure and remove discovered cultural resources. Meetings that require the
attendance of BFSA staff will be charged hourly in addition to any monitoring costs. Should a discovery
be made, recovered artifacts will be required to be subjected to laboratory analysis and eventually
preserved at a recognized museum or curation facility. Any curation charges for archaeological materials
will be reimbursable.
Billing Rates For Tune-and-Aaterials Invoicing
This project will be invoiced on a time -and -materials basis. The schedule of hourly rates is provided
below and includes the rates for the monitor, field archaeologists, and supervisors, should the monitoring
result in the discovery of any archaeological features or deposits. Should the budget for monitoring or
discoveries be exhausted during the program, change orders will be submitted to increase the budget
accordingly.

Budeet
We will provide monitors only as necessary and will always attempt to keep monitoring charges to the
minimum necessary to comply with the MMRP. The budget is based upon the following tasks:
1. Preconstruction Meeting: No charge if conducted on the first day of grading, as the BFSA
monitor will attend the meeting.
2. Monitoring of Grading_and Excavations: A monitoring budget that includes the archaeological
monitor at S70/hour for 150 total hours will be $10,500.0 . Regardless of the amount of the
budget estimate, the reality is that BFSA will supply monitors as necessary to accomplish the
regulatory requirements as set forth by the MMRP for this particular project.

3. In addition to the field monitoring, travel time and per diem to the project will also be invoiced as
a reimbursable cost. Mileage will also be a reimbursable cost. For this project, a reimbursable
budget of $3,000.00 will be requested to cover travel time, mileage, and any other charges
associated with the mitigation monitoring program, including meetings, correspondence, and
duplication.
4. Final Monitoring Report: At the conclusion of the project excavation work, BFSA will prepare a
final monitoring report for submittal to the City. The cost to prepare the report will be $1.200BO
total, unless discoveries are made that would require an expanded report effort.
Total Estimated Budget: $11.700,00. Plus a Reimbursable Budget of $3.000.00
Change Orders
In the event that the monitoring programs extends beyond the 150 hours estimated, or should
archaeological discoveries be made, a change order will be submitted to revise the project budget
accordingly in order to fund the additional work.
Invoicing
Invoices will be submitted monthly and will be due and payable within 30 days.
