Firm Background, Qualifications, and Experience
SCA, based in Cleveland, OH, is the largest, self -performing power sweeping services
company in the United States and has been serving California for many years.
a) SCA of CA, LLC is an acquisitive company. Since its establishment in 2021, we
have acquired and operate multiple street sweeping companies in California that
had been servicing the state for many years including Cleanstreet, LLC established
in 1961, Contract Sweeping Services, LLC, RF Dickson Co., LLC established in
1960, Jonset, LLC established in 1980, Cannon Pacific Services, LLC established
in 2003, and Central Valley Sweeping, LLC established in 2014.

services called for the contract.

SCA adheres to all current applicable federal, state, and local laws, codes, and
ordinances, including, but not limited to, those promulgated by Federal, State of
California, CARB, AQMD, OSHA, SCAQMD Rule 1186 "Certified Street Sweepers" and
all other applicable regulatory requirements.
SCA does not have any conditions (e.g., bankruptcy, pending litigation, planned
office closures, mergers) nor organizational conflicts of interest that would affect our
ability to perform the required duties. SCA is not debarred, suspended or otherwise
declared ineligible to contract with any other Federal, State, or local public agency.

Our commitment to our customers is what drives our success. Our Fontana
team will provide the highest level of service and customer support to the City
of La Quinta and your residents. Our team is committed to providing
comprehensive street sweeping services to include all the other maintenance
required to maintain the areas included in this contract in safe, attractive, and
usable condition.
We will work closely with the team to meet all your requirements for skilled
personnel, equipment and materials, shop facilities and resources needed to
service residential and commercial areas in the City of La Quinta. SCA
understands the nature of this project and offers a customized approach of
internal controls including field supervision, daily oversight of GPS tracking -
which includes curb mile sweeping - and "brooms -down" productivity. Our
service will include providing all necessary labor, equipment, tools, fuel,
materials, insurance, supervision, and traffic control (if needed), along with any
other items required to deliver comprehensive street sweeping services to and
its residents.

SCA Alignment with Required Services
SCA understands the nature of this project and offers a customized approach of
internal controls including field supervision, daily oversight of GPS tracking -
which includes curb mile sweeping - and "brooms -down" productivity. Our
service will include providing all necessary labor, equipment, tools, fuel,
materials, insurance, supervision, and traffic control (if needed), along with any
other items required to deliver comprehensive street sweeping services to and
its residents.

operational plan.
Visibility to Customers
• We offer continuous and precise GPS tracking and route visibility for all
our sweepers across all routes.

• GPS reports can be utilized for billing verification and, if necessary,
reroute or resweep in response to customer service requests. SCA has
accelerated the digitization of its inspections and compliance reporting
processes. Additionally, we've invested in internal diagnostic systems to
monitor vehicle codes, ensuring our equipment is well -maintained with
minimal downtime for our clients.
Consistent Communication with Administrators
• We believe that open communication is crucial for the success of our
partnership.
• Once the contract is awarded, we will provide administrators with a list of
our supervisors' contact cell phone numbers and a 24-hour emergency
phone number.
• We recognize that staff will conduct both routine and non -routine
inspections of completed routes. We look forward to working closely
with your team to address any concerns promptly and will take action to
resolve any issues within 24 hours, at no additional cost to the County.
Efficient & Prompt Customer Service
• We commit to promptly investigating and resolving customer service
issues as they arise. Our highly trained management team share our
commitment to success. They ensure all phases of each project run
smoothly and are directly involved with account management and job
inspections to maintain the highest level of service possible.
• SCA has also developed a custom "Resident Response Sheet" which
captures the necessary information to resolve resident complaints and
concerns related to our sweeping service. This sheet allows us to address
time -sensitive matters quickly and efficiently and provides a way to track
those concerns for future reference and/or the city's records.
• Once our team resolves each concern, we:
❖ Note the resolution.
❖ Email a copy to your staff.
❖ Maintain a copy for our records and for future reference.
All complaints will receive a follow-up response within twenty-four (24) hours
of notification.
DOT Compliance
• Additional safety measures involve collaborating with third -party
organizations that oversee DOT and BIT compliance, ensuring consistent
safety evaluations and reliable, regulation -compliant equipment on the
road.

• We recognize that achieving thorough street coverage may necessitate
slower travel speeds or multiple passes by the sweeper. Our dust
• suppression systems, as detailed later, meet AQMD regulations and all
other relevant federal, state, county, and city ordinances related to street
sweeping, water quality, air quality, hazardous waste, and rubbish
disposal.
• SCA is equipped with both the necessary machinery and experienced
personnel to address any special sweeping requirements. We will work
closely with your team to provide additional sweeping services should
you require emergency assistance.
Employee Routing and Hiring Practices
• We assign employees who are familiar with the respective municipality to
operate the sweepers. We believe in maintaining consistency in our
routing, ensuring our teams become acquainted with each route's unique
characteristics and local requirements.
• Our route managers proactively engage with residents to address any
concerns they may have.
• We employ Quality Control specialists who inspect routes before, during,
and after sweeping until they are confident that the driver -operator is
proficient with city streets and delivering work to a high standard.
Equipment Overview
With a fleet of Regenerative Air and Power Mechanical Brooms (All PM-10
compliant), SCA is equipped to manage anyjob. Our team is prepared to deliver
year-round service with essential equipment, dedicated sweepers, and backup
units. In case of a mechanical breakdown or general maintenance requirements,
backup equipment will always be available to ensure uninterrupted
performance. Furthermore, we stock all the primary spare parts for our sweepers
to ensure swift repairs and quick return to service on the streets.
Equipment
SCA maintains dedicated Mechanical Broom Sweepers, which are essential for
clearing heavy or compacted debris that accumulates after winter rains and
gravel runoff. We will dispatch a full-size mechanical broom unit to effectively
remove compacted sand, gravel, and residue. This enables our residential and
commercial street sweepers to focus on general debris, leaf cleanup, and lighter
tasks, while the heavier machinery handles more detailed cleaning.

Dust Control System & Fuel -Efficient Equipment
Our Mechanical Broom & Regenerative Air sweeping units are equipped with
PM-10 compliant dust control systems and AQMD Rule 1186 low emissions
packages.
Each unit also carries a 220-gallon capacity polyethylene water tank; a 5 pm
High Output Water electric diaphragm type pump; a low water warning light; an
external water level indicator; spray nozzles around pick-up head; gutter
broom(s) and an inside hopper.
Front Spray Bar Adaptation
To address potential dry conditions, we have added an extra spray bar to the
front of our sweeping units. This enhanced spray system applies additional water
to the ground, effectively preventing dust from being released into the air.

3. Complete Fee Schedule
Our proposed fee to perform on -call street sweeping service for the City of La
Quinta is as follows:

4. List of Complementary Services
GPS - Vehicle Tracking Technology
Our trucks are equipped with GPS Tracking Systems. These systems track the
street sweeper's route on a minute -by- minute basis. The GPS tracking unit
collects continuous and accurate real- time information to verify service on all
routes. This technology and additional steps we have taken to provide optimal
service include:
• Reports that provide checks and balances in billings and if necessary, to
reroute or re -sweep to accommodate customer service requests
• Our Samsara platform ensures all fleet maintenance activities are scheduled
and tracked in advance. This platform also digitizes inspections/compliance
reporting and procedures that allow all driver operators to complete various
forms QVIR, Daily Logs) digitally.
• We have similarly invested in internal diagnostics systems to screen for vehicle
codes. These codes proactively provide alerts that allow our team to address
equipment concerns which minimize vehicle downtime.
• Daily oversight of GPS tracking including curb mile sweeping and "brooms -
down" productivity.
• Additional safety controls include working with third party organizations
which oversee all DOT and BIT compliance — this measure ensures consistent
safety reviews as well as dependable and regulation -compliant equipment on
the road.

5. Subcontracting Services
SCA will not subcontract any of the work related to the performance of street
sweeping services for the City of La Quinta.

6. Disclosures
SCA is subject to various lawsuits in the ordinary course of business, none of which
are expected to have a material effect on SCA or its ability to provide on -call street
sweeping services to the City of La Quinta.
