MBA 2025-0004 to SDP 2001-693 Savers Thrift Store Tenant Improvements (07.10.2025)July 10, 2025 Justin Coffman 445 Hutchinson Avenue Columbus, OH 43055 SUBJECT: MBA 2025-0004 IMPROVEMENTS 79840 HIGHWAY 111 Dear Justin Coffman: taQaNfra CAI.IFORNh - BUILDING REVISION FOR SAVERS TENANT The Design and Development Department has reviewed your request to make modifications to the elevations of a retail building at 79840 Highway 111 within the Jefferson Plaza Shopping Center for a future Savers Thrift Store. The plan modifications are minor and will comply with the spirit and intent of Specific Plan 1996-027 and Site Development Permit 2001-0693. The project will result in the creation of a second entrance on the east side of the building that will be used for the drop-off of donations and the installation of an outdoor trash compactor located within a screening fence enclosure. The proposed building materials, architectural features and color palette are consistent with the existing building as well as the originally approved elevations. The modifications are approved as shown on the attached exhibit, subject to the following conditions of approval: 1. The applicant agrees to defend, indemnify, and hold harmless the City of La Quinta ("City"), its agents, officers and employees from any claim, action or proceeding to attack, set aside, void, or annul the approval of this Modification By Applicant. The City shall have sole discretion in selecting its defense counsel. The City shall promptly notify the applicant of any claim, action or proceeding and shall cooperate fully in the defense. 2. The applicant shall conform to all other corresponding conditions of approval for Specific Plan 1996-027 and Site Development Permit 2001-0693. 3. Tenant Signs shall require separate permits. All signage shall comply with Sign Program (SAPR) 2016-0003 which is amendment to Sign Program (SA) 1997-0383. 4. The proposed Donation Center and the trash compactor area shall be kept clean and orderly at all times. Removal of trash and abandoned items at the Donation Center shall follow the procedures as described in the attached Statement of Operations. taQaNfra CAI.IFORNh - 5. All parking spaces proposed to be restriped with a double four (4)-inch wide hairpin stripe markings to the satisfaction of the Planning Manager. All onsite parking shall comply with the requirements of La Quinta Municipal Code Section 9.150.080 and Specific Plan 1996- 027. 6. The applicant shall inform the City of La Quinta's Planning Division of any subsequent changes. Additional modifications may require subsequent review and may result in additional condition(s) of approval. 7. Savers proposes to significantly upgrade the property located at 79840 Highway I I I (the "Property"), which is currently vacant, with a new Savers store (the "Prof ect"). Savers is proud to have diverted more than 3.2 billion pounds of material from the waste stream over a recent five-year period (2019-2023) and paid our nonprofit partners more than $530 million for donations of reusable goods during that same time period. FFM DESIGN Savers provides substantial benefits to the communities in which it operates. First, as a registered commercial fundraiser in California, it buys goods donated to numerous non-profit partners, providing these non -profits with significant revenue. Second, by reusing donated clothing, books, and household items, Savers keeps hundreds of millions of pounds of waste out of landfills annually, which benefits the environment and relieves pressure and cost on local government waste collection. Third, as a for -profit retail company, Savers collects sales tax revenue in the states it operates in. The Sage Policy Group studied Savers' economic and environmental impacts in Maryland for 2022. Based on its findings, Sage concluded that, while impacts may vary by location and state, each new U.S. Savers location could be expected to: • Create direct and secondary jobs through multiplier effects. • Make substantial payments to local nonprofit partners. • Diverting roughly 2,000 tons of solid waste from the local waste stream each year; producing an equivalent amount of fiber would generate 7,000 tons of CO2-eq, an amount equal to the annual CO2 output of 1,400 average passenger cars each year. • Reduce the burden on local waste management services, putting money back in the pockets of taxpayers. The Project will be located at the previous 990 Only retail space, Assessor's Parcel number 600- 010-022. The existing 23,155 square foot space is in a multi -tenant, single story building, 4savers- SHOP.Rause FAR DESIGN shopping complex with shared parking. The property is 2.50 acres, corner lot, located in zone CR — Regional Commercial District. The property is accessible via four existing entrances off highway I I I and two entrances off of Jefferson St. Project Components 1. Savers facade signage. 2. Construct a new CMU enclosure for the new compactor. 3. Provide 6 reserved spaces for customer donations with new ramp and entrance on the South East Side of the building. 4. Tenant improvement of the interior. New fixtures for the sale and purchase of goods. 5. Remainder of existing parking to remain. The new Savers will transform the existing vacant space to a clean, full-time commercial enterprise, rejuvenating and enhancing the shopping center. Hours and Staffing • Retail Business Hours: Mon —Sat 9:00 AM-9:00 PM I Sun 10:00 AM-7:00 PM. • CDC Hours: Same as Business Hours • Employees per shift: 45-50. • Employees will generally be on site beginning at approximately 7:00 am. Loading and Delivery Schedule • Hours of Operation: 7:00 AM - 7:00 PM • Activities: Loading and deliveries only • Restriction: No other business operations during these hours Waste Compactor Operations • Operating Hours: 7:00 AM - 5:00 PM (production hours only) • Daily Usage: 2-3 cycles per day • Hauler Collection: 3-4 times weekly Daily Traffic Volume • Customers:675 • Employees:90-100 • Donors:30 Compactor Operation Savers finds reuse homes for most items it receives, either through store sales or by selling unsold items to wholesale partners that work to keep material out of the landfill. However, there are items that people donate to Savers' nonprofit partners that may be broken, damaged, or otherwise unfit for reuse. In these instances, Savers has found that, by far, the most efficient option is to operate a compactor behind their stores, for several reasons. 4savers'" I Oda. SHO FAR DESIGN There are many benefits to the use of compactors. Compactors do not need to be hauled away as often as open -top containers, which cuts down on hauling activity (including noise), traffic, and vehicle miles/emissions. Compactors are also a very clean option, as they are self-contained and require less space than multiple open -top containers. They substantially reduce the volume of waste sent to landfills when compared to a typical open -top container. Important to our neighbors, compactors are also cleaner and safer than open -top containers, since material is sealed up inside and there is virtually no opportunity for rodent attraction, "dumpster diving", arson, and similar activities. They are also a quiet solution as they do not register on a 501)b meter at a radius of 50 feet. Recycling and Organics 1. Savers will set up a 32 to 96 gallon tote staged inside picked up Ix per week for organic scrap. 2. All old corrugated containers (OCC) will be bailed and picked up by their bale vendor 3x a week. 3. If Commingle is required by local authority, Savers will provide 3 small totes, 32 gallon to 96 gallon staged inside for paper, plastic, and aluminum (using at 1243) Ix per week. Other Waste 1. Hazardous waste — via our hazardous waste vendor, tote and shelving system stage inside picked up as needed. 2. E-waste — via gaylords and pallets staged inside picked up as needed. 3. Books/paper — via SRI recycled/reused via gaylords staged inside. Savers is committed to operating its stores, including the compactor, in a safe, clean manner as a good neighbor. Receiving Donations and Combattingping The Project's donation center will be staffed by one or two Savers employees at all times, which will prevent dumping and result in responsible management. Further, Savers will place "no dumping" signage at the Property and will install 24 hour surveillance cameras to discourage overnight dumping. This site offers an excellent side parking area that is remote from the main aisle of traffic and parking. Customers can safely approach the donation area and park in the designated parking stalls without blocking the flow of traffic. Upon early morning arrival, employees immediately check the donation area to remove any donations that are left overnight to ensure that the donation area is kept clean and orderly. C&sqvers- $04001.
